Today rates of own production don't meet the increased needs of the population and don't promote saturation of the markets domestic production that threatens food and national security in general. In such conditions extremely important are problems of import substitution, replacement of the imported goods due to revival and development of the domestic production of the food industry which is turning out competitive products. Need of cardinal increase in competitiveness of the Russian enterprises and expansion of domestic production of the food industry impose requirements to serious reorganization of state policy of import substitution.

The development of the polymer market demonstrates the positive dynamics of domestic production. To bring competitive products to the market, it is necessary to focus on a new vector of development, given the global popularity of polymer packaging, which makes up about 50 % of all types of packaging. Of these, a large share (about 60 %) is soft packaging, and this indicator continues to grow. The food industry is the main consumer of this type of packaging. Shown are the developments and prospects of using polymer and combined types of consumer packaging in the production of meat and meat-containing canned food, canned feed for unproductive animals, as well as the classification ranking of polymer consumer packaging and some aspects of thermal canning.

Subject: the subject of the study are low-power generator sets with a power of up to 30 kW.Materials and methods: in this paper, the main domestic legislative documents regulating the requirements for products. An assessment is made of the current state of Russian engine building.Results: the detailed analysis of the modern domestic market of power generating units with a capacity of up to 30 kW is made, the main problems in the field of domestic production of  electric power generators in the range up to 30 kW are revealed, and the prospects for import substitution of gasoline and diesel engines are noted.Conclusions: almost complete absence of the market of domestic low-power generating sets is established, insufficient measures taken to support domestic producers are noted, measures are  proposed for the development of domestic production of power units in the range of up to 30 kW.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

The purpose of the publication is to assess the world experience of post-industrial development and deindustrialization in the economies of both developed and developing countries. The importance of the crisis of the post-industrial paradigm for the development of the world economy, the application of this experience in the process of import substitution and the unfolding reindustrialization in Russia is noted. The analysis of the world experience of post-industrial development and deindustrialization of the economy, its macro-regional features is carried out in the context of maintaining and developing Russia's economic security. The author's understanding of the problems and prospects of the development of import substitution and reindustrialization processes in the world is proposed. Import substitution is considered as part of the strategy of economic development and ensuring the national security of the country. It is proposed to build recommendations for improving the policy of import substitution and reindustrialization carried out by Russia, taking into account the author's developments.

Being a member of the EU, today the Czech Republic is not entirely dependent on domestic production of food and farming commodities. Since borders inside the EU are open, particular commodities can flow without any tariff measures. But food self-sufficiency belongs to internal factors of national security and therefore it deserves sufficient attention. The aim of this article is to evaluate, based on an analysis, the self-sufficiency rate of the Czech Republic and Poland in selected commodities of crop production between marketing years 2000/2001–2009/2010, with special attention to the most important and cultivated commodities – basic cereals, oilseeds, corn and potatoes. Based on analyses of self-sufficiency rate it can be concluded, that both countries can be considered as stabilised with restpect to rate of self-sufficency of selected crops – none of the presented groups falls under 80%. For most described commodities the trend of self-sufficiency rate in the Czech Republic and Poland is stabilised or growing. Only production of potatoes is coming close to critical treshhold in CZ, therefore national strategies should be put in place to maintain the self-sufficiency rate above the critical limit. After an analysis of internation trade it can be concluded that the Czech Republic is specialised exporter of not-processed commodities but country significantly falls behind Poland in competitiveness of processing of commodities.

In recent years, a number of new disinfectants have been proposed for practical use. However, not all of them can be recommended for the food industry due to the increased requirements of sanitary and environmental safety of chemical products. Therefore, the proposed products for disinfection, for example, dairy production facilities, must be certified, accompanied by the results of toxicological studies and a recommendation about the possibility of testing a particular product in certain industries. In modern conditions, an important task set by the leadership of Russia for the scientific community of our country is import substitution in all spheres of life. The disinfecting drug Sandezffekt was developed by the Department of Veterinary- Sanitary Expertise and Biological Safety of the Moscow State University of Food Production for the food industry and veterinary medicine, as an effective analogue of vehicles produced by foreign companies. As a result of research, the effectiveness of the “Sandezeffect” preparation was established under conditions of various processing industries of the agro-industrial complex: the dairy and meat industry.
