The paradigm shift in waste management has encouraged a change in waste management to be more community-based by reusing waste through waste banks. This study aims to describe the various waste management problems faced by the Matahari Waste Bank, Madiun City. Descriptive research method with qualitative approach is used in this research. The result shows that the waste bank faces problems include a lack of human resources, limited knowledge and skills of waste bank management, inadequate waste management infrastructure, lack of support from local government, and a lack of public understanding of the importance of waste banks. Local governments need to make concrete efforts in encouraging and supporting waste management through waste banks as mandated by laws and government regulations and as a form of appreciation for the waste bank.

ENGLISHTrash bank is a place for sorting and collecting of trash that can be recycled or reused which has economic value. This research aimed to formulate the strategy of trash bank development in the settlement of Pati Regency. This research used descriptive method with quantitative and qualitative approach (mix method). The data were collected through observation, interviews, and document study. The research was conducted in Pati Regency. The result indicates that the sustainability level of trash bank in Pati Regency is at 60%. It means that the trash bank system is considered normal. There are 6 groups which are influential and have interests in the trash banks that are Environmental Office of Pati Regency, Village Government, customers, collectors, scavengers and the community. The main strategies that can be used in the development of trash banks are: 1) encouraging Environmental Office of Pati Regency to provide training and ready to accommodate and to buy the trash products; 2) Along with village government, environmental office conduct socialization of proper waste management and optimization of waste bank management. INDONESIABank sampah adalah tempat pemilahan dan pengumpulan sampah yang dapat didaur ulang dan atau diguna ulang yang memiliki nilai ekonomi. Tujuan penelitian ini adalah mencari strategi pengembangan bank sampah pemukiman di Kabupaten Pati. Penelitian ini berjenis penelitian deskriptif dengan pendekatan kuantitatif dan kualitatif. Penelitian dilakukan di Kabupaten Pati. Pengumpulan data dilakukan melalui observasi, wawancara, dan telaah dokumen. Data diolah dan dianalisis dengan metode deskriptif. Hasil penelitian menunjukkan aspek keberlanjutan bank sampah di Kabupaten Pati berada pada angka 60% yang berarti sistem bank sampah dianggap wajar. Terdapat enam kelompok yang berpengaruh dan berkepentingan terhadap bank sampah, yaitu Dinas Lingkungan Hidup Kabupaten Pati, pemerintah desa, nasabah, pengepul, pemulung dan masyarakat. Strategi utama yang dapat digunakan dalam pengembangan bank sampah adalah : 1) mendorong Dinas Lingkungan Hidup Kabupaten Pati untuk memberikan pelatihan dan siap menampung serta membeli produk kerajinan sampah; dan 2) bersama Pemerintah Desa melakukan sosialisasi terkait pengelolaan sampah dan pengoptimalan manajemen bank sampah.

