The world was shocked by an unprecedented outbreak caused by coronavirus disease 2019 (COVID-19). In Malaysia, it started with the largest number of COVID-19 cases with the first wave of infection on 25 January 2020. The objectives of this paper are to obtain the perspective of the respondents about the need for web-mapping in the form of mapping the geospatial data in Malaysia and to visualize the current online datasets of COVID-19 disease case clusters. The study area would cover the entire Malaysia since a rapidly increasing number of citizens were affected by this virus. To be specific, this study focused on the active clusters of COVID-19 in Malaysia. The data were freely shared in real-time by referring to the Ministry of Health (MOH) channel. The hotspots map were explored using the Map Editor by Cloud GIS. The approach has been illustrated using a dataset of whole Malaysia which are locally transmitted confirmed cases in four phases of COVID-19 wave in Malaysia. This study is significant to raise public awareness of the virus, especially among Malaysian citizens. It can provide an accurate estimation of the cluster tracking of the COVID-19 system by using geospatial technology. Therefore, people are more concerned and followed all the Standard Operating Procedure (SOP) provided by the government to prevent the spread of COVID-19.

This study aims to carry out a disaster communication audit of Kabar Petang (Evening News) Program on the TVOne in the May-June 2019 period. This study uses the SMCR theory and the concept of disaster communication, the Standard Operating Procedure (SOP) of Disaster Communication, and the Guide to Broadcasting Behavior and Standards of Broadcasting Programs issued by the Indonesian Broadcasting Commission (KPI). This study uses a descriptive qualitative method with data collection techniques including content analysis, observation, a document study, and validity test through an interview with KPI as a source. The results of this study constitute the findings of disaster communication audit of disaster broadcast on TVOne, part of which has followed the Guide to Broadcasting Behavior and the Standards of Broadcasting Program issued by the KPI, SMCR theory, and has used disaster communication dimensions, and SOP for Disaster Communication. There are some findings that are not yet suitable, namely: (1) the repetition of a video clip showing the sufferings of victims; (2) the absence of competent resource persons in the field of disaster; and (3) the broadcast of affected people’s panic. This research provides recommendations to broadcasting institution TVOne, the government, and media workers to convey educational broadcast messages based on competent sources in the field of disaster so that the community is ready to survive the natural disaster.

