The principal of the Islamic school (madrasah) as the leader of an educational institution is a activator, direction setting of school policies tha will set how the school aims and education in general. Therefore, the principal has a very large role in the scope of the school, especially in improving teacher competence. So the principal as a leader in an educational institution has a big role in movingsubordinates, starting from educating, leading, managing, supervising and making improvements to their  subordinates. It is done to maintain and improve the competencies of educators. To create the quality of proofessional human resources, the principal must have a precise strategy, such as; education supervision, education and training, giving continuous motivation, changing work culture, in order to the teacher competence as a basic element of educators can be realized. These competencies include; pedagogic competence, personal competence, social competence, professional competence.

<p><em>Educators are human resources who contribute in the exploration of students at an educational institution. In general, educators should have four competencies such as professional competence, paedagogik competence, personality competence, and social competence.</em><strong><em></em></strong></p><p><em>As an educator who has the task of developing the potential of learners, it is clear that a teacher should improve his ability with various efforts, including by writing, discussing, following scientific activities, following seminars, and other activities that are able to hone his noble duty as an educator. Because some competencies to be developed are social competence, competence, pedagogy, and professional competence. A good teacher is those who meet the requirements of professional skills either as educators. Herein lies the importance of teachers' professional quality standards to ensure the quality of teaching and learning process</em><em>.</em><em>In addition to being a professional educator, with the certification of teachers is expected to be an economically prosperous educator. In addition to the economic welfare it will obviously increase the motivation of teachers to develop their professional tasks through several activities such as delegation of subject teachers work (MGMP), KKG, seminars, discussion activities and even motivation to continue higher education. Because of the cost of functional allowance to teachers who have passed a certified teacher can really focus on the task of becoming an educator in an effort to educate the nation by no longer thinking about the family economy that has been the burden of teachers in Indonesia. Because we know there are still many teachers who are still far from welfare. Many who have a double profession other than to be a teacher like a buyer of used goods, public transportation drivers, newspaper delivery, fried sellers, and so forth. So ultimately the dignity of a teacher can occupy at the highest social stratification through this certification program</em><em>.</em><strong><em></em></strong></p><p><em>                   Methods of data collection in this study using literature study. In this stage, the researchers try to select the data (books) that have relevance to the professional policy of madrasah teachers through certification program in improving the quality of Islamic education. Then the authors also use the synthesis analysis that is by handling of certain scientific objects by combining the understanding of one with another understanding, which ultimately can be obtained by the new knowledge of professional policy of madrasah teachers through certification program in improving the quality of Islamic education. The author also uses content analysis that is research conducted on the information documented in the recording, good pictures, sounds, writings and others. </em></p><p><em>                   With this method will be done data analysis and processing scientifically about the content of writing policy of the profession of madrasah teachers through certification program in improving the quality of Islamic education research results indicate that the government certification to teachers intended as an effort to project teachers into educators who are actually able to do their duties with good and professional who have a predetermined standard of competence. Specifically, the objectives of teacher certification are: To improve the competence of madrasah teachers in their field of knowledge, to strengthen the teaching ability of madrasah teachers, to develop madrasah teacher competence holistically so as to be able to act professionally and improve the ability of Madrasah teachers in scientific research and activity activities, information communication technology for learning purposes</em></p><p><em> </em></p><p><em>Keywords: Profession Policy of Madrasah Teachers, Certification, Quality of Islamic Education</em></p><p><strong> </strong></p>

Principal's strategy is the art and knowledge gained by a principal in formulating, implementing, evaluating cross-functional decisions that facilitate the organization in achieving goals. Teachers are the key to the success of an educational institution. Good and bad behavior or teaching procedures for teachers will greatly affect the image of educational institutions. This study aims to examine and discuss in-depth the principal's strategy in developing teacher competence at MA Tarbiyatul Islam Gending Probolinggo. This study uses a descriptive qualitative approach. Data collection techniques with interviews, observations, and documentation. The results of the study indicate that: (1) The model that can be used to improve the competence of teachers in carrying out their duties is through In-service education or In-service training programs. (2) The strategic steps of the principal's leadership in developing teacher competence to improve the quality of education are the first formal strategy, namely the teacher is assigned by the institution to attend education and training, the second non-formal strategy, namely the teacher on his own desire and effort to train and develop himself related to work or position.

