The article shows that the activities of the State in the field of social support and social protection are aimed at addressing the needs of the lower levels of Maslow’s pyramid of motivation: physiological needs, the needs of a safe existence. Currently, we are fighting poverty, while we need to create conditions for the formation of an active life position of citizens, which is aimed at the development of the human capital of the country, on the quality of which the successes of modern society depend. This task is achieved by forming motivations of the highest levels of the pyramid: the need for social contacts, self-affirmation and self-expression. The development of the Concept and Program for Human Capital Development would allow to coordinate and link all activities of a socio-economic nature, both already being implemented in the country and formulated in the Address of the President to the Federal Assembly on January 15, 2020.

Population, man, human resources, human capital are the defining concepts in the consideration of issues related to the functioning of the national economy in modern economic conditions. It is generally recognized that labor activity is the main prerequisite that determines the material and spiritual wealth of man and society as a whole. Therefore, human resources at the present stage is one of the main components of the production potential of management in Ukraine, increasing the efficiency of use and reproduction of which are especially relevant. On the level of efficiency of human resources depends the level of welfare of the population, the development of productive forces, the scale of material production, etc. The development of intellectual productive forces and the strengthening of the influence of innovation and information factors contributes to the formation of a new socio-economic role of man in the modern economy and requires appropriate research. The article reveals the theoretical issues of trends in human capital development, a thorough analysis of the current state of human capital development and its importance in the modern economy. Based on the generalization of different views of scientists, the main stages of human capital formation in the agricultural sector of Ukraine's economy are identified and characterized. The problems of human capital use have been studied and proposals for its improvement have been worked out. It is revealed that the process of reproduction of human capital in agricultural enterprises and its effective use in the conditions of market transformations should be based on the principles of active policy aimed at reviving the economic situation in agriculture; scientific substantiation; development of measures in order to increase jobs and increase the labor needs of agricultural enterprises; improvement of the system of remuneration, social protection of agricultural workers; formation of the mechanism of social partnership, etc.

This study examine the effects of human capital development in Small and Medium-Scale Enterprises (SMEs) and entrepreneurship performance and improvement in some selected SME firms in Anambra State. Descriptive survey design was used in the study. The total population of the study was 270. Findings revealed that human capital development helps in improving the performance of firms through training of employees fro greater performance of SMEs; developing efficiency of the SMEs; influencing the proactiveness of the employees; enhancing the flexibility of the employees; and improving service delivery of the employees. This study recommended that firms should develop human capital development so as to avoid stagnation of the skills of the employee. The study further recommended that firms should utilize human capital development so that it would not affect the quality of service delivery of SMEs.

The national economy is as competitive as its human capital is effectively capitalized in modern hypercompetitive global markets. The world digital technologies contribute to the globalization of the economy and accelerate the accumulation of human capital by digitizing jobs, providing the population and households with electronic services and data mining technologies. The article analyzes the structure of multivariate data on the factors of human capital development, e-education and the use of ICT by households in Russian regions. The average annual values of the relevant factors of monitoring the development of the information society in the Russian Federation for the period from 2010 to 2017 were selected as factors of each object of analysis. The reliability of the research results is ensured by applying standardization and rationing of the initial matrix of factors, reducing the dimension of the normalized matrix of factors using the PCA method, cluster analysis using the method of EM-maximizing expectations and the hierarchical clustering method. The author has built a rating of regional clusters of the Russian Federation, differing in the quality of human capital depending on the development of electronic infrastructure, availability of digital resources and the features of the social environment.

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. Tulisan ini berpendapat bahwa faktor kunci yang menjelaskan rendahnya kualitas sumber daya manusia berhubungan dengan ketiadaan strategi yang terfokus dan jelas untuk mengembangkan sistem pendidikan Indonesia. Tulisan ini menilai kondisi kekinian dari pengembangan sumber daya manusia Indonesia dengan fokus khusus pada sektor pendidikan. Agar dapat mengoptimalkan manfaat dari bonus demografi, Indonesia perlu membenahi sistem pendidikan dan pelatihan keterampilan. Sistem pendidikan dan pelatihan keterampilan yang lebih baik akan menunjang upaya pengentasan kemiskinan dan pengurangan pengangguran muda. This study empirically examine the impact of government expenditure on education on human capital development in Kaduna State over the last 15 years (2000-2015) using econometrics model with Ordinary Least Square (OLS) technique.The paper test for presence of stationary between the variables using Augmented Dickey Fuller (ADF) and autocorrelationusing Durbin Watson statistics. The results reveals all the variables were not stationary in levels except capital expenditure (CE) and Primary schools enrolment (PE) while the rest were stationary at second difference. DW shows presence of serial correlation. The regression results indicated that government expenditure on education have significant impact on human capital development in Kaduna State. It could therefore be recommended that the state government should increase its capital and recurrent expenditure on education, ensure proper management and monitory of funds made for the teachers, constant payment of teachers salaries and allowances in a manner that it will raise the state production capacity. The state should construct addition primary and secondary schools across the state, with modern facilities, and employ more teachers.

