This article provides an introduction to fundamental issues in the development of new knowledge-based economies. After placing their emergence in historical perspective and proposing a theoretical framework that distinguishes knowledge from information, the authors characterise the specific nature of such economies. They go on to deal with some of the major issues concerning the new skills and abilities required for integration into the knowledge-based economy; the new geography that is taking shape (where physical distance ceases to be such an influential constraint); the conditions governing access to both information and knowledge, not least for developing countries; the uneven development of scientific, technological (including organisational) knowledge across different sectors of activity; problems concerning intellectual property rights and the privatisation of knowledge; and the issues of trust, memory and the fragmentation of knowledge.

This paper examines the significance of the technology incubator in Brazil's transition from an industrial to a knowledge-based economy. The author examines how incubators can contribute to technology development and enterprise creation, stressing their ability to provide a two-way flow of information between higher education institutions and the private sector, breaking down the mutual distrust that has often hindered the successful exploitation of R&D in the past. The author discusses both the learning needs of companies and the ways in which universities need to change to adapt to the demands of the new knowledge society, placing this analysis in the context of how incubators can be organized to function efficiently. In illustration, she provides the working example of the Biominas Incubator in the state of Minas Gerais.

In modern information and IT society, creativity is elevated to a pedestal as a condition for market success, but also survival. In other words, in post-industrial production, or the entire economy, and certainly media companies, which of course operate according to market principles and are based on information, creativity is the most wanted commodity. In the modern knowledge society, there has been a strong affirmation of the phenomenon of cultural, that is, creative industries that have great importance for the economic, social, political and general development of society. At the same time, changes in the economic, technological and cultural spheres have strongly influenced changes in the media, as an important creative industry. This means that media products (information, videos, pics) and the media are industry, not only because of the rating criteria which dictate the direction of business but also because it is about mass production and consumers. Creativity is an important strategic resource for increasing competitiveness in a knowledge-based economy. However, media policy does not encourage the systematic promotion of creativity. Consumerist entertainment industry suppresses and marginalizes authentic, creative cultural practices, replacing them with pseudo-cultural contests. The integration of theoretical knowledge and education into the Serbian media sphere is practically at the zero points with recurrences that seriously undermine the overall development, application of knowledge, modern technological achievements, and the affirmation of democracy and freedom as the basic precondition for the overall prosperity of society.

The processes of economic globalization and accelerating technological change have led to changes in economic and social life at a global level. New technologies, such as the TICs, systems of artificial intelligence, scanning, connectivity, nanotechnology, and biotechnology, among others, have transformed the national productive structures and human capital that require technologies disruptive today. In this context, education has become the main element of the knowledge society and training of human capital that demands a knowledge-based economy. The objective of the chapter is to analyze the relationship between human capital formations in the construction of a society of knowledge in Mexico. The structure is organized in three sections: 1) an analysis of the knowledge society, 2) the formation of human capital and the institutions of higher education in the knowledge society, and 3) human capital formation and its relationship in the construction of a society of knowledge in Mexico.

Digital technology, artificial intelligence, the internet of things, and innovative technology applications are gradually transforming businesses and governments in emerging markets making them more competitive and offering opportunities for economic growth and prosperity. This chapter demonstrates Egypt's potential to enable a knowledge society through the deployment of emerging technology tools and applications across different sectors of the society. The chapter analyzes the critical success factors that are necessary for the realization of a digitally driven society where information is seamlessly exchanged for the optimal utilization of resources for decision-making purposes at the government, public, and private sector levels. The chapter highlights the need for the formulation of a nation-wide entrepreneurial ecosystem that promotes a tech-startup culture that can effectively contribute to transforming the society by enabling inclusion, universal access to the internet, more diversified educational opportunities and a comprehensive and conducive environment to development.

Malaysia and Indonesia see themselves as being on the way of developing into knowledge societies. Indonesia’s political leadership only vaguely circumscribes the characteristics of this new stage of development. Malaysia’s political elite has, however, developed a vision when and how to reach the stage of a fully developed industrialised nation with a knowledge-based economy. This paper outlines the basic features of a knowledge society and analyses some of the social and cultural preconditions as well as consequences in reaching the stage of a knowledge society. It finally attempts to answer the question, how far Malaysia and Indonesia have advanced towards the stage of a knowledge society in comparison to other European and Asian countries.

The transfer of knowledge is an important task of contemporary organisations. In the knowledge-based economy, more and more organisations have increasingly recognised and encouraged the value of knowledge transfer. However, there is sometimes a tendency to horde knowledge, perhaps through fear of losing power or through uncertainty over job security. In this paper, we consider the motivators of knowledge transfer based on an empirical study carried out in part of a UK multinational, IBM Laboratories, in which the atmosphere appeared conducive to knowledge sharing, and knowledge transfer appeared voluntary and spontaneous. The paper questions why members of an organisation like IBM might be enthusiastic about the transfer of knowledge among themselves. The paper investigates the motivating factors that encourage the transfer of knowledge. A number of motivators underlying knowledge transfer are identified.

