System of education, included vocational education is seen as one important barometer for ensuring the national education system of a nation. In this context, the quality of teachers, including vocational teachers is the main factor affecting the quality of educational systems. This research focuses on the implementation of a multi entry multi exit system in Vocational Secondary School (VSS) in West Java. This system of learning is the development of integrated and sustainable industry-based learning. It is expected to build a balance between developing competencies and developing work character/culture that support each other to produce vocational graduates ready to work quality and competitiveness. The method used is descriptive evaluative with CIPP (Context, Input, Process and Product) design. The case of this study is to evaluate about how much is the significance of the implementation of the multi entry and exit system implemented at SMK and industry by graduates ready to work. The results of the evaluation of the above problems identified thath the multi entry multi exit system can increase 1-2% of graduates absorbed by the industry. The discussion of this study formulated the need for inovating multi entry multi exit systemby carrying out a series of activities as follows; synchronize curriculum, integrating learning with industry and industry class program, internship teacher and student at industry, self-service work development and or entrepreneurship as a condition to get a diploma.

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

<span><em>Education is an effort to prepare students to be able live well in the society, </em><span><em>able to develop and improve the quality of their own lives, and contribute </em><span><em>signifiantly in developing and improving the quality of society and </em><span><em>nation . There are six main problems in the national education system, </em><span><em>(1) decline moral and character of students, (2) equitable distribution of</em><br /><span><em>learning opportunities, (3) low internal effiiency of the education system, </em><span><em>(4) institutional status, (5) management of education that is not in line </em><span><em>with the national development, (6) resources are not professional. In this </em><span><em>case, need for social change which gives the direction that education is a</em><br /><span><em>basic approach in the change process. In the contents of the Republic of Indonesia Constitution no. 20 of 2003 concerning National Education System is the realization of an education system as a strong and authoritative social institution to empower all Indonesians to develop into quality maneuvers that are capable and proactive in responding to the challenges of an ever-changing era. However, along with the rapid development of the times, with the emergence of various kinds of problems, especially in the field of education, which makes the goals of education contained in the law tend to be difficult to realize. So, to facilitate the development of educational goals with the aim of advancing the quality of education in Indonesia, there are three things that must be done, namely : 1) developing the quality of human resources, 2) building a Strong Educational Foundation and Clear Vision, 3) developing a noble moral based curriculum.Dalam undang-undang RI No. 20 tahun 2003 tentang Sisdiknas adalah terwujudnya sistem pendidikan sebagai pranata sosial yang kuat dan berwibawa untuk memberdayakan semua warga Indonesia berkembang menjadi manusia yang berkualitas sehingga mampu dan proaktif  menjawab tantangan zaman yang selalu berubah. Akan tetapi, seiring dengan cepatnya perkembangan zaman, dengan munculnya berbagai macam permasalahan terutama dalam bidang pendidikan, yang membuat tujuan dari pendidikan yang tertuang dalam undang-undang tersebut cenderung sulit terwujudkan. Maka, untuk memudahkan pengembangan tujuan pendidikan dengan maksud memajukan kualitas pendidikan di Indonesia, ada tiga hal yang mesti dilakukan yaitu; 1) mengembangkan kualitas sumber daya manusia, 2) Membangun landasan pendidikan yang kuat dan visi yang jelas, 3) mengembangkan kurikulum berbasis akhlak mulia.

AbstrakPendidikan merupakan factor penting dan menentukan dalam kehidupan suatu bangsa yang berbudaya. Kemajuan suatu bangsa  sangat tergantung pada tingkat pendidikan yang diperolehnya. Sistem pendidikan Nasional dilaksanakan untuk meningkatkan kehidupan yang bermutu baik dalan arti moral spiritual  maupun mutu dalam arti intelektual professional. Pendidikan Islam merupakan bagian integral  dalam sistem pendidikan nasional memiliki konstribusi yang besar dalam penenam nilai-nilai dan budaya serta perilaku keberagamaan pada setiap diri seseorang. Penanaman nilai-nilai dan budaya pada seseorang atau sekolompok orang melalui pendidian Islam akan terbentuklah  sikap dan prilaku yang rujukan dan keyakinan dalam menentukan suatu pilihan bagi seseorang, yang tercermin dalam pola pikir, tingkah laku, dan serta sikap. ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. The government is obliged to carry out continuous improvement of the national education system in the decentralization era through: Evaluation of the readiness of local governments in the zoning system to record the adequacy of schools; Equitable education with adequate facilities and infrastructure; Adequate teachers for each zone; Availability of information online as well as through pamphlets and bulletin boards; The need to map the impact of the zoning system. Macro approach in the national education is both organization empowering and education process. Education excuting organization has coverage and autonomous that it can accommodate society need in every situation. The education process is carried out openly to inlarge inputs from society. the education process is carried out by instilling a sense of excellence to face global challenges, while at the same time trying to make educational institutions the center of civilization. all that requires educational innovation that focuses on curriculum renewal, teaching materials, evaluation systems, building repairs and construction, etc. Teachers as education personnel have a central role in administering an education system. By becoming a teacher, someone expects to be able to obtain adequate compensation for the necessities of life. In motivation theory, the provision of appropriate rewards and punishments, can affect the performance and quality of work.

The paper systematizes and describes the leading world approaches to the use of information and computer technologies in educational institutions in the process of modernization of current educational systems in accordance with the latest requirements of the information society. It is noted that the information society gives the humanity a fundamentally new tool of life that is characterized by the possibility of operating large volumes of information without territorial and time boundaries and displays information-knowledge at the level of the leading producer of public goods. All this leads to a review of the key functions of modern education, when the possession of information and computer technology becomes the main competence requirement for the pupil, student, and every person at each stage of his/her life.The authors substantiate the necessity of creating a system of "total computer literacy" and total informatization of the national education system, wide introduction in modern educational institutions of modern models and forms of use of information and computer technologies, introduction of the national education system to the global educational space at the institutional, environmental and personal levels. It is concluded that today our state faces a difficult task of ensuring the conformity of the basic approaches, principles and instruments of the educational process to the requirements of the transition to the era of the information society in regard to the modernization of the system of national education. We have to invest in the development of domestic innovative ICT products ahead of schedule. Technology and informatization of the educational process must become priority tasks of education reforms from pre-school education institutions to higher education and research institutions, in order not to stay away from the advancement towards the global information society.

This paper aims to analyze the development of Islamic education in Indonesia and efforts to strengthen it in the national education system. This type of research is descriptive qualitative. Study of literature by focusing on terms of peeling, summarizing and collecting a literature, then the authors provide an analysis of the data that has been collected. The results showed that during the pre-independence era religious education was not only not recognized but also not included in the education system, it was even suspected of being a place to incite and fight the invaders. At the time of independence it did not yet have a role because the government still tended to be controlled by nationalist and secular groups, if there were Islamic groups, Islam was still more abangan. Thus the New Order government continuously fostered the quality of madrasa education so that in 1975 a joint decree (SKB) was issued by three ministers on Improving the Quality of Education in Madrasas, where the SKB of the three ministers had advantages and disadvantages. So that the solution of this weakness is the government is trying to make breakthroughs to restore the function of the madrasa as a place to print religious leaders, namely by opening an alternative Madrasah Aliyah named Madrasah Aliyah Special Program (MAPK). Henceforth, this MAPK was changed to Madrasah Aliyah Religious (MAK) which focuses and strengthens the field of Islamic education. There are two strengthening of Islamic education in the national education system, namely strengthening Islamic educational institutions, and strengthening religious subjects in all schools both under the auspices of the Ministry of Religion and other Ministries.
