Bali’s capital city of Denpasar has a number of heritage sites, including several buildings, museums and monuments. These sites have yet to be developed optimally as tourist attractions, as evidenced by their small number of annual visitors. This study explores the potential in reutilizing those cultural heritage sites for the development of heritage tourism, and to support the city government’s tour programme. Two interrelated issues discussed here include how the government of Denpasar preserves its cultural heritage, and how it promotes these sites as heritage tourism. Data were collected through observation, interviews, and a literature review employing heritage tourism theory and framing theory. The study presents two packages of heritage tourism tours with a duration of approximately three hours each: the Denpasar Heritage Track (DHT), which starts and finishes at the Bali Hotel, taking in the Puputan Badung Monument, Bali Museum, Jero Kuta Palace, and Maospait Temple; and the Sanur Heritage Track (SHT), which begins and concludes at the Grand Bali Beach Hotel, visiting the Belanjong Heritage, Intaran Market, Bajra Sandhi Monument, and Museum Le Mayeur. The DHTs are expected to increase the number of tourist attractions in Denpasar, contributing to more tourist visits to Bali, especially in its capital city.

Olchiki is the indigenous script of Santals, a dominant tribal community of West Bengal, formulated to promote and represent ‘adi’ cultural heritage and traditions in their mother tongue Santali. The script was recognised by the Government of West Bengal in 1978 and was introduced at the primary level of education. However, there have been contestations around its appropriateness as the medium of instruction for the migrant tribal community in the emerging context of the city and globalisation. These discourses have led to the formation of two distinct groups—those who support the introduction of Santali language in Olchiki as a means to formal education and those who resist usage of its script for schooling. In my article, I will present these conflicting views prevailing among the migrant Santals of a settlement called Santragachi, in Kolkata.

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

In order to be acknowledged as a World Heritage Centre by UNESCO in 2016, the city government transformed Sawahlunto, which used to be an old mining city, into what the government claimed as a culturally touristic mining city. The city had basically been declared as a dead city; however, the government has strategically increased its economics through tourism. This article focuses on the meaning-making process in the construction of the city image(s) basing the process in the discussion of the politics of collective memory and cultural heritage. Data, mainly findings from observations, interviews and textual analysis, were collected from two tourism sites namely Goedang Ransoem Museum and Lubang Tambang Mbah Soero. The aim of the research is to interpret how the people in Sawahlunto make sense of the image construction of the city or even contest it as the government conveyed particular meaning in redefining the city‟s identity. Abidin Kusno‟s conceptualization of collective memory in architecture is mainly used to analyze the architectural elements of the two tourism sites. Furthermore, the analysis also refers to Hobsbawn and Thompson‟s notion of cultural heritage and Leif Edvinson‟s images of the city. Research findings reveal that the city government constructs a dominant meaning of what they convey as cultural heritage by utilizing local laws and the authority from other regions which have more experiences in transforming their city into a city of cultural heritage. On the other hand, the people in Sawahlunto have their own understanding of what their city means for them in relation to their own cultural heritage. All in all, the complexity of the meaning-makitng process in the city‟s transformation between the government and the people could be read as a battleground of contesting discourses.

This research depicts the dynamics of street vendors’ resistance to the city government’s policy. The research applied qualitative approach with research strategy of case study. The research result showed that street vendors’ strategies in dealing with the city government were devised in various ways, both covert and open ones. Covert resistance tended to be put up when street vendors were already in a weak position. However, when street vendors were in a firm position, they tended to choose open resistance. The theme of resistance was adjusted to the situation and policies imposed by the government. When eviction was carried out, street vendors’ resistance was focused on the effort to ask for space for trading. When relocation was carried out, street vendors’ resistance was put up to obtain strategic locations and empowerment programs. When the zoning system was applied, street vendors attempted to intervene in the criterion of green, yellow, and red zones.
