Economic security is an integral part of national security. As history shows, a strong economy is a prerequisite for the power of the state, its place and role in the world community. From the second half of the twentieth century economic development issues have become an integral part of the national security ideas of both the scientific community and the governments of most countries. While in some countries the emphasis is primarily on the economic power and economic sovereignty of the state, in others – on the issues related to «energy», «technological», «food» security or protection of the state from global and regional economic cataclysms, or the danger of «economic espionage».   Economic security is the foundation of national security and at the same time it is closely interconnected with its other components. Also it is the basis for ensuring its subspecies such as military, political, environmental, information and others.  The need to ensure economic security at the macro level is growing in connection with the development of globalization and integration processes in the second half of the twentieth century. Globalization and economic integration, on the one hand, threaten economic sovereignty and, on the other, create new opportunities for economic growth. In the context of economic globalization and regional integration, it is extremely important to reveal the essence of ensuring the economic security of the state. To achieve the goal of studying the economic security of the modern state, it is necessary to consider theoretical and methodological approaches to ensuring economic security.

The article examines the concept of human rights, their meaning, the relationship with guarantees of observance and protection. The classification of types of human rights and freedoms is carried out. Guarantees of legality of restriction of rights are analyzed. The main aspects of human rights as a subject of national security of Ukraine are considered. Considering the problems of national security system management as a materialization of the regulatory strategy of this body, it is important to consider the role of law in this process. Law, as a regulator of public relations, is one of the effective tools, on the one hand, on the other - as a means of optimizing the functioning of the system of national security, in particular. It is determined that human rights are the main criterion for assessing the quality of statehood, the degree of its democracy, commitment to the legal basis, morality, universal values. Thus, human rights and freedoms and their guarantees determine the content and direction of the state. The issues of realization, protection and defense of human rights have become especially important in the context of modern negative factors, including military aggression in eastern Ukraine, economic crisis, quarantine restrictions, etc. It is concluded that human rights are closely linked to their security. According to the current UN classification, the satisfaction of citizens' rights should take place in the following areas of its security: economic security, health security, environmental, public, political, personal and food security. Today, human rights and freedoms are one of the most important objects of national security in Ukraine. By fixing real protection and guaranteeing the rights and freedoms of the individual in a particular community, human rights can act as a humanistic guideline for the development not only of the state as a whole, but also of the national security system formed in the country.

Against the background of increasing the factor of power in international relations of the states of the Euro-Atlantic, Eurasian and Asia-Pacific regions, undermining the system of global security, it is becoming clearer that the role of the Russian Federation lies in maintaining the strategic balance and balance of power in the world. This trend is becoming a key one in ensuring the stability of the system of international economic relations. Theoretical and methodological experience of past generations influenced the world community on adequate understanding of the real threats to national security. The analysis of the processes of interconnections and interdependences of military and economic security (as components of national security) revealed the mobility of the configuration of and shifting towards the priority of successful and prosperous economic development of the individual and society. The emphasis on solving the large-scale tasks facing the Russian state in the economy, social sphere, and infrastructure is stipulated by both the inefficiency of the processes of militarization and the arms race from a military point of view, and the unjustified costs from an economic point of view. The desire of Russian Federation for the effective functioning of the state policy is now confirmed by the concentration of efforts of the individual, society and the state on the introduction of outstanding achievements that underlie promising military developments in high-tech industries. When predicting the course and outcome of the processes of saving human civilization on our planet, it is logical and useful for the world community to take into account the expediency of extrapolation of the positive trend set by Russia, and the firm consolidation of this trend for many years.

The paper presents the results of the analysis of scientific publications in order to identify heliogeophysical interactions and their impact on the state of biospheric processes. It is demonstrated that small disturbances in the biological environment lead to global process-es with little predictable consequences that radically change politics, economics and public health. These processes pose a serious threat to national and economic security. The studies have shown that the Earth's ionosphere is a complex dynamic system, the state of which is de-termined not only by the parameters of the atmosphere itself, but also by variations in helium and geomagnetic factors. Investigation of interrelated processes in the lower and upper lay-ers of the atmosphere is one of the priority geophysical and meteorological tasks. Key words: solar activity, heliogeophysical interactions; the Earth's magnetic field; interplanetary field; annual variations; cosmic rays.

. Ensuring economic security is the independence of the country and the condition for the life of society. That is why economic security is a top national priority. In modern Russia, there are both external and internal threats to the country's economic security. Internal threats pose a great danger; it is their presence that makes the state more vulnerable to external factors. Corruption in our country acts as a form of manifestation of internal threats. This powerful negative factor violates the safety of economic and national security. Corruption occurs in the industry where the criminal has various privileges and powers. At the same time, this crime causes greater economic harm to a citizen, society and the state than any other criminal offense.

This article is devoted to an overview of the methods and measures by which the governments of economically developed countries of the world ensure, to one degree or another, the security of their budget systems. At the same time, the authors consider the vulnerable aspects of the functioning of their public finance systems, the reasons for the emergence and the ability of the country’s leaders to eliminate negative factors and threats. This aspect is extremely important for ensuring the economic security of the state, since it provides an increase in the level of both economic and national security of the country.
