The relevance of this problem is determined by the immaturity of the theory of forming knowledge economy at the setting of corporate training, as well as by the specific peculiarities of organizing corporate training in a market economy. The transfer of Russian economy to the innovative model based on knowledge economy requires reconsideration of practically all patterns and methods of the knowledge economy formation both in corporations in general and in corporate training in particular. The purpose of the paper is to reveal the need in acquiring new professional knowledge in corporate training and to show the importance of improving managerial skills and personal traits that increase motivation to learning and forming the knowledge economy. The leading approach to this problem is the analytical method that studies the works of Russian and foreign researchers in the field of management in education. It includes stages from the identifying the subject matter of the category of "knowledge economy" to the features of forming "knowledge economy" in the setting of corporate training in corporations. This research is impossible without the use of such scientific methods as analysis and synthesis, as well as methods of system analysis that combines organizational, personal and technological components, expert evaluations, re-engineering business processes of training. It is due to the fact that the formation of knowledge economy is carried out through corporate training, which can be considered as a specific socio-economic phenomenon. These approaches allow considering the activity of large foreign and Russian production companies, which carry out corporate training, as a set of business and administrative relations. These relations emerge in the process of formation and development of the knowledge economy. Let us list the main results of this work. The first part of the work deals with the theoretical substantiation and the subject matter of the category of "knowledge economy". The second part shows the features of knowledge economy formation in corporate training. Materials of this paper can be useful for forming the knowledge economy for corporate training as a strategy of corporate training system in large production companies.

Subject. This article examines the business processes of treasury control in the course of authorizing budget expenditures of the subject of the Russian Federation. Objectives. The article aims to develop recommendations for improving the business processes of treasury execution of budget expenditures of the subject of the Russian Federation. Methods. For the study, we used the methods of formalization, analysis and synthesis, induction and deduction, comparison, observation, and other general scientific theoretical and empirical research methods. Results. The article identifies reserves for increasing the potential of treasury control of the financial body of the Russian Federation subject by modifying the functionality of the budget process automated information system. It offers recommendations to increase the number of transactions for which extensive documentary control is carried out, while reducing the labor costs for performing the same type of current operations. Conclusions and Relevance. The proposals to optimize treasury control are in line with the solution of common tasks for the development of modern technologies for budget execution based on digitalization and automation of budget procedures. The results obtained may be of practical interest to the financial authorities of the Russian Federation constituent entities (municipalities) that implement their budgets independently through the current budget account opened at the Federal Treasury.

The relevance of the subject matter of scientific research is determined by the importance of introducing innovative solutions in the activities of modern enterprises in various sectors of the economy in general and the need for a detailed study of various aspects of the impact of innovative mechanisms in ensuring the full functioning of the financial accounting systems of the enterprise in particular. In this context, the purpose of the study is to investigate the role and functions of innovative mechanisms in the financial accounting system of an enterprise, regardless of its field of activity, with an assessment of the effectiveness of the implementation of such innovative mechanisms and methods. The leading approach in this study is the method of system analysis, which allows performing a structured review of various aspects of the subject matter, in terms of identifying the main patterns of implementation of innovative solutions and mechanisms in the activities of the financial accounting system of the enterprise. The results of this study reflect the essence of the research performed and clearly demonstrate the sequence of development and subsequent implementation of innovative mechanisms in the activities of the relevant systems of modern enterprises; the final conclusions of this study are formulated based on the obtained results. The results and conclusions of this study are of significant practical value for specialists working in the financial accounting system of enterprises, regardless of their specific affiliation to certain areas of economic activity, in terms of providing a qualitative understanding of the need to introduce innovative mechanisms in the financial accounting structures of these enterprises, in order to reduce unjustified losses in the activities of these enterprises and increase the overall level of their economic efficiency in the current economic situation.

The purpose of the article is to study the specifics of creating, promoting products and ecology control of quality in the practice of domestic enterprises, as well as forming recommendations for improving the quality system of environmental management to improve product competitiveness in modern conditions. In the process of research, system analysis, economic analysis, ecology analysis and synthesis, statistical and analytical methods, generalization, systematization, structuring were used. It is revealed that the increasing competition, the diversity of the same goods in the same price segment directs enterprises to search for new ways to create additional competitive advantages aimed at winning customer loyalty. The current situation requires quality management at all stages of the promotion of food to the consumer – from the production of agricultural products, their processing, transportation and storage to the sale to the public. The article studied practical experience. Problems were identified, theoretical and methodological aspects of the subject of research were investigated, on the basis of which scientific, methodological and practical guidelines were developed for structuring the system of product quality ecology management, choosing directions for improving the management of enterprise competitiveness through improving product quality.

The paper considers features of personnel motivation within contemporary terms of shifting towards the innovation-driven economy. Innovations are sought-after in all spheres of human activities, yet to satisfy this acute demand proper arrangements are needed, and above all — to have the organizational staff to deeply understand the need of and take an interest in innovations. As the subject of research the paper considers innovations-oriented motivational strategy together with its tools and incentive methods. Modern theory of motivation is discussed in two aspects: as a function of HR management as a stimulus to the personnel innovative potential/ Revealed are specific features and structure of up-to-date effective motivational systems, theoretic proof is provided for building algorithms for such systems. Innovations-oriented motivational strategy is highlighted as a basic trend in the development of motivational systems. Thorough attention is given to considering current personnel motivation systems, which are aimed at revealing and enhancing innovative potential of workers; the author proposes a methodology on how to arrange personnel innovation-oriented training. Further specifics of corporate training are outlined and recommendations on how to improve efficiency of personnel appraisal. As the most promising in terms of staff innovation potential development, the author analyses such tools, as business-trainings, coaching, motivational business projects and business processes. The author’s findings allows to identify the leading trends in HR management development applicable in the context of developing innovation-driven economy in this country.

