Non-Russian peoples were represented in Russian power structures long before the revolutions of 1905 and 1917, but less than the democratic norm, which suggests de facto ethnic discrimination in the Empire. In Soviet times, the actual ethno-political inequality of peoples in the USSR was gradually overcome, and participation of non-Russians in power structures grew systematically and even accelerated, and the role of Russians decreased accordingly. The increase in non-Russians’ share in governmental bodies was almost exclusively due to an increase in their ethnic status. By 1979, Russians had a very small majority in all government structures in the USSR as a whole, except for the legislative branch, which roughly corresponded to their higher share in the country’s population (50.8 % in 1989). However, the situation was different in the Union republics. Only in the Russian Federation did all peoples, Russian and non-Russian, participate in governmental bodies in proportion to their numbers and in full compliance with the democratic norm. In Belarus, Moldova, and Uzbekistan, titular ethnic groups were underrepresented, and Russians were overrepresented. In Armenia, Azerbaijan, Georgia, Kazakhstan, and Estonia, the representation of Russians was below the democratic norm, and in nine republics it was higher, but despite this, they did not have a majority in any union republic. This situation developed as a result of the center’s national policy, which aimed at strengthening the authorities with national personnel, accelerating the modernization of the Union republics and raising the level of development in the lagging republics to the level of the most developed republics.

Abstract In the Soviet Union from 1917 to 1990, the political inequality of the nationalities’ representation in institutions of governance was overcome, non-Russians’ participation in the power structures increased, and Russians’ role in administration correspondingly decreased. The increased non-Russian percentage in governance was mainly due to the introduction of the democratic principle in government formation, according to which ethnicities should participate in proportion to their number. By 1990 in the USSR overall, Russians had a slight majority in all power structures, corresponding roughly to their higher share in the country’s population. In the union republics, however, the situation was different. Only in the RSFSR did all peoples, Russian and non-Russian, participate in government administration in proportion to their numbers, following the democratic norm. Elsewhere, Russians were underrepresented and therefore discriminated against in all organs of power, including the legislative branch. Representatives of non-Russian titular nationalities, who on average filled two-thirds of all administrative positions, predominated in disproportion to their numbers. Given these representatives’ skill majority in legislative bodies, republican constitutions permitted them to adopt any laws and resolutions they desired, including laws on secession from the USSR; and the executive and judicial authorities, together with law enforcement, would undoubtedly support them. Thus, the structural prerequisites for disintegration were established. Thereafter, the fate of the Soviet Union depended on republican elites and the geopolitical environment, because of the Center’s purposeful national policy, aimed toward increasing non-Russian representation among administrative cadres and the accelerated modernization and developmental equalization of the republics.

The article presents the results of the analysis of the implementation of the tasks of the Strategy of the State National Policy of the Russian Federation for the period up to 2025 by television. The study was conducted on the basis of television information and analytical products defined by the Action Plans for the implementation of the Strategys objectives. Television programs included in the Plans are considered from 2013 to the present, taking into account the continuity of the Strategy, as the main doctrinal document in the field of national policy. In studying the role of the media in the implementation of the Strategy, the approach proposed in the article was applied for the first time. The analysis sampled and systematized television programs on the objectives of the Strategy. As a result of the study, typological features of television channels, genre characteristics of television programs are presented, journalistic techniques of implementation of tasks are defined, which programs identified in the Plans are more or less in line with the tasks of the Strategy of State National Policy are revealed. The study concluded that most television products meet the objectives of the Strategy and implement them.

The historical politics of the Russian Federation at the present stage is analysed. The work applied the case studies methodology (i. e. study of individual cases, analysis of a single case). The object of study was the historiographic and sociopolitical situation associated with the 150th anniversary of V. I. Lenin. An analysis is given of modern Russian-language academic historiography, which examines the role of V. I. Lenin in Russian and world history. The formation and transformation of the Leninist image in the Soviet Union and the Russian Federation, the modern memorial culture are considered. Based on specific sociological surveys, the attitude of various social and power structures to the contradictory image of V. I. Lenin as a revolutionary, theorist and politician is shown.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
