Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. In this research analyzed some verses pertaining to the word bunayya, which is defined as an addressing term for a child that is full of affection. In Islam, educating a child is very important; therefore, parents are obligated to educate and direct their children to the right path. The research adopted descriptive method with qualitative approach. The technique use for data collection was literature study. In this research, the researcher is the main instrument. Based on the findings, it can be inferred that affection is the primary foundation in education. As the education given is laid on the basis of affection, no matter how hard the commands, prohibitions, and even reprimands are, a child will more easily accept them because they are given by the father with full of affection. Subsequently, the implication of the findings for the teaching and learning of Islamic education in schools is that in the inculcation of the values of affection, an educator should educate and teach knowledge to his or her students with full of affection.

The development of technology, communication, and information has had a major impact and has also changed people's perceptions of public services. People want public services that are fast, transparent, accountable, and accessible. Digital transformation is an effort made by the government to meet people's expectations for public services. The Ministry of Finance is one of the institutions that has been able to implement digital transformation programs in the public sector. The digital transformation program carried out allows the Ministry of Finance to quickly adapt to new habits at work during the Covid-19 pandemic to maintain the continuity of the organization's tasks. This study aims to determine the various factors that support the implementation of the digital transformation program at the Ministry of Finance. The study used a descriptive method with a qualitative approach. The data was obtained through a literature study by examining various literatures related to the Ministry of Finance's digital transformation program. The results of the study show that the digital transformation program at the Ministry of Finance is strongly supported by the commitment and full support of the leader, resources (infrastructure, system, human resources, and regulations), and employee engagement.

Abstract This article aims to describe the performance form of Talempong Unggan at the circumcision event in Sumpur Kudus District, Sijunjung Regency. This type of research was qualitative which used descriptive method. The main instrument in this study was the researcher and assisted with supporting instruments such as stationery and cameras. Data collection techniques were carried out by doing observation, literature study and interviews. Steps of data analysis were taken to collect data, analyze data, describe data and make conclusions. The result shows that the performance of Talempong Unggan in the circumcision event contains two forms, namely the first in the form of procession on the road and the second in the form of sitting with cross-legged in front of the house / on the porch of the house. In the procession of Talempong Pacik in circumcision event, Unggan functions as accompaniment music from Bako family to accompnay children to be circumcised. The performance of Talempong Unggan which is played in front of the house in circumcision functions as entertainment music and waits for children who will be circumcised. Keywords: presentation form, Talempong Unggan, circumcision event

The current era of modernization has entered every line of human life, including the medical world. However, not all people can reach medical treatment even though the government has provided health service facilities. In line with this, traditional alternative medicine such as massage is still popular to cure ailments among the public. The author tries to raise the reasons why people prefer traditional medicine over medical treatment. This study used qualitative ethnographic methods with data collection techniques that are interviews and observations. The result of the research serves as documentation of cultural features in the health sector that is still developing in society. As an analytical technique, the author used James C. Young's health anthropology perspective. The data analyses used are data collection, data reduction, and data presentation in descriptions. This research showed that people prefer massage as a healing method for many reasons, such as having more affordable prices, being unprepared for the risk of medical treatment, feeling disappointment with medical treatment that does not work, and trusting in personalistic illness

This study aims to describe the presentation form of Gontong-gontong at wedding parties. This research belongs to a qualitative research using descriptive method. The main instrument in this research was the researcher itself and was assisted by supporting instruments such as writing tools and cameras. The data were collected through observation, literature study, interview, and documentation. The data analysis was conducted by collecting the data, describing the data, and concluding the data. The results show that Gontong-Gontong is an art which is recognized by the community and is considered as an important element due to the fact that it was inherited by previous ancestors. Gontong-Gontong also provides entertainment for the community although Gontong-Gontong is only a media for Arak-Arakan at weddings. The presentation ofGontong-Gontong is carried out in the form of a band wagon at weddings. Gontong-Gontong is a medium for conveying messages to the public about the existence of a marker or event. The presentation of Gontong-Gontong can be found at wedding parties of Manjalang Mintuo procession.Key words: Form, Presentation, Gontong-Gontong, Weddings.

