AbstrakKehadiran tumbuhan bawah pada hutan tanaman jati dapat memberikan dampak positif yaitu, menjadi sumber keragaman hayati, menciptakan iklim mikro di lantai hutan, menjaga tanah dari bahaya erosi, serta dapat memelihara kesuburan tanah. Namun keberadaannya seringkali dianggap sebagai kompetitor bagi tanaman yang dibudidayakan. Hutan Pangkuan Desa (HPD) Pitu telah dikelola secara intensif oleh masyarakat yang dilakukan baik di bawah maupun di luar tegakan sehingga diduga mempengaruhi kondisi ekosistem di kawasan tersebut baik terhadap kelimpahan tumbuhan bawah maupun kualitas kimia tanahnya. Tujuan penelitian ini adalah untuk mengetahui keanekaragaman jenis tumbuhan bawah dan kualitas kimia tanah pada berbagai tipe penutupan lahan di HPD Pitu, BKPH Getas. Pengamatan dilakukan dengan menempatkan petak kuadrat berukuran 1 m x 1 m sebanyak 5 petak pada setiap unit lahan secara random. Hasil penelitian menunjukkan pada 4 (empat) penutupan lahan yaitu hutan, semak, ladang, dan pemukiman didominasi oleh jenis yang berbeda tetapi komposisi komunitas pada hutan dan semak memiliki similaritas yang relatif tinggi. Kualitas kimia tanah pada berbagai penutupan lahan tidak berbeda secara signifikan. Aktivitas masyarakat yang tinggi pada berbagai penutupan lahan diduga menjadi penyebab rendahnya hara pada berbagai tipe penutupan. Kondisi keharaan yang miskin hara khususnya pada kawasan hutan tentu akan memengaruhi produktivitas tegakan jati yang merupakan tanaman pokok di kawasan tersebut. AbstractThe presence of undergrowth on teak plantations can have a positive impact i.e, a source of biodiversity, creating a microclimate on the forest floor, keeping the soil from the erosion, and can maintain soil fertility. On the other hand, its existence is often regarded as a competitor for cultivated plants. Hutan Pangkuan Desa (HPD) Pitu has been intensively managed by communities undertaken either below or outside the stand so that it is suspected to affect the ecosystem condition in the region both to the abundance of plants and quality of soil chemistry. The purpose of this study was to determine the diversity of undergrowth species and soil chemical qualities in various types of land cover in HPD Pitu, BKPH Getas. The observation was done by placing a 1 m x 1 m square plot of 5 plots on each unit of land. The results showed that 4 (four) land closures i.e forests, shrubs, dry farmland, and settlements were dominated by different species but the community composition in forests and shrubs had a relatively high similarity. The soil chemical quality at various land coverings did not differ significantly. High community activity in various land closures is thought to be the cause of low nutrients in various types of closure. The nutrient-poor condition of the forest, especially in the forest area, will affect the productivity of teak stands, which are the staple crops in the area.

Zakat is one of the five pillars of Islam which has a function of faith, social and economic functions. Muslims who can pay zakat are required to give at least 2.5 per cent of their wealth. The problem of poverty prevalent in disadvantaged regions because of the difficulty of access to information and communication led to a gap that is so high in wealth and resources. The instrument of zakat provides a paradigm in the achievement of equitable wealth distribution and healthy circulation. Zakat potentially offers a better life and improves the quality of human being. There is a human quality improvement not only in economic terms but also in spiritual terms such as improving religiousity. This study aims to examine the role of zakat to alleviate humanitarian issues in disadvantaged regions such as Sijunjung, one of zakat beneficiaries and impoverished areas in Indonesia. The researcher attempted a Cibest method to capture the impact of zakat beneficiaries before and after becoming a member of Zakat Community Development (ZCD) Program in material and spiritual value. The overall analysis shows that zakat has a positive impact on disadvantaged regions development and enhance the quality of life of the community. There is an improvement in the average of mustahik household incomes after becoming a member of ZCD Program. Cibest model demonstrates that material, spiritual, and absolute poverty index decreased by 10, 5, and 6 per cent. Meanwhile, the welfare index is increased by 21 per cent. These findings have significant implications for developing the quality of life in disadvantaged regions in Sijunjung. Therefore, zakat is one of the instruments to change the status of disadvantaged areas to be equivalent to other areas.

