The tertiary sector of economics in the current economic environment ranks first in the national economic systems by the number of the employed population. At the same time the rapidly changing market environment requires new tools for efficient management of business processes. In this regard, the logistics tools enabling optimization of material, transport, financial flows is a factor increasing activity of economic entities. Studying the possibility of applying logistics principles to the flows organization in tourism has led to the conclusion about expediency of application of logistics tools in activity of service rendering enterprises, subject to specific features of services as commodity items. Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

The article is aimed at defining the priorities for the development of the biofuel market in Ukraine to ensure the energy security of the country and satisfy the country’s energy needs. Prospects for the bioenergy sector of the economy in the world will be determined primarily by the optimization of national policies in the matrix of multifarious criteria. The place of the Ukrainian model is highly likely to be determined, on the one hand, by the development of the national market, on the other hand, by the production of raw materials for world biofuel markets. At the same time, this market and production in Ukraine remains only a potentially promising model that requires a scientific substantiation for its efficiency. As a result of the study, it is specified that the bioenergy industry has serious limitations and problems of economic nature that require scientific substantiation. After analyzing the limitations and prospects of the industry development in Ukraine at the level of agricultural enterprises that could deploy biofuel production, it should be emphasized that: 1) there is currently no biofuel market in Ukraine: there is no significant production, hence the proposal still remains unformed; there are no agents (firms, enterprises) of the market that would form the established demand; the necessary norms, institutions, mechanisms of the representative market have not been developed; 2) there is no successful experience of such a business both in Ukraine in general and in agricultural enterprises in particular. From here, as well as taking into account the above-mentioned aspects, the attractiveness of this business, including investment, needs to be justified. Enterprises of this group will face funding problems, as well as technical and technological support problems. Therefore, special careful economic substantiation of the market efficiency model and business processes is required; 3) because of these reasons, the task of scientific substantiation of the model of efficient management of this business becomes highly topical.

The objective of this research was to analyze the deterioration of Property, Plant and Equipment (PPE) in the companies of the carpentry branch in the Municipality of Maracaibo, Zulia State, given that this industrial branch has the dilemma due to the adoption and application of the International Standards of Financial Information, specifically the (IAS 36) inherent to the impairment of the assets. In consideration with the contributions of Vázquez and Díaz (2013), Mantilla (2006), Romero (2012) and Chirino Marrufo (2017), who contributed theories for this study and provided relevant information free of the cover-up of financial losses in generating units of cash; since, the PPE must be evaluated to diagnose signs of deterioration by internal and external factors as well as the respective accounting adjustments.

The financial system as a set of norms and rules of any type of economy is one of the main elements of ensuring a continuous reproduction process and purposeful development of all its industries and social sphere, and therefore a key link in shaping the country's security. In countries with centralized and command management, most of the market components of the financial infrastructure were not involved, the latter was leading only in the control of resource use, while banks played an important role in regulating the money circulation of economic agents. The modern rather extensive and multidisciplinary banking system, which operates at the sovereign as well as at the supranational levels, takes care of the financial flows of all market counterparties. Beings responsible for the mobilization and placement of part of the temporarily free funds, this established institution guarantees each client the right to own its assets, contributes to the positive dynamics of sectoral and general business activity of households, enterprises and the state. Manifestations of imbalances in contract activities lead to the demonetization of the economy, the decline in confidence in the national currency, the outflow of resources into the shadow sector, negatively affecting the development of the country. The article substantiates the directions of improving the theoretical and practical principles of anti-crisis regulation of financial relations in all dimensions of the global and national economic space, which is extremely relevant in the new economic reality.


The purpose of the article is socio-geographical and economic justification of trends, models, mechanisms and priorities for improving managerial system of natural economic systems and territorial economic complexes in the context of decentralization based on adaptation of the clusters model of M. Enright. Main material. Mechanism for managing united territorial communities` natural and economic systems development to ensure sustainable geospatial development of territories based on the example of Kherson region has been applied in the article. It has been proven that the effectiveness of reforms’ progress can be ensured by further consolidation of united territorial communities (UTC) and their clustering. Moreover, the clusters can go outside current administrative districts` boundary, which since 2017 has been fully regulated by the law. To prove the mechanism of UTCs consolidation, it has been proposed to use the model of regional clusters of M. Enright, which was adapted for united territorial communities. To determine the prospects for further UTCs consolidation in Kherson region, followed by the definition of economically proved new zoning, the cluster analysis has been applied. The following criteria for clustering have been chosen: income per capita; own income per capita; infrastructure subsidy per capita. Conclusions. Socio-geographical and economic reasons for the reforming tools of the administrative-territorial system based on the example of Kherson region have revealed and substantiated the relevance of cluster approach in the process of UTCs and their associations` formation. UTCs associations aim to stimulate their development, rationally use available and potential resources, to ensure joint investment activities and project-management. It has been proposed to implement UTCs consolidation on the basis of cluster approach. Clustering, as the example of Kherson region, has been carried out based on the key socio-economic indicators per capita, namely: own incomes, infrastructure subsidy and basic / reverse subsidy. This allowed us to identify and map clusters of the formed UTCs and identify prospects for area without UTCs incorporation (within relevant village councils). UTCs consolidation was based on the characteristics of capacity, self-sufficiency, sustainable development, territorial and functional balance of community interests. This will allow to develop methodological and procedural recommendations for strategic documents at UTC level. Their relevance will be increased in the context of climate change and tackling national economic crisis.

This paper proposes the use of directional distance functions and Data Envelopment Analysis techniques to assess technical efficiency in the provision of the different stages of the urban water cycle in Andalusia, a Southern European region. Evaluating performance in the management of specific stages of the urban water cycle provides utility managers and regulating authorities with relevant information that may not be detected by more conventional approaches based on assessing performance at utility level. We find that Andalusian water and sewage utilities could achieve significant increases in the volume of water delivered without diminishing the output of their other services and using the same quantities of inputs. Potential increases are also important for the volume of sewage collected, thus entailing significant environmental benefits in a territory where water scarcity has seen the efficient management of this natural resource become a pressing obligation.

In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.

An analysis of the role of government in e-business adoption is provided in this chapter, with empirical evidence from Australia included. It is shown that government influence is multifaceted. Governments champion e-business adoption for national economic gain; they provide the physical network on which much of e-business depends and increasingly provide e-government services to improve regulation and compliance effectiveness. E-government in particular can act as a strong driver of organisational adoption for some types of e-business processes. Implications for theory from a DOI perspective are included. The authors hope that further research by IS professionals will guide future e-business project directions by improving the understanding of government’s role in e-business adoption in practice, which in turn will improve theoretical understanding of how the benefits can best be maximized.
