This paper is the result of a literature study which is expected to be of benefit to academics, both students and lecturers, and it is also hoped that the relevant agencies can improve the quality of the departure of Indonesian migrant workers. Sometimes we neglect our duties and responsibilities, one of which is not paying attention to PMI's skills / expertise and only pursuing quota fulfillment targets. So that we need a good planning model between PMI, and a training place to improve the quality of PMI shipments in order to reduce PMI problems abroad. From the various existing literature, mapping strategies to improve the quality of migrant workers must follow the existing rules. From here it is not uncommon for the government, the private sector, or related agencies to encounter obstacles. In this study, the approach used is a qualitative approach, especially by using a systematic procedure for reviewing or assessing documents. The skills / expertise of prospective PMI need to be improved and supervision from the relevant government. In the future, we need a good planning model for training places to improve the quality of PMI shipments in order to reduce PMI problems abroad.

The 30 September 2009 Padang Pariaman (or West Sumatera Earthquake) (M = 7.6 USGS) has caused severe damages of buildings and infrastructures and fatalities. Many of the buildings failed may be due to the low quality of the structures or due to that most buildings were designed Indonesian code SNI 1726-2002, and many of them failed because of the occurrence of liquefaction causing foundation failures. However, a future earthquake could have been even more severe and causes a tsunami, a reality which we shall consider, especially because Padang City is located facing directly to the ocean. Based on the occurrence and experience in Banda Aceh, Padang City has similar risk and yet very limited barrier and lack of evacuation system. For evaluation of this issue, a team of Universitas Katolik Parahyangan conducted a preliminary study on the condition of Padang City and discuss some alternatives to be considered by the government or authority. Methods of research are based on a literature study and collected data for analysis. Options are discussed and conclusions are derived. This paper discusses the important lessons from Banda Aceh failures related to the tsunami, and method to reduce the disaster risk for Padang City by Tsunami Seawall. The purpose of this study is to discuss the risk of the tsunami at Padang City, the preparedness and local condition, and alternative actions to be carried out. There has been pro and cons for Seawall, but the study concluded that due to the fact that tsunami would reach the city within 15-30 minutes after the earthquake and condition of low lying elevation of the Padang City, the use of Seawall for city safety is worth to be considered.

Clean water is crucial for survival and economic development. Everyday, people need a sufficient amount and a suitable quality of water for drinking, cleaning and sanitation. However, rapid population growth, pollution and climate change have made water a scarce resource, which everyone competed. The United Nations Development Program's recent report stated that more than 1 billion people, up to this day, are without access to safe drinking water and sanitation. Lack of access to clean water can cause social, economic and health problems. Therefore, there is an urgent need to find solutions to this problem. To solve the problem of water scarcity, International Financial Institutions introduced Public Private Partnership (PPP) in the management of water sector. PPP is a concept which involves private sector participation in the management of drinking water service. In PPP, water is recognized as an economic good which is recognised under the 1992 Dublin Principles. It was hoped that by placing an economic value on water, efficient and equitable use of water can be achieved. It was also hoped that it would encourage conservation and protection of water resources. However, studies show opposite results from the Principle. Jakarta drinking water service is one example of a failed PPP. Jakarta, the Capital City of Indonesia, adopted Public Private Partnership (PPP) in the management of its drinking water service in 1998. The twenty five years concession contract was granted to Thames Water International (TWI) and its local partner, Kekarpola Airindo (KATI), now known as Thames PAM Jaya (TPJ). This company is responsible for the management of Eastern Jakarta drinking water service. This research was aimed to evaluate Thames PAM Jaya (TPJ) performance on water provision in Eastern Jakarta, ten years into the twenty five years concession by undergoing a qualitative research method. A range of semi-structured interviews were used to: gain perceptions and opinions of each stakeholder on the Public Private Partnership (PPP), identify the advantages and/or disadvantages of the water privatization in the capital city and to identify the constraints and limitations facing the private sector. Participants involved in this research include Government officials, Thames PAM Jaya, Jakarta Water Supply Regulatory Body (JWSRB), non governmental organizations (NGOs), and TPJ customers. The analysis concludes that Public Private Partnership (PPP) in Eastern Jakarta does not bring improvement to the region's drinking water service. Thames PAM Jaya (TPJ) had failed in fulfilling targets set in the Cooperation Agreement. Lack of transparency and public tendering in the process of forming the public private partnership may have contributed to this poor performance because the proper search for a competent partner was short circuited. Political interference in the bidding process is a form of corruption in which the company granted the contract was clearly complicit. The water tariff in Jakarta is not only the highest in Indonesia, but it is also the highest in the Southeast Asia region. The quality of its service, however, is still of poor quality. Limited access to water due to its high price and low service has resulted in water hacking and the on-going use of groundwater. The Cooperation Agreement, on the other hand, has locked the Government of Indonesia into a long term partnership which is very disadvantageous for the government and the residents. Private sector involvement should be the last alternative to improve the management of the water supply service in Indonesia.

The world of education in Indonesia cannot be proud of itself, many international reports show the level of education in the middle category (for example UNDP & GTCI). In fact, this concern is bigger when looking at the facts on the ground, how many problems and shortages in Indonesian education are, and the most terrible thing is the quality of the teaching force. This study seeks to show evidence, how to portray the competence of educators in Indonesia. Can a certification program increase the knowledge and abilities of educators? This is the main topic of research. So that we can see, to what extent are the roles of the government, the ministry of education, the schools, and the teachers themselves, trying to improve their professionalism, so as to make a real contribution to realizing a smart and prosperous society. To that end, a qualitative approach was taken. Namely, a research process that uses an empirical approach, in order to reveal the real situation. The results showed that the certification program was not interpreted as an effort to increase competence, but rather to improve welfare
