In order to follow advice of epidemiologists on measures for limiting the spread of COVID-19 in Latvia, employees of pre-school educational establishments are increasingly paying attention to ensuring the availability of a safe outdoor setting. Children’s transferrable skills and a healthy lifestyle are a topical matter within educational reform and the competency approach in pre-school. Observations by teachers indicate that children’s cooperation skills at the age of five and six years are insufficiently developed, and adults struggle to promote them, especially in the outdoor environment where it’s often associated with new challenges, and the work of organizing activities is more involved. Teachers have difficulties ensuring the availability of materials necessary for children’s cooperation and physical development and directing attention towards promoting dialogic speech and cognitive interests. To purposefully promote children’s cooperation in various outdoors activities, improve dialogic speech, and make examples of pedagogical work experiences more widely available to teachers, it would be important to promote the points recognized in the project “Teaching learning spaces competence from early childhood education” [TELESPA] (2018-1-RO01_KA201_049545, PVS_ID_3910), which was done in collaboration between Riga 275th pre-school “Austrina” and the EU education, learning, youth and sports program ERASMUS. We discovered during research that children of the oldest pre-school age group tend to be interested in determining characteristic traits of objects, looking for causality, and doing practical work. However, their abilities to come to an agreement, justify intentions, think critically, and ask questions are insufficiently developed. We have noticed that good pronunciation of sounds, learning of grammar, and broadening of vocabulary improve children’s relationships with peers and grown-ups, they also make it easier to enact cooperation and various physical education activities outdoors. Purposefully made sensory gardens in the pre-school outdoor setting, available thanks to the EU education, learning, youth and sports program ERASMUS+ project “TELESPA” achieving its goals, provide an opportunity to evaluate children’s cooperation and opportunities for physical development promotion, and determine teachers’ experience in evaluating children’s achievements. It is important to find out the given children’s needs, interests, and abilities during the planning stage of pedagogical work – points recognized during this project’s trial runs should help with this task.

Sugar is one of the most important elements in human nutrition. The Common Market Organisation for sugar has been a subject of considerable debate since its establishment in 1968. The European agricultural market has been criticized for its heavy regulations and subsidization. The sugar market is one of the most regulated ones; however, this will change radically in 2017 when the current system of production quotas will end. The current EU sugar market changed is structure during the last several decades. The significant number of companies left the market and EU internal sugar market became more concentrated. The aim of this paper is presentation characteristics of sugar market with respect to the supposed market failure – reduction in competition. The analysis also identifies the main drivers and determinants of the EU especially quota sugar market. In relation to paper’s aim the following results are important. The present conditions of the European sugar market have led to market failure when nearly 75 % (10 million tonnes) of the quota is controlled by five multinational companies only. These multinational alliances (especially German and French one) are also taking control over the production capacities of their subsidiaries. In most countries, this causes serious problems as the given quota is controlled by one or two producers only. This is a significant indicator of market imperfection. The quota system cannot overcome the problem of production quotas on the one hand and the demand on the other; furthermore, it also leads to economic inefficiency. The current EU sugar market is under the control of only Sudzucker, Nordzucker, Pfeifer and Langen, Tereos and ABF.

Prof. D. Katsarov was a prominent scholar who worked in the field of Psychology and Pedagogy in Bulgaria during the 20th century. In his rich pedagogical heritage, he defined three basic pedagogical principles - love, freedom and experience.D. Katsarov's humanism is expressed in his deep faith in man, in his conviction that every human being possesses good talents and that every child deserves trust. His humanism manifests itself in his love of both the child and the adult, in his deep faith in their powers and capabilities.He declared this love to be the first basic pedagogical principle, without which upbringing, training or education cannot exist to the full extent of their meaning.The pedagogical principle of love is not perceived as a temporary emotional state but as an active attitude both in the child and the teacher. Love is expressed through concern, attention to the needs and interests of the child, and through active attitude to what is necessary to satisfy these needs and interests.The importance of this basic, according to Prof. D. Katsarov, principle can be seen in its three dimensions: the attitude of the child, of the teacher and of the education system.D. Katsarov formulated several kinds of freedom. Physical freedom, according to him, is expressed in freedom of deeds and actions. Any limitation of the freedom of the child inevitably leads to obstructing of their proper physical development "because this freedom enables the child to come into the widest range of contacts with the things that surround them, which is the only opportunity to get to know them comprehensively".According to Prof. D. Katsarov, it is the American philosopher, pedagogist and psychologist John Dewey that provides the most profound analysis of experience as a pedagogical principle, in its broad sense, as the basis of education.The true educational experience, according to the author, is a social process of sharing. Educational work is a source of social control only when it is a common work involving all individuals and those individuals feel somewhat responsible.

