The article examines the concept of human rights, their meaning, the relationship with guarantees of observance and protection. The classification of types of human rights and freedoms is carried out. Guarantees of legality of restriction of rights are analyzed. The main aspects of human rights as a subject of national security of Ukraine are considered. Considering the problems of national security system management as a materialization of the regulatory strategy of this body, it is important to consider the role of law in this process. Law, as a regulator of public relations, is one of the effective tools, on the one hand, on the other - as a means of optimizing the functioning of the system of national security, in particular. It is determined that human rights are the main criterion for assessing the quality of statehood, the degree of its democracy, commitment to the legal basis, morality, universal values. Thus, human rights and freedoms and their guarantees determine the content and direction of the state. The issues of realization, protection and defense of human rights have become especially important in the context of modern negative factors, including military aggression in eastern Ukraine, economic crisis, quarantine restrictions, etc. It is concluded that human rights are closely linked to their security. According to the current UN classification, the satisfaction of citizens' rights should take place in the following areas of its security: economic security, health security, environmental, public, political, personal and food security. Today, human rights and freedoms are one of the most important objects of national security in Ukraine. By fixing real protection and guaranteeing the rights and freedoms of the individual in a particular community, human rights can act as a humanistic guideline for the development not only of the state as a whole, but also of the national security system formed in the country.

Economic security is an integral part of national security. As history shows, a strong economy is a prerequisite for the power of the state, its place and role in the world community. From the second half of the twentieth century economic development issues have become an integral part of the national security ideas of both the scientific community and the governments of most countries. While in some countries the emphasis is primarily on the economic power and economic sovereignty of the state, in others – on the issues related to «energy», «technological», «food» security or protection of the state from global and regional economic cataclysms, or the danger of «economic espionage».   Economic security is the foundation of national security and at the same time it is closely interconnected with its other components. Also it is the basis for ensuring its subspecies such as military, political, environmental, information and others.  The need to ensure economic security at the macro level is growing in connection with the development of globalization and integration processes in the second half of the twentieth century. Globalization and economic integration, on the one hand, threaten economic sovereignty and, on the other, create new opportunities for economic growth. In the context of economic globalization and regional integration, it is extremely important to reveal the essence of ensuring the economic security of the state. To achieve the goal of studying the economic security of the modern state, it is necessary to consider theoretical and methodological approaches to ensuring economic security.

Security is one of the basic needs of the individual, society and the state, as well as an integral condition for their development. Corruption is among the threats to the national security of the Russian Federation, as it follows from the National Security Strategy approved by Presidential Decree No. 683 of 31.12.2015. The significant efforts made by the state since the mid‑2000s to form and improve social, legal and organizational mechanisms for combating corruption consistently lead to positive results. At the same time, we have to state that corruption continues to cause irreparable harm to public relations, creates an atmosphere of social tension in society. It is no coincidence that the new National Security Strategy, approved by Presidential Decree No. 400 of 02.07.2021, emphasizes the need of society to strengthen the fight against corruption. The high rates of development of anti-corruption legislation, as well as the institutionalization of anti-corruption structures, have led to the formation of natural intra-system contradictions that hinder the further sustainable development of anti-corruption activities. The emerging trends of stagnation of the anti-corruption system actualize the search for qualitatively new fundamental scientific developments that allow us to reach a new level of intersectoral scientific understanding and development of anti-corruption mechanisms. The current stage of the development of scientific knowledge about the phenomena of corruption and security, as well as the relevant anti-corruption and security systems, allows us to identify sufficient prerequisites for the beginning of the development of the theory of anti-corruption security, which contains methodological approaches to ensuring personal, state and global anti-corruption security

