The purpose of the article is to investigate the specifics of the object and subject of staffing of the National Police of Ukraine at the regional level based on scientific points of view and regulatory legal acts. Writing the article, the following methods were used: dialectical, logical-semantic, and logical-legal methods. The relevance of the article is in the need to study the essence of the object and subject of staffing of the National Police at the regional level. The subject of the study is the legislation of Ukraine regarding the requirements for a police officer as an object of the police staffing, including at the regional level. The features of object and subject of the police staffing at the regional level are identified in the paper, as well as the restrictions that are currently placed upon the police officer on recruitment. The guarantees, determined by the law and which the police officer can use during the performance of official duties, are analyzed. The legislative requirements for candidates for senior posts are examined. The powers of the head of the territorial police authority are administrative and regulatory in nature, as evidenced by their rights and obligations. The authors concluded that the service in the National Police at the regional level is specific, requires professionalism and compliance with the law, which underlines the urgent need to strengthen staffing in this area. In addition, the author’s opinion of the concepts of the object and subject of staffing of the National Police of Ukraine at the regional level is provided due to the results of the study.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

Abstract Special Constables have an established history within British policing. The Special Constabulary has represented an under-researched aspect of policing, with motivations to join, morale, factors relating to length of service and reasons for leaving being poorly understood. This article draws upon data from a national survey of Special Constables undertaken across all police forces in England and Wales. The analysis illustrates differences in motivations, dependent on age, and length of service, with younger Special Constables viewing the role as a pathway to future paid employment as a Regular police officer. The results contradict perspectives that attribute attrition from the Special Constabulary primarily to changes in personal circumstances for Specials, demonstrating how such changes are less important than satisfaction with the experience of being a Special Constable. The article concludes by identifying the significance of the findings for future policy and practice in respect of the Special Constabulary.

The author has emphasized on the importance of strengthening the institutional capacity of local self-government agencies to address their challenges, including in the field of public safety, in particular by strengthening local security infrastructure. It has been stated that the urgent issue of the present time is to update the tools of interaction between the local population and the police to achieve a common goal – to ensure public order and safety at the regional level focused on the needs of citizens. It has been emphasized that it is currently important to use the positive foreign experience of organizing the work of the police agencies and units. On the basis of studying this experience it is advisable to implement pilot projects aimed at creating a safe environment for citizens, which should implement effective local security infrastructure. To this end, the project “Community Police Officer” was launched in 2019 as part of the reform of the National Police in Ukraine. Particular attention has been paid to the fact that the main purpose of the project “Community Police Officer” is to ensure close cooperation between police officers and amalgamated community, where police activities are primarily focused on the needs of the community. It has been argued that a characteristic feature of the project “Community Police Officer” is the focus on the introduction of a qualitatively and meaningfully new format of policing, where the needs of the community, local population should be in priority, which should be studied and ensured by keeping constant contacts between police officers and local population. The main innovations of this project have been analyzed. The powers of the community police officer and the district police officer have been differentiated. The key stages of the project “Community Police Officer” have been outlined. Specific features of training community police officers have been characterized, since it directly affects the effectiveness of their duties and the state of public order and safety within a particular amalgamated community. The peculiarities of evaluating the effectiveness of the community police officer’s work have been revealed. The author has emphasized on the importance of developing Regulations on the organization of community police officers’ work and developing an effective mechanism for elaborating the training programs for community police officers.

In Ukraine, there are qualitative changes in the reform of law enforcement agencies in order to more effectively ensure the rule of law in the country, protect human rights and freedoms and increase public confidence in these bodies. Undoubtedly, it is important to create a National Police, which plays an important role in the domestic law enforcement system. Since the first days of its operation, the police have received support from citizens, who argue with various sociological surveys, because this law enforcement agency is open enough in its activity, there is contact with the population. The article is devoted to the activity of a component of the domestic law enforcement system – the National Police. The National Police of Ukraine (police) is a central executive body that serves society by ensuring the protection of human rights and freedoms, combating crime, maintaining public safety and order. This topic is very relevant, as the police are a relatively new subject in the law enforcement system and are on their way. The scientific article investigates which regulatory acts regulate the activity of this law enforcement agency, the structure, main tasks of the police are found out on the basis of the current legislation. The structure of the National Police is quite complex and due to the shortcomings in the legislation, there are problems concerning the interaction between the units. The publication examines the procedure for appointing persons to the post of a police officer and identifies the main problems of selecting candidates to the ranks of the National Police. The importance of introducing in the Law of Ukraine “On National Police” the task of the police is emphasized – to provide within the limits specified by the law services for assistance to persons who, for personal, economic, social reasons or due to emergency situations, need such assistance. Some of the shortcomings of the Law of Ukraine “On the National Police” have been identified and suggestions for improvement of this legal action have been proposed. Training is a short-term education process that uses systematic and organized procedures. Training will be carried out well and correctly and smoothly as planned if supported by adequate education standards. The role of the Instructor is very supportive in enhancing the professionalism of the POLRI Police Officer through the Education and Training Center at the Cisarua National Police, West Java Regional Police is the theme to be studied. The theoretical basis used in this study is the role, coordination and professionalism based on theories and concepts from: 1) Role Theory; 2) Coordination Theory; 3) Professionalism Theory. The research method used is descriptive qualitative, data collection through: observation, interviews, documentation, literature study and questionnaire. The results of the study were obtained: 1) Efforts carried out by carrying out gradual coordination, the appointment of educators: educators must have academic competence, educator competence, have educator certification, and be physically and mentally healthy; 2) Coordination between educators using training management through stages: Planning, pengoranisasian, implementation and control; and 3) The role of the instructor contributes positively to the ability of the trainees which will have an impact on improving the quality of the National Police Officer.