The subject of the research is the establishment and application of official awards at the municipal level of government, including award legislation and the practice of its application. The purpose of the article is to confirm or disprove the hypothesis of an existence of an award policy and system of awards for the municipal level of government in Russia. The methodological basis of the research is the general scientific dialectical method of cognition (such as methods of analysis and synthesis, abstraction and concretization, induction, deduction and analogy), as well as the method of monitoring of legal acts, historical and legal method, system analysis. The main results of the research. A comprehensive analysis of existing regulations and description the general contours of the award policy for the municipal level of government were made. The following classification of awards applicable to municipal authorities can be distinguished. By type of award: honorary titles, medals, distinctions and incentives, as well as grants and prizes. Depending on the subject that establishes the award: state, municipal or public awards; moreover, you should distinguish between awards established by a public legal entity (award of the Russian Federation, of the constituent entity of the Russian Federation, a municipality) or a separate public authority. Depending on the subject receiving the award (the awarding subject): awards that are established both for the municipality as a whole, and for individual officials or other employees of local self-government bodies; a separate category consists of awards provided for the territorial bodies or their representatives. Currently, there is no single document outlining the system of awards of the Russian Federation. Conclusions. Monitoring of normative legal acts of local self-government bodies has shown that it is quite rare to find documents that regulate the award policy of a municipality. There is practically no award policy for local government bodies or their officials, as well as awards for contributions to the development of local self-government.

This article offers a comprehensive view of most significant aspects of the subject matter of international law philosophy. The purpose is a framing the conceptual model of its subject matter and is to identify general themes of further discussion. The methodology of research conducted consists of the general scientific methods of analysis and synthesis, generalization and abstracting. The author has used the system principle and the historical principle. As results of given study are following: justifying the idea of international law as a main subject matter of respective philosophy; explicating the content of the notion “contemporary philosophy of international law”; demonstrating the differences between theory of international law and international law philosophy. The conclusions drawn are conceptual provisions that, firstly, international law philosophy is an independent legal science. Secondly, its vocation is to investigate not only philosophical foundations of international law but also philosophical foundations of international law doctrine. Thirdly, the contemporary international law philosophy must provide the dialog between versions of understanding of international law that are typical for various civilizations.

The article deals with the conceptual and pragmatic aspects of philological specialties students’ subject-matter competences formation technology adoption in the process of humanitarian disciplines studying. The aim of the article is to introduce the technology of philological specialties students’ subject-matter competences formation, corresponding to it didactic conditions. The technology consists of six stages (the stage of goal-setting and immersion, the stage of philological specialties students’ subject-matter competences successful formation motivational ensuring, the stage of educational information rationalization and didactic facilitation, the operational stage, the stage of promoting reflexive actions and the stage of determining correlations between the expected and the consequences of subject-matter formation, the self-presentation of the achieved. The varieties of educational activity, which were realized in six stages of the subject-matter competences formation technology based on parallel-concentric allocation, are presented.The research was conducted by applying the following methods: theoretical: analysis and synthesis of scientific, popular scientific, methodical and educational literature on the problems of higher school didactics and intensification of students’ training to research the specific use of competency approach as didactic paradigm; empirical: poll (questionnaire, interview) of students and faculty of humanities departments, monitoring the manifestation of the dynamics of students’ learning process ranking to identify best forms of educational work for the aim of solving research problems based on competence approach.It is determined that the main result of the development and adoption of philological specialties students’ subject-matter competences formation technology in the process of humanitarian disciplines studying is the increase of students' subject-matter competence formation level, provided that the technology and its corresponding didactic conditions are implemented in the educational process.

In the article, the managerial culture is considered as the main component of the evaluation of the effectiveness of the contemporary teacher, who meets the requirements of training a competitive specialist. The emphasis is made on managerial training of a teacher, who is able and willing to organize a productive educational process. The content of organizational and managerial skills is influenced by psychological characteristics of the coordinator of an activity, such as enhanced responsibility for the effectiveness of professional work, subjects of professional interaction; creative approach to organization and management in solving professional problems; and specificities of communication in the course of solving organizational and managerial problems. It is an indisputable fact that organizational and managerial activities are a substructural component of the integral professional activity of the subject of labor. It involves the presence of formed motives, knowledge, skills, personal and behavioral qualities that enable the manager to effectively organize the process of a particular type of professional activity. This understanding of organizational and managerial activities allows concluding that the readiness of the subject of labor for this activity is closely related to the training system of professionals at high school. The above allows concluding that managerial culture for the education manager is a criterion of efficiency of his organizational and managerial activities, which is essentially identical to professional activity, while the development of this parameter is most effective during the study period at the university.

Abstract In the course of the past sixty years of the Polish Committee for the Theory of Machines and Mechanisms (PC TMM) 24 scientific and didactic conferences have been held. The subject matter of these conferences, generally organized every other year, comprised problems of the classification, analysis and synthesis of mechanisms, the dynamics of machine systems, investigations concerning self-excited vibrations, the stability of the systems, the control of machines and biomechanics. The numbers of submitted papers as well as the number of participants substantiate the need of organizing such conferences, their importance and the activity of the Polish Committee of TMM for the purpose of creating a platform for the presentation and discussion of new research methods in the domain of mechanisms, machines, biomechanics and mechatronics.
