The observation and interview with some transmigrants in Karangsewu and Bugel found that the rate of prosperity since they joined the transmigration program was not yet promising. They are some factors causing it, such as less commitment from the government in handling the program and problems inside it, the condition of the land given to the transmigrants were sandy land which is not good for agriculture, and the low quality of human resources itself. All that causing factors resulted in the low level of prosperity of those who joined the transmigration program. It showed in the classification of their family level which is still KS-1 (family with the first level of prosperity). The cata collected by doing quick survey through observation and indepth interview.

Educational institutions in Indonesia are expected to produce superior human resources and compete to have insight into science and technology. To achieve this expectation, educational institutions should strive and play a role in optimizing and achieving academic excellence, particularly in education, industry relevance, for new knowledge contribution, and for empowerment. Recognizing the importance of the process of improving the quality of human resources, the government, managers of educational institutions, educators and learners in Indonesia are striving to achieve the goals, vision and mission through various activities to build a better quality education through the development of human resources development and improvement of curriculum and evaluation system, improvement of educational facilities, the development and procurement of teaching materials, and training for teachers and education personnel to be more advanced and developed than other countries.

Background: The coronavirus pandemic and the government restrictions significantly disturbed the daily functioning of people, thereby influencing healthy behaviors, such as physical activity—the core indicator of well-being. This study evaluates the associations between physical activity (PA), the level of stress and quality of sleep during the COVID-19 pandemic lockdown. Methods: An online survey was distributed during the governmental lockdown in April 2020 and included measures for assessing physical activity, stress and sleep. The surveyed participants included all adults aged 18 years and over. The final data were collected from the 1959 respondents using: International Physical Activity Questionnaire-Short Form (IPAQ-SF), Perceived Stress Scale (PSS) and Pittsburgh Sleep Quality Index (PSQI). Findings: Almost half of the respondents indicated a low level of PA, performing only 60 min of PA daily. Most of the participants reported a moderate or high level of stress (57% and 29%, respectively) and 64% of them reported poor quality of sleep. People with low levels of stress performed on average 85.1 min/day of walking (WPA), 40.9 min/day of moderate PA (MPA) or 52.6 min/day of vigorous PA (VPA). People with good quality of sleep performed 82.9 min/day of WPA, 43.6 min/day MPA and 40.5 min/day VPA. Interpretation: The results from the study indicate that the volume of daily PA may be a predictor of the level of stress and sleep quality in adults during the COVID-19 pandemic lockdown. To retain a low level of stress and good quality of sleep, a lifestyle that allows to achieve a moderate level of physical activity should be maintained. The optimal daily dose of PA is at least 70 min per day, involving different intensities.

Purpose The research aims to classify halal hotels based on Islamic values as embodied in both physical and non-physical attributes. Design/methodology/approach This study explores the perceived values of business owners of the halal hotels. Findings Perceptions of hotel owners are divided into three types: those who view the value of halal hotel only in terms of branding and attracting consumers; those who consider the ideology behind halal hotels based on strong Islamic values; and those who avoid halal branding but implement Islamic values in their hotels. For the hotel industry, halal certification is not a priority because a minimum effort at implementing halal standards can already attract Muslim customers. This case is especially true for countries where Muslims make up the majority of the population. Research limitations/implications This study was limited to a case study in Bandung and Bangkok as a representative of halal tourism in Asia. Hence, it could be extended by conducting comparative studies with other cities in Association of South East Asian Nation which already declare to develop halal tourism. Practical implications The findings of this research show that there is a large variety of halal hotel products, depending on the Islamic values upheld, which is causing difficulties for the government in creating standards. Then the result can help inform the government in establishing the strategic framework of halal tourism development, more particularly in the formulation of policy for industrial actors. Originality/value The findings contribute to the concept of product-centered business, in which it is generally assumed that industrial actors are frequently focused on the mere label of “halal” and ignore the true values. However, the research shows that some industrial actors put Islamic values first instead of the mere halal label, and another case shows that some of them implement Islamic values in their business but avoid halal branding. This empirical evidence shows that in halal hotels, the concept of product-centered is not always proper. The quality of halal hotel products depends on the Islamic value of the owner, not always influenced by business imperatives.

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

<p>This study aims to find empirical evidence about the role of accounting information system (AIS) as intervening factors that affect the quality of financial reporting information of the government. This study uses a questionnaire that primary data collected from respondents, namely employees of the accounting department of the government units, especially a partner institution in the State Treasury Office (KPPN) 2 Jakarta. Data processing is performed by the method of partial least squares (PLS). The results of this study are the accounting information system has significantly the impact on the quality of government financial reporting information. While the capacity factor of human resources, control data input and application of Government Accounting Standards (SAP) have a significant direct effect on the AIS, is larger when compared to a direct influence on the quality of financial reporting information. Other factors, organizational commitment and internal control system has a significant influence either directly or indirectly on the quality of financial reporting information. The findings of the study are expected to provide input to the government the importance of improving the accounting information system, such as strengthening the capacity of human resources and accounting applications in realizing quality financial information.</p>