The ability to manage knowledge becomes an increasingly important strategic activity in today's so-called. knowledge economy. To prioritize the preservation and improvement of intellectual capital, creating and disseminating knowledge within a modern organization, is becoming an increasingly decisive factor in achieving and maintaining its competitive advantage. The only viable advantage of a modern organization comes from what the company knows and how effectively is used what it knows and how quickly it acquires and uses new knowledge. There is a positive relationship between the intellectual capital and the performance of an organization. Intellectual capital is in correlation with the organization's future performance, and the growth rate of intellectual capital is in a positive relationship with the organization's performance, while the contribution of intellectual capital to improving the organization's performance varies, and is the result of strategic management of the organization itself. In this context, only the learning organization, which is constantly looking for new, innovated and / or enhanced knowledge in the field of activity, has the conditions, chances and opportunities to move forward in the real world. In the modern world, the world of a knowledge-based economy, a competitive advantage that is sustainable on the narrow paths, can only be achieved if the organization takes a lasting commitment to learn, invest in people and their intellectual potential, to support the need of people to continuously explore, learn and accept new, more complete and applicable knowledge. Regarding this, investing in the intellectual capital in the short term may be a significant cost to the organization, but in the long run, any investment in the development of intellectual capital - new knowledge - both scientific, general theoretical, and practically applicable will have a multiplier positive effect on the future business of the organization. The experience of organizations from the world of work has unambiguously confirmed this. Namely, companies that base their business on exactly human cognitive and scientific potentials have the advantage, that is, the world's leading companies are in terms of profit. First of all, these are companies in the field of low-tech technologies, and they are not quite necessary because they are notorious. But, from the experience of such organizations, they can and / or have to learn all the organizations they intend to succeed in a modern, very turbulent business environment. This is especially important for those organizations that intend to be leaders in an area or branch of business. Today, leadership is not realized solely on the basis of the number of pieces produced by a product or on the basis of the number of transactions with the environment, on the contrary, the leader is the organization of work that is imposed as an organization where the intellectual, and parallel with it, also the human capital prevails. Because, it is known, also in practice, that only when people feel in a certain organization friendly, only then do they give their maximum contribution. Only in conditions of complete freedom, some seemingly lucid ideas become "full of hits" in realizing and meeting the needs of the market and people who market it.


The article determines a significant importance of knowledge management as a key technology for the development of an enterprise in an innovative knowledge-based economy. The main features of the enterprise development as an open dynamic system are systematized and characteristics of the knowledge economy and innovative economy are determined. Following the above characteristics it is proved that the formation of an innovative economy is impossible without new knowledge and its commercialization, and the basis of the knowledge economy are innovations in various fields of activity. The given types of economies should be further considered not as separate concepts, but as integral components of the innovative knowledge-based economy. The theoretical approaches to the definition of the essence of knowledge management at the enterprise are systematized and their interrelation with the innovation process and innovative development is shown through the creation of new knowledge, increasing the efficiency of innovation development and the formation of innovative abilities of the innovatively active employees. The goals, tasks, functions, principles, stages, methods and methods of knowledge management in innovative knowledge-based economy are considered. The typology of contradictions in the innovative activity of the enterprise is given; the essence of economic, information, technological, organizational, psychological, structural and social contradictions is revealed. Technologies of knowledge management that contribute to eliminating contradictions and innovative development of the enterprise are defined. It is substantiated that different types of contradictions in the innovative activity of an enterprise can be eliminated by means of knowledge management technologies, which, as a result, causes qualitative changes at the enterprise. As the key signs of development are qualitative changes and elimination of contradictions, the use of knowledge management in the conditions of an innovative knowledge-based economy will contribute to the development of the enterprise.

Developing countries in Asia are in the process of transitioning from a production economy to a knowledge-based economy. Various new knowledge and information communications technology mega-projects are being designed and executed at the international, national, state and industry levels to sustain competitiveness. The structures and processes by which these so-called “knowledge super corridors” are developed and implemented are complex economic-social-political decisions. The author develops an enhanced framework from critical theory, whereby the critical practice lens provides an iterative reflexive process, firstly by developing knowledge for understanding from structuration theory. Secondly, the author provides a critique of underpinning assumptions and presumptions whereby the constraining conditions of the status quo and emancipation become knowable and explicit, that is, knowledge for evaluation. Thirdly, the knowledge for action generated will enable the decision makers to re-create, re-define, re-design, re-imagine, re-invent and re-vision pragmatic, doable and implementable programs to transform a developing country into a k-economy. The author illustrates the value of the enhanced model using two case studies concerned with formulating and implementing a k-economy blueprint and developing a knowledge portal in emerging k-economies in Southeast Asia.

Turbulent environment, crisis, globalization, rapid technical and technological progress, constant changes require new creative ideas from SME, new knowledge and constant innovation. SME should learn to live with constant changes. Knowledge is the driving force of any innovative venture.Isak Adizes points out: "On one occasion, I asked Ferdinand Porsche (the son of a founder of a car company) if he had two choices ahead of you: to lose all your people or to lose all your machines from which to give up before? He answered the machine! Why? What is easier to replace machines or people? Well machines of course. People have become the most valuable assets of SME because they have knowledge .. The recovery, development and competitiveness of SME depends on the ability and speed of using new knowledge and technologies (innovation capabilities). According to the European Commission, the creation, use and commercialization of new knowledge and technologies are essential for achieving competitiveness. The knowledge base encourages the development of innovations. Innovations as the most important source of change occupy a central place in the knowledge economy. Innovative SME are those who have implemented a one innovation. According to the OECD, a knowledge-based economy is an economy based on the creation, use and dissemination of knowledge and information. The innovative SME are the driving force for knowledge-based economy, they are the most efficient, most dynamic and flexible part of the economy and contribute to increasing the overall competitiveness of the Serbian economy. The paper presents the concept of innovative SME, development conditions and limitations. The importance that innovative SME have for the development of the SME sector in Serbia, as well as the creation of a competitive economy. The importance of the knowledge and innovation relation in innovative SME is also shown, as a key factor in the change and development of the economy as a whole.We given guidelines for improvement and further development of innovative SME in Serbia.
