The mechanism of interaction between government and business structures in the development of the innovation potential of a region in Russia requires constant development and improvement, since only a balanced interaction of government and business at the regional level makes it possible to fully develop socio-economic development and, accordingly, realize the region's innovative potential. The authors examined the above problem and proposed a mechanism for the implementation of investment projects with the participation of regional authorities and business structures.

The article presents the results of clustering regional investment projects according to the degree of their impact on the socio-economic development of the Orenburg region. The authors have systematized the effects that the implementation of regional investment projects will have on the regional economy. The grouping of regional investment projects according to the criterion of their impact on the socio-economic development of the region, carried out using the procedure of multidimensional cluster analysis of data on static and dynamic effects created during the implementation of projects in the regional economy. This makes it possible to make informed management decisions regarding the feasibility, timeliness and volume of project support from the regional authorities.

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

The aim of the work is to study the aspects of interregional cooperation in the formation of the complex investment project “Yenisei Siberia”. Methods of statistical analysis were used – dynamics, comparison, grouping. The article provides an overview of the main socio-economic differences between the participants of interactions. Minimizing these differences will create conditions for the effective implementation of investment projects that provide a multiplicative effect in the development of the project territories.

Effective implementation of regional policy is impossible without assessing the current environment of the region’s functioning, which is formed under the influence of internal factors. Among the many factors that determine the socio-economic development of the region, we have identified: human potential, innovation potential, investment potential, digitalization of the economy, production potential, quality of life and infrastructure development. Each of the selected factors can be characterized by using a system of statistical indicators. In regional forecasts, internal factors act as control parameters, changing them it is possible to find an opportunity to change the course and direction of socio-economic processes in the region. This explains the necessity and relevance of the study. The purpose of this article is to form a set of indicators to assess the factor load on the socio-economic development of the region and determine its vector. The method of factor analysis on an indicative basis was used for achieving this goal. The importance of factorial analysis lies, first of all, in the fact that its results will make it possible to assess the share of influence of each factor on the “level of socio-economic development of the region” and to develop appropriate tools for managing growth factors. Taking into account the formed system of indicators, an analysis of the Central Black Earth macroregion areas economic development was carried out. The greatest factor load on the socio-economic development of the region is exerted by the innovation potential, production potential and human potential of the region. As a result of the study, a matrix of the regions distribution by the level of socio-economic development was built, reflecting the position of the region in dynamics. During the study period, the Voronezh region occupies a leading position, and the Tambov region is an outsider region. In addition, for each region, growth factors and restrictions on the development of the region were identified, which must be taken into account when building regional forecasts.

The article considers approaches to determining the importance of human capital for the socio-economic development of the territories of the Russian Federation, as well as determining its place in the structure of the territorial socio-economic potential. The article shows that human capital is the basis for the formation of the regional economic system and serves as the basis for the implementation of the regional socio-economic potential. The authors define human capital as a key socio-economic and productive factor in the development of not only the modern economy, but also modern society. Regional human capital is defined as a set of human resources with their knowledge, abilities, skills, etc., formed both within the framework of individual human capital and within the framework of corporate human capital, localized on the territory of the region and able to provide reproduction processes within the regional socio-economic system. The article shows that the regional human capital in the structure of the socio-economic potential of the region has both quantitative (population size, including population migration; the gender and age composition of the population of the region, etc.), and the quality characteristics (the level of education and qualifications of the population of the region, the effectiveness of the use of human capital, etc.), reflect the importance of human capital in the state’s program documents. The article proposes the author’s vision of human capital as a resource for the socio-economic development of the region and proves that from the point of view of the realization of the socioeconomic potential of the region, the human resources of a particular region should be considered by regional authorities and management not only as a key resource that ensures the socio-economic development of the region, but also as a resource that imposes certain requirements necessary for the direct realization of human capital (potential).

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

Introduction.The article is devoted to the revealing of the tendencies of social and economic development and to economic security of the territories. The research summarizes the concept of economic security of the territory and the ways of its evaluation, also presents the author’s methodology for determining the trends in the development of municipal areas by the context of economic security on the example of Omsk region.Materials and methods.Indices of economic security in the economic, social and financial spheres and an integrated index are calculated, basing on the data of the Territorial Body of the Federal State Statistics Service for Omsk Region, which characterize the socio-economic development of municipal regions. The grouping of the obtained values and their visualization with the help of GIS technologies helps to demonstrate the development tendencies of the municipal areas of Omsk region.Results.The article substantiates the ways of grouping the indices of economic security and their visual representation for assessing the trends of socio-economic development of municipal areas. As a result, the tendencies of social and economic development of the municipal districts of Omsk region in 20142016 are demonstrated in the context of economic security based on the author’s methodology.Discussion and conclusions.The revealed positive trends in the development of municipal districts’ economy of Omsk region are offset by negative trends in the social sphere. Therefore, most of the municipal districts of Omsk region are classified as “moderate implementation of threats” to the level of economic security in 2016. The revealed tendencies reflect problematic issues, to which the municipal and regional authorities of Omsk region should pay special attention.