<p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>

Abstrak. Marriage statistics in Indonesia annually reach an average of 2 million couples. That is a fantastic number and very influential on the possibility of social changes in society. The quality of a marriage is largely determined by the two prospective marriage partners in welcoming household life. The rise of divorce cases can be caused by poor household quality, such as the lack of knowledge, understanding and skills. On this basis, this regulation was made by the government to improve the understanding and skills of prospective brides and adolescents of marriage age in order to minimize divorce.The purpose of this study was: to find out the regulations of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for Organizing a Premarital Course, to find out the implementation of a premarital course in KUA of Kecamatan Lembang, and to find out the implementation of the Regulation of the Director General of Islamic Community Guidance Number: DJ : II / 542 of 2013 concerning Guidelines for the Implementation of Premarital Courses in KUA Kecamatan Lembang. The research methods used interviews and literature study.The results of this study was: the implementation of the regulation of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for the Implementation of Premarital Courses by BP4 KUA Kecamatan Lembang was not optimal due to there were so many requirements from various parties, both from the regulation itself, various participant conditions, costs inadequate, lack of human resources, and lack of socialization to the community. Thus. Premarital course became less effective to make sakinah family.Keywords : premarital course, sakinah family, DIRJEN BIMAS Islam Regulation Abstrak. Data statistik perkawinan di Indonesia pertahun rata-rata mencapai 2 juta pasang. Suatu angka yang sangat fantastik dan sangat berpengaruh terhadap kemungkinan adanya perubahan-perubahan sosial masyarakat. Kualitas sebuah perkawinaan sangat ditentukan kedua calon pasangan nikah dalam menyongsong kehidupan rumah tangga. Maraknya kasus perceraian dapat disebabkan kualitas rumah tangga yang buruk yaitu kurangnya pengetahuan, pemahaman dan keterampilan. Atas dasar itulah peraturan ini dibuat oleh pemerintah untuk meningkatkan pemahaman dan keterampilan para calon pengantin dan remaja usia nikah agar meminimalisir peceraian. Tujuan penelitian ini yaitu: untuk mengetahui peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah, untuk mengetahui pelaksanaan kursus pra nikah di KUA Kecamatan Lembang, dan untuk mengetahui implementasi Peraturan Direktur Jenderal Bimbingan Masyarakat Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah di KUA Kecamatan Lembang. Adapun metode penelitian yang digunakan adalah wawancara dan studi pustaka.Hasil dari penelitian ini yaitu: pengimplementasian peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah oleh BP4 KUA Kecamatan Lembang belum optimal dikarenakan banyak hambatan dari berbagai pihak baik dari peraturan itu sendiri, kondisi peserta yang beragam, biaya yang kurang memadai, kurangnya SDM, dan kurangnya sosialisasi kepada masyarakat. Dengan demikian pembinaan keluarga sakinah dalam hal ini kursus pra nikah menjadi kurang efektif.Kata kunci : Kursus Pra Nikah, Keluarga Sakinah, Peraturan Dirjen Bimas Islam

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

<p><em>Data Mining is a method that is often needed in large-scale data processing, so data mining has important access to the fields of life including industry, finance, weather, science and technology. In data mining techniques there are methods that can be used, namely classification, clustering, regression, variable selection, and market basket analysis. Illiteracy is one of the factors that hinder the quality of human resources. One of the basic things that must be fulfilled to improve the quality of human resources is the eradication of illiteracy among the community. The purpose of this study is to determine the clustering of illiterate communities based on provinces in Indonesia. The results of the study are illiterate data clustering according to the age proportion of 15-44 namely 1 high group node, low group has 27 nodes, and medium group 6 nodes. The results of this study become input for the government to determine illiteracy eradication policies in Indonesia based on provinces.</em></p><p><strong>Kata Kunci</strong>: <em>Illiterate</em><em>, Data mining, K-Means Clustering</em></p><p><em>Data Mining termasuk metode yang sering dibutuhkan dalam pengolahan data berskala besar, maka data mining mempunyai akses penting pada bidang kehidupan diantaranya yaitu bidang industri, bidang keuangan, cuaca, ilmu dan teknologi. In the 21st century, in addition to the generally well-known indicators of material well-being, in the modern paradigm of the welfare state, the quality of the ecological environment is gaining an ever-increasing role. Besides that, the modern definition of welfare state takes into account not only environmental dimension, but also the quality of institutions through the governance system that affects the supply of environmental goods. The study provides the classification of countries according to indicators that can ensure the identification of welfare states and the assessment of the classification role of the criteria for environmental state.The strong direct correlation between environmental state and government efficiency has been established. The results of the classification of the studied countries obtained by k-means clustering methods indicate the possibility of using the Environmental Performance Index (EPI), Government Effectiveness Index (GEI) and government expenditures indicators as complementary attributes to the classical criteria for the welfare state.The level of country EPI can be regarded as an important complementary criterion for the welfare state. The country environmental state is much more determined by the government efficiency, the quality of state institutions and their activities, rather than by an extensive increase in the funding of such institutions and environmental measures.
