This paper examines the current situation of public management in China and the potential that management reforms might bring improvement. The primary goal of the paper is to examine the opportunities that incentivized performance measures have to enhance that agency management. The paper analyzes the conditions for how performance information can be fashioned into a metric, which is contractible. It then looks at the types of incentives that can be tied to the metric. It also considers the flexibility of the government agency, the central budget office, and the oversight entities, and the roles that each plays in ensuring successful implementation of a performance management system.

Extensive changes in the global economy have made it imperative for the governments all over the world to improve the quality of their governance structures. The Government of India has also introduced the New Public Management concepts in public administration with emphasis on „results‟ or „performance‟ to improve the efficiency and effectiveness of public services. This research aims to figure out the key variables that are having strong influence on Performance management system with special reference to BHEL, Bhopal (M.P.). Chi square test is applied in this paper to check the authenticity of data given by the respondents. We are also going to study the PM process, awareness level and satisfaction level of employees of BHEL and how the PM system affects the performance and career development of employees.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Public management scholars have made impressive strides in explaining managerial usage of performance information (PI). Does such PI use matter to performance? If so, what types of use make a difference? To answer these questions, we connect managerial self-reported behavior with objective organizational outcomes in Texas schools. We control for lagged comparative school performance and employ inverse probability weighting to mitigate endogeneity concerns. The results show that managerial use of PI is associated with objective indicators of performance, and that the type of use matters. In particular, school principals’ use of PI for strategic planning is positively associated with better high-stake test scores. The findings suggest that maturity of performance management system can shape the relationship between managerial PI use and organizational performance, thereby contributing to a contingency-based understanding of the relationship between performance management and organizational performance.

This study examines about public administration in an Islamic perspective, studies on the system of government of Umar Bin Khattab. The administrative system was not implemented before Nabi Muhammad SAW moved to Medina, after Nabi Muhammad SAW moved from Mecca to Medina, reading and writing activities began to be carried out among the Muslims and to build a government based on Islamic law. The development of the administration was increasingly rapid during the Caliphate of Umar bin Khattab. This research is a type of library research with a research approach using qualitative research methods. Literature research is research that uses data collection techniques by reviewing books, literature, notes and various reports related to the problem to be studied. Public administration as a discipline that is dynamic in accordance with the times. In line with the times, public administration has changed for the better in accordance with the demands of an increasingly complex era. In the western perspective, public administration has experienced developments starting from the old public administration paradigm, new public management, to the new public service. In an Islamic perspective, administration is known as al-idara. Administration in Islam refers to the Qur'an and its interpretations as well as hadiths and syarahs. The sources of interpretation provide an explanation of the signs of the Qur'an whose position exceeds the general rules relating to the order of people's lives. In the context of public services, excellent service is a must and obligation for both the government and the state civil apparatus. Public services are carried out based on Islamic teachings, namely the services provided must be good, honest, quality and trustworthy.

New public management (NPM) conceptualised public administration as a business, to be managed with business-like techniques. Since services had to be assessed by the criteria of quality, efficiency, and satisfaction of citizens, the public sector had to reorganize its processes. As strong emphasis was on the services, improving their delivery was expected to facilitate achieving the above criteria. The terms of the NPM approach such as “customer focus, managing for results, and performance management” have become part of the standard language of public administration (Ali, 2001; Bekkers & Zouridis, 1999; Crossing Boundaries, 2005; Spicer, 2004).

PurposeThis paper aims to analyse the state of performance management in the Portuguese public sector as part of the efforts towards public administration reform.Design/methodology/approachTheoretically, the authors took Bouckaert and Halligan's (2008, pp. 35–39) approach into consideration to analyse the adoption of performance management practices. This approach was supplemented by an adaptation of Pollitt and Bouckaert's (2011, p. 33) framework to analyse the context for administrative reforms. The used data analysis techniques include documentary analysis (namely legislation and evaluation reports of reform efforts), secondary data analysis and a survey conducted with 296 Portuguese top public managers.FindingsThe findings show that Portuguese public sector organisations adopted several tools to measure performance over the years, but failed to incorporate performance information into their management practices or to properly use it for either internal or external purposes. Concerning the ideal types proposed by Bouckaert and Halligan (2008, p. 36), Portugal is considered to fit the “performance administration” ideal type, even though it is moving closer to the “managements of performance” ideal type.Originality/valueThis is one of the first comprehensive studies on the state of performance management in Portugal framed within the broader context of public sector reforms. The findings will be of interest both to scholars who study public administration reforms and performance management and to Portuguese policy makers and public managers who are interested in understanding and improving the way performance information is measured, incorporated and used in that sector.

In 2018, the United Nations Volunteers organization recognized that the governmental support for volunteering is a superior public management practice, offering the much-needed fuel for the integration of volunteering in politics, law-making, and social planning at the government level. The present article analyzes the current situation of governmental support for volunteering at federal, regional, and local levels of public administration in the Russian Federation as a precondition for making coproduction of public services possible. The analysis is based on the scrutiny of documents, a questionnaire survey of Russian volunteers, and an expert poll of public servants and nonprofit organizations (NPO) leaders. The analysis of the state policy of support for volunteering is carried out with respect to the following parameters: the awareness and evaluation of national measures of the governmental support for volunteering, as well as the evaluation of informational, financial, consulting, and organizational measures to support volunteer organizations by regional and municipal civil servants. In a country such as the Russian Federation, where volunteering is a relatively young social phenomenon, public administration needs not only to provide support, but also to administer transformation processes toward sustainable development, relying on the partnership and resources volunteers bring for effectively managing public life.

Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.

In 1995, Robert Behn introduced American public administration to the need for common “big questions” to become a significant academic discipline, similar to the physical sciences. Chinese civil service laws were just being promulgated then, and so the discussion that ensued in Public Administration Review and elsewhere was not particularly salient for China. The largely U.S. literature did not take an international or comparative turn, yet it later became an active conversation in the Chinese literature, which is struggling to deal with its own identity crisis and the value of its research. Developing the big questions of Chinese public management research is extremely relevant in today’s environment because China is the world’s second largest economy, and their civil service has had significant time to mature. Chinese researchers have recently called for the development of domestically embedded (i.e., Sinicized) big questions. This article discusses the relevance of Behn’s questions on micromanagement, motivation, and measurement in the Chinese context and proposes alternate wordings of Behn’s questions to make them meaningful within the Chinese cultural and institutional context (while avoiding suggestions of replacing the basic Chinese political structure). Our hope is this discussion will spark a lively debate among the relevant Chinese research community.
