The object of research is innovative entrepreneurship and the main tendencies in its operation in the world. Investigated problem. The rapid development of innovative entrepreneurship necessitates are the identification and tracking of tendencies in this area. The main scientific results. The article identifies tendencies in the functioning of entrepreneurship in the context of technological progress. The main subsystems of an innovative enterprise are characterized. The dynamics of frontier technologies market indicators in the context of innovative entrepreneurship is analyzed. It is noted that the transformation of the structure of the global market of advanced technologies is accompanied by increasing disparities in technological and financial development between countries. The inconsistency of national goals with global ones in the field of frontier technologies is pointed out. The area of practical use of the research results. The results of the study can be used by representatives of the scientific community, authorities to understand global tendencies in innovative entrepreneurship. Innovative technological product Identified global tendencies in the functioning of innovative entrepreneurship can be part of technological development strategies. Scope of application of the innovative technological product: policy of regulation of innovation activity.

Object of research. The article investigates the cutting forces when grinding martensitic-aging steels with highly porous grinding wheels. The problem to be solved is the regularities of the change in the magnitude of the cutting forces when grinding maraging steels with highly porous CBN wheels. Main scientific results. The studies were performed on martensiticaging steel H8K18M14. As a result of the experiments, it was found that when grinding wheels made of materials such as electrocorundum, CBN (borazon) and diamond, a significant role is played by the values of the cutting force, which increase during processing. During the experiment it was found out: the cutting forces Py and Pz in the width of the allowable modes, which are most often used in circular and flat grinding, can reach the following values: with the structure of the wheel 26 come to values from 2.714N to 30.721 and with the structure of the wheel 40 come to values from 2.49N to 28.185N. Reducing the grain size of the wheel, let’s obtain the effect of increasing the energy costs of the grinding process, by increasing the magnitude of the cutting forces. If to compare the cutting forces that occur when grinding different wheels, it is possible to note the following: in comparison with electrocorundum wheels when using wheels with KNB cutting forces are reduced by 20-25 %, and when grinding with diamond wheels, the effect of cutting forces is reduced by 25 - 30 %. When grinding with highly porous wheels, the cutting force is 15-20 % higher than when grinding with wheels of normal porosity. Investigated problem. Implementation of the concept of an entrepreneurial university necessitates the formation of a system of activity indicators of educational institutions. The main scientific results. It is specified that the activity of entrepreneurial universities and educational institutions that try to comply with this concept should be systematically rated. The author analyzes modern approaches to estimation of the activity of entrepreneurial universities. The own viewpoint to this evaluation on the basis of calculation of an integrated indicator is offered. The main stages of the algorithm for estimating the activity are described. An integrated activity indicator for five universities has been calculated. The ranking of educational institutions in accordance with the calculated desegregated measures and the concept of entrepreneurial university has been held. The results of the analysis showed that the studied educational institutions from the United States are more in line with the concept of the entrepreneurial university than European ones. The area of practical use of the research results. The practical results of the study can be used in the process of estimating the activity of entrepreneurial universities. Innovative technological product. The scientific approach to the evaluation of the activity of entrepreneurial universities proposed by the author allows to form their rating, to track the position of each educational institution in the dynamics. Scope of application of the innovative technological product: educational policy at the micro- and macroeconomic levels.

The paper is focused on solving the problem of assessing the impact of repair-building works on the technical condition of objects near which these works were or are being carried out. Particular attention is paid to the analysis of the problems that accompany the creation of expert systems for supporting forensic building-technical expertise. The main aim of the work: conceptual modeling of an expert system for supporting forensic building-technical expertise. Object of research: the process of execution of forensic building-technical expertise and expert research. Solved problem: automation of a system capable of functioning in conditions of fuzzy uncertainty caused by the non-uniformity of the logic of the process of performing forensic building-technical expertise and the ambiguity and inconsistency of the information provided for research. Main scientific results: a model of a knowledge-based system is proposed and the use of neuro-fuzzy networks is justified to solve the problem of supporting the decision to assess the impact of repair-building works on the technical condition of the object, which has become the subject of expertise. Field of practical use of research results: forensic activities in the framework of building-technical expertise to determine the possible causes of deterioration in the technical condition of structural elements of buildings and their individual premises. Innovative technological product: a support system for forensic building-technical expertise based on knowledge and neuro-fuzzy models. Scope of application of an innovative technological product: forensic and investigative practice in resolving issues requiring the use of special knowledge in assessing the impact of repair-building works on the technical condition of nearby facilities.

