In recent discussions of the German problem there seems to be a growing superficiality and confusion that is greatly to be deplored. Sensational articles, and even books, on the subject are having a deep influence on American and British opinion. We badly need more informed discussions of basic parts of the German problem if we are to avoid serious mistakes in the postwar world. Although definitive answers cannot always be given in the political field, it is nevertheless incumbent upon everyone who has studied, both in the ivory tower and in the field, to offer as much light and leading within the spheres of his competence as time and strength will permit.At this time, I think it is important to call attention to an aspect of the German problem which must not be overlooked after the war either by the occupying powers or by the German people. Since it is primarily a long-run problem, and not merely a problem of occupation, the German people will have to solve it in the final analysis. Furthermore, since I do not belong to the school of gloomy haters who envisage an indefinite oppression and control of the German people, I prefer to base a program of governmental and political regeneration for Germany on the assumption that the tragic and bitter experience of the Germans under Hitler will lead to a revival of those features of civilized, democratic society which are so essential to the proper functioning of both national and international government.

O artigo se propõe elaborar uma exegese do livro O Aberto: o Homem e o Animal, de Giorgio Agamben, de maneira a expor o argumento central da obra bem como situar o autor na Filosofia Política contemporânea. Para Agamben, o aberto não se situa unicamente numa analítica fenomenológico-existencial do ser: politicamente, o lugar privilegiado de movimentação desse conceito situa-se especificamente na biofilosofia dos graus do orgânico. A definição desses graus torna-se cada vez mais imprecisa à medida em que se propõe distinguir o limite entre o que é o animal e o que é o humano. A inovação de Agamben na abordagem dessa questão, portanto, está no modo como ele politiza o tema do aberto e o situa numa zona estratégica entre a zoologia e as políticas do homem. A entificação do tema, o aberto, não é para o autor um índice de conspurcação cientificista; é, antes, um índice de incessante politização, isto é, realocação conceitual, modulação disciplinar e institucionalização jurídica. Agamben não quer apenas uma ciência da política, mas também uma política da ciência, entendendo a ciência como lugar soberano de mobilização, manipulação e controle dos corpos. Numa palavra, a ciência, especificamente, a biofilosofia e as ciências do homem, são legisladoras da decisão pública acerca do que é homem. E quem decide o que é o homem, decide ex ante, qual política e qual moral deve dispor sobre a ordem pública.Abstract: This paper aims to do an exegesis of Giorgio Agamben´s book The Open: the Man and the Animal, in order to expose its central point as well as to contextualize the author in Contemporary Political Philosophy. According to Agamben the open is not situated only in a phenomenological-existential analytics of being: politically the privileged place of that concept is specifically on the biophilosophy of organic grades. The definition of those grades becomes more and more imprecise as long as it aims to distinguish the limit between the man and the animal. The innovation of Agamben is the way how he politizes the subject of open and places it on a strategic zone between the zoology and the politics of man. Agamen does not want only a science of the political, but alson a politics of science by understanding the science as a sovereign place of mobilization, manipulation, and control of bodies. In a word, the science, especially the biophilosophy and the human sciences, are legislators of public decision about what man is. And who decides what the man is, do it ex ante which politics and which moral should rule over the public order. Keywords: Agamben, mankind, animal, biophilosophy.

The subject of this research is the state as a biopolitical project founded on the principle of government intervention in life of the population. Leaning on the ideas and theoretical intentions of the “archeology of power”, economic and political anthropology, the author examines the genesis of the state from biopolitical perspective, proceeding from the hypothesis of the initial animalization of human presence pursuant to state power, which at breaking point, turns into biopolitical death machine, or thanatopolitics. In view of this, the author reveals the role of ancient state formations as the agents of forced “domestication” of the members of agricultural and cattle-raising societies based on the concentration of human resources and coercive labor as state-forming “technologies”, which allow producing surpluses appropriated by the power elites. The idea of pastoralist power, which emerged along with the first states, identifies subjects to a herd under wardship, treating them as a form of wealth similar to livestock. The main conclusion lies in explication of the biopolitical matrix of state administration, which identifies the subjects of the state with livestock, and the state territory with enclosed pasture. This leads to the parallels between cattle-raising and control over population, which paradigmatically determines the political modus operandi of state power that is implicit in the trajectory of its evolution up to the present day. At the threshold of “evolution” of such administrative paradigm emerge the modern radical topoi of the antihuman – the concentration camps (labor camps and death camps) organized by the model of cattle pens and slaughterhouses.