This article describes the information-psychological security system as a subsystem of national security, and provides a terminological and retrospective analysis of sociological approaches to this concept. In addition, approaches to the concept of information and psychological security are reflected in scientific views as the vital interests of theindividual, society and the state, as information, as the human psyche, as ideology and ideas. Relevance of the topic. The most important part of the overall national security system is economic security, which affects almost all aspects of the life of the state, society and economy. There is a close relationship between economic security and the system of national public interests. Consideration of the designated topic as the most important unit in the system of national security is primarily due to the fact that the economy is the basis of the life of society, the state, the individual, the sustainable development of the country as a whole. Purpose: to Consider approaches to the concepts of "national security" and "economic security" and to determine the place of economic security within the framework of national security. Objectives: to explain the concept of "economic security" and national security", to consider the relationship between these definitions, to study the "Strategy of economic security of the Russian Federation." Methodology. Empirical and theoretical methods of knowledge of the surrounding economic reality. Methods of scientific abstraction, ascent from abstract to concrete, economic analysis and synthesis, inductive and deductive methods were used in the work. Results. The strategy of economic security of the Russian Federation until 2030 is considered. For any country, the most important component of national security is economic security. In the works of domestic scientists, the term "national security" and "economic security" are often removed from the category of "security". The variety of interpretations of this term can be explained by the fact that the category of "security" is defined ambiguously, allows for different interpretations. Summary. In modern conditions, the relationship of economic security within the framework of national security has not lost its relevance, while their importance increases due to the aggravation of contradictions, as well as in connection with the crisis phenomena in the world economy.

Introduction. The current transformation of economic relations in the society caused by coronavirus disease (COVID-19) pandemic poses a threat to national security of all countries. However, the regulations of the Russian Federation on national security do not provide for such threats and measures to eliminate them, and the economic system has no reserves to provide social support to the bulk of the countryʼs population. The objective of the article is, based on the results of the study, to identify measures to create an effective national security system based on the rhizomatic logic, which allows the economic system to develop in the circumstances of constant bifurcations when a constant choice of the most effective attractor is required. Materials and Methods. Regulatory documents and publications by Russian and foreign scientists were used as the research materials. The study employed general scientific methods of empirical research, as well as general logical methods and research techniques: analysis of regulatory documents and trends in national security indicators, generalization, induction and deduction, the systematic approach, which made it possible to propose the use of the rhizomatic logic for the formation of an integrated national security system and draw conclusions. Results. The Strategy for Ensuring the National Security of the Russian Federation has been studied, as well as the parameters of the state of national security; it has been concluded that it is necessary to refine the regulatory framework. The study of the parameters of economic security as the basis of national security has shown that not all the approved indicators are calculated at the national level. These trends are dangerous for economic and national security due to objective reasons; therefore the national security system is not effective. Discussion and Conclusion. The formation of an effective system of national security of a new type should take place in terms of the rhizomatic logic, which makes it possible to see higher-order systems from the perspective of an observer. This is how effective re-combination of security factors and rapid restructuring of economic relations becomes possible. The article may be useful for researchers dealing with national security issues.

The article is aimed at determining the essence of the category of «customs security» and its place in the national security system of the State. The category of «customs security» and its main components are analyzed. Approaches to interpretation of this category are considered in line with the national legislation and in accordance with the views of leading domestic and foreign scholars. The wording on which it is advisable to rely in further research is defined. The adjacent category of «customs interests of the State» is considered in the context of the analysis of the category of «customs security», the main types of customs interests of Ukraine at the present stage are defined and grouped, also their graphical presentation is provided. It is determined that the scope of all customs interests of the State lies in the plane of achieving certain economic results and compliance with customs legislation by subjects of foreign economic activity and regulatory authorities. An important step of the State in this direction will be to consolidate the list of customs interests at the legislative level, because it still remains undocumented in Ukrainian legislative acts. The role and place of customs security of Ukraine in the national security system of the State are analyzed, which determines that customs security belongs to such part of national security as economic security. Although in the domestic practice of computing the level of economic security the customs security is not singled out as a separate part of economic security, the fact of communication of economic security with customs is indisputable, since the customs interests of the State, the status of protection of which forms customs security, lie in the economic plane. It is found out that customs security is associated with almost all components of economic security, but the closer link is observed between customs and financial security, as well as between customs and foreign security.
