Currently Indonesia is a country which has a large population, as well as having natural resources (SDA) which is quite abundant, but the community as well as the Government has not been able to take advantage of the natural resources (SDA) in order to increase growth Economics for tackling unemployment in Indonesia, the basic policy of investing that is Act No. 25 of the year 2007, based on the legislation of local government which has the opportunity to attract investors to infuse capital both domestic and foreign, because it has the potential of karangasem geographically such as mountains and beaches become the main purpose of domestic and foreign tourists. The tourism region of candidasa is well worth to optimize as tourism and facilitate economic growth have a direct impact on the reduction of unemployment in Karangasem Regency. As for the formulation of the problem (1) How the shape of the Domestic capital investment in Candidasa Karangasem? (2) How the implications of investing in the country Against the unemployment rate in the area of tourism Candidasa Karangasem? This study uses empirical methods and qualitative data analysis and quantitative, investing in the country's positive effect to the unemployment which exists in the area of tourism candidasa karangasem, local governments have also been promotes training for job seekers at karangsem.

Abstract: This study aims to determine (1) the effect of the level of education on the opportunitiesfor job seekers to access the internet in West Sumatra. (2) the influence of gender on job seekers'opportunities to access the internet in West Sumatra. (3) the influence of age on the opportunitiesfor job seekers to access the internet in West Sumatra. (4) the influence of the area of residence onthe opportunities for job seekers to access the internet in West Sumatra. (5) the effect of income onjob search opportunities in accessing the internet in West Sumatra. This type of research isdescriptive - associative. The types and sources of data from the Socio-Economic Survey aresecondary. In this study using data that already exists in a data collection (National Socio-Economic Survey (SUSENAS) in 2018. The analysis tool used is logistic regression analysis, andthe total number of job seekers is 1,641 people. From the results of this study, it is explained that(1) education has a significant positive effect on the opportunities for job seekers to access theinternet in West Sumatra, (2) gender has no significant negative effect on the opportunities for jobseekers to access the internet in West Sumatra. (3) age has no significant positive effect on theopportunities for job seekers to access the internet in West Sumatra (4) the area of residence has apositive and significant effect on the opportunities for job seekers to access the internet in WestSumatra. (5) income has a significant positive effect on the opportunities for job seekers to accessthe internet in West Sumatra. As for the results of the research, so that the government of WestSumatra Province can provide socialization on the use of the internet in looking for work andbecome a consideration for the government in formulating a policy related to job availability forjob seekers in accessing the internet.Keywords: Job seekers, Internet, Logistic Regression.

There are two aims of this paper: first to analyze the responsibility of the government in the commitment to protect the rights of indigenous and tribal peoples in natural resource management activities; secondly, to analyze the implementation of government responsibilities in mining management in relation to the rights of indigenous and tribal peoples in enjoying their rights in the ecosystem, such as the environment. The method used in the research is empirical normative method, namely research that emphasizes the secondary data that is by studying and reviewing the principles of law and positive law principles derived from the existing literature materials in legislation and the provisions especially in relation to the exclusion of indigenous people's rights in the obligation of the state to create a healthy environment for the management of natural resources as a manifestation of human rights protection, and supplemented by empirical data in the form of interviews with related parties in Balaesang Tanjung Donggala District. The results show that natural resource management activities, linked to indigenous and tribal peoples' rights in environmental protection are regulated in various laws, both nationally and internationally. Implementation of government responsibility in mining management is related to the right of customary law community in enjoying the environment has not been optimally done. From the case of Balaesang Tanjung Donggala, it is envisaged that local governments ignore the rights of indigenous and tribal peoples in enjoying a healthy environment.

