The development of technology, communication, and information has had a major impact and has also changed people's perceptions of public services. People want public services that are fast, transparent, accountable, and accessible. Digital transformation is an effort made by the government to meet people's expectations for public services. The Ministry of Finance is one of the institutions that has been able to implement digital transformation programs in the public sector. The digital transformation program carried out allows the Ministry of Finance to quickly adapt to new habits at work during the Covid-19 pandemic to maintain the continuity of the organization's tasks. This study aims to determine the various factors that support the implementation of the digital transformation program at the Ministry of Finance. The study used a descriptive method with a qualitative approach. The data was obtained through a literature study by examining various literatures related to the Ministry of Finance's digital transformation program. The results of the study show that the digital transformation program at the Ministry of Finance is strongly supported by the commitment and full support of the leader, resources (infrastructure, system, human resources, and regulations), and employee engagement.

Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. <p>Setiap negara hukum menuntut agar dalam penyelenggaraan pemerintahan harus didasarkan pada asas legalitas yaitu ketentuan undang-undang, termasuk juga Indonesia. Namun dalam hal melaksanakan tugas dan kewajiban penyelenggaraan pemerintahan agar dapat memberikan dan menjaga kualitas pelayanan publik serta mengusahakan kesejahteraan, di samping memberikan jaminan dan perlindungan bagi warga negara, maka tidak bisa hanya berpegang pada asas legalitas, karena semakin hari, perkembangan tuntutan pelayanan publik semakin kompleks dan beragam. Permasalahan demi permasalahan muncul dimasyarakat, dan pada kondisi seperti inilah muncul prinsip bahwa pemerintah tidak boleh menolak untuk memberikan pelayanan kepada masyarakat dengan alasan tidak ada peraturan perundang-undangan yang mengaturnya atau belum/tidak ada peraturan perundang-undangan yang dijadikan dasar kewenangan untuk melakukan perbuatan hukum. Oleh karena itu pemerintah diberikan kewenangan bebas melakukan tindakan/perbuatan tanpa harus terikat undang-undang yaitu <em>discresionary power</em>. Sehingga dalam penelitian ini akan dikaji lebih dalam tentang pentingnya penggunaan diskresi bagi pejabat pemerintah dalam penyelenggaraan pemerintahan. Metode penelitian yang dipergunakan diantaranya adalah jenis penelitian yuridis normatif, dengan pendekatan perundang-undangan dan konsep, spesifikasinya diskriptif analitis, pengumpulan data dengan studi kepustakaan dan akan dilakukan analisis secara kualitatif. Adapun hasil penelitian menunjukkan bahwa pentingnya penggunaan <em>discresionary power</em> bagi pejabat pemerintah dalam penyelenggaraan pemerintahan adalah sebagai alternatif untuk mengisi kekurangan dan kelemahan di dalam penerapan asas legalitas (<em>wetmatigheid van bestuur</em>), agar di samping pemerintah dapat melindungi dan menjamin kepastian hukum warga negara, pemerintah juga dapat memberikan pelayanan publik dan kesejahteraan bagi warga negara.</p><p><em>Each legal state requires that in the administration of the government should be based on the legality principle of the provisions of the law, including Indonesia. However, in terms of carrying out the duties and obligations of government administration in order to provide and maintain the quality of public services and prosperity, in addition to providing guarantees and protection for citizens, it can not just stick to the principle of legality, because the day, the increasingly complex demands of public services and diverse. Problems after problems arise in the community, and in such conditions the principle that the government should not refuse to provide services to the public on the grounds there is no legislation that regulate it or not / no legislation on which the authority to do legal action . Therefore the government is given free authority to perform actions / deeds without having to be bound by legislation that is discretion. So in this study will be studied more deeply about the importance of the use of discretion for government officials in the administration. The research method used is normative juridical research type, with approach of legislation and concepts, analytical descriptive specification, data collection with literature study and will be analyzed qualitatively. The results of the study indicate that the importance of discretionary power for government officials in the administration is an alternative to fill the shortcomings and weaknesses in the application of legality principle (wetmatigheid van bestuur), so that in addition to the government can protect and ensure legal certainty of citizens, the government can also provide public services and welfare for citizens. </em><em></em></p>

