Aims: This study aims to identify the major causes of delays in construction projects in the Makkah region of Saudi Arabia. It investigates the opinions of different stakeholders separately to ensure partiality and objectivity. Background: Saudi Arabia's construction industry is experiencing rapid expansion, with no shortage of contracts in any sector, either from housing or utilities to transport infrastructure. Public spending is driving the contracting industry forward [Oxford]. The construction industry contributed between 30% to 40% of the non-oil productive sectors at the end of each National Development Plan from 1980 to 2000. Makkah receives around two million pilgrims during the annual Hajj and more than 20 million visitors for performing Umrah (Al-Emad). Substantial public funds have been spent on construction projects to develop Makkah during recent years. Real estate, infrastructure, hospitals, and retail sectors are among those most likely to benefit. Most of these projects suffered delays and their consequences. The Saudi Ministry of Municipal and Rural Affairs (MOMRA) and the Ministry of Transportation acknowledged public construction project delays. They reported that approximately 75% of them exceeded their scheduled time. This is one of the main reasons to conduct this study. Methods: In this study, a comprehensive questionnaire has been developed, consisting of seventy-three causes of delay. The questionnaire was organized in the form of an importance scale. Respondents were asked to indicate their responses by ticking a column of the impact and frequency of each of the causes and construction delay in terms of 5 = very important, 4 = important, 3 = somewhat important, 2 = less important, and 1 = not important. A hundred fifty questionnaires were distributed by hand to the contractor, the consultant, and the owner in the Makkah region of Saudi Arabia. Ninety-seven forms were filled, received, and processed. The survey data were grouped into eight significant categories: owner, consultant designer, supervisor, contractor, material, labor, site, and external factors. A ninth group is left for the participants to add whatever they think of furtherer causes of delay. Results: The evaluation of the three separate surveys conducted on the responses of the owner, the contractors, and the consultant supervisor, show that the contractor is mainly responsible for the delay. Around 47% of the top ten delay factors fall in the contractor delay factors followed by laborers and owners. Three categories have not been mentioned in the top ten as delay category, including supervisors, materials, and external factors. Only one delay factor was found to be shared among the three-survey group, which is related to the labor category, that is, low productivity of labor. Conclusion: Three separate surveys have been conducted to investigate the delay in the construction industry in the Makkah region of Saudi Arabia. The surveys contain a questionnaire of seventy-three possible delay factors investigating the opinions of the three main stakeholders in the construction industry: the owners, the contractors, and the consultants. The evaluation of the survey impacts shows that the contractor is mainly responsible for the delay, followed by laborers and then the owners. One common delay factor was found among the three surveyed groups related to the labor category; that is, low productivity of labor. In frequency, the contractor category also occupied the highest percentage of the total delay contributors. Another common delay factor was found among the three surveyed groups, also related to the contractor category, that being the lack of risk evaluation by the contractor.

Railway construction industry has devoted vast amount of resources into advancing the management and technology of railway construction, yet most project in this industry often failed to comply with the set deadlines and budget limits. This study was conducted to recognize the critical factors that are causing delays in the construction of Riyadh Metro project, Saudi Arabia. From a thorough literature review, thirty-six (36) factors causing delays were identified which were then distributed to qualified industry experts in a survey questionnaire. A total of 105 respondents were gathered during the data collection. The datawas then evaluated statistically by utilizing different calculation tools that are frequency adjusted importance index for the delay factor ranking, and Spearman's correlation coefficient for the link between two different set of data. The result of this research identified the top five main delay factors to the railway construction projects which are “Client's decision-making process and changes in control procedures”, “Design Errors (including ambiguities and discrepancies of details/specifications)”, “Labor skills level”, “Design changes by Client or Consultant” and lastly, “Issues regarding permissions/ approvals from other stakeholders”.Finally, this study is hoped to help the railway construction industry in bettering itself by highlighting which issues should be focused on to counter the delays and reduce downtimes.