The article highlights the results of the study of psychological features of interpersonal interaction of district officers of the National Police of Ukraine. A district police officer, like every police officer, in the process of professional activity performs important law enforcement functions to ensure security, respect for rights and freedoms, on the basis of partnership and police care, so close contact with citizens and colleagues, so his communicative potential depends on the success of official tasks. The ability to communicate with people, establish psychological contact, overcome barriers to communication, listen, listen and hear, answer questions, influence, provide and obtain the necessary information, etc., determine not only the quality of work of a police officer in general, but also efficiency activities of the National Police of Ukraine in general. The presented study of interpersonal communication of police officers is based on the use of two recognized psychodiagnostic methods, namely the interrogation questionnaire for interpersonal interaction T. Leary and the abbreviated version of the questionnaire of the Big Five in the adaptation of O. John, L. Naumann, S. Soto. In general, the selected questionnaires allowed to determine the professional features of communication of district police officers in the vectors of extroversion and introversion, friendliness and aggression, dominance and dependence. The profile of a district police officer has been found to combine wall and hyposthenic characteristics, allowing them to combine stern, masculine traits and patterns of behavior in interpersonal relationships with milder, emotionally benevolent manifestations. Personal characteristics such as honesty, extroversion, moderate flexibility, openness to new experiences, low levels of neuroticism indicate that district police officers tend to have a mixed type of response in the process of interpersonal interaction. It has been proven that the use of questionnaires provides an objective and comprehensive description of the style of interpersonal behavior of police officers, which will improve the quality of professional selection of police officers, increase the efficiency of teamwork and increase public confidence in the police.

The article reveals the features of the tactical and psychological context of communication between police officers and offenders. Сommunication processes play an important role in the activities of the National Police of Ukraine. In this regard, it is expedient to impose certain requirements on the communicative competence of the personnel of the National Police of Ukraine. The essence of the problem of professional communication of a police officer, modern approaches to the definition of «tactical and psychological context of communication» are revealed. The principles of professional training levels are characterized. Tactical and psychological context of communication is the implementation in a particular situation of a communication strategy based on mastery of techniques and knowledge of the rules of communication. Communication technique is a set of specific communication skills: speaking and listening. The essential characteristics of communication causes of conflicts are presented. However, officers spend much more time talking to complainants, witnesses, suspects, and the public at large than they do engaging in tactical encounters, although all police contacts involve some degree of proper tactics. Clearly, the relationship between the two must be understood. Emphasis is placed on the indicative and predicative process of communication. It is proved that the effective interaction of police officers with citizens is the key to ensuring an appropriate level of public safety in society. The complex of issues of content, organization and provision of ways of psychological training includes issues of its management, planning, determining the content of psychological training, organization and methods of conducting psychological training, accounting and evaluation of results achieved in psychological training, personnel, logistics and scientific providing psychological training.

Scientific approaches to determining the legal status of the employer in labor relations have been studied considered. The author has studied the norms of the Law of Ukraine “On the National Police”, which determine the identity of the employer and his authority to enter into a police service contract. It has been noted that the state is the employer in labor legal relations of police officers. However, employer powers in accordance with Part 1 of the Art. 63 of the Law of Ukraine “On the National Police” are delegated from the state to the National Police of Ukraine. Employer powers are directly exercised by the head of the police agency granting the right to accept and dismiss from the police. This person, on the one hand, is a representative of the employer, on the other hand – an employee. It has been stated that the Law of Ukraine “On the National Police”, defining the identity of the employer in the labor legal relations of police officers, did not enshrine the labor rights and responsibilities of the National Police of Ukraine as an employer. It is recommended to clearly define the list of labor rights and responsibilities of the National Police of Ukraine as an employer in the Law of Ukraine “On the National Police”. The following groups of labor rights of the National Police of Ukraine should be envisaged: 1) the right to select on the position of a police officer; 2) the right to accept, transfer and dismiss from the police; 3) the right to demand from the police officer to perform his / her functional duties; 4) the right to organize and manage the service; 5) the right to apply incentives; 6) the right to compensation ин police officers for the damage caused to the property of the police agency as a result of the violation of their functional duties by police officers. It is also necessary to consolidate the following groups of labor responsibilities of the National Police of Ukraine: 1) ещ provide the police щаашсук with work that meets the job descriptions and functional responsibilities of the relevant position; 2) ещ create appropriate service conditions necessary for the performance of functional duties; 3) to ensure proper rest of police officerі; 4) to provide timely financial support to police officerі and in the full extent; 5) to provide social protection for police officers; 6) to ensure the protection of the life and health of police officers, the life and health of family members, as well as their property.

Background: Suicide rates among police officers may be high because of strong occupational stressors. Aims: This study examined the suicide rate and suicide characteristics among police officers in the Federal Austrian Police Force. Methods: All suicides among policemen during the period 1996–2006 were analyzed retrospectively on the basis of personalized police record files from all Austrian police departments. Information on sex, age, marital status, children, region, method and place of suicide, suicide notes, position, and length of service was extracted from these files. The general Austrian population, adjusted for sex and age composition, served as the comparison group. Results: The suicide rate among male police officers was 30.2/100,000 (SD 11.0), which was comparable to the suicide rate in the adjusted general population (30.5/100,000; SD 2.9). The female police officer suicide rate was 1.8/100,000, while the corresponding suicide rate of the adjusted female general population was 12.5/100,000 (SD 1.7). Firearms were the most frequent suicide method (77.8%), and the incidence of suicide notes was 30.8%. Conclusions: Suicide rates among police officers seem comparable to those of the age-adjusted general population. Given the healthy-worker effect, these results still suggest an increased risk of suicide among police officers. These findings should stimulate further research on stressors and risk factors for suicide among officers and should also encourage departments to increase awareness regarding suicidal signs among officers.
