The Management of Nusa Dua Tourism Resort couldn’t be separated from macro social and political developments at the national level and the micro at the regional level. The stakeholder power relations between the three pillars of the government (BTDC), investors, and the society in the management of this resort is influenced by external factors, is the globalization that its development. This study focused on analyzing and answering what ideology is affecting the management of this resort.  It is expected to give a theoretical benefit in the development and management of tourist resorts, particularly efforts to understand conceptually the relationship between governments, investors, and local communities in this resort. The study was designed as a qualitative research by using phenomenology approach.  Results of this study indicated that the management of this resort not only determined by the business management matters but also by the social and political situation and by global and others tourism related ideologies. Social and political change and demands by these ideologies force all three pillars in these management activities to wisely exercising their power in relation of each other for the benefit of all parties and assurance of the sustainability of the resort.

The factors that determine the decision-making mechanisms on the regional level are twofold in nature : internal and external.We may distinguish three internal factors: 1° the councils of the regions are composed of members of the national parliament ; 2° on the national level, the regional problem is not dealt with by representatives of the regions ; 3° the conventional system controls the relationship between the executives and the councils of the regions.The external factors may be reduced to five: 1° the regions do not have jurisdiction for their entire territory; 2° the financing of the regions is done via a system that implies no financial responsibility and onesidedly favors the southern regions ; 3° the financial burden of some decisions of the nation is imposed on the regions; 4° the distribution of authority disregards federal practice; 5° conflicts of authority are not resolved by a purely jurisdictional organ.Finally, we stress the contiguous existences·of regions and communities as substructures white the latter are the true components of the Belgian nation.

Abstract: The implementation of the PTSL Program by the government annually has the objective that all land parcels in Indonesia can be fully registered by 2025. One of the products of the implementation of the PTSL Program is the ownership of a land titling certificate that has social and economic impact on the community. Given the social and economic impacts of land rights certificates, the public's expectation of the PTSL Program will increase. This study aims to analyze the relationship and the influence of social and economic factors felt by the community with expectations on the implementation of PTSL in 2017. The research method used is quantitative by using a measure of Likert scale which is then analyzed based on correlation coefficient and regression so it is known that the relationship and the influence of social and economic factors with expectations of private universities. The result of this research is there is a significant correlation between social factor and economic factor with expectation to PTSL equal to 0,531 so that can be categorized as strong relation with significance value 0,000 <0,05. There is a significant influence between social factors and economic factors with expectations of PTSL of 0.298 with a significance value of 0.000 <0.05.Keywords: complete systematic land registry, public expectations, social and economic factor Intisari: Pelaksanaan Program PTSL oleh pemerintah setiap tahunnya memiliki tujuan agar seluruh bidang tanah di Indonesia dapat terdaftar seluruhnya pada tahun 2025. Salah satu produk dari pelaksanaan Program PTSL adalah kepemilikan sertipikat hak atas tanah yang memiliki dampak sosial dan ekonomi kepada masyarakat. Dengan adanya dampak sosial dan ekonomi dari sertipikat hak atas tanah maka harapan masyarakat terhadap Program PTSL akan semakin meningkat.Penelitian ini bertujuanmenganalisis hubungan dan pengaruh faktor sosial dan ekonomi yang dirasakan oleh masyarakat dengan ekspektasi terhadap pelaksanaan PTSL pada tahun 2017. Metode penelitian yang digunakan adalah kuantitatif dengan menggunakan alat ukur berupa skala likert yang kemudian dianalisis berdasarkan koefisien korelasi dan regresi sehingga diketahui besar hubungan dan pengaruh faktor sosial dan ekonomi dengan ekspektasi terhadap PTSL.Hasil penelitian ini yaitu terdapat hubungan yang signifikan antara faktor sosial dan faktor ekonomi dengan ekspektasi terhadap PTSL sebesar 0,531 sehingga dapat dikategorikan sebagai hubungan yang kuat dengan nilai signifikansi 0,000 < 0,05. Terdapat pengaruh yang signifikan antara faktor sosial dan faktor ekonomi dengan ekspektasi terhadap PTSL sebesar 0,298 dengan nilai signifikansi sebesar 0,000 < 0,05.Kata kunci: pendaftaran tanah sistematis lengkap, ekspektasi masyarakat, faktor sosial dan ekonomi