AbstractThe concept of desecuritisation – the move of an issue out of the sphere of security – has been the subject of heated international political theory debate and adopted in case studies across a range of sectors and settings. What unites the political theory and the applied literature is a concern with the normative-political potential of desecuritisation. This article documents the political status and content of desecuritisation through four readings: one which shows how desecuritisation is a Derridarian supplement to the political concept of securitisation; one which traces the understanding of the public sphere's ability to rework the friend-enemy distinction; one which emphasises the role of choice, responsibility, and decisions; and one which uncovers the significance of the historical context of Cold War détente. The last part of the article provides a reading of the varied use of desecuritisation in applied analysis and shows how these can be seen as falling into four forms of desecuritisation. Each of the latter identifies a distinct ontological position as well as a set of more specific political and normative questions.

Abstract The goals of this analysis are (i) to offer elements of reflection to the actors who design and implement public policies; (ii) to keep the debate on outcomes evaluation alight; (iii) to contribute toward integrating the debate on evaluation to the complexity of actions in the public sector. This theoretical essay researched works published on the subject from 1979 to 2019. The investigation of the approaches offered by the selected authors allowed identifying variables that are relevant to the analysis of public policies. The variables are expressed in the influences of institutional trajectories, actors, and organizational context. The analysis brings the following concluions: (i) the link between institutionality and the capacity to conduct results evaluations in public policies deserves attention in future studies; (ii) the debate on the topic can be strengthened by analyses that consider not only the decisions adopted, but also the rules, norms and strategies that define the political-institutional scene in which public policies are implemented.

The claim is often made that criminal justice policy reflects, partially or more fully, the public will. Although criminologists have devoted much attention to the sources of citizen attitudes, a potentially important source of crime ideology has been neglected: inter-generational transmission. Informed by the political socialization literature, the present study examines the role of parents in socializing offspring to embrace views toward crime and control. Based on a sample of 152 parent-child pairs, parents were found to be more influential in determining their offspring's conservative as opposed to liberal crime ideology. Possible explanations and policy implications of this finding are explored.

An analytical study on the quality of the political participation of the people of Paser Regency seen from the perspective of gender. This paper is to see how the quality of women's group participation in the public sphere in Paser Regency in this case is participation in the political field. The method used in this paper is descriptive with a qualitative approach, namely the data source in the form of interviews or observations in the field. Based on the findings, the decline in the quality of women's political participation in Paser Regency is related to the cultural perspective of the community in seeing the role of women. In addition, there is a tendency in women to show a lack of motivation and competence.

Background: Chikungunya is a vector-borne disease, mostly present in tropical and subtropical regions. The virus is spread by Ae. aegypti and Ae. albopictus mosquitos and symptoms include high fever to severe joint pain. Dhaka, Bangladesh, suffered an outbreak of chikungunya in 2017 lasting from April to September. With the goal of reducing cases, social media was at the forefront during this outbreak and educated the public about symptoms, prevention, and control of the virus. Popular web-based sources such as the top dailies in Bangladesh, local news outlets, and Facebook spread awareness of the outbreak. Objective: This study sought to investigate the role of social and mainstream media during the chikungunya epidemic. The study objective was to determine if social media can improve awareness of and practice associated with reducing cases of chikungunya. Methods: We collected chikungunya-related information circulated from the top nine television channels in Dhaka, Bangladesh, airing from 1st April–20th August 2017. All the news published in the top six dailies in Bangladesh were also compiled. The 50 most viewed chikungunya-related Bengali videos were manually coded and analyzed. Other social media outlets, such as Facebook, were also analyzed to determine the number of chikungunya-related posts and responses to these posts. Results: Our study showed that media outlets were associated with reducing cases of chikungunya, indicating that media has the potential to impact future outbreaks of these alpha viruses. Each media outlet (e.g., web, television) had an impact on the human response to an individual’s healthcare during this outbreak. Conclusions: To prevent future outbreaks of chikungunya, media outlets and social media can be used to educate the public regarding prevention strategies such as encouraging safe travel, removing stagnant water sources, and assisting with tracking cases globally to determine where future outbreaks may occur.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

AbstractFiscal equivalence in the public administration of justice requires local police and courts to be financed exclusively by the populations that benefit from their services. Within a polycentric framework, broad based taxation to achieve fiscal equivalence is a desirable principle of public finance because it conceptually allows for the provision of justice to be determined by constituent’s preferences, and increases the political accountability of service providers to constituents. However, the overproduction of justice services can readily occur when the benefits of the justice system are not enjoyed equally. Paradoxically, the same properties that make fiscal equivalence desirable by imposing restraint and control between constituents and local government also create internal pressures for agents of the state to engage in predatory, revenue-generating behavior.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.