The Covid-19 pandemic crisis that hit Malaysia has changed the norm of human life in many ways. The government has drafted and issued new Standard Operating Procedure (SOP) and enforced the Movement Control Order (PKP) in an effort to curb the spread of the Covid-19 epidemic. Through the principles of Islamic jurisprudence, one of the methodologies for determining the law is based on the method of fiqh (Qawa'id fiqhiyyah). Therefore, the method of fiqh can be a guiding instrument in facing this pandemic. The research question for this study is how the application of the fiqh method "No Harm to Oneself And Not Harmful to Others" (La Darar Wa La Dirar) in determining the law related to the issue of Covid-19. This paper aims to explain the aspects of the use of the fiqh method "No Harm to Oneself And Not Harmful to Others" (La Darar Wa La Dirar) that can be applied in dealing with the Covid-19 pandemic in Malaysia. This method is taken directly from the hadith of the Prophet S.A.W. is seen as very important in helping contemporary scholars to find similarities and make comparisons on various fiqh issues and make adjustments to new problems that do not yet have the backing of Islamic law. The research method used is a qualitative study through exploration of various library sources by examining books related to Qawaid fiqh iyyah, current fatwas in accordance with the situation of Covid-19, journals and reports of authoritative physicians and fiqh scholars in the issue of Covid-19 in Malaysia. In addition, observation techniques were also carried out. The collected data were analyzed and explained using inductive, deductive and comparative methods to obtain appropriate results in accordance with the objectives of the article. The findings of the study found that the fiqh method of "No Harm to Oneself And Not Harmful to Others" (La Darar Wa La Dirar) and several branches of the method are applied in many problems related to the implementation and government directives during the Covid-19 pandemic in Malaysia and can be used as a benchmark for self-care of the individual, society and country from the threat of this virus. Although it is not explicitly mentioned but the action taken is in line with the method of fiqh which recommends that all harms be removed. Thus, the scholars of usul fiqh formulate the method emphasizing the need to eliminate all harms as approved by the Islamic law and the method is formulated based on the command of Allah SWT: ”Do not spread corruption in the land after it has been set in order. And call upon Him with hope and fear. Indeed, Allah’s mercy is always close to the good-doers." (Al-A’raf: 56). Therefore, Muslims and the multi-racial community in Malaysia are not allowed to do anything that not only endangers themselves, but also causes harm to others. Krisis pandemik Covid-19 yang melanda Malaysia banyak mengubah norma kehidupan manusia. Pihak kerajaan telah merangka dan mengeluarkan Standard Operating Procedure (SOP) baharu dan Perintah Kawalan Pergerakan (PKP) dikuatkuasakan kerajaan dalam usaha menangani penularan wabak Covid-19. Menerusi ilmu usul fiqh, salah satu metodologi penentuan hukum adalah berasaskan kaedah fiqh (Qawa’id fiqhiyyah). Oleh yang demikian, kaedah fiqh boleh menjadi instrumen panduan dalam menghadapi pandemik ini. Persoalan kajian ini adalah bagaimana pengaplikasian kaedah fiqh ‘Tiada Mudarat Dan Tidak Boleh Memberi Mudarat’ (la darar wa la dirar) dalam penentuan hukum berkaitan isu Covid-19. Kertas kerja ini bertujuan menjelaskan aspek penggunaan kaedah fiqh ‘Tiada Mudarat Dan Tidak Boleh Memberi Mudarat’ (la darar wa la dirar) yang boleh diaplikasikan dalam mendepani pandemik Covid-19 di Malaysia. Kaedah ini diambil secara langsung daripada hadis Nabi SAW dilihat sangat penting dalam membantu para ulama kontemporari mencari persamaan dan membuat perbandingan terhadap isu-isu fiqh yang pelbagai dan penyesuaian dibuat dengan permasalahan baru yang belum mempunyai sandaran hukum syarak. Metode kajian yang diguna pakai adalah kajian kualitatif melalui penerokaan terhadap sumber kepustakaan yang pelbagai dengan meneliti buku-buku berkaitan Qawaid fiqh iyyah, fatwa semasa dengan disesuaikan dengan situasi Covid-19 ini, jurnal serta laporan pihak berautoriti pakar perubatan dan ahli fiqh dalam isu Covid-19 di Malaysia. Selain itu, teknik observasi turut dijalankan. Data-data yang dikumpul dianalisis dan dihuraikan dengan menggunakan kaedah induktif, deduktif dan komparatif bagi mendapatkan natijah yang sesuai selaras dengan objektif artikel yang telah ditetapkan. Dapatan kajian mendapati kaedah fiqh ‘Tiada Mudarat Dan Tidak Boleh Memberi Mudarat’ (la darar wa la dirar) dan beberapa cabang kaedah diaplikasi dalam banyak permasalahan yang berkait dengan pelaksanaan dan arahan kerajaan semasa pandemik Covid-19 di Malaysia dan mampu digarap sebagai penanda aras untuk penjagaan diri, masyarakat dan negara daripada ancaman virus ini. Walaupun ia tidak disebut secara jelas tetapi tindakan yang diambil adalah selari dengan kaedah fiqh tersebut yang menyarankan supaya semua kemudaratan dihilangkan. Justeru, ulama usul fiqh merumuskan kaedah tersebut menekankan keperluan untuk menghilang dan menghapuskan semua kemudaratan yang diperakui syarak dan kaedah berkenaan dirumuskan berdasarkan perintah daripada Allah SWT. Oleh itu, orang Islam dan masyarakat pelbagai kaum di Malaysia tidak dibenarkan melakukan sesuatu tindakan yang bukan sahaja membahayakan diri sendiri, bahkan mencetuskan kemudaratan kepada orang lain.

Based on the results of initial observations that researchers did, there were still liars committed by service officers at the North Tatura Village Office. And also the administrative service time is quite long, which is above 30 minutes. Whereas based on the Standard Operating Procedure (SOP) for administrative services in North Tatura Village, it states the requirements to make or improve population administration, then the community must complete it with a photocopy of family card, photocopy of proof of payment of PBB, old ID card for additions and transfer letter for those who move. no fees are charged with a service time of 10 to 15 minutes. The type of research used in this research is descriptive. The establishment of the Palu City Regional Regulation Number 8 of 2004 concerning the administration of the population of Palu City, the content in this Regional Regulation is also specifically concerning the National Population Identification Number (NIK) instead of the Resident Number for regional visits. The type of research used in this research is descriptive. In this study, the researcher was involved in the situation and setting of the phenomenon under study. In this study, interviews were conducted with informants consisting of the New Village Head, Secretary of the Village Head, Head of the Government Section, and the Community. The results of interviews with researchers and informants obtained are then presented in the form of discussions then explanations and explanations.

This study aims to analyze the Building Permit Letter Service in the apparatus service of the One Stop Office and One Stop Office in Jayapura and describe the obstacles in the process of granting Building Permit Letter. The research method used is qualitative research with descriptive method with inductive approach to present data about the apparatus service in the process of Building Permit Letter. The result of the research explains that the service of apparatus in providing building permit service letter at the Investment and One Stop Integrated License Department in Jayapura City of Papua Province has been running well and in accordance with Standard Operating Procedure of issuing Building Permit Letter, despite having some constraints such as; lack of network access, low public awareness, lack of facilities and infrastructure in the service of building permit letter.   Keyword: building permit letter, apparatus, public service

The Tangerang Live application is a communication hub in helping the government achieve organizational goals and communicate with the community. With the existence of e-government can provide public services more effectively and efficiently. In its implementation, there is a need for a combination of institutions, humans and technology. This research focuses on institutional factors in managing the Tangerang Live application and aims to be able to see the capabilities of the city of Tangerang and make it easier for the public to obtain information. This research method uses descriptive qualitative. The data were processed from the results of interviews and observations and then analyzed. The results show that there are several things that are of concern, such as human resources who are not yet competent, services handling is yet optimal and there is no standard operating procedure (SOP) related to the application used. The application is not as expected, it has been socialized but it depends on the level of awareness of the community.

