The problems and tasks that need to be systemically solved during the operation, adjustment and repair of hightech power equipment (PE) are considered. The main reasons for the deterioration in the quality of repair work are stated. It is noted that the destruction of repair trusts has led to the absence of a systemic approach to repair structures as part of energy systems. The lack of funding for applied science led to the disappearance of scientific schools. All other structures (generation, flow control) are combined and organized. As for repair structures, they were divided after the liquidation of the repair trusts, split into small parts and are virtually uncontrollable, both technically and organizationally. There is a lack of training for specialists in repair and adjustment of PE in the Russian Federation. Today, not a single university trains the required number of specialists in such important areas as installation, repair, commissioning and diagnostics. The number and quality of specialists, for example, at turbine departments of universities do not match the scope of tasks that must be solved today in the design and creation of high-tech equipment. It is shown that a decrease in reliability also takes place during the supply of imported equipment. Examples of loss of performance of equipment manufactured by foreign firms are given. It is noted that the non-compliance of the specialist training programs with today’s requirements already leads to errors in the management of the repair and operation processes. Insufficient attention in the field of training and retraining of specialists, poor-quality training programs and the absence of top-class specialists at departments, who could be able to set and solve urgent problems of the industry, carry the greatest systemic risks. The formulated systemic risks will sooner or later lead to an irreparable situation. These risks can only be reduced only by paying serious attention to the aforesaid problems over the next 5 – 10 years, and by restoring, at least partially, the potential of the leading departments. For most of the above problems, recommendations and proposals for solving the same are presented.

This article shows that the deployment of modern high-tech companies in the regions affects the development of smart cities. In particular, it was noted that high-tech companies not only create high-tech products, but also are an example of optimization of management processes, economical consumption of various types of resources, and also serve as one of the factors for the accumulation of intellectual capital and the quality of life of the population in the regions. It is shown that modern advanced technologies of a smart city affect not only the social aspects of the region’s development, serve to improve its legislative, managerial and social foundations, but also encourage megacities to solve the problems of efficient use of the environment.

The article reveals peculiarities of the German and Russian staff, the tradition of quality of formation personnel in Germany and the Russian Federation. The impact reveals social protection, promotion, and the inevitability of punishment on the quality of the German staff. For example, compare the quality of the metro station and staff in Moscow and Dortmund, there is shown the differences in the activities of personnel in Germany and Russia. The origins and reasons for the relatively poor quality of Russian personnel are settled.

The article actualizes the question of the quality of legal education in modern Russia, its relationship with the security of society and the state. Unlike the Russian Empire and the USSR, the quality of legal education in the Russian Federation is low. Three main problems of poor quality of education were noted: 1) to obtain a unified master's legal education without a basic bachelor's legal education, that is, people who do not have a first level are admitted to the second level of education; 2) a large number of non-core universities and non-state educational institutions that train lawyers in the absence of the required number of qualified teaching staff: 3) paid education in the specialties on which the life and destiny of a person depends, first of all, medicine and jurisprudence. The author also opposes the practice of providing certificates of non-conviction from the bodies of the Ministry of Internal Affairs. The prohibition to engage in any activity can be fixed only in the law and only by a court decision.

The recycling of end-of-life plastics is a problem, since small parts can be returned into circulation. The rest is burned, landfilled or recycled into low-quality heating oil by pyrolysis methods. The disadvantages of this method are the need to dispose the formed by-product, pyrolytic carbon, the poor quality of produced liquid fuel and the low productivity of the method associated with the periodicity of the process. In this work, methods of thermogravimetry and chromatography–mass spectrometry (GC-MS) have been used to study the co-pyrolysis products of low-density polyethylene (LDPE) and oxygen-containing substances at the pressures of 4–8 MPa and temperatures of 520–620 °C. Experiments have highlighted the conditions needed for producing of high-quality liquid fuel. Initial data have been prepared for the design of a continuous pyrolysis reactor to dispose polymer waste for the production of bio-oil which would be available to enter the petrochemical products market.

The article describes the role of linguistic security in the digital era society and the advantages of the innovation associated with using distance alternative services (DAS) in education with the purpose of implementing training programs and developing communities within specific territories. The multi-innovative approach, described in the article, presupposes implementing the initiatives of the President of the Russian Federation and developing mechanisms for achieving the goals specified in the national program “New Quality of Life 2024” which seeks to improve the social wellbeing of the population of Russia, of partners within the “inner circle,” and of member countries of the commonwealths identified in the UN project in the field of education, aimed at sustainable development and collective security, including linguistic security.