ABSTRACT Agricultural land has an important role as a medium to increase the income, standard of living, and welfare of farmers within. This study aims to 1) analyze the factors that influence the motivation of farmers in converting paddy fields, 2) analyze the social and economic impacts of land conversion in Subak Petangan, North Denpasar District. This research was carried out in the Subak Petangan Denpasar Utara which was chosen using  census with a population of 40 farm owner. The main instruments used in the data collection is questionnaires. Data analysis techniques used are factor analysis method and quantitative qualitative analysis. The study showed that land conversion are affected by internal and external factors. Internal factors are formed by the number of family member, level of education, life necessities (Maslow's hierarchy of needs), income from agricultural product. External factors are formed by lifestyle indicators, interest of the younger generation for farming, access to land management, availability of water irrigation. The sosial impact of land conversion are hampered on irrigation channels, the emergence of conflicts between farmers and owners of settlements, deterioration of cultural values in Subak Petangan, North Denpasar District and the economy impact are decreases in food source. All parties including the government as well as the subak member should be able to control and develop program or regulation to repress the land conversion's rate. Sosialy and economically, land conversion in Subak Petangan generate bad impact on the environment and culture around Subak Petangan rice field area.

The overuse of N fertilizer by rice growers triggers excessive greenhouse gas (GHG) emission, leading to the environmental and climatic problem. However, growers will probably suffer loss in profits if they reduce the use of N fertilizer under the existing technology condition. The payment in market-based or government-driven way may overcome the potential barrier. For the appropriate carbon trading market is absent, the government-driven program will play a role in the payment. Three key issues in the designed program are the price of the payment, the participation rate of rice growers, and the variation of items associated with the social welfare. Due to the difficulty in estimating the economic value, prices of the payment can be set according to shadow prices. This paper applies the parametric directional output distance function to derive shadow prices of CO2 for 308 rice growers in Shanghai from 2008–2015. Average shadow prices range from RMB 1130 to 3769 yuan/ton (or US 163 to 618 $/ton). Taking the year of 2015 as sample, this paper predicts the participation rate (97.08%) of rice growers with the aim of 10% N fertilizer reduction and the specific price of the payment (7.47 yuan/kg). Moreover, this paper discusses on the variation of factors linked with the social welfare, and derive two important relationships from it. In detail, the relationship between the yield of the rice and the reduction of the N fertilizer should be balanced; the relationship between the improvement on the profit of rice growers (or the participation rate) in the program and the payment by the government should also be balanced.

This paper aims to determine the role of Banjar Kajeng community, Pemogan Village and relationship between government, investors and local communities in the management of ecotourism attraction in Tahura Ngurah Rai, Denpasar.Research method that used in this research is qualitative method, with theoretical analysis of typology of a community participation and theory of conflict perspective and equipped by tables of tourism actors involved and the patterns of relationship among tourism actors involved in the management of tourist attraction in Tahura Ngurah Rai. The results obtained by this reasearch are the Banjar Kajeng community participation type is manipulative participation and the relationship between the Government, Investors and Local Communities in the Management of Ecotourism attractions in Tahura Ngurah Rai are at conflict stage.

The London House of Rothschild depended on Brazil to maintain its reputation. This became a problem in the 1890s, when the Brazilian government almost defaulted on its sovereign debt after a change of regime had made politics unstable and economic policy unorthodox. This article shows how the relationship between the bank and the state developed to the point that Rothschilds was forced to rescue its client. Exposure enabled Brazil to implement policies designed to defend the regime at the expense of payment capacity without defaulting. The debt crisis ended only after the political situation stabilized toward the close of the century, when the bank pressured the government to tighten economic policy.