Reducing inequalities for EU citizens and promoting upward convergence is one of the priorities on the agenda of the European Commission and, certainly, inequality will be a very important public policy issue for years to come. Through this research we aim to investigate EU labor market inequalities, reflected by the specific indicators proposed for Goal 8 assumed by the 2030 Agenda for Sustainable Development, based on cluster analysis for all the 27 Member States. The research results showed encouraging results from the perspective of convergence in the EU labor market, but also revealed a number of analyzed variable effects that manifested regional inequalities that were generated in the medium and long term. Based on the observations made, we want to provide information for policy-makers, business practitioners, and academics so as to constitute solid ground for identifying good practices and proposing to implement policies aimed at reducing existing inequalities and supporting sustainable development.

While the SARS-CoV-2 pandemic continues to strike and collect its death toll throughout the globe, as of 31 January 2021, the vaccine candidates worldwide were 292, of which 70 were in clinical testing. Several vaccines have been approved worldwide, and in particular, three have been so far authorized for use in the EU. Vaccination can be, in fact, an efficient way to mitigate the devastating effect of the pandemic and offer protection to some vulnerable strata of the population (i.e., the elderly) and reduce the social and economic burden of the current crisis. Regardless, a question is still open: after vaccination availability for the public, will vaccination campaigns be effective in reaching all the strata and a sufficient number of people in order to guarantee herd immunity? In other words: after we have it, will we be able to use it? Following the trends in vaccine hesitancy in recent years, there is a growing distrust of COVID-19 vaccinations. In addition, the online context and competition between pro- and anti-vaxxers show a trend in which anti-vaccination movements tend to capture the attention of those who are hesitant. Describing this context and analyzing its possible causes, what interventions or strategies could be effective to reduce COVID-19 vaccine hesitancy? Will social media trend analysis be helpful in trying to solve this complex issue? Are there perspectives for an efficient implementation of COVID-19 vaccination coverage as well as for all the other vaccinations?

Most of the annual reviews which I have prepared for the present journal discuss roughly 100 articles published each previous year in top international research outlets. Even with such a high number per year, considerable selectivity has to be applied – the number of abstracts appearing up to the end of the October 2005 edition of Language Teaching, for example, amounts to 601, mostly published in 2005 and with still more to come for that year. The task of covering 2004 as well as 2005 within the one review, necessitated by personal circumstances, is therefore doubly daunting in its selectivity. For comprehensive coverage then, there is nothing in my view which can compete with the abstracts themselves as published in the present journal.

Yet another year has come to its end. It brought us some new ideas and we have spent several months in preparations to realize them.The greatest change is that we may be expecting the new ALA issue within a month, in January 2018 already. From the year to come, we will still be publishing two issues per year, with the winter issue published in January coming first. The second issue will be the summer issue, published in July. At this opportunity we would like to express our gratitude to all the authors in the ALA journal, and alongside send out our call for new articles. All the rest of the changes might only be noticed by our regular readers, while newcomers will hopefully find our e-journal competent, functional, and user friendly. This number of the ALA journal is mostly dedicated to the area of translation studies, however, also contains three interesting works on language. Wing Bo Anna TSO in her work “Repressed Sexual Modernity: A Case Study of Herbert Giles’ (1845 - 1935) Rendition of Pu Songling’s Strange Stories from a Chinese Studio (1880) in the Late Qing” attempts the literary-cultural approach and investigates the lost in translation. She focused on examining gender ideologies in the original and translated work to find out that transgressive gender views get strongly repressed in Giles’ English rendition.A similar thought, namely the importance of the cultural background of the text in translation is stressed in the article “Metaphor in Translation: Cognitive Perspectives on Omar Khayyam’s Poetry as Rendered into English and Kurdish”, written by Rahman VEISI HASAR and Ehsan PANAHBAR. As metaphors as cognitive phenomena can not be relegated to linguistic expression only, the research findings reveal that translators have mostly been successful in translating metaphors dependent on shared cultural models, however, have failed to recreate metaphors dependent on non-shared cultural models.Difficulties in translating metaphors were also experienced by Eva VUČKOVIČ and Byoung Yoong KANG, who in their article “Prevajanje Ko Unove poezije iz korejščine v slovenščino” address several major problems they have encountered when translating poetry from Korean into Slovene. The aricle is written in Slovene and is a pionieering work on translation studies from Korean into Slovene.Lija GANTAR wrote an article “Ancient Greek Legend in Modern Japanese Literature: ‘Run, Melos!’ by Dazai Osamu” in which she discusses how the Japanese author managed to retell a Western literature story in a way to succesfully make it a part of the Japanese literature. The following three articles refer to language. Sweta SINHA in her article “Fuzzy Logic Based Teaching/Learning of a Foreign Language in Multilingual Situations” managed to incorporate the concept of Fuzzy Logic (FL), which primarily gained momentum in the areas of artificial intelligence and allied researches, into a foreign language classroom. She describes language pedagogy as more real-like when observed through the lens of fuzzy logic and fuzzy thinking, and claims that in that way language interference is more of a resource than a challenge.Now already a sequential work on adjective distribution was contributed by LI Wenchao, who wrote the article “Revisit Adjective Distribution in Chinese”. In it the author re-classifies Chinese monosyllabic adjectives and verbs in light of ‘scale structure’ and examines how various adjectives are associated with different scalar layers of verbs.  Finally, an interesting project report on the development of  early Persian vocabulary in the process of first language acquisition was written by Hajar SHAHHOSEINI. The report is entitled “Investigation of Early Vocabulary Development of a Persian Speaking Child at Age 2 Years Old in Iran”.Editors and Editorial Board thank all the contributors to this volume, and wish the regular and new readers of the ALA journal a pleasant read full of inspiration.

