The agricultural industry in the Russian Federation is dynamically developing; the agricultural export amounts to $ 25 billion. In other countries, in turn, this figure is much higher, for example, in China it has exceeded $ 75 billion. The existing potential can be realized if the efficiency of agricultural production is increased by creating and implementing automation, robotization, digital technologies, and artificial intelligence. As a result it may lead to a 2.5-3.5-fold increase in labor productivity; a 2-3-fold increase in the yield of crops; a 3-4-fold cut in energy consumption and material costs, ensuring the ecological safety of agricultural production and the environment. The authors developed the concept of intelligent agriculture and identified the following areas of digital technology applications: integrated production management; digital technologies in crop production, animal husbandry, energy supply, products storage and processing ; digital engineering for rural areas. The authors presented the stages of agricultural production digitalization, including: a system for monitoring the conditions and parameters of agricultural production; information transmission system; artificial intelligence and cloud technologies, setting the foundation for management decision-making; the implementation of management decisions by robotic devices. The authors presented the examples of using digital technologies in soil cultivation, horticulture, animal husbandry, and artificial ecosystems. In animal husbandry, these technologies prove to facilitate the monitoring of the animals movement, their physiological state, parameters of the microclimate on the premises, feed and milk quality control. The Federal Scientific Agroengineering Center VIM is reported to have the necessary educational infrastructure, accredited Master’s and postgraduate studies for training specialists in digital agriculture.

The article discusses the need for digitalization of agricultural production, which will significantly increase labor productivity, as well as competitiveness in agricultural production in Russia. The efficiency of agricultural production management using information systems based on geoinformation technologies allows reducing or completely eliminating downtime in the event of a shortage of personnel or equipment, reducing the cost of agrotechnical operations per unit of cultivated area and improving yield indicators. The digitalization of agricultural production in the Russian Federation should ensure an increase in crop and livestock production by 2025 up to 1.5 times, improve the quality of products, reduce the labor intensity of agricultural production by 1.5 times, reduce costs and prices - reduce energy and materials consumption, import dependence of agricultural machinery, their hardware and software, the advancement of automation, robotization, intelligent machine technology.

The article provides a scientific and theoretical justification of strategic directions to ensure the investment attractiveness of rural areas on the basis of innovative development of agricultural production. It is determined that the specifics of innovation processes that take place in the agricultural sector, indicates the diversity of regional, sectoral, functional, technological and organizational features of rural development. It is noted that the elimination of factors that negatively affect the innovation process would ensure the accelerated development of innovation infrastructure and intensify innovation to invest in socio-economic, organizational, managerial and technical-technological re-equipment of production in rural areas. To understand the essence of innovation processes in agricultural production and to reveal some of their features, a scheme is proposed that reflects the stages, content and subjects of the innovation process in the agricultural sector. It is established that the innovative development of agricultural production and the mechanism of its management should consist in working out possibilities of stimulation of introduction of innovations for the purpose of radical transformation of rural territories for their orientation on innovative type of development. To do this, it is necessary to ensure financial investment in the development and implementation of innovations in agricultural production, both by the state and by private investors and large enterprises using the tools of public-private partnership. Develop a stable regulatory framework that allows you to clearly regulate the implementation of innovations and successfully address legal issues related to this activity. Provide training for highly qualified personnel capable of creating and implementing innovations, as well as effectively managing the innovative development of rural areas. Provide businesses with information support to better understand the latest developments in the agricultural sector, as well as to respond more quickly to changes and improve the efficiency of the management decision-making process.

Improving the management system based on the strategic directions of the regional agricultural sector spatial development in the production distribution area plays a huge role in the management and agricultural production modernization. In the proposed methodological and practical approaches specific recommendations are given on the implementation of program activities for the development of the digital economy and perspective areas based on sound methods and forms that contribute to the spatial development of production and the economy in the sub-industry and rural areas. One of the ways to improve the management system of regional agriculture in the production field should be a strategic approach associated with the transformation of the economic relations of regional authorities and local self-governments with the agricultural business subjects on the basis of information and electronic relationships, where digital technologies the using becomes the main factor of growth of agricultural production competitiveness development. The digitalization development should occur in state authorities, it is necessary to build effective management structures for regional agro-industrial complex in the information space. The effectiveness of management systems when locating production in the agro-industrial complex, as in any other industry, depends on the level of digital technologies mastering and the share of expenditures on the country's digital economy in GDP. The managing processes of the spatial development of the location of the regional agricultural production should be built on the basis of creating new strategy forms: vertically-oriented ways and methods of interaction between the government and the agrarian business. But at the same time one of the main directions of development of these relations should be the effective interaction of municipalities and economic management representatives with the use of the advantages of territorial and sectoral division. The application of the digital economy elements in the regional agro-industrial complex based on the priority of management in locating agricultural production and building interdependent relations of economic and state management will contribute to economic growth and social development of agricultural producers and rural areas directly interacting with them.

