This article discusses the innovative format of accommodation during traveling: glamping. Historical preconditions of this accommodation format in the world are considered, its popularization from the time of its origination to present times, as well as the main differences between glamping and camping are analyzed. At present, glamping is at the stage of active development and implementation into the technology of tourist accommodation all over the world. Unified classification of glamping as means of accommodation is also unavailable. This article presents information about glamping sites located abroad and in some regions of Russia. Information about services and cost policy of the most interesting glamping sites is summarized.  Analysis of various materials has made it possible to describe the state of glamping in Russia and to conclude that this accommodation format is very promising for Russia, since it promotes development of tourism in regions.

The article talks about the role of the hospitality industry in the world, shows statistics on the state of the hospitality industry in the world and in Russia. It is shown how tourism and the hospitality industry are interconnected, how tourism affects the development of the hospitality industry. The article gives the concept of the hospitality industry, analyzes this concept, gives its interpretation by Russian and foreign scientists, gives an analysis of this concept in connection with the legal point of view. The hospitality industry is a complex of economic system, which is an intersectoral complex. The paper shows the role of the hospitality industry in the North Caucasus Federal District. The concept of a market saturation indicator for hotel services is introduced, and global market saturation indicators for hotel rooms are discussed. The paper gives the main indicators of the state of the hotel services market, such as: the number of collective accommodation facilities, the number of rooms, the number of places in collective accommodation facilities, the number of nights in collective accommodation facilities. These indicators are compared with the indicators of the Russian Federation as a whole, with indicators in the North Caucasus Federal District as a whole. Also, a comparison of these indicators among the regions of the district. The analysis of these indicators of the development of the hotel industry in the district is carried out, the growth of these indicators in comparison with 2012 is shown, the share of hotel services by the district is analyzed. The study shows a significant difference in these indicators between the regions of the district. The article discusses the role of the classification of hotels and provides data on the classification of hospitality industry enterprises in the district, the classification capabilities and the problems associated with this procedure. As a result of the work, a conclusion is drawn on the state of the hotel services market in the North Caucasus Federal District.

The IFRS have been adopted by most countries. This adoption differs in terms of method of implementation from one country to another. In fact, according Zeef and Nobes (2010), the adoption of IFRS in the world by countries to listed companies can be classified in accordance to its level of compliance with the IFRS issued by the IASB into four methods: "due process", "standard by standard", "optional" and "not fully converged". These authors have given some examples of adopters’ countries and have not classified the ensemble of countries adopting the IFRS in the world.In this paper, we introduce a new classification of methods of implementation of IFRS based on the three criteria: The conformity with the IFRS Issued by the IASB, the necessity of a regulatory passage and the policy of implementation. Thus, the content analysis of studies and reports issued by several international entities concerning the adoption of IFRS around the world has permitted to establish statistics on the methods of implementation applied by the countries around the world. Additional investigations have showed that the state of implementation of IFRS differs from a continent to another.

In recent years, shared mobility services have had a growing presence in cities all over the world. Developing methodologies to measure and evaluate the impacts of shared mobility has therefore become of critical importance for city authorities. This paper conducts a thorough review of the different types of methods that can be used for this evaluation and suggests a classification of them. The pros and cons of each method are also discussed. The added value of the paper is twofold; first, we provide a systematic recording of the state of the art and the state of the practice regarding the evaluation of the impacts of shared mobility, from the perspective of city authorities, reflecting on their role, needs, and expectations. Second, by identifying the existing gaps in the literature, we highlight the specific needs for research and practice in this field that can help society figure out the role of urban shared mobility.

Cluster analysis in this study is a set of methods to classify multi-dimensional observation of the state of small-and medium-sized enterprises in the regions of Russia. The importance of this problem is connected with the fact that the use of standard tools of analysis (including standard econometric procedures) with the presence of clusters in the data leads to a shift as the point estimates (coefficients re-progression), and standard errors, and consequently, to incorrect inference. The grouping of regions in terms of development of small and medium-sized enterprises can serve as a basis for further government measures to modernize small and medium business and reducing regional disparities. Identifying typical levels of development of small and medium-sized businesses in Russian regions, highlighting the most similar to each other entities can be through the use of classification of groups according to the considered indicators of small and medium businesses.