The poor quality of public services in Indonesia must be addressed by the government. One of the government's efforts to improve the quality of public services is to take advantage of advances in information technology in the process of governance. This is known as e-government or electronic or internet-based government administration. The process of implementing e-government goes through several stages, namely presence (web presence), interaction (interaction), transactions (transactions), and transformation (transformation). This study aims to determine how the implementation of e-government through the provision and operation of village websites can improve the quality of public services in Bona Village. This research is a qualitative-descriptive type of research that describes and explains the results of research based on relevant data collected through observation and literature study. The analysis of the research data used the Miles and Huberman model which included the initial data collection stage, the data reduction stage, the data presentation stage, and then the conclusion drawing stage. The results of this study are the application of e-government is carried out through the provision and operation of village websites as a means of public services that are easy, practical, and efficient. There are several services related to village administration including writing business letters, complaint reports, writing letters for other purposes, and essential telephone services. These services can be accessed by the village community easily and through a mechanism or procedure that is not complicated, so that the community feels satisfied with the public services they get. Based on the research results, it can be concluded that the application of e-government through the provision and operation of village websites that provide easy and practical public services can improve the quality of public services in Bona Village. Through the application of e-government, the implementation of village government can be carried out effectively, efficiently, transparently and accountably.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

This research aims to analyze how students of Law Major of Social and Political Sciences Faculty ofTeuku Umar University responded to the issue of transferring the location of the execution of the caningto prison. Spiral of silence theory is the underlying theory of this research. The method used in thisresearch is quantitative descriptive method by distributing questionnaires to 20 students. From the resultsof the research found that the students did not agree with the government plan to move the location of theexecution of the caning to prison. It is considered that such a punishment will not make the defendantsdeterrent because the effect of shame does not exist. The defendant will not be punished by the public fornot being shown publicly. The students also considered that the prohibition to take pictures andrecordings when the process of application of caning law should not be prohibited. In addition thestudents considered that the implementation of caning law in the mosque will not cause a sense of thephobia of investors to instill their shares in Aceh and the implementation of caning law in the mosquedoes not violate human rights. The students alleged the transfer of location of the canning law full ofpolitical interests so it is feared that the ruling parties in violation of the Shariah will not receive thecaning punishment because of their power.Keyword: Opinion, students of Law Major, Caning1. The purpose of this study is to theoretically examine the various constraints of sharia marketing in Indonesia in the general sector, banking, and insurance. The method used is a descriptive method by studying literature and realistic phenomena that develop in Indonesia. Data analysis was performed using four stages of descriptive analysis. Based on the results of the study, it can be concluded that the marketing constraints in Indonesia can be classified into two major typologies, namely the constraints of Muslim internal marketing itself (micro) and from the outside (macro). Constraints from within can be overcome by increasing the capacity of all Islamic resources owned. Meanwhile, external constraints are overcome by suggesting to the government, the Ministry of Finance, BI, and the FSA to always increase its support for the Islamic economy in the form of regulations and other support.==============================================================================================Analisis Hambatan Marketing Syariah di Indonesia. Tujuan dari penelitian ini adalah untuk menguji secara teoritis berbagai kendala pemasaran syariah di Indonesia di sektor umum, perbankan dan asuransi. Metode yang digunakan adalah metode deskriptif dengan mempelajari literatur dan fenomena realistis yang berkembang di Indonesia. Analisis data dilakukan dengan menggunakan empat tahap analisis deskriptif. Berdasarkan hasil penelitian, dapat disimpulkan bahwa kendala pemasaran di Indonesia dapat diklasifikasikan menjadi dua tipologi utama, yaitu kendala pemasaran internal Muslim itu sendiri (mikro) dan dari luar (makro). Kendala dari dalam dapat diatasi dengan meningkatkan kapasitas semua sumber daya Islam yang dimiliki. Sementara itu, kendala eksternal diatasi dengan menyarankan kepada pemerintah, Kementerian Keuangan, BI, dan FSA untuk selalu meningkatkan dukungannya bagi ekonomi Islam dalam bentuk regulasi dan dukungan lainnya.
