Population, man, human resources, human capital are the defining concepts in the consideration of issues related to the functioning of the national economy in modern economic conditions. It is generally recognized that labor activity is the main prerequisite that determines the material and spiritual wealth of man and society as a whole. Therefore, human resources at the present stage is one of the main components of the production potential of management in Ukraine, increasing the efficiency of use and reproduction of which are especially relevant. On the level of efficiency of human resources depends the level of welfare of the population, the development of productive forces, the scale of material production, etc. The development of intellectual productive forces and the strengthening of the influence of innovation and information factors contributes to the formation of a new socio-economic role of man in the modern economy and requires appropriate research. The article reveals the theoretical issues of trends in human capital development, a thorough analysis of the current state of human capital development and its importance in the modern economy. Based on the generalization of different views of scientists, the main stages of human capital formation in the agricultural sector of Ukraine's economy are identified and characterized. The problems of human capital use have been studied and proposals for its improvement have been worked out. It is revealed that the process of reproduction of human capital in agricultural enterprises and its effective use in the conditions of market transformations should be based on the principles of active policy aimed at reviving the economic situation in agriculture; scientific substantiation; development of measures in order to increase jobs and increase the labor needs of agricultural enterprises; improvement of the system of remuneration, social protection of agricultural workers; formation of the mechanism of social partnership, etc.

The article discusses the problems that arise when monitoring the conditions for the development of human capital in rural areas, since, despite the sufficient number of works on monitoring the human capital in rural areas or the agricultural sector, the integral system of quantitative socio-economic indicators for assessing the human capital development conditions in rural areas remains poorly studied. First of all, a basic concept of monitoring is given, as well as an applied concept - monitoring the human capital development conditions in rural areas, which is understood as a system of constant monitoring, collection, registration, storage and analysis of several key parameters that assess the conditions for the formation and development of congenital and accumulated physical, mental and personal abilities and qualities of the population of rural areas, as well as acquiring knowledge and skills that can be used by them in order to deliver economic income or social effect. The monitoring process is presented in detail in the relationship of this category with concepts close to it (diagnostics, as a preliminary stage, monitoring as the main stage, appropriate policy development, as the final stage). The diversity of monitoring indicators used in the social sphere of human life is reflected: for rural areas, for the agrarian sphere, for the regional socio-economic system, for the development of municipalities' social and labor systems, for social factors of the region's development, etc. The authors' idea of an integral system of indicators for monitoring the human capital development conditions in rural areas is given, which is a combination of six blocks: health care, education, culture and sports, demography and migration, infrastructure, as well as socio-economic conditions.

PurposeThe purpose of this paper is to revisit the potential of human capital development to predict commitment from an empirical perspective. This followed the fact that while organisations continue to invest a lot of resources into development of their human capital, a growing tendency of the trained staff to quickly abandon the organisation and move on to search for greener pastures has also been registered.Design/methodology/approachThis study takes a positivistic approach. It is an explanatory, cross-sectional study that is based on a case study approach.FindingsThe findings revealed that developing human resources still leads to enhanced commitment among staff. The findings provide empirical support for the tenets of the human capital development theory.Research limitations/implicationsInvestment in development of human resources is still a worthy while cause for organisations as it positively and significantly contributes to commitment.Practical implicationsWhile organisations ought to keep watch of the costs that come with human capital development endeavours the practice of developing human resources should be continued as it contributes to the organisational performance of staff.Originality/valueThe paper deepens the understanding on how human capital development is currently enhancing the commitment of organisational staff in a typical developing economy and sector. Such knowledge provides a clear basis for allocating resources on people development endeavours.

Today, countries, especially the developing ones rebase their Gross Domestic Product (GDP) to determine their economic strength. Nigeria as an acclaimed giant in Africa cannot but continuously examine variables which may impact the economy. It is in this light that this study was intended to investigate the Determinants of Tax Revenue Effort in Nigeria. To achieve this, secondary data, as time series data, covering a period of 1980 to 2015, were used and sourced from the Central Bank of Nigeria Statistical Bulletin, Annual Abstract from the Office of the National Bureau of Statistics and the Federal Inland Revenue Service, both in Nigeria. The dependent variable of Tax Revenue Effort (TTAXeff) was regressed on macro independent variables of Agricultural Sector Productivity(AGRICSP), Manufacturing Sector Productivity (MANSP), Tourism Sector Productivity(TOURSP), Telecommunication Sector Productivity(TELCOMSP), Capital Flight(CAPFR), Trade Openness (TOPEN) and Human Capital Development(HCD). The study adopted a longitudinal research design and used the Autoregressive Distributed Lag (ARDL) technique to evaluate the models. The findings revealed that Agricultural Sector Productivity, Tourism Sector Productivity, Trade Openness and Human Capital Development had significant and positive effects on Tax Revenue Effort in Nigeria. The Manufacturing Sector Productivity, Telecommunication Sector Productivity and Capital Flight had significant but negative effects on Tax Revenue Effort in Nigeria. There is however the need to consistently ensure better performance of tax efforts in the country through strict and meticulous enforcement of tax rules and tax administrations procedures in the country.

