Youth is an important figure of the national movement because youth are the pillars of national development and the future State of Indonesia. However, one of the problems facing Indonesia today is the involvement of youth in radicalism and terrorism. Answering this problem, this research uses normative juridical research methods with a statutory and conceptual approach. This research shows the need for the role and responsibility of youth in tackling radicalism and terrorism. The active role of youth is a reflection of moral strength, social control and agents of change in the development of the nation and the State of Indonesia, while the responsibility of youth can be carried out with masohi militancy efforts. Masohi militancy is a youth attitude that reflects resilience, enthusiasm and passion to cooperate with each other in tackling radicalism and terrorism in Indonesia which is realized through “Panca-P” namely Pembangunan kepemudaan, Pelayanan kepemudaan, Penyadaran pemuda, Pemberdayaan pemuda and Pengembangan pemuda (Youth Development, Youth Services, Youth Awareness, Youth Empowerment, and Youth Development).

The young generation is an essential element in a state life. The role of youth, as contained in Law of the Republic of Indonesia No. 40 Year 2009 on Youth that says "youths play an active role as a moral force, social control, and agents of change in all aspects of national development". However, the reality of the situation is that there has been a moral degradation and the decreasing of cross-cultural leadership character in the younger generation. Political education as what Ansor PW GP of West Java implemented is one of many attempts to form a cross-cultural leadership character in young generation in order to create Pancasila political culture.Keywords: political education, cross-cultural leadership, Pancasila political culture, Ansor PW GP of West Java.

In accordance with the Decree of the Minister of Justice and Human Rights Number M-05 HT.01.01 of 2002 concerning the Enforcement of the Legal Entity Administration System at the Directorate General of General Legal Administration of the Ministry of Justice and Human Rights of the Republic of Indonesia, determines that all legal entity settlements include the ratification of the deed of establishment PT, application for approval and submission of deed reports, amendments to articles of association, fiduciary registration, will registration, are carried out with the online Legal Entity Administration System. So the notary has the authority to register all these legal acts online. The purpose of this research is to find out the role of the Notary in registering deeds and legalization of legal entities through the Directorate General of AHU Online services and to find out the responsibilities of the Notary if there are problems in registering deeds and legal entity approval through the services of the Directorate General of AHU Online. This study uses a normative juridical research method using a statutory approach and a conceptual approach. The results of the research, namely, the role of the notary in registering deeds and ratifying legal entities is entering deed data, checking all deed data to avoid data entry errors and the notary has the responsibility if there is an error from the notary's office, the notary will make corrections at a cost of Notary, however in this regard there is still cooperation from the applicant regarding the required data.

This article examines the factors that limit and support the capacity of developing states to regulate labor in the public and private spheres, as well as the role of international parties in strengthening that capacity. The purpose is to better understand the potential for a more coordinated approach informed by hybrid models of enforcement, which can contribute to closing regulatory gaps. Fieldwork was carried out in the garment sectors in South Africa and Lesotho during 2018, including 20 semi-structured interviews with industry stakeholders representing government, business, and labor. Findings indicate that the developing state has an important role to play in facilitating a more coordinated approach between systems of enforcement, including public and private enforcement agencies, national development agencies, manufacturers, buyers, and unions. The case studies indicate the potential of such an approach to, for example, improve inspection quality, accountability, and transparency. The state can play an active role in facilitating a hybrid approach to regulation that involves both state and non-state actors, with dialogue and coordination at the core of addressing broader challenges for enforcement.

Résumé.Dans ce texte, nous tentons d'évaluer le rôle sociopolitique des journalistes en posant les éléments fondamentaux d'une conceptualisation du rôle des médias en démocratie et en analysant les résultats d'une recherche empirique sur l'engagement des journalistes envers la démocratie menée de l'été 2008 au printemps 2010. Notre étude prend appui sur la dichotomie entre un rôle actif des médias et un rôle instrumental face au système politique, dichotomie que nous faisons porter sur les journalistes. Nous prétendons que les médias et les journalistes jouent le rôle de « médiateurs » dans les sociétés libérales, c'est-à-dire d'agents individuels ou collectifs par qui transitent des messages explicites ou implicites; ces agents ajoutent une couche de sens par diverses méthodes dont la sélection des nouvelles, la hiérarchisation des sujets ou le cadrage de personnes ou d'événements.Abstract.This paper aims to assess the sociopolitical role of journalists through a conceptual approach linking media and democracy and through an analysis of the data resulting from an investigation of journalists' commitment to democracy that was conducted from the summer of 2008 to the spring of 2010. Our study is founded on the dichotomy between an active role for the media and an instrumental one in the face of the political system, and this dichotomy is applied to journalists. We believe that the media and journalists function as “mediators” in liberal societies, that is, as individual or collective agents through whom explicit or implicit messages pass; these agents add a layer of signification by diverse methods, among which are the selection of news, the categorization of issues or the framing of individuals or events.

This paper provides a synthesis of qualitative studies, examining youth empowerment projects and initiatives which have encouraged young people to have a voice in local, regional and national political debates. Specifically, the article examines the role of UK youth services in building the spirit of citizenship in young people against the challenging question of the changing behaviour pattern and profiles of young British electorates. To do this, the paper draws on four case studies to help rethink the critical moments for disadvantaged and vulnerable young people in their journeys towards citizenship. The article, presents the advantages and limitations of the youth sector to enrich and furnish the spirit of citizenship in today’s youth and argues for a more innovative role in the part played by the state in an era of austerity.

