Abstract The article shows that effective organization of occupational health and safety (OHS) at industrial enterprises have not only social, but also technical and economic consequences. Analysis of the dependences of the frequency and the severity coefficients of occupational injuries on the cost of OHS measures allowed to draw an important conclusion, that with insufficient funding for injuries protection, the level of injuries remains high enough, and with increasing OHS funds the level of injuries decreases significantly. However, there comes a situation, when further economic stimulation of injuries protection measures does not yield significant results. Definition of technical and economic criteria for assessing the production system from occupational safety indicators is proposed using the apparatus of the probability and queuing theories. An example of calculating the downtime of process equipment due to occupational injuries in the shop of mechanical engineering plant is considered.

Introduction. Industrial injuries are one of the most pressing problems in the field of occupational safety at enterprises of the main industries in the Russian Federation. Most cases of such injuries are noted when moving goods and people by means of various types of interfactory transport. A set of regulatory documents developed in recent years by the Government of the country is dedicated to solving this problem. In accordance with the current trends in the development of new technical solutions, the use of a complex of devices based on IT-technologies is effective. This article is devoted to improving the safety of interfactory and company motor and electric vehicles by introducing modern digital devices. Problem Statement. Almost all large industrial enterprises have a need to move goods and personnel both to the place of production activities and within the enterprises. Motor and electric vehicles used for these purposes do not always undergo a maintenance check, they often undergo technical inspection and repairs with whatever funds remains, and always the personnel operating these vehicles do not have permission to drive. Possible accidents with interfactory and company vehicles occurring as a result of insufficient control over the technical condition of vehicles and inadequate or absent medical and administrative checks of the operating personnel can lead to injuries at the enterprise. Theoretical Part. This article proposes methods for reducing traffic accidents of interfactory and company motor and electric vehicles of industrial enterprises and warehouse enterprises through the introduction of remote monitoring of operation based on IT-technologies, operating with the use of mobile applications that use Internet of Things technologies. The options for introducing security elements designed to reduce the number of transport accidents in internal transport of industrial enterprises and warehouse complexes are considered. An experiment was carried out to introduce system components to vehicles of an industrial enterprise. Conclusion. The use of the proposed monitoring and control system for motor and electric vehicles at machine-building enterprises and warehouse complexes will make it possible to quickly resolve issues related to labor protection, the economy of the enterprise and compliance with the labor discipline. In particular, it is planned to reduce vehicle failures due to mechanical failures, as well as to make timely decisions on the removal from driving the drivers who are not feeling well.

This research has been carried out within the scope of the solutions proposed for the evaluation of occupational safety risk analysis in 10 selected enterprises by random sampling in Organized Industrial Zone of Nevşehir province, Turkey and elimination of risk factors towards the results obtained. In scope of the study, Fine – Kinney method were used as risk assessment methods in each of the food, metal processing, machining and plastic firms. At the end of the study, a total of 122 risk factors have been identified in the whole enterprises. Commonly risks arising from falling from heights, fire, exposure to chemicals, electrical components and ergonomic situation insufficiency have been identified. In addition, risks such as insufficient environmental hygiene, lack of ventilation, excessive noise, inadequate training for emergency situations and insufficient use of protective equipment were determined. The identified risks were put forward by different method approaches and it was concluded that the findings were similar in all methods. The regulations and principles to be applied in order to eliminate or minimize the identified risks were discussed and the dimensions of the preventive measures were exhibited. As a result, audits of organized industrial enterprises related to occupational health and safety need to be conducted more strictly. In addition, the measures should put into practice in order to define identified risks and the issue should be monitored by the experts.

The aim of this work is to study the impact of global problems on labour protection in Ukraine to determine ways to improve labour protection measures that are traditionally used. To identify the impact of global problems on labour protection in Ukraine, a brief conceptual analysis of approaches to the labour protection management was carried out, both in Ukraine and internationally. The evaluative criterion for the hazards impacts significance was the injuries and morbidity indicators values – the frequency and severity and the risk levels of the negative consequences onset from these effects, dependent on them. It is established that the global problems in the field of OSH management in Ukraine and other developing countries are similar. To apply the program-oriented principle of planning the priority of measures to eliminate or reduce hazards, it is proposed to use their typification. The proposed hazard typification is based on legislative and regulatory documents in force in Ukraine, but can be adapted for other countries. The practical value of the study lies in the fact that the main hazards determining occupational injuries and occupational  morbidity in Ukraine are identified and systematized. The main ways of improving the labour protection state are highlighted, among which there is a development of risk factors assessment scale for their quantitative assessment; development and implementation of modern information systems for timely accounting and analysis of identified hazards. The originality of the approach to OSH management is the analysis of the probl ems of injuries and morbidity at work as a general (global) problem requiring a unified approach to its solution, but with mandatory consideration of the subjective characteristics of its origin.

This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. In this regard, a system of accounting, analysis and assessment of the state of labor protection, as well as labor safety management, should work.

Labour protection at an enterprise is defined by most economists as a system that greatly expands the ability of enterprises to achieve operational results. Moreover, the role of labour protection as a factor that can intensify production is determined in such a way only in countries with a market economy. The relevance of the study is determined by the possibilities of positioning labour protection as a factor that increases the value of manufactured products, including for countries with economies in transition. The purpose of the study is determined by the need to develop models that make it possible to assess the economic effect of the measures being introduced at enterprises of both the industrial and consulting sectors. The research methods are analytical and methods of modelling economic structures. The study determined that the cost of occupational injuries and occupational diseases, together with the cost-effectiveness of labour protection measures, are an important incentive for employers to take these measures. They were found to be particularly interested in whether the investment in the programme is cost-effective (the effect gives a good return on investment) or economically viable (the financial benefits are favourable). The authors demonstrate that most of the published intervention studies so far have focused on the effectiveness of interventions as opposed to their cost-effectiveness. Allocation of the developed methodological structure makes it possible to determine, this time by quantitative characteristics, the possibilities for structuring and achieving the goals set for the enterprise by the shareholders and production plans. The study defines the limits of using the interests of labour protection as a social structure in combination with the use of production planning methods. Further high-quality research is required to conduct a full economic assessment to be capable of drawing further conclusions regarding the cost-effectiveness of occupational safety measures from an employer's standpoint

Occupational safety is the prevention and elimination of dangers and hazards that can cause workplace injuries, occupational and other diseases and damage to the employees’ health. According to the modern concept, it implies constant monitoring of the situation with the aim to explore ways and design measures for the improvement of an occupational health and safety system. An effective way to monitor the situation in an occupational health and safety system is to define performance or success indicators, whereas, in practice, the most commonly used tool is occupational safety indicators. Indicators of work-related injuries can be absolute and relative. Since absolute indicators do not provide a realistic image of the state of workplace safety, we shall use relative indicators. A relative indicator of occupational safety often used is the injury frequency index. This indicator was obtained as the ratio of the number of injuries and effective working hours over the observation period or the number of employees in the production and business system. Also, the same indicator can be calculated in relation to the volume of production. In the forestry sector, where occupational injuries are frequent and often fatal, monitoring indicators of occupational injuries allows us to see the movement of the observed phenomenon (occupational safety) in a certain period, and also to determine the general trend of its movement (decline or growth) and most importantly to develop preventive measures. In addition, the analysis of workplace injuries using the indicators enables the comparison of occupational safety in business systems from the same activity and, thus, foster the transfer of know-how and good practice from the systems with high levels of occupational safety.