Garbage is a problem that cannot be fully resolved by local governments. The local government is actually aware of this problem, but has not found an appropriate long-term solution. This research on efforts to modernize and innovate community-based waste management in Leuwimundong Village aims to 1. Obtain an overview of community-based organic and inorganic waste bank management in Leuwimunding Village, Leuwimunding District, Majalengka Regency. 2. Inventory problems in community-based waste management in Leuwimunding Village, Leuwimunding District, Majalengka Regency. 3. Provide recommendations for improving waste management through community-based waste banks in Leuwimunding Village, Leuwimunding District, Majalengka Regency This research is a qualitative descriptive, namely research that intends to describe a phenomenon. Collecting data using interview techniques, questionnaires, observation, and documentation. The data validity test used the triangulation method. The data were analyzed descriptively-qualitatively. From the results of this study, that the innovative strategy in managing rural household waste that has been carried out by the Waste Bank can run well in accordance with the objectives set in a program. Even though in carrying out these activities there are supporting and inhibiting factors that affect the implementation process, the Management is able to carry out its activities optimally. The existing supporting factors have supported the implementation of this activity properly and maintained what already exists as best as possible. Meanwhile, the current inhibiting factor which has become an obstacle to the running of an activity can be minimized by the management of the Waste Bank in Leuwimunding Village as well as possible. Minimizing barriers and increasing opportunities are the objectives of the Waste Bank activities so that existing activities can be achieved effectively and efficiently. Then gradually and continuously this program is able to produce the best output that can be emulated by the wider community and other regions, especially in terms of waste management program activities. Abstrak Sampah di menjadi masalah yang belum bisa diatasi sepenuhnya oleh pemerintah  daerah. Pemda sebenarnya menyadari masalah ini, tetapi belum menemukan solusi jangka  panjang yang tepat.  Penelitian perihal upaya modernisasi dan inovasi pengelolaan sampah berbasis  masyarakat di Desa Leuwimundong ini bertujuan untuk 1.Memperoleh gambaran  pengelolaan bank sampah organik dan anorganik berbasis masyarakat yang ada di Desa  Leuwimunding, Kecamatan Leuwimunding, Kabupaten Majalengka. 2. Menginventarisir  problematika pada pengelolaan sampah berbasis masyarakat yang ada di Desa  Leuwimunding, Kecamatan Leuwimunding, Kabupaten Majalengka. 3. Memberikan  rekomendasi untuk menyempurnakan pengelolaan sampah melalui bank sampah berbasis  masyarakat yang ada di Desa Leuwimunding, Kecamatan Leuwimunding, Kabupaten  Majalengka  Penelitian ini adalah deskriptif kualitatif, yakni penelitian yang bermaksud  mendeskripsikan suatu fenomena. Pengumpulan datanya menggunakan teknik wawancara,  kuesioner, observasi, dan dokumentasi. Uji keabsahan datanya memakai metode triangulasi.  Datanya dianalisis secara deskriptif-kualitatif.  Dari hasil penelitian ini, bahwa strategi inovatif dalam mengelola sampah rumah tangga  pedesaan yang telah dilakukan oleh Bank Sampah ini dapat berjalan dengan baik sesuai  dengan tujuan yang telah ditetapkan dalam suatu program tersebut. Walaupun dalam  menjalankan kegiatan tersebut terdapat faktor pendukung dan penghambat yang  mempengaruhi proses pelaksanaannya, Pengurus mampu menjalankan kegiatannya secara  maksimal. Faktor pendukung yang ada telah menunjang terlaksananya kegiatan ini dengan  baik dan mempertahankan apa yang telah ada dengan sebaik mungkin. Sedangkan faktor  penghambat yang ada saat ini yang dimana telah menjadi kendala berjalannya suatu kegiatan  ini mampu diminimalisir oleh pengurus Bank Sampah di Desa Leuwimunding dengan sebaik  mungkin. Dengan memperkecil hambatan dan memperbesar peluang merupakan tujuan dari  kegiatan Bank Sampah ini agar kegiatan yang telah berjalan mampu tercapai secara efektif  dan efisien. Kemudian secara bertahap dan berkesinambungan program ini mampu  mengeluarkan output terbaik yang dapat dicontoh oleh masyarakat luas maupun daerah - daerah lain khususnya dalam hal kegiatan program pengelolaan sampah

Government policy in waste management nowadays does not consider the aspect of environment and local wisdom. Whereas, community support either good will or political will is needed. This research was conducted in Purwokerto by applying qualitative (triangulation) and quantitative (survey, AHP) method. The result shows that keriganpattern-based green community participation in green waste management including institution, empowerment, activities, cooperation, and funding is not effectively implemented. The policy model of green community-based green waste management to support green city reveals that AHP indicates the green community participation is the main aspect to take into account. The policy strategy to be done should consider green community,the local wisdom revitalization of kerigan pattern, extend waste bank, city park, tree bank, management revitalization, socialization of ‘picking up waste’ movement, waste deposit, waste insurance by emphasizing on ecoliteracy, ecodesign, and mental revolution

