RESUMOConsiderando que a representatividade de grupos politicamente minoritários em espaços de decisão engloba diferentes estratégias a depender da forma de indicação ou ascensão ao cargo, a presente pesquisa se propõe a tecer uma análise prosopográfica das Ministras de Estado brasileiras desde a redemocratização do País, iniciando a leitura de dados a partir do Governo José Sarney (1995) e alcançando a seleção de ministérios feita por Jair Bolsonaro (2019). Trata-se de uma tentativa de compreender a faceta identitária da representação – isto é, a análise tem como foco a trajetória das mulheres escolhidas no período em questão para ocupar os cargos de confiança mais altos da República. Para tanto, parte-se de uma relação de quem são essas mulheres, análise essa aprofundada a partir de critérios de titulação, carreira política e partidária, proximidade com organizações religiosas e participação em movimentos e organizações sociais. Analisaram-se, simultaneamente, quais foram as pastas ocupadas por elas – e como determinados setores são ainda um tabu para a representação feminina. A partir de tais dados, é possível traçar perfis sobre as mulheres do alto escalão da República e, com isso, compreender quem elas são e como alcançaram esses cargos.PALAVRAS-CHAVERepresentação. Trajetórias políticas. ABSTRACTConsidering that the representations of political minority groups in decision-making spaces encompass different strategies depending on the form of nomination or ascension to the position, the present research aims to perform a prosopographical analysis of the female Brazilian Ministers of State since the redemocratization of the country, with data analysis beginning in the José Sarney Government (1995) up to the ministry selection made by Jair Bolsonaro (2019). It will attempt to understand the facets related to identity representation - therefore the analysis will focus on the journey of the chosen women in the period in question to occupy the highest trust positions in the Republic. The article will start with a backstory on each woman followed by an in-depth analysis based on the criteria of title, political and party career, proximity to religious organizations and participation in social movements and organizations. Simultaneously, the research will analyze the political roles these women occupied - and how certain sectors are still taboo for female representation. Such data will allow this research to draw profiles on women of the highest echelon of the Republic and, with that, understand who they are and how they reach these positions.KEYWORDSRepresentation. The subject of the research is capital budgeting practices in Serbian agribusiness companies. The research aim is to determine whether there are differences in decision-making regarding capital budgeting depending on the ownership structure in those industries. The research was conducted in the first half of 2019, on a sample of 76 companies (from 122 targeted/i.e. 62.33% respondent rate) operating in the Republic of Serbia. Descriptive statistics and the Kruskal-Wallis test were used in the data analysis. IBM SPSS 20.0 statistical package was used for data processing. Research results confirmed that capital budgeting practices in the Serbian agribusiness companies can be considered as developed. Furthermore, there is a difference in the capital budgeting practices in the Republic of Serbia depending on the ownership of the analyzed sampled companies.

Modern communication technology in principle makes political participation feasible. Information, consultation, and participation of citizens in the working of their highest political body – a parliament- should be easier than ever. This chapter analyses if this is really so on the case of Slovenia and its parliament, the National Assembly. Parliamentary website of the Republic of Slovenia is studied in terms of usability, usefulness and utility those are the key criteria in discussion about website performance. The analysis of e-democracy takes into account citizen participation in the legislative procedure, enabling direct communication with the members of the parliament, possibilities for citizen initiatives, and procedure and content transparency at each stage of the decision-making process. The chapter reports on limits of the current website of the National Assembly of Slovenia and proposes guidelines for better use of new technologies in the political process and for improving user experience.

Purpose The purpose of this paper is to analyze the application of budgeting and accounting bases and their relation to financial accounting reporting systems through a comparative survey of three South-Eastern European countries (Slovenia, Croatia and Bosnia and Herzegovina – the Entity of the Republic of Srpska). Design/methodology/approach The in-depth analysis based on the study of related literature and comprehensive review of existing indicators of accounting systems leads to the identification and characterization of the most important components of the government accounting systems’ focusing also on the information usefulness in the decision-making processes. Findings Dual reporting based on different bases is the main feature of the accounting information system of selected countries. Budgetary reports based on a cash basis represent the primary source of information for decision making. Selected jurisdictions started with the preparation and presentation of financial reports based on the accrual/modified accrual basis which was not the result of the informational needs of decision-makers, so the information themselves have become their own purpose. Practical implications By exploring the opportunities and obstacles in the implementation of the accrual basis in the selected countries, the paper contributes to the development of the EPSAS project. Originality/value This paper contributes to the literature on the application of various budgeting and accounting bases, with an emphasis on research of the similarities and differences of the reporting methods, for the purpose of distinguishing more easily two basic types of reports and, consequently, identifying their appropriate use.

The role of the political elite of the region in interaction with the Federal centre, especially for the national republics that are part of our country, is a determining factor in the development of any region of the Russian Federation. The political elite of the region is a social group that influences the process of territorial administration and decision-making in the region. The article considers the transformation of the political elite of the Republic of Dagestan in 2017–2020. The analysis of the regional elite of the Republic of Dagestan was carried out based on a resource-actor approach. As a result of the study conducted by the author, new political actors who play a decisive role in the socio-political development of the republic were identified.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

The article considers the political aspect of land reform in the Republic of Zimbabwe. The problem of land reform has been one of the crucial ones in the history of this African country, which celebrated 40 years of independence on April 18, 2020. In recent decades, it has been constantly in the spotlight of political and electoral processes. The land issue was one of the key points of the political program from the very beginning of Robert Mugabe’s reign in 1980. The political aspect of land reform began to manifest itself clearly with the growth of the opposition movement in the late 1990s. In 2000–2002 the country implemented the Fast Track Land Reform Program (FTLRP), the essence of which was the compulsory acquisition of land from white owners without compensation. The expropriation of white farmers’ lands in the 2000s led to a serious reconfiguration of land ownership, which helped to maintain in power the ruling party, the African National Union of Zimbabwe – Patriotic Front (ZANU – PF). The government was carrying out its land reform in the context of a sharp confrontation with the opposition, especially with the Party for the Movement for Democratic Change (MDC), led by trade union leader Morgan Tsvangirai. The land issue was on the agenda of all the election campaigns (including the elections in July 2018); this fact denotes its politicization, hence the timeliness of this article. The economic and political crisis in Zimbabwe in the 2000–2010s was the most noticeable phenomenon in the South African region. The analysis of foreign and domestic sources allows us to conclude that the accelerated land reform served as one of its main triggers. The practical steps of the new Zimbabwean president, Mr. Emmerson Mnangagwa, indicate that he is aware of the importance of resolving land reform-related issues for further economic recovery. At the beginning of March 2020, the government adopted new regulations defining the conditions for compensation to farmers. On April 18, 2020, speaking on the occasion of the 40th anniversary of the independence of Zimbabwe, Mr. E. Mnangagwa stated that the land reform program remains the cornerstone of the country’s independence and sovereignty.

The author analyzes the process of South Africas foreign policy change after the fall of the apartheid regime and transition to democracy. He gives characteristics of the foreign policy under different presidents of South Africa from 1994 to 2018 and analyzes the political activities of South Africa in the area of peacekeeping and human rights on the African continent.
