In the practice of the Indonesian presidential system, the presidential elections held after the legislative elections do not strengthen the presidential system, checks and balances mechanism between the government and the People’s Representative Council have not run according to the mandate of the constitution yet. By using hermeneutic and verstehen approaches, as well as political sociology perspective, this paper considers that strengthen checks and balances mechanism between the government and People’s Representative Council is by carrying out regional and national simultaneous elections. The merging of legislative elections (People’s Representative Council and Regional representative Council) and presidential elections at national level also merging legislative and executive elections at regional level have several functions: first, the merging will result an effective and efficient governance in running the government; second, an easier and lighter electoral unification model, both for organizers in preparing stages of elections or for voters in channeling their voting rights; third, political issues that are programmed by candidate pairs and legislative candidates will be more focused and directed so that the public is clearer in determining their political choices.

Ten years after the implementation of the Public Service Obligations (PSO) scheme in Greece, the mechanism has not led to the desired results. Among others, the state has imposed PSOs onto a number of routes that are either of questionable social value or which could prove financially self-sustainable without the need for a PSO after appropriate consultation with key stakeholders. In this context, and given the dearth of resources during a period of severe economic recession, it is necessary for the government to reconsider the structure of the PSO programme and adjust it to the new reality in Greece. In fact, as a first step towards this direction, the present paper seeks to gather all necessary information using the tools of marketing research, to study customer satisfaction and fulfilment of passenger needs on the PSO routes from/to Thessaloniki, the second largest city in Greece. Based on the results of primary data research, the paper aims at contributing to the effective communication of the value of the PSO routes to the passengers and set the fundamentals for a subsequent undertaking of a full marketing plan on how to render such routes financially viable.

Nowadays, organizational innovation constitutes the government challenges for providing better and more efficient services to citizens, enterprises or other public offices. E–government seems to be an excellent opportunity to work on this way. The applications that support front-end services delivered to users have to access information systems of multiple government areas. This is a significant problem for e-government back-office since multiple platforms and technologies coexist. Moreover, in the back-office there is a great volume of data that is implicit in the software applications that support administration activities. In this context, the main requirement is to make available the data managed in the back-office for the e-government users in a fast and precise way, without misunderstanding. To this aim, it is necessary to provide an infrastructure that make explicit the knowledge stored in different government areas and deliver this knowledge to the users. This paper presents an approach on how ontological engineering techniques can be applied to solving the problems of content discovery, aggregation, and sharing in the e-government back-office. This approach is constituted by a specific process to develop an ontology in the public sector and an ontology-based architecture. In order to present the process characteristics, a case study applied to a local government domain is analyzed. This domain is the budget and financial information of Santa Fe Province (Argentine).

The purpose of this research is to know the implementation in the political marketing of Gerindra Party and some factors encouraging the party to gain a wide range of constituent voters in the legislative elections 2014. The aforementioned evidence reveals that Gerindra Party approached middle class down society and youth, on determining intended voters and this party also focusing on small society (farmer, fisherman, labour, teacher and small trader). In terms of positioning, Gerindra Party put themselves in outside of the government and acknowledge them as the party for small society. In Indonesian political constellation, it can be seen that political party has a high correlation with the power of public figure to increase popularity and electability. Gerindra Party is still introduced Prabowo Subianto as a public figure who can be used to gain a number of voters for the party.

In many developing countries, Community-Based Tourism (CBT) is regarded as a sustainable tourism development tool as well as a catalyst for rural community development through the involvement of local people and the improvement of the standard of living. To extend the involvement of the local community in CBT, homestay tourism is a form of operation unit and its concept aims to facilitate individual household social-cultural and economic benefit from CBT directly. Although homestays are widely regarded as providing better livelihoods directly to the homestay operators, it is not clear to what extent homestay operations actually contribute to the sustainable livelihood of homestay operators when considering the wider livelihood implications. This research seeks to explore this gap by analysing homestay operators through the lens of Sustainable Livelihood theory (Scoones, 1998). This research adopts a post-positivist paradigm with qualitative methodology. Taking a case study approach, semi-structured interviews and observations were employed to collect primary data from community leaders, heads and deputy heads of the tourist guides, and homestay operators themselves. Results of the study found that although homestay tourism was initially established by the government. The study also found the main characteristics of the homestay operation are in a small size with a limitation of bedrooms, and a few family members involved in hosting tourists, which are husband, wife, and an adult child. All of these people are unpaid labour but receive benefits from the sharing of food and shelter. The study also uncovered that cash-based income, gender empowerment enhancement, and environmental enhancement were the positive impacts of homestay tourism on the livelihoods of the homestay operators, and these positive livelihood outcomes were in line with the original sustainable livelihood framework. In addition, cultural revitalisation was found as an emerged indicator of the sustainable livelihood outcomes, which was used to extend the revised framework. However, the study discovered that opportunity costs, culture shock, and conflict with villagers were negative implications affecting sustainable livelihood outcomes of the homestay operators. The revised Sustainable Livelihood Framework (SLF) suggests that if these negative implications are mitigated, the overall livelihood outcomes will be even greater. The results of this study are expected to provide a deeper understanding of how the impacts of homestay tourism on the sustainable livelihood of the homestay operators.

Some governments have proven social media's potential to generate value through co-creation and citizen participation, and municipalities are increasingly using these tools in order to become smart cities. Nevertheless, few public administrations have taken full advantage of all the possibilities offered by social media and, as a consequence, there is a shortage of case studies published on this topic. By analyzing the case study of the platform Santander City Brain, managed by the City Council of Santander (Spain), the current work contributes to broaden the knowledge on ambitious social media projects implemented by local public administrations for e-Government; therefore, this case can be useful for other public sector's initiatives. The case studied herein proves that virtual social media are effective tools for civil society, as it is able to set the political agenda and influence the framing of political discourse; however, they should not be considered as the main channel for citizen participation. Among the results obtained, the authors have found that several elements are required: the determination and involvement of the government, a designated community manager to follow up with the community of users, the secured privacy of its users, and a technological platform that is easy to use. Additionally, the Public Private Partnership model provides several advantages to the project, such as opening new sources of funding.