<p>Research methodology is the application of epistemology in philosophical which is realized by logico hypotetico verificative-deducto hypothetico verificative. The results of the evaluation of the quality of the research methodology that gave rise buildings recently become a standard formula valid and tested public. In this context it is necessary scrutiny of the functioning and the importance of pre usability, and value the benefits of the research process so that the quality of research produced a positive impact on building science researchers. The role of the researcher holds a central position of being able to adjust the ground circumstances. Benefit value for the benefit of life as the goal of research in theory and practical should be explicitly and implicitly always accompanies every step of research. A consequence of the value of the benefits of scientific research which is undertaken is delivering research results to the user community. The use of research methodologies in the study strongly influenced the extent of the ability of researchers and scientists at the clump science community are able to map the identity of the building a distinctive methodology of scientific disciplines that is useful for subsequent research.</p> <p>Metodologi Penelitian merupakan penerapan epistimologi secara filsafati yang diwujudkan dengan logico  hypotetico  verificative-deducto  hypothetico  verificative.  Hasil  evaluasi terhadap  kualitas  bangunan  metodologi  penelitian  yang  memunculkan  formula  baru menjadi standar yang valid dan teruji publik. Dalam konteks ini maka perlu pencermatan tentang fungsi dan kegunaan akan pentingnya pra, proses dan nilai manfaat riset agar kualitas riset yang dihasilkan berdampak positif pada bangunan keilmuan peneliti. Peran peneliti  memegang  posisi  sentral  karena  mampu  menyesuaikan  situasi  dan  kondisi lapangan. Nilai kemanfaatan bagi kemaslahatan hidup sebagai tujuan riset secara teoritis dan praktis sebaiknya secara eksplisit dan implisit selalu menyertai setiap langkah riset. Konsekuensi ilmiah dalam nilai manfaat riset yang dilakukan adalah menyampaikan hasilhasil riset ke masyarakat pengguna. Penggunaan metodologi penelitian dalam riset sangat dipengaruhi sejauhmana kemampuan peneliti dan komunitas ilmuan pada rumpun ilmu mampu memetakan jati diri bangunan metodologi disiplin keilmuan yang khas sehingga bermanfaat bagi peneliti berikutnya.</p>

Soil has many functions in sustaining life. The prerequisite conditions for proper soil functioning may be expessed in terms of quality. Chemical quality of soil is predominantly determined by behaviour of compounds in soil. Compound behaviour is the result of the interactions of properties of the compounds and of the soil system under consideration. These can satisfactorily be described by applying methodical rules as derived in soil chemistry and soil physics. This is elaborated with examples referring to the static situation prevailing at adsorptive equilibrium, and to the dynamic situation of compound displacement in soil. The variability of soil properties appears to be of major concern. In these examples, attention is limited to the behaviour of cadmium in soil. The paper presents the results of a study of changes in the salary schemes and working conditions of medical staff, their labor motivation and the compliance of these changes with the objectives of the so-called “effective”, performance-based, contract being introduced. The data from a set of surveys of employees at public medical facilities in 2009–2018 served as the empirical base of the study. It is shown that the introduction of the effective contract had changed the role of factors determining the salary of medical workers. Whereas earlier qualification had been the leading factor, afterwards it was the volume and quality of the work performed as well as the outcomes of a given medical institution or unit. Most doctors had increased the amount of work they do, and the secondary employment of medical staff had slightly been reduced. Survey data indicate quite a stable hierarchy of labor motives among medical workers, the leading ones being earning money, professional interest in work, and altruism. In 2018, the role of the guaranteed employment motive was elevated. Among the positive changes are an increase in the satisfaction of medical workers with the salary, conditions for advanced training, and rules of remuneration. The identified outcomes are generally consistent with the objectives of introducing the effective contract, and they allow one to argue that the new salary scheme has had a positive impact on the labor motivation of medical staff. However, the conclusion of an effective contract was noted by only half of respondents. For the rest, it all boiled down to an increase in salary. These results indicate serious failures in the administration of this reform.

The purpose of this research is to test the influence of the quality of service to the satisfaction of the training participants at Balai Latikan Kerja (BLK) in Bengkulu Province. The method used in this research is survey with interview approach to get observation data directly. The results of this study indicate that the role of instructors (HR) and methods greatly affect the success of trainees in the future. The positive impact of good service will increase customer satisfaction and loyalty as well as the desire to re-buy, which will increase the income received from the products sold. In order to compete, survive, and grow, the organization is required to be able to meet the needs and desires of customers by providing the best service and quality. Based on the strengths, weaknesses, opportunities and threats that may occur, then the biggest weakness is the quality of instructors and learning space into the greatest weakness.Keywords: service quality, satisfaction , SWOT analysis.

