The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

Modern agriculture is characterized by a variety of technologies associated with a multivariance of means of production. Due to the fact that the forces of scientific organizations do not allow to study most of the innovations in agriculture, the analysis of the effectiveness of technologies is possible directly in agricultural enterprises, where a large amount of agronomic and economic information obtained in the specific conditions of the introduction of agricultural practices is accumulated. The purpose of the study was to analyze the effectiveness of modern technologies for growing grain crops according to accounting and agronomic reports of agricultural enterprises of the Kurgan region. The methods of monographic, mathematical, and statistical analysis of data from literary sources, annual reports of agricultural enterprises of the region, as well as data from production fields of the Kurgan Research Institute of Agricultural Sciences were used. The results of the study showed the possibility of obtaining high results in crop production due to different methods of tillage (with and without surface tillage), the use of optimal doses of fertilizers. The reserves of profitability growth are associated with a more accurate use of resources, which is possible when considering the data of each field, thanks to the maintenance of electronic books of the field history, as a variant of a digital management tool in crop production.

The paper defines the structural distribution of sown area of crops. The dynamics of production of cereals and legumes, sugar beets, sunflowers, potatoes, vegetables, fruits and berries. The clustering of regions of Ukraine under similar conditions of development of the enterprises of the agricultural sector specializing in crop production is carried out. According to the results of the analysis, 3 clusters were identified, which gave rise to the possibility of forming (developing) joint effective organizational and economic mechanisms to enhance the development of crop enterprises, favorable for implementation within the cluster. In the course of this study, we focus on the development trends of enterprises specializing in crop products. The lion's share (54.7 %) of sown areas falls on cereals and legumes. Technical crops occupy, which is 32.6 %, and potatoes, vegetables and melons – 6.5 %. It is important to note the long-term positive dynamics of production of cereals and legumes and the growth of production can be traced to all categories of farms – in farms and households. The production of sunflower and vegetable crops was also marked by positive dynamics. The decrease was observed in the production of sugar beets, potatoes, fruit and berry crops. In the context of the study, it is important to identify similar conditions (environment, resources, etc.) for the development of agricultural enterprises between the regions of Ukraine. For this purpose, multifactor statistical analysis (cluster analysis) of key factors of their development was used on the basis of a matrix of 25 selected indicators of development of enterprises specializing in crop production in all regions (600 indicators). To enhance the objectivity of the results, the analysis was conducted in 2010, 2015 and 2019. According to the results of the analysis, taxonomic groups (clusters) were singled out, which made it possible to single out similar regional conditions within each group. Since 2010, there have been significant changes in the regional distribution of Ukraine's agricultural potential. However, during 2015–2019 there is a relative stability in terms of resource provision and use within specific clusters. According to the results of the analysis, three clusters are distinguished: I. Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Chernivtsi, as well as Donetsk and Luhansk regions. II. Dnipropetrovsk, Zhytomyr, Zaporizhia, Kyiv, Mykolaiv, Odesa, Ternopil, Kharkiv, Kherson, Khmelnytsky regions. III. Vinnytsia, Kirovohrad, Poltava, Sumy, Cherkasy and Chernihiv regions.

 The current paper is focused on material resources as a controlling factor in crop production. It has been found that according to the analysis of crop production expenditures in agricultural enterprises of Ukraine an expense structure consists of approximately 70% of material costs. In this regard, the ABC-analysis is utilized with the aim to determine the items of material expenses that significantly affect the cost and consequently the process of operational management for making decisions. The findings of the ABC-analysis of material expenditures for crop production in terms of elements at Ukrainian agricultural enterprises made it possible to determine the types of control (systematic, periodic, selective) that should be applied for different cost groups focusing on the most significant items of the material expenses. Expenditures are classified according to the stages of the technological process and types of the technology for crop cultivation, allowing to control the scope of production costs at each stage of crops growing. These stages can be the basis for the application in the system of cost management of Activity Based Costing model. It is proposed to apply the operational control of material costs through the budgeting system in the agrarian management. It plays a leading role in the management system providing the process of managerial decisions making with the operative information about the actual indicators of material costs and their deviations. A form fragment of a flexible budget on material expenditures for winter wheat production has been elaborated. The enterprise managers can make operational, current and strategic management decisions and, consequently, influence the change of material resources, adjusting them to the technological processes stages in production and sales of goods, works and services based on the proposed form of a budget.

