The most important component of human capital is the component of health, which affects the quality of labor resources and labor productivity in the region. The purpose of this research is to study the development trends of the health component of human capital, using the example of the socio-economic system of one of the regions of the Russian Federation – the Udmurt Republic, to study the structure and dynamics of the specified object of research.Materials and methods. Statistical methods and techniques for studying the development of regional socio-economic processes as an information-supported element in making managerial decisions in strategic planning were used instrumental in this research. The information resource is based on official statistical data of institutions and departments of the Russian Federation and the data from periodicals, as well as using expert assessments in their information and analytical materials. The research base is the socio-economic processes of the last two decades in the Udmurt Republic. A numerical analysis of the structure and dynamics of the state of health of the population is carried out on the example of the Udmurt Republic, using primary modern data reflected in the system of state statistical accounting for the period 2000-2018.Results. Calculations have shown that the quality of the health component of human capital in the Udmurt Republic has been declining in recent decades. The share of healthy people in the region in the working age group of the population 15-72 years old decreased from 59.8% in 2000 to 42.1% in 2018. At the same time, the proportion of people with chronic diseases increased: 33.2% in 2000 and 48.5% in 2018. In general, the share of people with disabilities in the total population of the age group 15-72 years old increased from 7.0% to 9.4%. The general level of health of the population is declining at an average annual rate of 0.4 percentage points. This situation is due to both the aging factor of the population and the general trend of deteriorating health of the population in middle ages.Conclusion. The revealed and analyzed trends in the work of the structure and dynamics of the human capital health component of the population in socio-economic system indicate a decrease in the rate of positive influence of human capital on economic dynamics and the labor market. The analysis showed the emergence of the need to create additional conditions to reduce the level of general morbidity and disability. The results obtained indicate the need to increase the volume of funding for the health care system in order to expand the scale of involvement of the population in a healthy lifestyle, develop a preventive health care system, improve the availability and quality of medical care.

In the health-care system in the Russian Federation, the units providing medical care in outpatient and inpatient conditions employ more than 55,000 individuals of dental doctors of various specialties, dental doctors and dental hygienists every year from 2014 to 2018. The availability of dentistry by doctors tends to decline from 4.20 (2014) to 3.75 (2018). By 2018, 99.45% of dentistry doctors and 99.3% of dental doctors have a specialist certificate and accreditation certificate. 38.16% of dentistry doctors and 54.88% of dental doctors confirmed their qualification category. In dynamics there is a tendency to decrease the passing of certification for obtaining qualification category by these specialists. These facts show a decrease in the availability and quality of dental care, as it is ensured by the availability of the necessary number of health workers and their level of qualification.

The national economy is as competitive as its human capital is effectively capitalized in modern hypercompetitive global markets. The world digital technologies contribute to the globalization of the economy and accelerate the accumulation of human capital by digitizing jobs, providing the population and households with electronic services and data mining technologies. The article analyzes the structure of multivariate data on the factors of human capital development, e-education and the use of ICT by households in Russian regions. The average annual values of the relevant factors of monitoring the development of the information society in the Russian Federation for the period from 2010 to 2017 were selected as factors of each object of analysis. The reliability of the research results is ensured by applying standardization and rationing of the initial matrix of factors, reducing the dimension of the normalized matrix of factors using the PCA method, cluster analysis using the method of EM-maximizing expectations and the hierarchical clustering method. The author has built a rating of regional clusters of the Russian Federation, differing in the quality of human capital depending on the development of electronic infrastructure, availability of digital resources and the features of the social environment.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. The work is performed in as part of research of Financial University under the Government of the Russian Federation by order of the Government of the Russian Federation.

Attracting foreign investment to the Russian service sector in 2021 is not an easy task. It is neces-sary to take into account the peculiarities of the structure and dynamics of the distribution of foreign investment within the tertiary sector. The Russian Federation is lagging behind in attracting investment in industries such as business services, computers, telecommunications and human capital. The state must determine the necessary balance between the liberalization of the service sector and the density of protectionism in the same area. The legislation in force should be taken into account and compared with the practice of neighboring countries.