Permendagri Nomor 95 Tahun 2016 Tentang Perangkat Daerah Aceh tidak mengatur secara detail tentang Satpol PP dan WH. Satpol PP dan WH diatur dengan Qanun Aceh/Qanun Kabupaten/Kota atau Peraturan Gubernur/Peraturan Bupati/Walikota. Karena tidak ada aturan dari pemerintah pusat yang mengatur khusus tentang Satpol PP dan WH, mengakibatkan adanya perbedaaan struktur organisasi tata kerja, penyebutan nomenklatur dan standar operasional prosedur baik provinsi dengan kabupaten/kota maupun antara sesama kabupaten/kota. Untuk itu perlu aturan khusus yang bersifat nasional atau aturan dari pusat yang mengatur tentang Satpol PP dan WH di Aceh. Kepada Pemerintah Aceh dan Pemerintah Kabupaten/Kota diharapkan dapat mendorong Pemerintah Pusat melakukan upaya agar melahirkan regulasi yang bersifat nasional yang mampu mengakomodir kepentigan Satpol PP dan WH di Aceh dan terus melakukan review terhadap aturan yang sudah ada maupun yang akan dilahirkan nantinya. The Internal Affair Ministry Regulation Number 95, 2016 regarding Aceh Official Structure does not mention detailed regarding the organizational structure of the Municipal Police and the Sharia Police. The Governor or Head of Region/Major Regulation is only rule on the Municipal Police and the Sharia Police. Hence it has impact on the different structures of working unit organization, the wording and the standard operating procedure either provincial or local or between regions.  It is recommended that it is necessary to enact special law, which is nationally ruling on the municipal and Sharia Police in Aceh. In addition, the government of Aceh and the Regional/municipal Government should encourage the central government to enact national laws on the interest of the polices in Aceh and these should be reviewed.

The aim of this article is to analyze internal control in service company. The analyze used the components of internal control according to COSO: control environment, risk assessment, control activities, information and communication, monitoring. Analysis of internal control used the data obtained through observation, questionnaires, interview, and documentary. Based on this analysis results can be concluded, that the dual positions refer with company SOP (Standard Operating Procedure). Separation of task does not work because that the dual positions. Therefore, the component of control activities applied at company is not in accordance with the component of control activities according to COSO. Nonconformity components still results in very effective internal control because the purpose of the internal control still remains to be achieved even though there are components that are not in accordance with the internal control components according to COSO.

AbstractThe creative industry as one of the pillars of the future economy has a very strategic role in overcoming the problems faced by the community along with the government, especially in the field of employment, business fields, and as a source of state revenue (GDP). Therefore, creative industry entrepreneurs must be protected by their intellectual rights so that all copyrighted works are legally protected by their existence and not arbitrarily anyone can steal, trade, multiply without the permission of the owner. However apparently only 17% of the 16.7 million creative industry players registered the results of their creativity. This shows that the protection of Intellectual Property Rights towards the creative industry is still very weak due to several factors, namely; Lack of public awareness / creative industry players to register their creativity businesses; Lack / lack of understanding of the community / industry players regarding the protection of Intellectual Property Rights (IPR); The presumption of some people / creative industry players for the management of registration of Intellectual Property Rights requires quite a large fee; The registration process takes a long time and is complicated. AbstrakIndustri kreatif sebagai salah satu pilar ekonomi masa depan memiliki peran yang sangat strategis dalam mengatasi masalah-masalah yang dihadapi oleh masyarakat bersama pemerintah, terutama di bidang ketenagakerjaan, bidang usaha, dan sebagai sumber penerimaan negara (PDB) . Oleh karena itu, pengusaha industri kreatif harus dilindungi oleh hak intelektual mereka sehingga semua karya cipta dilindungi secara hukum oleh keberadaan mereka dan tidak sewenang-wenang siapa pun dapat mencuri, berdagang, berkembang biak tanpa izin dari pemiliknya. Namun ternyata hanya 17% dari 16,7 juta pelaku industri kreatif yang mendaftarkan hasil kreativitas mereka. Ini menunjukkan bahwa perlindungan Hak Kekayaan Intelektual terhadap industri kreatif masih sangat lemah karena beberapa faktor, yaitu; Kurangnya kesadaran publik / pelaku industri kreatif untuk mendaftarkan bisnis kreativitas mereka; Kurangnya / kurangnya pemahaman tentang komunitas / pemain industri mengenai perlindungan Hak Kekayaan Intelektual (HKI); Anggapan sebagian orang / pelaku industri kreatif untuk pengelolaan pendaftaran Hak Kekayaan Intelektual membutuhkan biaya yang cukup besar; Proses pendaftaran memakan waktu lama dan rumit.
