Attracting foreign investment to the Russian service sector in 2021 is not an easy task. It is neces-sary to take into account the peculiarities of the structure and dynamics of the distribution of foreign investment within the tertiary sector. The Russian Federation is lagging behind in attracting investment in industries such as business services, computers, telecommunications and human capital. The state must determine the necessary balance between the liberalization of the service sector and the density of protectionism in the same area. The legislation in force should be taken into account and compared with the practice of neighboring countries.

Abstract. Agricultural regions of the Russian Federation, whose strategic economic sector is agriculture, have significant opportunities for economic growth and development. They are highly important for ensuring the country's food security and depend significantly on the state of human capital of their rural territories. In this regard, the research objective of this study is to analyze the socio-economic conditions for the formation and development of human capital in rural areas of the Kurgan region (as a traditional agricultural region of the Ural Federal District and one of the ten depressed regions of the Russian Federation identified as such by the Government of the Russian Federation). Results. The article presents the results of assessing the level of development of the agricultural sector of the economy and the state of the social infrastructure of the region as the most important conditions for the formation of human capital accumulated within its territory. On the basis of theoretical generalizations, a rigorous analysis of statistical data, results of the surveys it was offered summarized information, indicating that (1) the economic conditions for the development of rural areas favor the formation and development of human capital of the required quality due to the current positive trends in the field of specialization of production, its technical equipment, technological innovation, stimulating state policy, (2) in the village there is a low level of development of social infrastructure, leading in turn low attractiveness of rural areas for highly professional, educated, creative professionals who are the basis of human capital in any field of activity. Scientific novelty. The results obtained in this research have theoretical novelty and practical value, including: 1) justification of the importance of creating a decent socio-economic environment for the development of remote territories; 2) conclusions confirming the need to provide special conditions for attracting unique specialists to rural areas; 3) arguments for stimulating convergence processes necessity in the levels of socio-economic development of all rural territories.

Purpose of the research. Human capital in the modern world is the primary factor in ensuring the progressive development of society. The most important component of human capital is the component of health, which affects the quality of labor resources and labor productivity in the region. The purpose of this research is to study the development trends of the health component of human capital, using the example of the socio-economic system of one of the regions of the Russian Federation – the Udmurt Republic, to study the structure and dynamics of the specified object of research.Materials and methods. Statistical methods and techniques for studying the development of regional socio-economic processes as an information-supported element in making managerial decisions in strategic planning were used instrumental in this research. The information resource is based on official statistical data of institutions and departments of the Russian Federation and the data from periodicals, as well as using expert assessments in their information and analytical materials. The research base is the socio-economic processes of the last two decades in the Udmurt Republic. A numerical analysis of the structure and dynamics of the state of health of the population is carried out on the example of the Udmurt Republic, using primary modern data reflected in the system of state statistical accounting for the period 2000-2018.Results. Calculations have shown that the quality of the health component of human capital in the Udmurt Republic has been declining in recent decades. The share of healthy people in the region in the working age group of the population 15-72 years old decreased from 59.8% in 2000 to 42.1% in 2018. At the same time, the proportion of people with chronic diseases increased: 33.2% in 2000 and 48.5% in 2018. In general, the share of people with disabilities in the total population of the age group 15-72 years old increased from 7.0% to 9.4%. The general level of health of the population is declining at an average annual rate of 0.4 percentage points. This situation is due to both the aging factor of the population and the general trend of deteriorating health of the population in middle ages.Conclusion. The revealed and analyzed trends in the work of the structure and dynamics of the human capital health component of the population in socio-economic system indicate a decrease in the rate of positive influence of human capital on economic dynamics and the labor market. The analysis showed the emergence of the need to create additional conditions to reduce the level of general morbidity and disability. The results obtained indicate the need to increase the volume of funding for the health care system in order to expand the scale of involvement of the population in a healthy lifestyle, develop a preventive health care system, improve the availability and quality of medical care.

The current conditions of the ongoing intra-state socio-economic and political-legal transformations inevitably affect the state, structure and dynamics of ordinary criminal mercenary criminality. The conducted legal analysis confirms the urgency of the development and implementation of new, more sophisticated measures to counter theft, fraud, robbery, robbery and extortion, taking into account the development trends of these crimes against property. The renewed renovation of the Russian state system is accompanied by the adoption of the Concept of Long-Term Social and Economic Development of the Russian Federation, the National Security Strategy of the Russian Federation, which predetermine new directions of the criminal legal policy in minimizing the criminalization of public relations to ensure the security of various forms of ownership. The globalization of law, the changing polycentric world predetermine the expediency of following the universally recognized principles and norms of international law, including those aimed at effectively countering ordinary criminal mercenary criminality. Throughout the evolution of social development, the priority task of each state was the inviolability of property interests. Analysis of the state, structure and dynamics of crimes against property, regulated by Art. 158-1596, 161-163 of the Criminal Code of the Russian Federation, allows us to note the dominant position of ordinary criminal mercenary criminality. In this connection, conclusions are drawn on the trends in the development of the criminal situation, and the estimation of the illegality and collision of modern criminal legislation with regard to the construction of criminal law norms is given. The main directions of the criminal and legal policy in the sphere of novelization of the criminal law on counteracting common criminal mercenary criminality are to be understood. The topical issues of legislative and organizational-practical nature in the field of countering common criminal mercenary criminality are considered.

The article examines the analysis of human capital from the standpoint of strengthening its role in the context of globalization, tightening of political relations, worsening of the epidemiological situation, a pandemic that strongly inhibits economic transformations. This position determines the need to identify reserves for raising the country's economy, maintaining its positive dynamics, therefore, the analysis of human capital becomes a priority task of the state. The authors analyzed key publications that consider the problem of human capital and carried out a statistical analysis of key indicators.

This article analyzes the state of foreign investment in the economy of the Russian Federation in conditions of economic, political and infectious instability. Countries investing in the Russian economy are analyzed, and the impact of the COVID-19 pandemic on foreign investment in the Russian economy is assessed. The author identifies the problems that restrain the growth of foreign investment in the Russian economy, and considers the prospects for the development of foreign investment. A number of measures have been proposed to solve the identified problems.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