     Suicide attacks, bombings, explosions became the part of daily life in Iraq. Consequently, the threat of terrorism put the Iraqi construction sector in the face of unique and unusual challenges that not seen on other countries. These challenges can have extensive impact on construction projects. This paper seeks to examine the impact of the terrorist attacks on construction industry and determine the extent to which the impact of terrorism on construction projects in terms of cost, schedule, and quality. This study adapted quantitative and qualitative approaches to collect data using questionnaire survey and interviews, as well as historical data. The study focused on projects that have been the target of terrorist strikes in Diyala governorate. A variety of statistical procedures were employed in data analysis. The results revealed the extent to which terrorist attacks impact construction projects in terms of cost, time, and quality. The results of this study will enhance the awareness of all construction parties to the impact of the terrorist attacks against construction projects. Eventually, this can develop a risk management assessment and assist contractors to properly protect projects and buildings to minimize injuries and fatalities in the event of terrorism.

The comprehensive development in Saudi Arabia forced the private sector to bring foreign employees to assist in accomplishing this development. The number of foreign employees reached to six million people according to the late statistics. This huge number of people exerted pressure on the public free medical facilities that forced the government to issue a decree that instructs private sector to use private medical facilities for their foreign employees. The private sector dealt with this decree in different ways according to the perception of the company from providing full medical coverage for their employees to providing nothing. This has created a problem to many foreigners in which they have to pay for their medical needs. The government, then, issued a new decree that is the mandatory medical insurance. This decree requires the private sector to provide full medical coverage for their foreign employees. This decree will have an impact on the construction companies (contractors) and the cost of the construction projects. This paper presents results of a study conducted to identify the impact of the mandatory medical insurance on the construction contractors in Saudi Arabia. The methodology used was to prepare a questionnaire that investigates the objectives of this study and distributes it to the contractors. The questionnaire includes many aspects among them the impact of this decree on the company performance and the competition between contractors; how this extra expense being dealt with; and the impact on the employee. The questionnaires were distributed to 150 construction contractors and 90 questionnaires were collected. Results of the study reveal the impact of the mandatory medical insurance on the construction contractors in general and according to their classifications. In addition, the study presents the current practice implemented by contractors to provide medical care for their foreign employees.

An exhaustive literature search revealed that not much research has been done on factors causing problems in managing a construction project in a country under military occupation like Palestine. So, it is the main goal of this research is to identify these factors which could be used by the decision makers to select the appropriate project manager who bosses the suitable skills and competencies to deal with these problems. The study is a step toward determining means to improve the effectiveness of projects through identifying project manager competencies. It is important for Palestinian construction industry to progress in terms of project success; the problems that face the project managers must be determined and identified, in order to achieve the best results with less risk. A clear understanding of such problems helps the Palestinian construction industry of finding the suitable solutions to overcome these problems. A questionnaire survey was carried out to achieve the main aim of this research. The respondents were engineers have more than 3 years in the position of project manager in the Palestinian construction industry. The survey was based on factors drawn from findings of another researches in different countries, together with special factors identified as potentially affecting Palestine. The results identified many factors created problems; they were clustered in eight groups. These groups were arranged according to respondents in descending order as follows: the political situation of Palestine, lack of consultants` technical competencies, lack of resources, insufficient planning, team members uncommitted, conflicts between departments, breakdowns in communications, and changes in goals. As a result of this study one could conclude that managing a project in Palestine is as difficult as the complication of the political situation of the country. The project manager should have a complicated mixture of skills and competencies from dealing with Israeli occupation to dealing with stakeholders to lack of resources and unclear goals. The study has recommended to the Palestinian government to improve the regulations and laws to meet the impact of closure and segmentation of the Palestine.

Purpose Although there is a boom in the construction industry in the Kingdom of Saudi Arabia (KSA), it is yet to fully adopt building information modeling (BIM), which has received a lot of attention in the US, UK and Australian construction industries. Thus, the purpose of this paper is to provide the current state of the art in BIM implementation in Saudi Arabia, as well as perceived benefits and barriers through a case study. Design/methodology/approach A broad overview of BIM, the construction industry in KSA and the research and implementation of BIM in KSA was presented in this study. The research further established the perceived benefits and barriers of BIM implementation through a case study of a local AEC firm. A questionnaire survey was used to obtain lessons learned from the BIM team of the pilot project and was further analyzed using the RII approach. Findings The study’s findings include the lack of policy initiatives in KSA to enforce BIM in the construction industry, as well as the lack of sufficient research in the domain of BIM in KSA. Furthermore, the case study also revealed that the most important benefit of BIM adoption is “detection of inter-disciplinary conflicts in the drawings to reduce error, maintain design intent, control quality and speed up communication,” whereas the most important barrier is “the need for re-engineering many construction projects for successful transition towards BIM.” Originality/value The study provides a background for enhanced research towards the implementation of BIM in Saudi Arabia and also demonstrates the potential benefits and barriers in BIM implementation.

