Zimbabwe requires USD2 billion annually until 2032 for financing economic infrastructure. However, the Government of Zimbabwe currently affords about 20% of this financing requirement leaving an 80% gap. The aim of the study was to establish the main sources of finance for economic public infrastructure and recommend alternative financing sources to supplement the current sources. The qualitative descriptive study collected primary data through 23 interviews conducted with officials from ministries of the Government of Zimbabwe, government departments and parastatal enterprises. Secondary data was obtained from documentary analysis. The study revealed bilateral loans from the China Exim Bank as the main source of finance for economic infrastructure, contributing USD2.1 billion whilst budget appropriations from the Government of Zimbabwe contributed USD1 billion during the 10-year period under study. Infrastructure finance was also obtained from development partners (USD200 million) and commercial and multilateral lenders (USD400 million). The study recommends developing a framework that promotes and protects private sector and/or innovative financiers of infrastructure through policy stability.

This study has the background that the eradication and abuse of drug trafficking must be handled seriously by the government. In this study, researchers wanted to know what factors influence the prevention of eradication and abuse of drugs (P4GN) programs. This study is a qualitative descriptive study with data sources used, namely primary data and secondary data and this research was conducted using Interview and documentation methods, data analysis methods used include data reduction, Data Presentation and Interesting Conclusions. The results of the study found that the issue of communication aspects here is a very important process to determine the objectives of a policy, so far the dissemination of eradication and misuse of drug trafficking (P4GN) programs has been carried out in several districts and cities in NTB, the implementation of the P4GN program can provide an explanation to the public about what drugs are and the dangers of drugs for the life of the nation and state, the issue of the P4GN program shows the attitude and responsibility of the implementors to carry out their duties properly. Regarding the disposition aspect, the character problem or the implementor's attitude in implementing implementation is a matter that influences communication and bureaucratic structures and resources involved in the implementation of the eradication and misuse of drug trafficking (P4GN) program, the attitude and responsibility of the implementers here is sufficient well.

This study discusses the Performance Allowance in the perspective of al-'Adl in the Indonesian Ministry of Religion, Gowa Regency. This type of research is a type of qualitative descriptive study with a phenomelogical approach that explains the phenomena and their meaning for individuals by conducting interviews with a number of individuals and the location of the study was conducted at the Indonesian Ministry of Religion, Gowa Regency. Sources of data obtained consisted of primary data sources of 12 informants, as well as secondary data. Data collection methods used are observation, interviews, and documentation. The results of this study indicate that the process of receiving performance allowances in the manner of payment and giving, addition, and reduction of performance allowances is in accordance with government regulations. In addition, the value of Al-'Adl is an imbalance in the receipt of performance benefits with employee performance which is assessed through employee performance appraisal. The value of Al-'Adl is that there is no equality in providing training opportunities and infrastructure for employees. The value of Al-'Adl is that there is a mismatch in the receipt of performance allowances based on the time of payment, employee workload, and employee obligations.

This study aims to determine how the Administration of State Property Through the Use of SIMAK-BMN applications at the Office of State Assets and Auction Manado to find out whether the Administration of State Property at the Office of State Assets and Auction Manado is in accordance with the provisions of the applicable regulations in regulating administration BMN. This research is a qualitative descriptive study with the data used in this study are primary data and secondary data. The results of this study indicate that the Office of State Assets and Auction Services in Manado as the Accounting Unit for the Authorization of Goods Users (UAKPB) has carried out the Administration of State Property as well as recording through the use of the SIMAK-BMN application.

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. The most appropriate  pattern of empowerment is the empowerment pattern that involves all stakeholders using partnership schemes such as: the role of local government, universities, DPRD, and private / corporate   Keywords: coastal empowerment, welfare, group of fishermen