Small and medium-sized enterprises are a much broader concept than just enterprises, and additionally include individual entrepreneurs and the self-employed. SMEs in a broad sense are precisely the sector that is seen in the EU and around the world as a key component of national security and a key element of employment. SMEs is a guarantee social stability and are an important element of innovative development and, accordingly, significantly affect the success of Ukraine's integration into the EU. The current state of SME development in Ukraine is generally proportional to the state of SME development in the EU, but the regulatory conditions for domestic small and medium-sized enterprises still do not fully meet the requirements and standards that should ensure economic growth. Therefore, in Ukraine the process of accumulation and understanding of the world experience of developed countries in the field of procedures for the formation of state policy on SMEs is becoming increasingly important. And the first stage of this process is the proper definition of the object of regulation - that is, the development of unambiguous terminology and criteries - which economic subjects belong to the group of micro, small and medium. The article considers the stages of development of a modern classification of SMEs in Ukraine, presents the positive and negative components of this process. The process of bringing the classification of SMEs in Ukraine in line with European practice is analyzed. Peculiarities of SME classification in the context of formation of state support programs are considered. The expediency of adopting the classifier of economic activities (KVED:2010) in the form of the law of Ukraine has been studied (at this time - as normative act of the State Statistics Service of Ukraine). The article shows that in most developed countries the classification of SMEs is not completely universal for different policies (fiscal, support policy, export, etc.) - and even within one country, different classifiers of SMEs can be used. Therefore, the emphasis is not on the formal compliance of SMEs with certain criteria, but on a meaningful understanding of the qualitative and fundamental differences between micro and small and medium-sized businesses. And the definition that public policy towards micro, small and medium-sized businesses has qualitatively different goals and should use different public policy instruments.

The paper identifies the state of federal and local fiscal decentralization in Russia and its effects. Original classification of decentralization indicators by a consolidated parameter indicator and a single-level parameter indicator (fiscal autonomy) is proposed. The indicator of vertical imbalance is allocated to a separate group. Despite the upward trend of fiscal decentralization in the world, Russian federal fiscal decentralization (the size of fiscal powers of regional authorities) has not increased and lags most other federations. However, the state of local decentralization (the size of fiscal powers of local authorities) is much worse, since for 2008-2018 there was a significant reduction and local revenue decentralization is minimal compared to other federations. The results obtained may indicate that fiscal decentralization could not contribute to the efficiency of the Russian budgetary system. The decrease in local decentralization may have been caused by the growth of the regional debt, but the question of why there was a decrease remains open. Favorable role of significant local fiscal powers on business and alleged existence of a threshold in decentralization-macroindicators relationship are also confirmed.

The aim of this research was the reconstruction of the system of categories through which Russians perceive the countries of the Commonwealth of Independent States (CIS), Europe, and the world as a whole; to study the implicit model of the geopolitical space; to analyze the stereotypes in the perception of different countries and the superposition of mental geopolitical representations onto the geographic map. The techniques of psychosemantics by Petrenko, originating in the semantic differential of Osgood and Kelly's “repertory grids,” were used as working tools. Multidimensional semantic spaces act as operational models of the structures of consciousness, and the positions of countries in multidimensional space reflect the geopolitical stereotypes of respondents about these countries. Because of the transformation of geopolitical reality representations in mass consciousness, the commonly used classification of countries as socialist, capitalist, and developing is being replaced by other structures. Four invariant factors of the countries' descriptions were identified. They are connected with Economic and Political Well-being, Military Might, Friendliness toward Russia, and Spirituality and the Level of Culture. It seems that the structure has not been explained in adequate detail and is not clearly realized by the individuals. There is an interrelationship between the democratic political structure of a country and its prosperity in the political mentality of Russian respondents. Russian public consciousness painfully strives for a new geopolitical identity and place in the commonwealth of states. It also signifies the country's interest and orientation toward the East in the search for geopolitical partners. The construct system of geopolitical perception also depends on the region of perception.

The article considers business practices of Moscow small industry in the XIX century, basing upon physiological sketches of N. Polevoy and I. Kokorev, statistical data and the classification of professions are also presented. The author claims that the heroes of the analyzed sketches are the forefathers of Moscow small businesses and shows what a deep similarity their occupations and a way of life bear to the present-day routine existence of small enterprises.