Advocates for recreational fishing, public servants charged with fisheries management, and scientists and other experts who provide objective advice, all need to understand the nature and dimensions of fisheries politics.Accusing someone of “playing politics” usually is intended as a criticism, even an insult. But politics is the social process by which differences are expressed and resolved. If you don’t have differences, then you don’t have politics. A political situation, whether it is in a family, the workplace, government administration or a contest for public office is the process through which differences are discussed and settled.Fisheries politics takes place at many levels. It determines the resources available to manage fisheries and understand their impacts. It defines the relationship between conservation and extraction. It determines the allocation of harvest between competing interests. It sets the international rules between nations for the conservation and sharing of migratory and straddling stocks.Underlying these political relationships are rules and norms of political behavior that can be learned and practised by those who wish to maximize their influence over how fisheries are managed and practised.Canada’s West Coast provides a useful example of efforts by the Canadian government to facilitate fisheries politics by providing structures and processes within which different interests can contribute to the politics of fisheries management. A participant-observer brings his perspective as both an ardent angler and a political scientist specializing in the relationship between interest groups and government to suggest some rules for effective engagement in fisheries politics.

This paper is a biographical case study that explores the distinct experiences of three Australian-born Japanese (hereafter, Nikkei-Australians) who volunteered for Australian military service during World War II: Mario Takasuka, Joseph Suzuki and Winston Ide. It examines the social and political context in which these soldiers lived, concluding that they faced a disconnect between the way they were viewed by the government, their local communities and themselves. Notions of identity and nationalism are also explored in the context of World War II and the White Australia Policy, and are compared with the experiences of non-European soldiers in Australia and Nikkei soldiers abroad. The paper also highlights the ambiguous position of Nikkei-Australian soldiers with respect to military enlistment. At the time, legislation allowed for Nikkei-Australians to be variously classified as loyal citizens capable of enlistment, as not sufficiently ‘Australian’ for duty, or as enemy aliens, depending upon how it was applied in each case. Because there was no uniform approach within the government for applying these laws, the experiences of Nikkei-Australians vastly differed, as illustrated by the stories of the individuals profiled in this study. These stories are important as they add to the growing body of knowledge around non-white Australians who served in World War II, and remind us of how the pro-white, anti-Japanese atmosphere within Australia at the time affected those within the community who did not fit the mould of the White Australian ideal.

Purpose of the study: This study tried to examine the correlation between social capital and the poverty level of farmers in Aceh. It was linked to the uneven agricultural development of some rural areas in Aceh had caused the poverty rates in villages are higher than in the urban areas. Hence the social capital is important as other capitals in development and become the energies for the development and decreases the rate of poverty. Methodology: This research used a quantitative method by distributing the questionnaire to 300 respondents in Aceh Tamiang, Pidie Jaya and Aceh Tengah, Indonesia. The data analyzed by using the Spearman correlation with the assistance of the Statistical Package for Social Sciences to determining the relationship between two variables; social capital and poverty in farmers. Main Findings: This study found that there is a positive and significant correlation between social capital and the level of poverty. Famers who have a higher stock of social capital are found to be lower in the poverty rate. Applications of this study: The finding of this study is useful for the government of the Aceh government to explore and strengthen farmers' social capital to empowering their economies. It would be relevant to decreasing the poverty rate according to farmers in Aceh. Novelty/Originality of this study: The case of poverty in Aceh was widely explained by the numbers of the researcher. But there is no recent publication that has explained the relationship between poverty and social capital in Aceh. Therefore a strong level of social capital will be able to significantly reduce poverty in Aceh.

The following article considers the problems connected with the relationship between the principles of the direct democracy and the gouvernement d’assemblée. The values contemporarily ascribed to these principles are often counted among different, sometimes even opposing, traditions of republican constitutionalism. However, the proposed analysis of Rousseau’s thought suggests that the general intellectual tendencies that are attributedto both systems might originally have had a lot in common. Furthermore, they embody the two different republican ways of implementing the very ideas of popular sovereignty and the accountability of the public authorities to the citizens. The undertaken juxtaposition of the contents of the Social Contract and of the Considerations on the Government of Poland may even point to an evolution of Rousseau’s stance. It can be discerned especiallyin the approval in the second work, which pertained to one of the largest European states of that time, as it conveys the need to shift the responsibility for law-making to the assembly of deputies (the Sejm). The proposition of transferring this responsibility to a quasi-representative body corresponds perfectly with the warnings against the abuses of an unchecked executive, which are equally stringent in the Social Contract. This actuallydenoted that Rousseau was ready to accept some sort of gouvernement d’assemblée in large states. In the end however, it did not mark a departure from the ideals of the direct government, especially after taking into consideration Rousseau’s extraordinary appreciation of the institutions of deputy directives and – treated already as an emergency measure – confederation.