The object of research: the process of membrane concentration of buttermilk using methods of removing the polarizing layer on the membrane surface. Investigated problem: determination of the effectiveness of methods for eliminating the polarization layer on the membrane surface during membrane concentration of buttermilk. Main scientific results: The results of experimental studies on methods of removing the polarization layer to increase the productivity of ultrafiltration equipment in the process of membrane concentration of buttermilk are presented. Mathematical models are proposed based on the regression equation of a factorial experiment using the elimination of the polarization layer on the membrane to determine the rational operating parameters of the membrane concentration of buttermilk. These parameters were determined: pressure – 0.4 … 0.5 MPa, buttermilk temperature – 40 … 50 °С, speed of pulsating flows – 1.5 … 1.7 m/s, frequency of bubbling of raw materials – 0 , 10 … 0.15 min-1, bubbling pressure – 0.56 … 0.58 MPa. A comparative analysis of the application of the method of vibrational mixing and bubbling of separated non-fat dairy raw materials to eliminate the formation of a polarization layer on the surface of membranes in the process of membrane concentration is presented. Based on the obtained quantitative and qualitative characteristics of the ultrafiltration products, it can be seen that vibrational mixing and bubbling of the processed buttermilk equally intensify the process of membrane concentration of buttermilk. The area of practical use of the research results: enterprises of the dairy industry of the food industry, engaged in waste-free processing of dairy raw materials and its by-products. An innovative technological product: devices for reducing the polarization layer, allowing to increase the performance of membranes in the process of membrane concentration of buttermilk. Scope of application of the innovative technological product: waste-free processing of dairy raw materials at dairies and dairy plants and other food industry enterprises.

Object of research: Women in whom the risk of osteoporotic fractures was assessed using the FRAX, Q-Fracture algorithms, and the risk factors for osteoporosis and their role in the development of osteoporotic fractures were studied. Investigated problem: the use of various algorithms in the practice of a family doctor to assess the 10-year risk of osteoporotic fractures. Main scientific results: A decrease in bone mineral density was found in 51.4 % of the surveyed women, of whom osteopenia was in 48.7 %, osteoporosis in 2.9 % of women. The risk of fractures according to all algorithms was higher in women of the age group 70–79 years: FRAX Total – 8.87±3.2, FRAX Hip – 4.03±3.1, Q fracture total – 12.87±1.5, Q fracture Hip – 7.97±2.7, FRAX Total without BMD – 11.9±5.5, FRAX Hip without BMD – 6.3±4.8. Age correlates negatively with the T score (r=–0.47, p=0.007) and positively with the FRAX Total algorithms without BMD (r=–0.47, p=0.003), FRAX Hip without BMD (r=0.78, p=0.006), Q fracture total (r=0.86, p=0.007), Q fracture Hip (r=0.92, p=0.008), FRAX Hip with BMD (r=0.55, p=0.009). No statistically significant difference was found with FRAX Total with BMD (r=0.21, p=0.345). Risk factors: 14.3 % of women had fractures of various localization; fractures in parents were noted by 37.1 % of respondents; a decrease in height by 3 cm during life occurred in 13.3 %. Early menopause (up to 45 years old) occurred in 11.4 % of women. Physical activity less than 30 minutes a day was noted by 68.6 %. The area of practical use of the research results: the primary level of medical care. Innovative technological product: early identification of risk factors for osteoporosis and calculation of the risk of fractures will reduce the medical and social consequences of complications in osteoporosis. Scope of application of the innovative technological product: in the clinical practice of general practitioners.