Digitalization in the article is considered as a key factor in the further development of rural areas and agriculture. Attention is paid to the backwardness in the digital development of our country from world powers and to significant interregional as well as intersectoral imbalances in the digitalization of the economy and society as a whole. Objective and subjective reasons for the insufficient use of digital technologies in the agricultural sector are given, taking into account regional specifics. The main drivers of agribusiness digitalization and the potential for their use in the region are identified. Particular attention is paid to the problems of the development of electronic commerce in the agricultural sector, distance learning for rural schoolchildren and agricultural specialists, Internet services for rural residents, the use of ICT in agricultural production.

The article presents a forecast for agriculture development in the Chuvash Republic up to 2022 according to three scenarios: optimistic, probabilistic and pessimistic. Agriculture occupies a special position in the region's economy and is a system-forming industry. The share of agriculture in the gross regional product makes 9%, which is significantly higher than in other regions of the country, and the share of residents living in rural areas is 36.6%. Structurally, the agriculture of the Chuvash Republic is quite balanced. During the study period from 2010–2019, significant positive changes in the industry can be noted. Thus, the production of basic agricultural products increased by 1.93, and the gross output of basic crops increased by 2.16. However, despite the positive trends, there are still problems in certain areas. The production of the animal husbandry main products during the study period decreased by 135.6 thousand tons; the agricultural machinery fleet in agricultural organizations decreased by 1.97; the number of livestock decreased by 147.3 thousand heads. In order to predict future changes in the industry, the authors, based on the dynamics of indicators for 2010–2019 that characterize agricultural production in the Chuvash Republic, and using the Excel program, proposed three options for the development of the situation for 2020–2022 – optimistic, probabilistic and pessimistic. Studies have shown that a pessimistic development scenario is more likely to be implemented, which requires immediate corrective actions in the agricultural sector of the Chuvash Republic.

The question of sustainability of agricultural production especially animal production and events leading to its development can be dated back to the second part of the last century. Sustainability is a priority subject matter as it is a core element in our existence and in the survival of the forthcoming generations. The notion of sustainability comprises three aspects: ecological, social and political and economic target systems, which by now have been supplemented with cultural and regional elements including the protection of environment, local traditions, scale of values, cultural and historical heritage. The principles of sustainable development also include the improvement of human and animal health and the maintenance of vital rural communities. The priority notion of sustainability of agricultural production refers also to animal husbandry and especially sheep production. Sheep have contributed substantially to the grassland-based agricultural production in Hungary for centuries. Sheep sector is important in rural areas as the tool of sustainability of animal production. It should also be highlighted that contrary to numerous efforts, the globally difficult process of sustainable development poses almost unsolvable problems for implementers even on local and regional levels. This paper will review briefly the levels of sustainability in the Hungarian animal production with a special regard to sheep production and their content and then points out the most significant economic issues by the application of “SWOT” – analysis, “problem tree’and “structure of objectives” methods, on the grounds of the received findings.

Digitalization affects all sectors of the economy, including agriculture. In addition, agriculture is a sector where the flow of data is very large and their digitization becomes a necessity for making optimal management decisions. The use of digital technologies in the industry is aimed at automating the maximum number of agricultural processes by creating a virtual model of the entire production cycle, and planning and forecasting with a high level of accuracy the schedule of work, crop yields, production costs and profits. Thus, digital technologies significantly change the process of managerial decision-making by the head of an agricultural organization. The purpose of this study is to develop the theoretical foundations of digital agricultural production management. The research methodology was based on monographic, abstract-logical, comparative methods. The study revealed that digitalization of agricultural production requires not only a complete change in production technology, but also a management system. A number of specific features inherent in the management of digital agricultural production are highlighted, which relate to the emergence of possibilities for modeling the production process, making changes to it and developing different scenarios; reducing the degree of influence on the production results of the climatic and human factors; guaranteed receipt of specified production parameters and the dependence of the vital activity of organisms on the work of engineering systems. In the context of digitalization of production, the functions of managing an organization undergo changes: in the framework of planning, which is generally carried out by a person, a significant role is given to forecasting, or rather, the development of scenarios for the possible development of production, which is already carried out by artificial intelligence. The latter also passes the function of monitoring production.

Organic agriculture is a promising form of management in which the preservation of the natural foundations of life and natural processes is the determining factor in ensuring food security and sustainable development. Until recently, organic farming has been considered as something related to the traditional regions of agricultural production. However, raising food security issues make people look for new opportunities even in the severe conditions of the polar regions. In the High North, food security issues are complemented by specific challenges: climate, fragile environment, remoteness, and way of life of indigenous people. In the chapter, the author discusses the potential of organic farming as a solution to the food insecurity problem in the northern areas. The approaches to organic production management and establishment and running of an organic farm are studied. The author concludes that a green turn to more organic farming is a promising step towards food security and sustainable development of rural areas in the Arctic.

The article deals with the problem of the forming an information society in the agroindustrial complex at the regional level, as a necessary condition for sustainable development of the country as a whole. Based on the analysis of modern information society development in Bryansk region its connection with the transition to digital economy is established; examples of application of digital technology solutions in crop production and in animal husbandry taking into account the environmental situation in the region are given; the causes hindering their implementation in agricultural production are identified. The necessity of developing specific methods for calculating indicators of the level of application of digital technologies in agricultural production is substantiated. Priority directions for effective implementation of digital technologies in the agroindustrial complex are proposed, the successful solution of which leads to more effective work of the region as a whole.