The article considers the state and prospects of bioenergetics development in the context of rationalization of the use of available natural resource potential of Ukraine. It is determined that one of the most perspective renewable energy sources is biomass, the main component of which is by-product of plant growing. It is noted that the use of by-products of crop production for receiving heat energy is a rational way to utilize their surpluses that are not used for other purposes of agriculture. The existing resource potential of this agricultural biomass and source of its obtainment were characterized. An estimation of the potential of this type of biomass up to 2025, which can be used for thermal power engineering was made. It was noted that the effective use of biomass potential of agricultural enterprises is possible in case of creation of the appropriate mechanism, a set of management decisions aimed at solving the energy issue. The structure of the formation of the economic model of the influence of factors on the state of the use of by-products of crop production in thermal power engineering was proposed.

The article analyzes the production of agricultural products by economic entities of Lviv region during the period of 2000–2017. Changes in the production of volumes of products by agrarian business entities during the period under review reflect certain trends in the areas of their functioning. Thus, in particular, as a result of the research, it was established that the volumes of agricultural production produced by all categories of farms increased in 2017 compared to 2000 by 40.9%, and from 2016 by 6.1%, including: crop production, respectively, in %: 77.2 and 7.7 and livestock production – by 4.1; 3.5 The study of the volumes of agrarian production in the context of the main producers shows that the agricultural enterprises have significantly increased production, and the households have made minor changes. At the same time, there were solid trends in the dynamical increase in the share of agricultural production produced by agricultural enterprises and the decrease in its production by households. Appropriate trends also occurred in the productive use of agricultural land (production per 100 hectares of agricultural land). Thus, agricultural enterprises on these indicators considerably exceed the economy of the population. The above data in Table 2 confirms the specific digital indicators. On this occasion, we note that when in 2000 agricultural enterprises produced agrarian products per 100 hectares of agricultural land, UAH thous.: 98.3; including: crop production 75.6 and livestock production 22.7, then in 2017, these indicators respectively were: 1284.2; 889.9 and 391.3, or this increase for the analysis period was: times: 13.0; 11.8 and 17.2. As far as households are concerned, there is a slightly different trend: in 2017 in comparison with 2000 there were processes of reduction of these relative indicators and they made in 2017 when comparing their values with the level of 2000, respectively, %: 64.0; 80, and 49.5. Thus, the results of the conducted research indicate that in the agricultural production of Lviv region intensive development processes of large agrarian formations and slowing down of small farms. These positive trends will continue to evolve and will continue to develop until optimal relationships are established between large and small forms of management.

The activity of agricultural enterprises is associated with the cost of resources for production, management, sales, procurement, etc. Therefore, the article considers the issue of cost management and the importance of accounting as one of the elements of the management system. The article defines the content of accounting and management accounting, conducted a study of scientific opinions on the definition of "cost management", testified to the process and system approaches to the content of this interpretation and expressed their own opinion. The analytical elements of the cost management system are substantiated, the algorithm of introduction of the cost management system of crop production in agricultural enterprises is revealed.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

The article defines the role of the market of agricultural production services in the process of agricultural production. The works of domestic scientists devoted to the efficiency of agricultural production, services sphere and the market of agricultural production services are analyzed. A number of methods have been selected for this study. The essence of the concepts of production service and the market of agricultural production services is defined. There are established that the volume of use of production services in the agricultural production process depends on the area under crops in crop production and the number of heads in animal husbandry. The dynamics of changes in sown areas and livestock in Ukraine are analyzed. It is determined that all production operations in agriculture are carried out in accordance with the technological maps. The definition of the concept of “technological map” is given. Information on the composition of agricultural production services in the field of crop production is given. It is established that agricultural production services in crop production can be carried out both manually and mechanized. The importance of technical equipment of the agricultural enterprise for the implementation of the production process was showed. The presence of the main types of agricultural machinery in agricultural enterprises of Ukraine and households is analyzed. The peculiarities inherent only in production services in the field of agriculture are highlighted. The dependence of the volumes of production services on the total volumes of sown areas in crop production and animals in animal husbandry were shown. The concept of production outsourcing is defined and its place in the activity of agricultural producers is defined. The results of a sociological survey of consumers of agricultural production services are shown and analyzed.