This paper outlines the main approaches to understanding the concept of "innovation" and "innovation policy", and defines that today in scientific practice, two main models of innovation are identified: "innovative" and "catching up". We have determined that nowadays, it is important for Ukraine to move to an "innovative" model as soon as possible and to develop its own capacities. In order to achieve this, it is necessary to be on the same level with technically more developed western neighbors to function effectively in the new European political realities. This is extremely important for the further effective economic development of the state, on which its social sphere depends. That is why, the study and improvement of the state's innovation policy is being highlighted and updated today. For a better understanding of their own development opportunities, it is suggested to study the experiences of other countries that have already undergone similar stages of formation. In particular, the focus is on economic and technological development, which is the basis for innovation in all other areas. The paper presents a classification for the main types of state innovation policy of various countries according to Y. Kharchenko; defines the main features of the innovation policy in Ukraine and outlines the main guidelines for its further development. As a result of scientific literature analysis, it has been found that much has already been done for effective innovation development in Ukraine. Nevertheless, it is necessary to continue the work in this direction, including studying the experience of other countries, improving the regulatory framework, stepping up scientific and technological progress, economic development and reviewing the main strategic goals of the state's innovation policy. Institutional and legal support of innovative activity in Ukraine is at the stage of formation, at the moment its main elements are created. However, the legal framework for regulating innovation processes in Ukraine requires expansion and improvement. The need to adopt a legislation on state regulation of technology transfer activities can be emphasized. The main effective mechanism for implementing the innovative model of economic development in Ukraine is the system of technological parks. The practice confirmed the high contribution of technological parks to the promotion of innovation activity at the regional level. All the above facts point to the rapid development of the state innovation policy in Ukraine, which is due to the relevance of this sphere of public administration for the countries that are still undergoing a transformational period.

The article examines the evolution of advanced technologies and its impact on the development of the economy. The processes of mutual influence of advanced industrial technologies and trends in the formation of technological structures attract the attention of economists, engineers, and sociologists. A human being is constantly trying to conceive the algorithms for assessing mutual influence of advanced technologies on technological progress, on global and national economies. Scientific discussion will lead to valuable practical results if scientists speak «the same language», use a unified interpretation of technical, economic, statistical, social terms. It is crucial to place social aspects of technological progress in the forefront since technological development is to solve the problem of the most technological or economical satisfaction of human needs. The purpose of this work is to investigate the existence of mutual relationship between the use of intellectual property and the economic development of Russia’s manufacturing industries. The methodology is based on the principles of the consistency of scientific research, objectivity, causation of phenomena in the economy. The paper applies the methods of economic and statistical analysis and presents a brief overview of scientific publications on the impact of advanced technologies on economic development for the period of 2018-2020. The author puts forward a hypothesis that an empirical analysis of advanced technologies in the production of electronic products will show the degree of patents influence on industry productivity. The findings demonstrate that technologies have a weak influence on productivity both on the economy at large and in manufacturing industry. Therefore, patenting the technologies should be scientifically substantiated and it is imperative to confirm the promise of advanced technologies for sustainable development.

Object of research: optimization of the operation period of bicarbonate columns by optimizing their design features. Investigated problem: increasing the efficiency, environmental friendliness and duration of the bicarbonate columns by optimizing the design of the sludge discharge unit. Main scientific results: the article analyzes the main design features of bicarbonate columns for the production of purified sodium bicarbonate. A relationship has been established between the design of the apparatus, the intensity of mixing and the duration of the apparatus operation without stopping for washing. On the basis of the existing problems, laboratory and industrial experiments were carried out at one of the soda plants, aimed at increasing the efficiency of operation of the bicarbonate columns of the purified sodium bicarbonate shop. So, due to the modernization of the design of the sludge unloading unit and the identification of the optimal amount and month of the location of the mesh trays, an increase of 1.5-2 times in the duration of operation of the columns without stopping for washing was achieved. This contributed to an increase in plant productivity and environmental friendliness of the process due to a decrease in the amount of liquid waste generated during the washing of the column equipment. Area of practical use of the research results: enterprises for the production of purified sodium bicarbonate of food and pharmaceutical quality. Innovative technological product: design solutions for bicarbonate columns and the technology of carbonization of soda-bicarbonate solution for the production of purified sodium bicarbonate. Scope of application of the innovative technological product: soda production, food and pharmaceutical industries.