This paper investigates the determinants of firm innovation in Indonesia. Using quality of local regulations index constructed by the Indonesia’s Regional Autonomy Watch (KPPOD) as measure of institutions, We found that better institutional quality at the local level was associated with more innovation and that firms experiencing major obstacle in access to finance were less likely to innovate. Access to finance is more critical for small and medium enterprises (SMEs) whereas institutional quality is more important for large firms. The positive impact of better institutions on innovation is asymmetrically distributed. Better local institutional quality disproportionately benefited non-constrained firms.AbstrakMakalah ini menyelidiki faktor-faktor penentu terjadinya inovasi pada perusahaan di Indonesia. Sebagai proksi kelembagaan digunakan variabel Peraturan Daerah yang dibuat oleh Komite Pemantuan Pelaksanaan Otonomi Daerah (KPPOD). Penelitian ini menemukan bahwa kualitas kelembagaan yang baik pada tingkat daerah erat kaitannya dengan tingkat inovasi yang lebih tinggi dan perusahaan-perusahaan yang mengalami kendala akses keuangan cenderung tidak melakukan inovasi. Faktor akses keuangan lebih menentukan bagi perkembangan inovasi perusahaan perusahaan kecil dan menengah sedangkan kualitas kelembagaan lebih menentukan bagi perusahaan besar. PurposeMany West African countries face the challenge of growth inclusiveness. The region is also facing challenges of equipping its teeming population with high-quality skills despite many reforms and initiatives introduced in the past. This study, thus, identifies education as a crucial contributory factor to growth inclusiveness in the region. It, therefore, examined the role of education in growth inclusiveness in West Africa between 1990 and 2017.Design/methodology/approachThe study utilised different proxies to capture quantity and quality dimensions of education. The unit root and ARDL “Bounds” tests were employed at a preliminary stage. Based on the preliminary tests, the study explored autoregressive distributed lags modelling technique to capture the short-run and long-run dynamic effects.FindingsThe empirical results reveal a positive impact of school enrolment measures in most of the countries in both short-run and long-run. Education quality measure exerts positive impact and significant in few countries under consideration.Practical implicationsThese countries should give adequate attention to quality when designing education policy to foster their inclusive growth.Originality/valueThis study highlights the critical role of education in the inclusive growth pursuit. Education quantity is important to growth inclusiveness but the quality of education is more fundamental. The quality of education possessed determine to a large extent, what individual can contribute to the productive activities within the economy and accessibility to benefits from economic prosperity.

The research aims to study the impact of the role of internal audit, the application of regional accounting systems, and human resource competencies on the quality of financial statements. A sample of 141 employees according to the purposive sampling method and by distributing questionnaires. It turned out that the questionnaire returned was only from 138 employees. Data analyzed through moderate regression analysis (MRA) from the SPSS program. The results of the study stated that the role of internal audit has a negative impact on the quality of financial statements, the application of regional accounting systems and human resource competencies have a positive impact on the quality of financial statements

Tax Compliance issue is a constraint in optimizing tax revenue. Tax compliance is the main thing that supports the course of the selfassessment system which in this system obligatory role of the taxpayer is required to realize the achievement of tax revenue. Through optimal effort, DPPKAD always trying to explore the potential tax revenue by raising awareness, public facilities and the quality of their fulfillment of tax services. This study focuses on the awareness of the taxpayer based on the research Suryadi (2008). Perceptions of fairness based on the research that has been conducted by Saad (2009). Tax and service quality based on the research that has been done by Umaimah (2011). This study uses multiple linear regression with taxpayer data obtained from the Office of Financial Management Services Regional Asset registered until 2013. This study proves that the awareness, perceptions of fairness and quality of service significant and positive impact on tax compliance restaurants in the city of Palu

Education at this time is an important requirement in facing the demands of an increasingly advanced era in technolo-gy. To compensate this, the existing educational standards in universities must also be improved, this is a bit much affect the pattern of teaching from universities that produce qualified graduates who can compete in the world of work later and indirectly give a positive impact on the university itself. Qualified graduates are of course not only depending on the role of a university but also majors and quality of education as long as students are still in high school / vocational school also plays an important role. Results of the on-time graduation rate prediction research can be used as an information to im-prove the quality and optimization of the education system but it requires a maximum degree of accuracy. This research predicts on time graduation rates by conducting analysis using data mining classification techniques. Naïve Bayes algo-rithm that are used for this research will be discussed as a reference in conducting research. The author performs a series of different experimental scenarios / cross validation to perform comparisons that can give a difference in the level of ac-curacy gained from this research. The results of this research indicate that with the addition of Cross Validation testing scenario there is an increase of 2% accuracy of the test.