The purpose of this study is to determine the Local Government Strategy for the Development of Agribusiness Market in the Simillan Village District of Allla, Regency of Enrekang. The method used is qualitative. Data were collected using instruments such as: observation, documentation and developed with interviews with informants. Technical analysis of the data used in this study is a model of interactive analysis, namely: data collection, data reduction, data serving and withdrawal conclusions. The validity of the data in this study examined using triangulation techniques. These results indicate that counseling and assistance to agricultural and plantation actors government acting through the provision of guidance and direction that intensive and effective to the community as an effort to develop business systems in marketing promotion of agricultural products, the government plays as an agent that accelerates the development of regional potential strategies local governments in the development of the excellent potential in this case of vegetables and fruits by using SWOT analysis so far has been the maximum in the running srtategi maximum for use on the public especially in agriculture andplantations.  Tujuan penelitian ini yaitu untuk mengetahui Strategi Pemerintah Daerah dalam Pengembangan Pasar Agribisnis di Desa Sumillan Kecamatan Allla Kabupaten Enrekang. Metode penelitian yang digunakan adalah kualitatif. Data yang dikumpulkan dengan menggunakan instrumen berupa observasi, dokumentasi dan dikembangkan dengan wawancara terhadap informan. Tehnik analisis data yang digunakan dalam penelitian ini adalah model analisa interaktif, yaitu: Pengumpulan Data, Reduksi Data, Sajian Data, dan Penarikan Simpulan. Keabsahan data dalam penelitian ini diperiksa dengan menggunakan teknik triangulasi. Hasil penelitian ini menunjukan bahwa Penyuluhan dan pendampingan kepada pelaku pertanian dan perkebunan pemerintah berperan melalui pemberian bimbingan dan pengarahan yang intensif dan efektif kepada masyarakat sebagai upaya pengembangan sistem bisnis dalam pemasaran promosi hasil pertanian, pemerintah berposisi sebagai agen yang mempercepat pengembangan potensi daerah Strategi pemerintah daerah dalam pengembangan potensi unggulan dalam hal ini sayur dan buah-buahan dengan menggunakan analisis SWOT yang sejauh ini telah maksimal dalam menjalankan srtategi yang m maksimal untuk digunakan pada masyarakat apalagi dalam bidang pertanian dan perkebunaan.

<p><em>Recently, </em><em>the government is taking advantage of underground space for city’s infrastructure development needs. In fact, it is identified that</em><em> </em><em>the constraints are still remained in fulfilling the government mission. The aim of this paper is to reveal the problematic aspects in terms of the use of underground space by conducting</em><em> qualitative data in term of interviewing experts and official staff of five local governments’ i.e.: Jakarta, Bandung, Surabaya, Makassar, and Medan.  It is concluded that the problematic aspects are: the resources, land ownership, legal aspect; underground spatial planning, as well as technical and technological aspects. </em></p><strong><em>Keywords</em></strong><em>: </em><em>underground space, utilization, problematic aspects</em>

Abstract: Indonesia in carrying out development requires a very large capital, because of the vast territory and a very large population. But in fact Indonesia has the potential of natural resources (SDA) which is very large too, if the potence can be managed solely for the interests of the people as mandated in article 33 of the 1945 Constitution of the Republic of Indonesia. To accelerate the management of these natural resources, the government need investment both from within the country, and from foreign investment (PMA). Because domestic investment is relatively small compared to the cost of managing natural resources, while this nation must catch up with other nations, PMA is a very possible alternative to this, even though it is very risky for foreign intervention to sovereignty of the country. For this reason, the government must make clear and impartial regulations, consistent with these regulations and have a good political will, so that problems can be overcome and the sovereignty of the nation and state is maintained, so that this nation will advance equally with the nations other majalis nation.Keywords: PMA, Government, Sovereignty and investment

