The availability of social facilities in a region needs to be adjusted to the standard needs of regional public facilities to serve the needs of the population. Evaluation of the availability and needs of social facilities is important to support regional development. Besides that, social facilities can be an emergency infrastructure facility when disaster strikes. The existence of schools, health facilities, means of worship, a building or meeting hall becomes very important when a disaster occurs and requires rapid, appropriate, and emergency evacuation. The preparation of public infrastructure for emergency response service is one of the quick response of evacuation and anticipation of disaster victims. The results of this study are the analysis of the social facilities availability and social facilities needs as a means of public infrastructure in Banjarnegara Regency based on Indonesian National Standard. By using the analysis of serviceability, it can be evaluated the availability and needs of social facilities based on the region and can be included in regional development planning.

Humans are highly social beings with great desire for social belonging and interpersonal exchange in their life. Public space has become a cornerstone of public growth consisting economic, social, entertainment, and political enterprise. Therefore, the continuation of public interaction become very dependent on both public space existence and growth.  The inadequacy of public space in Setiabudi has provoked the community to create public spaces in their residential roads to socialize and do various activities. Nonetheless, using roads as public infrastructure for daily activities and socializing may resulted in inconvenience and hazardous situation. In addition, most inhabitants in Setiabudi are migrants with the incentive to work and settle which resulted in social discrepancy. If this problem is not anticipated immediately, social and environmental degradation may arise. From these issues, we can conclude that Setiabudi need some facilities to fulfill the social needs of inhabitants and migrants secondary needs to work and settle. The research method conducted is through literature studies, precedent studies. In addition, direct observation techniques were also carried out namely interviews and observations to several settlements, social and public facilities. Therefore, facilities such as flexible space, gym, kid’s play area, bar, and recreational space for food court and co-working space are essential. Along with the oasis-maker concept, Setiabudi Wellness and Recreation Facility undertake inclusivity of human, neutrality, and playfulness. AbstrakManusia sebagai makhluk sosial selalu membutuhkan interaksi sosial dengan sesamanya dalam daur hidupnya. Ruang publik telah menjadi latar bagi perkembangan kehidupan publik, baik dalam kegiatan ekonomi, sosial, hiburan, hingga politik. Berlangsungnya kehidupan publik dengan interaksi sosial menjadi salah satu faktor yang sangat bergantung pada keberadaan dan perkembangan ruang publik. Minimnya ruang publik di kawasan Setiabudi mengakibatkan masyarakat menciptakan ruang publik di jalan lingkungan permukimannya sebagai tempat untuk bersosialisasi dan beraktivitas. Kegiatan-kegiatan yang menggunakan jalan sebagai media beraktivitas dan bersosialiasi sehari-hari cenderung mengganggu serta berbahaya bagi warga. Selain itu, sebagian penghuni di kawasan Setiabudi merupakan pendatang dari luar kawasan tersebut yang ingin bekerja dan bermukim sehingga menyebabkan kesenggangan sosial antara pendatang dan penduduk Setiabudi. Tujuan proyek adalah mengurangi degradasi sosial dan lingkungan antara pendatang dan penghuni Setiabudi. Dari isu-isu  tersebut, dapat disimpulkan bahwa kawasan Setiabudi membutuhkan fasilitas-fasilitas untuk melengkapi kebutuhan sosial harian penduduk dan kebutuhan sekunder pendatang yang bekerja sekaligus bermukim di kawasan Setiabudi. Metode penelitian yang digunakan adalah melalui studi literatur, studi preseden. Selain itu, dilakukan juga teknik pengamatan langsung yaitu wawancara dan dan observasi ke beberapa permukiman, fasilitas sosial dan umum. Oleh karena itu, mereka membutuhkan fasilitas seperti flexible space (ruang serbaguna), gym, kid’s play area, bar dan ruang rekreasi dengan fasilitas pendukung seperti food court dan co-working space. Fasilitas Kebugaran dan Rekreasi ini memiliki konsep oasis-maker yang mengutamakan inklusivitas antar sesama manusia serta bersifat netral dan memiliki kesan playful.

Abstract The development concepts fail to correlate the social issues and overall, the ecological issues with a long-term country project. The ethical political reflection around development patterns is therefore a decisive reflection. The aim is to dialogue about regional development from the standpoint of categories of socio-environmental ethics. It is exploratory research which is supported empirically in documental analysis of two cases of the regionalization process of the state of Santa Catarina (Brazil). It concludes that recognizing legitimate moral limits to the use of landscapes and living beings would be an important step in development planning, which requires a territorial reading. This is ignored by exclusively technical discourses and ecological common sense.

In the event of natural disasters such as earthquakes, tsunamis, landslides, floods and droughts, water occupies a key role in disaster relief. The presence of water is important for drinking, cooking and support the refugee areas of environmental sanitation and avoiding disaster victims of diseases waterborn disease. Water problem in disaster conditions may occur partly as a result: the disturbance of water sources because change of water quality, to become turbid or salty, the destruction of a piping system, treatment plant damage, disruption of distribution systems, or the scarcity of water in evacuation areas. Introduction of water quality becomes important to determine which process technology will be used and saved investments in emergency conditions. Priority handling of clean water usually comes first in the refugee areas with communal system, because the need of water for bathing, washing and toilet is big enough, while for a drink in the early events during disaster dominated by bottled water, but for their long-term, they have to boil water. For remote areas and difficult to reach individuals who usually use  system more simple and easily operated. Water Supply Technology for emergency response has the characteristic 1). Able to operate with all sorts of water conditions (flexible adaptable), 2). Can be operated easily, 3). Does not require much maintenance, 4). Little use of chemicals, and 5). Deveiopment planning in India, as in other developing countries, has generally been aimed at fostering an industrially-oriented policy as the engine of economic growth. This one-sided economic development, which results in capital formation, creation of urban elites, and underprivileged social classes of a modern society, has led to distortions in the social structure as a whole. On the contrary, as a result of this uneven economic development, which is narrowly measured in terms of economic growth and capital formation, the fruits of development have gone to the people according to their economic power and position in the social structure: those occupying higher positions benefiting much more than those occupying the lower ones. Thus, development planning has tended to increase inequalities and has sharpened divisive tendencies. Victor S. D'Souza, an eminent Indian sociologist, utilizing the Indian census data of 1961, 1971, and 1981, examines the problem of structural inequality with particular reference to the Indian Scheduled Castes and Scheduled Tribes - the two most underprivileged sections of the present Indian society which, according to the census of 1981, comprised 15.75 percent and 7.76 percent of India's population respectively. Theoretically, he takes the concept of development in a broad sense as related to the self-fulfIlment of the individual. The transformation of the unjust social structure, the levelling down of glaring economic and social inequalities, and the concern for the development of the underprivileged are for the author the basic elements of a planned development. This is the theoretical perspective of the first chapter, "Development Planning and Social Transformation".

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.
