The article considers business practices of Moscow small industry in the XIX century, basing upon physiological sketches of N. Polevoy and I. Kokorev, statistical data and the classification of professions are also presented. The author claims that the heroes of the analyzed sketches are the forefathers of Moscow small businesses and shows what a deep similarity their occupations and a way of life bear to the present-day routine existence of small enterprises.

This document constitutes a review article where the antecedents, concepts, classification and importance of fundamental social rights in the world of Law and for a contemporary society in search of the vindication of human dignity as a way of life and sustainability are exposed. The methodology used was exhaustive documentary research, where a review and classification of the most interesting articles on the subject was made, where the opinion of the cited researchers and the author's own ideas are exposed. It is concluded that fundamental social rights are essential to establish legal-social mechanisms in favor of social coexistence and the promotion of life as the backbone of society.

In many countries, small businesses have a significant impact on the total gross domestic product. However, in Ukraine, the opportunities of small businesses to ensure the economic growth of the state are not sufficiently used yet. Among the reasons for this phenomenon is the insufficiently high rate of economic development of domestic small businesses, which, among other things, is due to the low level of investment activity of many small enterprises in Ukraine. In turn, the low volume of investment activity of such enterprises is also because the owners and managers of these enterprises are not competent enough to form and assess the financial potential of investment activities of business entities. Given this, the study aims to develop theoretical and methodological principles for the formation and evaluation of the financial potential of small enterprises’ investment activities. The economic content of the concept of the strategy of formation of the financial potential of small enterprises' investment activity is considered. Classification of factors influencing the magnitude of this potential has been developed. In particular, the primary and secondary, deterministic and non-deterministic, positive and negative factors that are directly or indirectly involved in the formation of the financial potential of small enterprises’ investment activities are highlighted. It is established that the process of such formation involves the transition from the existing to the strategic financial potential of investment activities of economic entities. The main ways of such transition are identified. Indicators for assessing the existing and strategic financial potential of investment activities of small enterprises are proposed. The connection between these indicators is established, and we perform their decomposition. In particular, the amount of the available financial potential of the business entity is presented as the sum of the opportunities to use the company's own funds, as well as obtaining loans and borrowed funds to finance investment projects. The results of the study can be used in planning the investment activities of small enterprises, in particular, in justifying the rational parameters of financial support for these activities.

The article presents the state policy aimed at creating small enterprises in Uzbekistan and the historical path of development of small businesses in the lower reaches of the Zaravshan. When studying the archival documents of the first years of independence, materials were revealed on attracting foreign investments, equipment to the region, for creating joint ventures. On the basis of statistical data, the state of small businesses in various industries was analyzed and proposals were made to improve the quality of services provided to small businesses.

The article provides the analysis of the current business environment in the country, a classification of the factors hampering the development of small business; the ways to adapt foreign experience of development of crediting of small business in the Russian conditions are presented. At present stage of development of small enterprises their activity is complicated by a number of problems, among which the problem of insufficiency of own financial resources deserves special attention and the difficulty of borrowing, which reduces the effectiveness and impact of the activity of small enterprises. To identify the key small business lending trends in banks the study was conducted, which resulted in the conclusion that for the expansion of the volume of bank lending to small businesses in the Orel region and Russia it is necessary to increase the resource base of credit institutions (including the growth rate of equity capital) and investment attractiveness of lending. So the article identified the key trends in the development of bank lending to small businesses in the region and in the Russian Federation.

An enterprise operating in terms of market economy must always set itself the task of further development and improvement in order to be successful and competitive. To solve this problem, it is necessary to produce a development strategy. This problem is all the more relevant for small enterprises, which find it more difficult than large enterprises to survive in the competition. Therefore, small businesses face the task of developing and implementing such a strategy for their development, which allows them to clearly define their goals and outline the ways to achieve them. The article considers various points of view on the concept of «strategy», the classification of strategies that exist in the scientific literature, including those applied to small businesses, brings forth the authors' point of view on this concept. It pays a particular attention to the proposed approach to the process of strategy formation and the mechanism of its implementation in relation to small businesses. It makes a conclusion that on the basis of the systematic approach the strategy under development should be comprehensive and include such elements as marketing, product, production, personnel, management, financial strategy and risk strategies. It brings forth a description of the content of each element. It examines an algorithm for developing an integrated strategy for development of small businesses, as well as a mechanism for implementing the strategy.