In order to make its orientation of University of Applied Science (UAS) a success, INES is required to operate a complete shift in the philosophy and methodology of providing its educational services. One of the suitable methodologies for UAS is the Problem Based Learning (PBL). Despite various trainings on the matter and verbal encouragements from the top leaders, PBL is still not officially adopted and/or systematically practiced at INES. Besides, up to this date, no explicit strategic moves were adopted to ensure consistent and systematic implementation of PBL approach. This paper aims at laying the foundation to an action research geared towards developing strategic priorities for effective implementation of PBL in INES context. A pure qualitative approach was used. Data were collected from a sample of purposively selected students representatives and Deans of Faculties, using brainstorming technique. Identified strengths of INES include the leadership will regarding implementation of applied Science orientation, systematization of field visits, existence of adequate infrastructure, many young teaching staff etc. The fact that PBL is not applied in any other private university, labor market situation and needs, existence of innovative development programs at the country level were some identified opportunities. Challenges identified include lack of financial means, low level of English, staff turnover and many students who likely do not know what they exactly want. Three strategic goals namely (1) INES curricula are adapted to PBL, (2) the teaching, learning and assessment practices are aligned to PBL and/or its variants’ requirements, and (3) staff experience and competences are sustained as well as some specific strategic actions were proposed for implementing PBL in INES context. The paper ends recognizing that there is need to further the research using action research strategy in order to come up with generalizable and validated strategic priorities

Describes a complex of methods for the implementation of scientific research, the information of those who were researched is represented, methodology and methods of the research are described.Covers a wide range of problems, in particular a comprehensive study of motivation for both physical activity (needs, interests, self-conception, performance, leisure and factors of a healthy lifestyle), and for learning and succeeding.Objective: to study gender peculiarities and differences in self-description of physical development of schoolchildren. Material: The study involved schoolchildren of 5-11 grades (n = 638), among them: young men - 282, girls - 386. Correlation analysis of self-description of subjective indexes of physical development of schoolchildren has been conducted. Results: Using the results of the testing “Self-description of physical development”. It was found out that the correlational connection of indicators of self-description of the physical development of respondents of all ages have certain gender differences. We found that general self-esteem of boys of primary school age is affected by more indicators than of the girls. Young men associate with their own self-esteem and physical qualities: coordination and flexibility. Girls associate their health with physical activity and their own physical abilities. Conclusions: The obtained results of the scientific experiment give us the right to assert the existence of age and gender differences between the indicators of self-description of boys and girls who are engaged in and not engaged in sports. The study of self-assessment of physical boys and girls of different ages helped to draw conclusions about common and different priorities of the motivational sphere of physical culture and sports in gender and age.

Currently, agricultural means of production are of great importance in agribusiness, in particular mineral fertilizers and chemical plant protection products. The article attempts to present and compare changes in the value of used fertilizers and plant protection products in European Union countries in 2010-2018. Changes in the value of used fertilizers and plant protection products per 1 ha of UAA and changes in the share of these means of production in intermediate consumption were examined. It was found that the value of used fertilizers and plant protection products per 1 ha of UAA increased on average in the EU. Their share in intermediate consumption also increased. As a result of grouping objects using the Ward method, 4 clusters of countries were obtained, which differed in terms of the proposed features, while the countries that created the given cluster were characterized by similar values of variables. The countries where both a clear increase in the value of used fertilizers and plant protection products per unit area as well as a significant increase in their value in intermediate consumption were observed: Lithuania, Bulgaria and Estonia. However, a decline in demand for the discussed means of production occurred in Belgium, Croatia, Slovenia, Denmark, Finland and Portugal.

In the coming years, the number of tourist trips from and within the European Union can be expected to grow, as a result of ongoing integration processes, and also because it is becoming simpler and cheaper to travel. According to the WTO, tourism will grow at a moderate rate of four per cent annually in average, and by 2020 the number of tourist arrivals worldwide will reach 1.6 billion, of which 717 million tourist arrivals will be to Europe. Out of this number, more than half a million will be to present-day EU countries. Given the EU’s continuing enlargement, clearly this number will continue to increase, and with it the global importance of the EU. The EU’s tourist policy in the years to come will increasingly become better, more imaginative and more efficient. Regardless of the unchanging subsidiary principle, this policy will continue to develop, gradually adapting to new opportunities. The principles of the sector tourist policy are already being carried out in practice by all EU members, and any country aspiring to become a part this association will not only need to incorporate these principles, but respect them as well. Croatia is one of the countries which has embraced this orientation in tourism and it is aiming to address this “European challenge” at the level of market relations, taking efforts to avoid the pitfalls and threats of tourism marginalisation, given the harsh competition and protectionist measures existing within the EU.