The purpose of the article is to improve the strategic management of human capital in the context of digitalization. In modern conditions, the development of human potential is closely linked with the spread of digital technologies, which are being implemented and rapidly evolving in all spheres of the economy and society. In this context, the effectiveness of the processes of adaptation and competitiveness of socio-economic systems in the long run depends on the development and implementation of the concept of human capital development which takes into account the impact of digitalization processes on the formation of human capital, as well as on the relevant qualitative characteristics that will best meet the needs of the national economy in the transition to a digital model of governance. Methodology. The article is based on international legal acts, laws and bylaws of Ukraine in this area of legal regulation of human capital in the context of digitalization. Both general scientific and special methodology were used for the research: methods of analysis and synthesis, method of description, method of induction, method of deduction. Results. It is proved that the state policy in the field of human capital development in Ukraine today does not meet the modern challenges associated with the rapid development and spread of digital technologies. The consequences of this are already growing disparities in the labor market, shortage of highly qualified specialists with digital competencies at the appropriate level, growing trends in emigration of intellectual capital and gene pool of the nation abroad, reduction of the "middle class" and intensification of social degradation. Solving these problems requires the development and implementation of a Unified State Strategy for Human Capital Development, which will stimulate its formation, development and effective use in the vector of transition to a new technological system, ensure economic growth and high living standards. To this end, the concept of strategic development of human capital in the context of digitalization is substantiated. It systematizes the goals, principles, strategies and tasks of the state to ensure effective processes of human potential formation and its transformation into human capital in the context of implementing the strategy of sustainable development of the national economy under the influence of digital technologies. Conclusions. The strategy of human capital development in the conditions of digital transformations is substantiated. It is a system of interrelated directions, actions and mechanisms aimed at implementing the concept of formation, motivation and use of human capital, which meets the needs of the economy and society and contributes to the competitive advantage and continuous human development in the long run.

BACKGROUND AND OBJECTIVES. The transition to a digital economy as a vector for the development of multiple social institutions is forced to shift towards multi-dimensional integration. As a consequence, for a modern university, innovative activities are no less important than educational ones. At the same time, the key resource in the process of generating innovative solutions is the human resource. The multidisciplinary orientation of universities allows combining specialists with unique competencies in a single environment, complementing each other and allowing to achieve a synergistic result, and since innovation invariably implies generation of a certain innovation, it is this property of a university that allows us to talk about the presence of a unique innovative potential – human capitalMETHODS. The article uses methods of system analysis, scientific analogy and abstraction – to study the category "human capital"; methods of grouping and systematisation – when systemising the main classification features of human capital and factors of influence on its development with account of globalisation trends; statistical analysis – to assess the state of development of human capital at university; indicative methods – when diagnosing human capital development in globalisation conditions; graphic methods – to visualise.FINDINGS. The following categories were defined: 1) "human capital" as a complex category, the main component of which is the development of non-standard human thinking, capable of self-organization, renewal, self-perfection and acts as an intellectual, creative factor and a key resource in building a socio-innovative model of economic development; 2) "innovative human capital of the university in conditions of globalization" which is viewed from an integrated approach, with the main emphasis on self-perfection, self-actualization of the human capital of the university; 3) "innovation human capital of the university" which is viewed from an integrated approach.CONCLUSION. The development of human capital as the main condition for the formation of the structure of economy of innovative type, based on information and intellectual production technologies, causes the need to reform and improve the systemic state policy, focused on providing the basic conditions for comprehensive human development. It is the active impact of the state in complex economic conditions to increase the efficiency of human capital development both at the macro level (economy as a whole) and at the micro level (university) that will improve the economic situation in the country and enhance the competitiveness of the national economy in the global world.

The purpose of the study was to find out whether human capital development influences the quality of financial reporting of NGOs. The specific objectives of the study were to determine the relationship between human capital development and the quality of financial reporting, examine the relationship between human resource practices and the quality of financial reporting, examine the relationship between human capital development and human resource policy and examine if human resource practices moderate/ mediate the relationship between human capital development and the quality of financial reporting. The study adopted a cross-sectional parallel survey design with quantitative techniques and employed self-administered questionnaires to 60 respondents.  The research data was coded and analyzed using the Statistical Package for Social Sciences (SPSS) version 20 to establish the statistical inferences. The Pearson correlation test reported that human capital development has a positive significant relationship with the quality of financial reporting (r = .551, p< .01; two tailed). The study concluded that education, skills, knowledge, experience, interest and values were significantly positively related with financial reporting quality (r = .503, p < .01; r = .407, p < .01; r = .518, p < .01; r = .213, p < .10 and r = .476, p < .01 respectively). Furthermore, personality positively relates to financial reporting quality (r = .165, p>0.10). Some recommendations were then formulated thus: Organizations should encourage and support their accounting staff to attain professional qualifications. The staff should strive to attain membership of professional accounting bodies. The staff should also be motivated as well as regularly trained on job. Management should observe strict adherence to accounting and financial manuals. Organizations should also reinforce workplace policies as well as review their current accounting systems to identify gaps and then put in place steps to fill those gaps.