Improving the quality of human resources in educational institute becomes one of the priority of government program. the effort is intended for increasing the accessability of society toward qualified educational institution. the article will unpack the establishment of Islamic educational teacher’s trying in a number of religious education and training center. some findings of this research, can functionally be applied for improving the quality of training management in such education and training institutions.

The quality of teaching and teacher plays a significant role in enhancing students’ cognitive and motivational development. The purpose of this study was to identify longitudinal trajectories of student perceptions of mathematics teachers’ professional competence, and to examine how these trajectories were related to students’ engagement and achievement in mathematics and their choice of college major. The data used for analysis were obtained from the Seoul Education Longitudinal Study, a study of 2714 secondary students who were followed up for five successive years. Results showed four heterogeneous trajectories of students’ perceptions of teacher competence, and these trajectories were associated with students’ engagement and achievement in mathematics. In addition, those who consistently perceived their mathematics teachers to be highly competent and whose perceptions of their teachers’ competence became more positive over time were more likely than other students to choose math-intensive majors. These findings imply longitudinal links between mathematics teachers’ professional competence as perceived by their students and students’ choice of college major as well as their engagement and achievement in mathematics.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

The concept of Total Quality Management (TQM) at MI Wahid Hasyim has the following characteristics: focus on customers both internal and external customers, has a high obsession with quality, uses a scientific approach to decision making and problem solving, has a long-term commitment, requires teamwork (teamwork), improve processes continuously, organize education and training, provide controlled freedom, have unity of purpose, and the involvement and empowerment of human resources. While the implementation of Integrated Quality Improvement Management in Madrasas includes Quality Strategy Planning (vision, mission, goals, long-term institutional strategy, supervision and evaluation), improving process quality (Curriculum and learning process), improving the quality of Human Resources (HR), improving quality environment, improving service quality, improving output quality.

Abstract This study intends to explain the portrait of educational institutions fostered by Muslimat Education Foundation (YPM) NU in Kediri Regency, and try to describe the effectiveness of Muslimat NU in Kediri Regency in improving quality. This study seeks to describe in depth the problems in accordance with the data obtained in the field and on the interpretation of researchers. Muslimat NU is one of the organizations of many organizations in the community. Muslimat NU is a community organization and is an autonomous body of Nahdlatul Ulama whose task is helping to implement policies on women members. Among YPM's work programs in order to improve the quality of education in the district of Kediri are improving the quality of Al-Qur'an Kindergarten and play group, including on managerial aspects, facilities and infrastructure, administration, curriculum and Human Resources (teachers, managers and employees). Diantara program kerja YPM dalam rangka meningkatkan mutu pendidikan yang ada di kabupaten Kediri adalah; Peningkatan kualitas Taman Kanak-Kanak dan Taman Pendidikan Al-Qur'an, di antaranya pada aspek manajerial, sarana dan prasarana, administrasi, kurikulum dan Sumber Daya Manusia (guru, pengelola dan karyawan). This study is inspired by the limited educational resources in sports education, especially those that discuss the role of leadership in improving the quality of education and training of athletes in achieving the quality of human resources in the form of improving performance in sport. Through this research, it is hoped that a pedagogical resource can be used as a model, that improving the achievements of the young generation in the field of sport is not enough with the education and training of athletes, but strong leadership is needed by the Regional Head of Kediri, East Java, Indonesia, and the Indonesian National Sports Committee of Kediri City is the parent of the research. This method of research is qualitative. Data was collected using in-depth interviewing and participatory observation techniques. The results showed that the role of leadership in the education and training of athletes plays a very important role in improving the performance of sport in the area. Its form may be in the form of a leader's decision on the allocation of funds, monitoring, motivation and maximum moral support.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.