The implementation of ethical responsibility of construction projects is impacted by many external factors. According to resource dependence theory, this paper constructs the indicator system of external factors influencing the ethical responsibility of construction projects, conducts quantitative analysis on it by means of Analytic Hierarchy Process (AHP), defines the five indicators (namely the perfect degree of laws and regulations, information symmetry, equality in status of project stakeholders, governmental supervision degree, and justice degree of contracts) as key influencing factors, and sets forth corresponding measures from three aspects aiming at the impact of the abovementioned key factors on the ethical responsibility of projects, in order to form an external restriction system for the ethical responsibility of projects, to realize the unification of self-discipline and heteronomy of project organizations, and to promote the realization of ethical responsibility objective of projects.


Significance The kingdom's Vision 2030 strategy identifies tourism as one of the sectors key to plans to diversify the economy away from oil. Saudi Arabia aims to develop the underdeveloped tourism sector, and increase its contribution to GDP from 2.9% in 2015 to 3.1% by 2020. The focus is primarily on encouraging Saudi citizens to holiday at home, but also targets foreign visitors, particularly the 7 million Muslim pilgrims that visit annually. Impacts Development may be slowed by red tape, lack of sufficient finance and underdeveloped transport infrastructure. The tourism sector will offer opportunities to foreign investors, especially construction, entertainment, transport and consultancy firms. Tourism sector expansion would reduce youth unemployment and dependence on foreign labour.

It is clear that challenging economic times inspire innovative abilities and solutions in the construction industry. In particular many of these innovations focus on cost implications, saving project time, reducing or eliminating waste, increasing productivity or redefining value. There is increasing pressure in the UK construction industry for new construction innovations, technology and processes with ability to lever a significant impact relative to disrupting the existing status quo; creating solutions that promote construction efficiencies deploying means to exploiting offsite construction approaches. The increased concern and challenge globally is that as knowledge and experience grows, the offsite manufacturers and suppliers are expected to demonstrate absolute innovative solutions that will heighten the proportion of project value being delivered through the use of offsite solutions on the bases that it makes sound project and business sense. Unparalleled huge cost saving benefits to clients and end users which is more than just creating a model is yet to be realized.

Construction 4.0 (a concept of Industry 4.0) is an ongoing transformation that aims at digitalization and automation of traditional construction and industrial practices using modern smart technology. The technological development especially of the construction sector is of utmost importance to meet the requirements of rapid construction projects aiming at quality work, increased productivity, and cost savings. One such technology that has come to the limelight is Virtual Reality (VR), which is a computer-generated smart environment that is artificially created using various types of hardware and software. This smart environment is created to resemble a real-life structure that can be explored, visualized, and interacted with by users using electronic devices for better decisionmaking before actual construction. The purpose of this paper is to design a Virtual Reality model using Building Information Modelling (BIM) and to examine the impact and influence of Virtual Reality Technology in the Indian construction industry with the help of a questionnaire survey. This study provides necessary information for implementing Virtual Reality technology in the construction industry. The results of this study provide a research road map to researchers for their future efforts.

In India, Project Portfolio Management (PPM) is in practice as a tool for prioritizing and managing real estate projects in construction organizations. But due to insufficient funding, improper judgment of experts during the crisis situation, the selection of optimal project portfolio prototype can be viewed as a risk based decision making process involving various risk factors. The objective of this study is to analyze the importance of project portfolio management and the risks associated with it in the construction industry taking into account the impact of novel corona virus COVID 19. This research identifies the adoption of more consistent project governance, risk management techniques and way more careful project portfolio management as the core area of study. A conceptual framework for Project Portfolio Management is also designed after analyzing various parameters of Project Portfolio Management of construction industry with the help of Bayesian framework. The key motive for undertaking this part of examination on real estate sector of Indian construction industry in southern part of India to reduce the impacts and increase the return on investment from the projects by mitigating the effect of risk factors associated in the projects.  Project Portfolio Management tools and techniques are very useful for managing multiple construction projects.