ABSTRAKPembangunan pariwisata merupakan bagian integral dari pembangunan daerah yang berkontribusi bagi peningkatan  keuangan daerah  maupun kesejahteraan  masyarakat setempat. Namun perkembangannya  tidak mampu diikuti ketersediaan  infrastruktur yang memadai karena keterbatasan dana daerah dalam APBD, sehingga mendorong pemerintah untuk mengandeng investor  berperan serta dalam pembangunan infrastruktur pariwisata. Tujuan pengabdian kepada masyarakat ini, untuk memberikan solusi kepada pemerintah daerah dalam membangun infrastruktur daerah yang memiliki manfaat baik kepada pemda, investor, termasuk masyarakat dalam menikmati destinasi wisata. Metode pendekatan yang dipergunakan yuridis normatif, spesifikasi penelitian deskriptif analisis, dan analisis data secara kualitatif. Hasil penelitian, (1) Kabupaten Cianjur memiliki letak geografis yang strategis, serta dukungan potensi wisata alam, wisata seni dan budaya, serta wisata lainnya yang pernah menempatkan Cianjur sebagai salah satu destinasi wisata dari 10 kabupaten/kota terfavorit se-Indonesia; dan (2) Investasi pembangunan pariwisata Kabupaten Cianjur melalui model Build Operate And Transfer/BOT, bermanfaat bagi Pemda dalam mewujudkan pembangunan infrastruktur pariwisata ditengah keterbatasan APBD. ABSTRACTthe development of tourism is an integral part of regional development that contribute to an increase in the financial area as well as the welfare of the local community. But the development was not able to follow the availability of adequate infrastructure because of lack of funds in the area of BUDGETS, thereby encouraging the Government to mengandeng investors participate in the development of tourism infrastructure. The purpose of this community, to provide solutions to local governments in developing the infrastructure of the areas that have good benefits to local government, investors, including community in enjoying the tourist destinations. Methods of juridical normative approach used, specification descriptive analysis, research and analysis of qualitative data. The results of the research, (1) Cianjur has a strategic geographical location, as well as support the potential of nature tourism, art and cultural tours, as well as other tourist who ever put the Cianjur as one of the tourist destinations in 10 kabupaten/kota favorite se-Indonesia; and (2) development of tourism Investment Cianjur through model Build Operate And Transfer/bots, useful for local government in realizing tourism infrastructure development amid the limitations of BUDGETS.

The purpose of this study is the first activity; to analyze the performanceof the tourism development Durian Gardens in Kampar regency. Second, to identify and analyze the barriers to thedevelopment of tourism in Kampar Regency Gardens Durian. The study was conducted in Desa Kebun Durian District of Mount Sahilan Kampar regency. Thepopulation in this study is the Government apparatus and related parties. Serve as the Village Head KeyInformance. The sampling technique used is the census for the government apparatus and techniques for publicaccidental. Sources and types of data in this study are primary and secondary. This study aims to examine and analyze the effect of local government size, regional original income and capital expenditure on the financial performance of local governments in Badung Regency for the period 2013 - 2017. Data analysis techniques used are multiple linear regression analysis. The results of data analysis show that the size of the local government has a negative effect on the financial performance of local governments. This shows that the size of the local government that is proxied by the total assets owned by the local government has not contributed to the financial performance of the local government. Original regional income has a positive effect on the financial performance of local governments. This shows that the higher the local revenue generated, the higher the financial performance of the local government. And capital expenditure has a positive effect on the financial performance of local governments. This shows that the higher capital expenditure made by the government, the higher the financial performance of local governments. Keywords: size, PAD, capital expenditure, financial performance

In several regions, the implementation of reclamation in Indonesia caused much conflict. At least, it caused by three interests; the interest of the government, employers, and society (fishermen). The interests of the Government and local authorities to give permission to reclaiming for the pursuit of local revenue, the interests of employers to reclaiming the coastal, because they wanted to add company’s revenues, while the interests of society (fishermen) to defend coastal areas so it not diminish their livelihood. Reclamation in Indonesia has been governed by legislation, but it has not been able to resolve the coastal reclamation. This is due to the legislation governing coastal reclamation, and local governments are ignorant of the rules concerned. In addition, the central and local governments are often tends to interest of employers rather than the fishing communities, so it triggering conflict in reclamation. Positive law as a law made by the government and legislative assembly and the local government with local legislative, a rule that was born as result of an agreement between them, and neglecting the Islamic law that was created by God to organize all the things in this world, including in the management of the universe (coastal). God as the creator of this universe, allowing to manage and utilize natural, if for the benefit of humanity as a whole, and not for those of a human. Therefore, in the implementation of reclamation, the Government and local authorities need to synergize Islamic law into positive law in resolving the problems of social and natural resources.