В статье поднимаются отдельные вопросы правового характера оказания медицинской помощи сотрудникам УИС в лечебно-профилактических учреждениях ФСИН России, МВД России, Минобороны России, а также в учреждениях государственной или муниципальной систем здравоохранения. Проведен анализ нормативных баз Минздрава России и Минюста России, в которых осуществляется регламентирование вопросов оказания медицинской помощи. Показано, что в федеральных и ведомственных нормативно-правовых актах Минюста России законодательно не закреплен порядок оказания высокотехнологичной медицинской помощи по перечню видов, которые не включены в базовую программу ОМС. В целях устранения пробела в законодательстве предлагается медицинской службе ФСИН России разработать соответствующий регламент, в котором прописать перечень необходимых документов и порядок направления на лечение нуждающихся сотрудников. Проведенный опрос сотрудников УИС показал, что более 2/3 респондентов недовольны не только условиями, в которых оказываются медицинские услуги, но и качеством оказанной им медицинской помощи. Рассмотрены права и возможности сотрудников УИС по предъявлению претензий к лечебному учреждению в случае неудовлетворенности качеством оказанной медицинской услуги (помощи). Анализируются проблемы правового регулирования и практического решения вопроса, оценки качества оказанной медицинской услуги (помощи). Предлагается сформировать в системе ФСИН России институт экспертов по оценке качества медицинской помощи. The article raises certain issues of the legal nature of the provision of medical assistance to the penal correction system in medical institutions of the Federal Penitentiary Service of Russia, the Ministry of Internal Affairs of the Russian Federation, the Ministry of Defense of the Russian Federation, as well as institutions of the state or municipal health systems. The analysis of the regulatory framework of the Ministry of Health and the Ministry of Justice, which regulates the provision of medical care. It is shown that the federal and departmental regulatory legal acts of the Ministry of Justice do not legislatively regulate the procedure for providing high-tech medical care according to the list of species that are not included in the basic program of compulsory medical insurance. In order to fill the gap in the legislation, it is proposed that the medical service of the Federal Penitentiary Service of Russia develop an appropriate regulation in which a list of necessary documents and the procedure for referring treatment to needy employees are prescribed. A survey of employees of the penal correction system showed that more than 2/3 of respondents are dissatisfied not only with the conditions in which medical services are provided, but also with the quality of medical care provided to them. The rights and possibilities of the penitentiary system staff to make claims to a medical institution in case of dissatisfaction with the quality of the medical service (assistance) provided are examined. The problems of legal regulation and practical solution of the issue, assessing the quality of the medical service (assistance) provided are analyzed. It is proposed to form an institute of experts in the FSIN system for assessing the quality of medical care.

This paper assesses the state of the normative-legal base of the Russian Federation, regulating the procedure for making an examination of corpses, survivors, case materials and biological objects. The author comes to a conclusion about a need for an adaptation of the normative and methodological base for new research methods and for new types of examinations with the use of the high-tech equipment; the development of new criteria enabling, to regulate the production load and control the quality of a research.

The subject is methodological approaches to the study of the laws of social group forming in the system of relations between civil society and power-management structures in regions with different levels of socio-cultural modernization. The program of our research is the relevance of the transition from a crisis situation to a post-crisis one, which should affect the balance between the interests of power and society. Such an important conclusion from empirical sociological studies before the pandemic, more than once voiced and disputed in the scientific literature, of course, requires additional work. The threat to the life and health of citizens from coronavirus becomes an irreparable factor that creates new conditions for the development of a new “civil contract,” taking into account the appearance of a possible new logic of “challenges and answers”. There is being investigated the problem of the appearance of poor-quality institutions in Russia, which manifests itself in the phenomenon of “unworthy government,” imposing the most significant restrictions on the implementation of the project of socio-cultural modernization. It is argued that the search for rent in Russia is not just a side effect of corruption and inefficiency, but also the main reason for the phenomenon of “unworthy management” of the state, the result of which inevitably becomes the spread of our poor quality of social group formation.

The article reviews the results of a survey of healthcare professionals from different regions working with the children’s population. The survey included specialists working in the field of rehabilitation of children who underwent neuroinfections and other disorders of the nervous system, as well as specialists providing other types of medical care to the children. The survey was mainly attended by experienced specialists. Almost half of the respondents have a seniority of more than 20 years (47.0%). According to the results of the study, it was established that practically every fifth doctor (19.8%) does not know where the rehabilitation help to the children who underwent neuroinfections is provided. The weighty shares of experts point to the extreme urgency of such problems as the waiting time for the commencement of rehabilitation, the transportation of children to the rehabilitation site, the lack of modern medical equipment, the lack of doctors and nurses and other problems. 60.3% of the respondents indicated a significant shortage of specialists able to provide rehabilitation assistance to children who had undergone neuroinfections. One out of every five respondent (18.2%) pointed to the lack of growth in the quality of rehabilitation measures in their region. And 22.4% of specialists noted the lack of the gain in high-tech methods of rehabilitation of children in their region. An analysis of the responses of specialists made it possible to identify two main groups of problems to which management decisions should be directed. These groups include organizational and financial problems. All specialists point to the need to expand the network of medical institutions that provide rehabilitation to children who have undergone neuroinfections, as well as the need to introduce new rehabilitation techniques into practice.