The purpose of this paper is to measure the innovation capability of small enterprises in the wholesale fabric sector. This article uses a quantitative approach by applying Rasch analysis to measure the level of capability of small industry innovation through 48 statements addressed to 303 small businesses. Primary data was collected through distributing questionnaires directly to 325 respondents and 303 were returned. The instrument used in this study showed excellent reliability and validity, demonstrating that the construct capability of innovation could be fulfilled according to the Rasch model analysis. The results showed that small businesses that had the highest innovation capability were respondent number 037: female, age of the company: 0 – 2 years, number of employee: 0 – 10 people, and qualification: bachelor degree, marked by a tendency to answer agreed on various statements related to innovation capabilities; while respondent number 146, male, age of the company: 0 – 2 years, number of employees 0 – 10 people, and qualification: bachelor degree shows that answered towards disagreeing from the instrument of innovation capability so that it was concluded that the respondent had the lowest innovation capability among other respondents. The importance of this article need to develop a new approach to small business management. The emergence of new business practices requires a review of existing business management systems or the acquisition of new unique management skills. This article highlights the key differences between small industry and humanity and highlights the key aspects of work that should be considered when working with a small military planning organization. At the end of this work, decisions were made on the priorities in the life of the management of small capable companies, which will contribute to the formation of the management idea of such organizations. The paper shows that in the current economic crisis, the success of small businesses is largely due to the effectiveness of their new development system and the success of the new system in which they operate. Development and implementation by entrepreneurs and scientists of investment projects in the field of science, of production processes in small enterprises, to obtain greater opportunities for competition in international and international markets. The author considers the priorities of opening a small business, points out the problems that small businesses face during transformation, and indicates the best ways to solve emergency situations in the economic sector. The following is the share of organizations engaged in small innovative activities and their profitability over the past ten years. The author reflected the effectiveness of the creation of small innovative enterprises, forming the features of their work, displaying feedback and sources of innovative solutions. As a result, based on the survey data, I concluded that there is a positive trend in the growth of small innovative enterprises based on military institutions.

The article examines aspects of the current economic situation of uncertainty caused by the consequences of the pandemic, and how it affected the development of small businesses in Russia, including the results of a comparative analysis of the functioning of small businesses in other countries. The factors of influence, including a special group of threat factors, are high-lighted on the basis of a specially conducted survey of Russian small enterprises, which makes it possible to more reasonably highlight priorities in the development of anti-crisis manage-ment measures, taking into account the need to implement accelerated digitalization and change business models. Due to the fact that the world is experiencing a crisis of a huge scale, for which it was not ready, and after almost a year, there are no proposals for effective recovery strategies (overcoming) local, individual crises caused by the COVID-19 pandemic, this fact confirms the conclusion about the fact that it is necessary to consider uncertainty, and not risks in the study of crisis behavior of small business.

Small businesses relative to the medium and large businesses tend to demonstrate culture (country) specific business practices. However, in spite of the recognized diversity of business practices, strong homogeneous tendencies and norms have been developing specially among the small businesses that operate in the global market place. These tendencies and norms offer unique opportunity for a comparative perspective. This paper is an attempt in this regard toward identifying the issues of constraints and challenges of the small business from a comparative perspective. A part of multi-country study, authors collected data in 2006 from 133 small businesses of India, and 112 small enterprises in Bangladesh. The findings provide a varying degree of supports for two illustrative hypotheses concerning issues, constraints and contingencies of small businesses in these two countries. The authors believe that the paper is likely to enhance empirical understanding of the small business from a comparative perspective.