This study aims to reveal and describe the choreography of a dance called Tari Piring Diateh Karambie in Kanagarian Payo, Tanah Garam Village, Lubuk Sikarah District, Solok City. This research is a qualitative research using descriptive method. The main instrument of this research was the researcher itself and was assisted by supporting instruments such as writing instruments and voice recorders. This research used primary and secondary data. The data were through literature study, observation, interviews, and documentation. The data analysis was conducted by collecting the data, reducing the data, presentation the data, and making conclusions. The results show that Tari Piring Diateh Karambie a is a traditional dance using a choreographic approach, and it is cultivated by raising the life of nature and the people of Nagari Payo. This dance has been around since 1995. Tari Piring Diateh Karambie uses elements of dance composition consisting of: 7 types of movement, simple floor pattern, top design, music, dramatic design, dynamic, theme, composition, group, and equipment. The movement of Tari Piring Diateh Karambie comes from a combination of Nagari Payo and Simawang. The movements and floor patterns used by dancers have fulfilled the elements of the dance composition. There is also music to accompany the dance movement so that it makes the dance alive as well as it complements the dance. The equipment used also gives the nuance to the dance so that it is not monotonous. Sastra telah berkembang menjadi media yang memiliki pengaruh terhadap masyarakat. Salah satu karya sastra yaitu novel Sirkus Pohon hadir di tengah penikmat sastra dengan berbagai bentuk refleksi atau cerminan sosial masyarakat Indonesia. Novel ini sarat dengan muatan nilai-nilai yang berguna bagi masyarakat luas. Penelitian ini bertujuan untuk menganalisis nilai-nilai yang terkandung di dalam novel dengan harapan dapat memberikan pembelajaran bersama. Penelitian ini merupakan penelitian deskriptif kualitatif dengan metode pengumpulan data berupa dokumentasi, observasi, dan studi pustaka. Hasil penelitian ini menunjukan bahwa novel Sirkus Pohon karya Andrea Hirata memiliki muatan nilai-nilai sosial yang patut dipahami sebagai sebuah pembelajaran bersama. Penggambaran beberapa potret Indonesia seperti kemiskinan, kebodohan, kritik terhadap pemerintah, prestasi dan pendidikan yang tak berguna, dan politik yang kejam adalah cerminan kondisi masyarakat kini yang pantas dijadikan sebagai bahan pembelajaran. Literature has developed into a media that has an influence on society. One of the literary works, namely the Sirkus Pohon novel, is present in the middle of literary connoisseurs with various forms of reflection or social reflection of the Indonesian people. This novel is full of contents that are useful for the wider community. This study aims to analyze the values contained in the novel in hopes of providing shared learning. This research is a descriptive qualitative study with data collection methods in the form of documentation, observation, and literature. The results of this study indicate that the Sirkus Pohon novel by Andrea Hirata has a content of social values that should be understood as a shared learning. The portrayal of several Indonesian portraits such as poverty, ignorance, criticism of the government, useless achievements and education, and cruel politics is a reflection of the present condition of society that is worthy of being used as learning material.

AbstractThis article aims to describe the effect of discussionmethod in improvingdancearts learning motivationat class VIII I in UPT SMP N 2 X Koto. This type of research was a qualitative study with using descriptive method. The main instrument in this study was the researcher. It was assisted by supporting instruments such as stationery and camera. Tehniques ofdata collection in this research were done by doing observation, interview and literature study. The steps in analyzing data were collecting, selecting, presenting and testing data, then thedata were interpreted and concluded. The results show that the discussion method can effect students' motivation in learning cultural arts (dance). The improvement of student motivation can be seen from the number of students who are active in the learning process. Indicators that can be referenced to state the effect of the discussion method on students' motivation in learning dance in SMP N 2 X Koto is that there is a change in energy from being soft or less responsive and not really improving to being reactive and there has been seriousness in learning.Keywords: Effect, Discussion Method,motivation of dance learning

This study is intended to explore the public perception, especially visitors of a city park to express their aspirations. Data collection techniques that was employed in this research are observation, questionnaire and interview and literature study. The results showed that the general public perception of the city park in the city of Bandung is quite good, but other respondents have opposite perception. They perceive that the management of city parks are not well maintained, less clean and incomplete in infrastructures, and the maintenance of the park is still incidentally maintained by agency managers. Secondly, there is a fact that there are no institutional system that can accommodate all stakeholders in the management of city parks. It is therefore important for the government of Bandung to immediately review the policies regarding the city park by considering participatory programs with existing policies.