Payakumbuh City continues to struggle with its waste management problem despite winning several prestigious Adipura awards. The local government has issued various handling instruments; therefore, it takes practical efforts to deal with it. This study’s objective was to find a solution to the waste problem in Payakumbuh City, West Sumatra. With descriptive methods and qualitative approach, the study found not a few unscrupulous citizens still littering and not complying with the provisions of the disposal time that has been set in Payakumbuh Regional Regulation Number 4 of 2014. Besides including increasing community involvement Payakumbuh City is making several improvements. On the other side, some innovation and creativity were needed to solve the problem. The innovations and creativity were in two aspects: law enforcement and its residents’ involvement, by promoting waste sorting, deployment of biopores, establishing waste banks, plastic waste processing, and composting. The two aspects must be supported by the provision of cross-subsidies for recycled products from the waste banks; facilitation of organic waste management training to the waste bank management community; and the establishment of a regional waste and fertilizer company a synergy between cleanliness, renewable energy, and agriculture.

Purpose: The purpose of this research is to analyze Policy Implementation of Local Government In Waste Management (Distrito) Dili City, Timor Leste. Research Methodology: The research method used in this research is descriptive research method with a qualitative approach. Results: The findings in this study are that there are many deficiencies in terms of both content of policy and policy implementation. Community-based  waste  management  is a form  of  waste  management  recommended  by  the government because  it  is  very  effective  in  creating  a  zero-waste  society.  In  Indonesia,  community-based  waste management can be realized through the development of waste banks at the neighbourhoodlevels. In 2019, the City of Semarang has 48 units of active waste banks. Waste that is managed by the wastebank is plastic, paper and metal. However, there is organic waste which is also managed by several wastebanks. The purpose of this study is to identify and analyze the flow of waste through community-basedwaste management, in this  case of the  waste  bank,  in  the  city  of  Semarang.  The  method  used  is  in-depth  surveys  and  interviews related to the waste bank management system in the city of Semarang. The results showed that the activity of the existing garbagebank was able to reduce waste in the city of Semarang by 0.07% of the total garbage generation  in  the  city  of  Semarang.  This  research  can  be  used  as  a  reference  for  developing  better community-based waste management strategies, especially in Semarang City

<p>Some areas in the city of Bandung is an area that dilitasi by the flow of the river, to prevent the introduction of garbage into the river basin is necessary to note the waste management systems in residential areas along the river. Cidurian river has a length of 24.86 Km along the river flow. Consists of the city of Bandung and Bandung regency. Administrative regions Cidurian River past eight (8) districts, from the region in the District Kiaracondong precisely Village Babakan Babakan Sari and Surabaya populous and the most densely populated. Thus, there should be community-based waste management in the form of a reduction in resources to prevent potential entry of waste into the river basin. Planning waste reduction will be divided into two, namely the reduction of inorganic waste with waste bank then the reduction of organic waste with absorption holes biopori, and bio reactor mini determination of the reduction is determined by the results of the analysis of the sampling covers the composition and garbage, then the result of the measurement characteristics test and analysis results questionnaire.</p>

The purpose of this research to see how management Hazardous and Toxic Material Waste Judging From the Aspects of Industrial Relations and Corporate Social Responsibility. This type of research used in this research is descriptive research with a qualitative approach. The results of this study show that the management of Hazardous and Toxic Material Waste Judging from the aspects of industrial relations and corporate social responsibility, although there are still some shortcomings. Such as that there are still many industrial companies that are not very aggressive in carrying out the B3 waste management process. This proves that the policies governing waste management have not been so effectively applied in life, this can be caused by several factors such as lack of awareness in managing B3 waste, a less strict supervision system, and also rules that are felt to be not too binding so that many do not manage B3 waste properly.