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Pendapatan mereka semakin hari semakin menurun bahkan seringkali  mereka tidak mempunyai biaya untuk kehidupan mereka sehari-hari. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder.   Ekonomi kreatif merupakan salah satu sektor yang diharapkan mampu menjadi kekuatan nasional dan provinsi Banten dengan kontribusi terhadap PDB meningkat dari tahun ke tahun. Diperlukan pemetaan terhadap potensi dan prioritas sektor industri kreatif di provinsi Banten untuk menentukan rencana aksi dan strategi pengembangan. Penelitian ini bertujuan untuk menganalisis potensi dan prioritas industri kreatif skala kecil dan menengah di Provinsi Banten melalui indikator indikator yang bersifat kualitatif. Penelitian menggunakan metode diskriptif kualitatif dengan melakukan survei terhadap pelaku industri kreatif di provinsi Banten. Data primer diperoleh dengan metode wawancara, dan kuisioner sedangkan data sekunder diperoleh dari data yang relevan dari sumber lain seperti BPS, Disperindag dan studi literature. Analisa data menggunakan Analytical Hyrachy Process (AHP) merupakan pendekatan pengambilan keputusan yang dirancang untuk memberikan solusi dari permasalahan yang menyangkut kriteria yang bersifat komplek, menentukan prioritas pilihan-pilihan dengan banyak kriteria, dan menentukan model alternatif untuk menyelesaikan bermacam-macam masalah. Hasil perhitungan AHP dengan penyilangan Kriteria Prioroitas dengan Prioritas Subsektor Ekraf, didapatkan angka 0,496243386 pada posisi pertama untuk Kriya, 0,404603175 untuk subsektor Fesyen pada posisi kedua dan 0,099153439 untuk Subsektor Kuliner pada posisi ketiga. Ketiga Subsektor Ekoomi kreatif ini menjadi Sub sektor yang paling dominan dipilih oleh responden dan posisi peringkat diatas menjadi gambaran bagi pemerintah untuk memberikan stimulus lebih pada subsektor yang ada dan menjadi kekuatan utama sektor industri kreatif skala kecil dan menengah di Banten.   The research objective is to mapping the potential and priority of small and medium the creative industry in Banten Province through indicators with qualitative approach.  Research used qualitative descriptive methods by conducting a survey of creative industry actors in Banten province. Primary data was obtained by interview method, and questionnaire while secondary data was obtained from relevant data from other sources such as BPS, Disperindag and literature study. Data analysis using the Analytical Hyrachy Process (AHP) is a decision-making approach designed to provide solutions to problems involving complex criteria, determine priorities with multiple criteria, and determine alternative models to solve various problems. AHP calculation results by crossing the Priority Criteria with the Subsector's Priority Ekraf, obtained the number 0, 496243386 in the first position for Kriya, 0.404603175 for the Fashion sub-sector in the second position and 0.099153439 for the Culinary Subsector in the third position. The three subsectors of this creative economy become the most dominant subsector chosen by the respondents and the ranking position above becomes a picture for the government to provide more stimulus to the existing sub-sector micro, small and medium creative Industry sector in Banten Province.

This study aims to determine the literacy of the village community about agricultural zakat and what factors are behind the lack of village people in paying agricultural zakat. This research approach uses a qualitative descriptive approach. Collecting data from this research are interviews, documentation, and observations. The sources of data obtained from primary data sources are from the head of Sidodadi Village, one of the hamlet heads, community leaders, and farmers. While the secondary data source is documentation obtained from the field. Zakat is a property that must be issued for Muslims to those who are entitled to receive it, such as the faqir, poor, amil, converts, slaves, gharim, fisabilillah, and ibn sabil. The agricultural zakat is all agricultural produce that is planted using seeds, the results of which can be eaten by humans and animals. Agricultural zakat can be in the form of grains, tubers, vegetables, fruits, flowers, and so on. The results of this study are the lack of public literacy about agricultural zakat, besides that there has been no socialization about agricultural zakat from community leaders and from the government which causes the people of Sidodadi Village to have low agricultural zakat literacy.

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

This research was conducted at several amil zakat institutions representing the Ponorogo area, namely BMH Ponorogo, LAZISMU ponorogo, BAZNAS Ponorogo Regency and LAZ Ummat Sejahtera. The location is adjusted to the origin of the institution. BMH and LAZISMU are under the auspices of the organization Hidayatullah and Muhamadiyah, BAZNAS under the auspices of the government in this case the ministry of religion, and LAZ Prosperous Community which is an independent institution. This research is qualitative descriptive field research. Methods of collecting data through observation, documentation, and interviews. While the type of data used is primary data and secondary data. From this study, it was concluded that the pattern of zakat distribution carried out by BMH and LAZ Prosperous Ummah could be said to be better and more innovative especially with the high professionalism of amil in work so that the distribution system could be optimally implemented, complete and organized in the hope that distribution could be optimized zakat institutions for the welfare of society will be greater.

This research was conducted to seek the Standard Operating Procedures of the Immigration Office in Handling Foreign Tourists Who Misused Permits for Visiting Visa in Bali. The research used in study is qualitative descriptive. The informant determination technique used was the Purposive Procedure technique. The data sources used were primary and secondary data sources. Primary data in this study were data that come from direct observation to the location of the study by observation and interview. While secondary data in this study were data obtained from documentation or literature studies to supplement primary data. The results showed that the supervision and deportation of foreign nationals at the Ngurah Rai Special Class I Immigration Office was carried out to the maximum by immigration officers, starting from the coming till being out of Indonesia, the process was in accordance with Law Number 6 of 2011 and Regulations The Government of the Republic of Indonesia Number 31 of 1994 concerning Procedures for Supervision of Foreigners and Immigration Measures as well as provisions that apply to the stages of foreigners is carried out by the process of detention in the detention room of the Immigration Office, given the action by the Head of the Immigration Office.