This study aims to explain the role of the Indonesian Public Prosecutor's Office and the Malaysian Prosecutor's Office in corruption crimes as well as the similarities and differences between the authorities of the Republic of Indonesia Prosecutors and the Malaysian Prosecutors in handling corruption cases. This research uses qualitative research research. In this research, the data collection method is carried out by using the library research technique, namely by studying the literature, legislation, books, official documents, and the writings of scholars related to this thesis. and analyzed using descriptive-qualitative methods. The approach used in this research is a statutory approach and a conceptual approach. The results of this study indicate that what becomes the similarity between the authority of the Republic of Indonesia Prosecutor's Office with the Malaysian Attorney is the role of the permanent prosecutor as public prosecutor, while what distinguishes the authority of the Republic of Indonesia Prosecutor's Office with the Malaysian Attorney is the authority in the field of prosecution.Keywords: Comparison, Authority, Attorney, Corruption Crime

Toddlers are the age group that most often suffer from malnutrition and lack of nutrition. Based on data  from the Batam City Health Office in 2017 regarding the scope of monitoring the growth and development of infants at 49.6% of the target set by the Ministry of Health of the Republic of Indonesia which is 80%. Baloi Permai Public Health Center is the lowest public health center with 35.8% achievement coverage. This study aims to analyze of monitoring growth and development of toodlers in the working area of Baloi Permai Public Health Center. The study design used qualitative methods. The number of informants in this study were 8 people. Data analysis using content analysis methods. The results of this study indicate that coordination of growth and development monitoring for toddlers is pooled interdependence, lack of standard operating procedure and standardization of skills. Indirect supervision in the form of recording and reporting has not been implemented. Coordination in monitoring the growth and development of toddlers in the working area of Baloi Permai Public Health Center is not optimal so it needs cooperation with related parties and the active role of all parties to reach the scope of growth and development of toddlers.

This article belongs to a forthcoming special cluster, “Contention Politics and International Statebuilding in Southeast Europe” guest-edited by Nemanja Džuverovic, Julia Rone and Tom Junes. This article looks at the impact of one of the recent waves of mobilization in the Republic of Macedonia, the “Citizens for Macedonia” platform, over policy outcomes that originally derived from the movement actor. Furthermore, the text highlights the crucial role of the international community in shaping and implementing the policy outcomes, playing the role of international statebuilders in the process of reintroducing of democracy in the captured Macedonian state. The theoretical framework and the literature review present an attempt to bridge contemporary works on social movement studies with those on democratization and international state building. A lot of emphasis is also put on the peculiar political opportunity structure, and the difficult and movement-unfriendly conditions in which the citizens’ platform operated. On the other hand, the article tries to show the gains and losses of a coalition between an established political party, and a loose horizontal network of citizens and citizens’ organizations that advocate for rule of law and protection of human rights. The central conclusions that can be extrapolated from this work are the strong and committed claims by the movement, articulated through various repertoires of action, but also the active role of the international community, which presented a conditio sine qua non, bringing down the regime led by former PM Nikola Gruevski and freeing the state institutions previously occupied by the political parties in power.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

Abstracts The research aims to find out about developing community participation in the protection and management of the environment for sustainable national development. The research method used in this study is empirical legal research that uses a conceptual approach. The results of the study show that First, the protection and management of the environment in its area is a shared responsibility, between the government (state), the private sector and the community. One of the roles of the community in environmental activities is the supervision room. Community participation in the framework of protecting the right to a good and healthy environment is accommodated in various environmental instruments, as stipulated in the PPLH Law. Secondly, empirically the involvement of the community so far in managing the new environment is solely looking at the community as the information provider (public information) or merely limited to counseling so that activities related to the environment run unimpeded. In the future, optimizing the role of the community in protecting and managing environmental activities needs to be further enhanced by opening up a wider space of participation. Keywords: Community Participation, Environment. Sustainable Development Abstrak Penelitian bertujuan untuk mengetahui mengembangkan partisipasi masyarakat dalam perlindungan dan pengelolaan lingkungan hidup untuk pembangunan nasional berkelanjutan. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian hukum empiris yang menggunakan pendekatan konseptual (conceptual approach). Hasil penelitian menunjukan bahwa Pertama, Perlindungan dan pengelolaan lingkungan hidup pada dasanya merupakan tanggung jawab bersama, antara pemerintah (negara), swasta dan masyarakat. Salah satu peran masyarakat dalam aktivitas lingkungan hidup adalah ruang pengawasan. Partisipasi masyarakat dalam kerangka untuk melindungi hak atas lingkungan yang baik dan sehat, diwadahi dalam berbagai instrumen lingkungan hidup, sebagaimana diatur dalam UU PPLH. Kedua, Secara empiris pelibatan masyarakat selama ini di dalam pengelolaan lingkungan hidup baru semata-mata hanya  memandang masyarakat sebagai penyampai informasi (public information) atau hanya sebatas penyuluhan sehingga suatu kegiatan yang berkaitan dengan lingkungan hidup berjalan tanpa hambatan. Kedepan, harus dilakukan optimalisasi peran serta masyarakat dalam aktivitas perlindungan dan pengelolaan lingkungan hidup perlu lebih ditingkatkan dengan membuka lebih luas ruang partisipasi. Kata Kunci: Partisipasi Masyarakat, Lingkungan Hidup.