The waste bank is an innovative method to increase knowledge and behaviour to manage household waste. As a collective action at the community level, social capital has a vital role in the management of the waste bank. This study aims to identify and analyse how the level of trust, network, and social norms play a role in creating a sustainable, community-based waste bank management. This research used the qualitative approach and descriptive method. The data collection techniques were carried out using observations, literature studies, and in-depth interviews. The data were analysed using a qualitative-descriptive technique. The study shows that The Lintas Winongo Waste Bank is a community-based waste bank because it was established and managed by community members in RW 11, Bumijo Urban Village, Yogyakarta City. The manager of Lintas Winongo Waste Bank collaborates with several actors to support the management of the waste bank. The Lintas Winongo Waste bank management requires trust between the actors because it is related to the flow of money. The trust between the actors is built through the transparency of the waste bank management process. The network has a role in exchanging information and providing access to various resources required. The strategies to build networking with the actors are communication, shared understanding regarding the purpose of the waste bank, and a shared commitment to support the waste bank management. The social norms are required to maintain the transparency process and trust between the actors. Moreover, the social norm can build awareness of the citizens to manage domestic waste.

Pengelolaan sampah berbasis masyarakat (PSBM) adalah sistem penanganan sampah yang direncanakan, disusun, dioperasikan, dikelola dan dimiliki oleh masyarakat. Peran PSBM sangat penting dalam ikut membantu mengurangi permasalahan sampah kota, sehingga konsep tersebut banyak dilakukan di berbagai tempat, termasuk di Rawasari. Penelitian ini dilakukan untuk mengetahui perkembangan kegiatan PSBM di Rawasari, yang secara khusus bertujuan: (i) monitoring dan evaluasi, (ii) pembinaan dan pendampingan, (iii) sosialisasi dan publikasi. Hasil penelitian menunjukkan bahwa kegiatan PSBM di Rawasari berjalan dengan baik, berkat adanya pembinaan yang baik dan berkesinambungan. Hal ini tergambar dari peningkatan jumlah keluarga yang berpartisipasi dalam kegiatan pengomposan dan daur ulang sampah anorganik. Hasil tersebut juga tidak terlepas dari peran kader lingkungan yang ada serta kerjasama yang baik antar stakeholders, baik yang berasal dari pemerintah setempat, instansi kebersihan, lembaga penelitian, LSM, lembaga asing, dan warga setempat. Adanya kegiatan sosialisasi keberhasilan PSBM di RW 01 dan RW 02 melalui kegiatan pencanangan gerakan PSBM oleh Gubernur DKI Jakarta, ikut mendorong keberhasilan PSBM di Rawasari. Pemerintah DKI Jakarta menyadari bahwa peran serta masyarakat, sangat efektif dalam menekan jumlah timbulan sampah. Untuk itu, kegiatan PSBM telah dijadikan sebagai salah satu program utama pengelolaan sampah. kata kunci: pengelolaan sampah, kader lingkungan, daur ulang, pengomposanAbstractCommunity-based solid waste management (CBSWM) is the solid waste management that are planned, developed, operated, managed and owned by the local community. CBSWM is very important role to reduce the problem of municipal solid waste. This concept is widely applied in various places, including in Rawasari, Central Jakarta. The study was conducted to determine the progress of the CBSWM in Rawasari, which specifically aims to: (i) monitoring and evaluation, (ii) coaching and mentoring, (iii) socializing and publication. The results showed that the activity of CBSWM in Rawasari is going well. This is illustrated by the increasing number of families who participate in composting and recycling of anorganic waste. These good results are affected by the roles of environmental cadres as well as good cooperation between stakeholders, such as local governments, research institutions, NGOs, international agencies, and local residents. The Jakarta administration realizes that the roles of the community are very effective in reducing the amount of waste generation. So that, activities of CBSWM becomes one of the major program in waste management..kay words: Community-based solid waste management,  environmental cadres, recycling, composting