This paper concept focuses more on an analytical discussion of employee’s self-esteem from the perspective of emotional intelligence through the personality of leaders in the workplace. This is one of the challenges the application of psychology in the organization currently based on human capital. This discussion encompasses the conceptual of self-esteem, emotional intelligence, and personality, purpose of study, the influence, challenges and outlook. In fact, human capital development should be along the physical and material development of the country that we do not deny the growing momentum ahead of the years. All employees in any organization as a human entity that should be a high capacity of human capital in terms of emotional intelligence to produce the output and quality workmanship and value in the steady integrity. Then, the leader in the workplace should have a strong emotional intelligence to be able to translate into a treatment and a dynamic personality in influencing a more positive work climate. The end of this paper will demonstrate the need for all leaders have emotional intelligence that is based on the strength of the affective and personality ideal as a catalytic force to help enhance employee self-esteem. It also would allow employees to be able to form effective human resources.

The purpose of the article is to improve the strategic management of human capital in the context of digitalization. In modern conditions, the development of human potential is closely linked with the spread of digital technologies, which are being implemented and rapidly evolving in all spheres of the economy and society. In this context, the effectiveness of the processes of adaptation and competitiveness of socio-economic systems in the long run depends on the development and implementation of the concept of human capital development which takes into account the impact of digitalization processes on the formation of human capital, as well as on the relevant qualitative characteristics that will best meet the needs of the national economy in the transition to a digital model of governance. Methodology. The article is based on international legal acts, laws and bylaws of Ukraine in this area of legal regulation of human capital in the context of digitalization. Both general scientific and special methodology were used for the research: methods of analysis and synthesis, method of description, method of induction, method of deduction. Results. It is proved that the state policy in the field of human capital development in Ukraine today does not meet the modern challenges associated with the rapid development and spread of digital technologies. The consequences of this are already growing disparities in the labor market, shortage of highly qualified specialists with digital competencies at the appropriate level, growing trends in emigration of intellectual capital and gene pool of the nation abroad, reduction of the "middle class" and intensification of social degradation. Solving these problems requires the development and implementation of a Unified State Strategy for Human Capital Development, which will stimulate its formation, development and effective use in the vector of transition to a new technological system, ensure economic growth and high living standards. To this end, the concept of strategic development of human capital in the context of digitalization is substantiated. It systematizes the goals, principles, strategies and tasks of the state to ensure effective processes of human potential formation and its transformation into human capital in the context of implementing the strategy of sustainable development of the national economy under the influence of digital technologies. Conclusions. The strategy of human capital development in the conditions of digital transformations is substantiated. It is a system of interrelated directions, actions and mechanisms aimed at implementing the concept of formation, motivation and use of human capital, which meets the needs of the economy and society and contributes to the competitive advantage and continuous human development in the long run.

The article shows that the activities of the State in the field of social support and social protection are aimed at addressing the needs of the lower levels of Maslow’s pyramid of motivation: physiological needs, the needs of a safe existence. Currently, we are fighting poverty, while we need to create conditions for the formation of an active life position of citizens, which is aimed at the development of the human capital of the country, on the quality of which the successes of modern society depend. This task is achieved by forming motivations of the highest levels of the pyramid: the need for social contacts, self-affirmation and self-expression. The development of the Concept and Program for Human Capital Development would allow to coordinate and link all activities of a socio-economic nature, both already being implemented in the country and formulated in the Address of the President to the Federal Assembly on January 15, 2020.

The difference between developed and developing societies could also be captured in the area of engineering innovations for human-center development. Engineering is one of the drivers of sustainable development in the world; it has substantial impacts on building and sustaining human capital. Nigeria, like other developing societies, is confronted with challenges of utilizing human resources maximally for her national development. Hence, this paper investigates engineering and human capacity building as the flexibility of innovation in human capital development in Nigeria. This study applied a theoretical method; information was sourced through secondary means like content analysis journals, textbooks, and electronic resources. This study anchor on modernization, human capital, and scientific management theories. Findings showed that apart from the purely academic angle, Nigeria has no made outstanding progress in the area of training and institutional support. The paper recommends broad-based engineering applications in every facet of human capital. This will attract foreign investors to the economy, and the local ones can use their technical skills to ensure maximum utilization of resources through engineering techniques. As the World Federation of Engineers is sustaining pressures on the engineering body among the member states. Nigeria cannot afford to be isolated in the area of sound engineering training. This paper will be useful to the International Labour Organisation, World Federation of Engineers, ministries of employment and capacity development, National Directorates of Employment, the Nigerian Consultative Council and researchers in the field of Human Resources and engineering management could initiate research from here.
