The purpose of the article is to present an analytical system that allows users to proces data necessary for an industrial risk analysis and management, to monitor the level of industrial safety in a given site, and to fulfil essential tasks within the field of occupational safety. This system’s implementation will make the industrial safety management at industrial sites more effective. Multifactorial, probabilistic, determined models of accidents’ hazard and severity indexes are integrated into the computing core of the Information and Analytical System. Then, statistical methods determine the risk assessment of occupational injuries and diseases. The <em>Information and Analytical System for Hazard Level Assessment and Forecasting Risk of Emergencies in the Republic of Kazakhstan</em> allows users to work efficiently with large volumes of information and form a united analytical electronic report about the state of industrial safety. The main objective of the monitoring system is to conduct a comprehensive analysis and assessment of the state of accidents, traumas and occupational sickness rates at industrial sites, the results being classified by the degree of hazard and insalubrity of manufacture. The introduction of the computer monitoring system in the specialized services of the Emergency Management Committee and the Ministry of Investment and Development of the Republic of Kazakhstan, and at industrial enterprises throughout the country, will allow users to analyse the state of the industrial and occupational safety constantly and objectively; as a consequence, the implementation will go a long way towards comprehensively approaching the task of increasing safety levels at industrial sites.

This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. In this regard, a system of accounting, analysis and assessment of the state of labor protection, as well as labor safety management, should work.

The stagnation state of the market for the certification of workplaces is analyzed, the latest ideas for this certification are presented. A decrease in the quality of conducting workplace certification and imperfect implementation of the results obtained in the practical activities of the enterprises or institutions are established. Characteristic shortcomings and the ways to eliminate them were identified. The coefficients of preferential rates for employees that directly depend on the class of harm and (or) danger of the certified workplace are given. Diagrams of distribution of the participants in the market of workplace certification in the Republic of Uzbekistan and the Russian Federation for 2020 are shown. When analyzing them, it was found that there are not enough professional market participants in the field of occupational safety in the Republic of Uzbekistan, they are mainly concentrated in the capital region. A hypothesis was developed about the need for a qualitative improvement in the system of workplace certification, according to which it was proposed to create a special commission at the state level to monitor the implementation of prescriptions based on the results of certification. Characteristic shortcomings and omissions in the workplace certification system are considered. Measures are proposed to improve the quality of this procedure. To increase the efficiency of measures taken within the framework of occupational safety, a scheme was developed for conducting the workplace certification in the Republic of Uzbekistan. It reflects the need to conduct a preliminary survey of workers employed at the certified workplaces about their working conditions. To improve the activities in the field of workplace certification for working conditions and equipment injury risk, a mechanism for quantitative and qualitative expansion of participants in the workplace certification market in the Republic of Uzbekistan is proposed, which should facilitate the formation of a full-fledged competitive (market) environment. Increasing the number of market participants in the field of occupational safety in the Republic of Uzbekistan will allow to improve the quality of conducting workplace certification, as well as improve statistical practices and reporting on the state of working conditions in the organizations and industrial enterprises.

The task of improving the system of accounting and analysis of accidents at industrial enterprises for many years has not lost its relevance both in Kazakhstan and abroad. Identification of the root causes of accidents is an important stage for the development and implementation of preventive and adaptive measures to reduce the risk of injuries to employees of enterprises. The article analyzes the characteristics of the indicators of industrial injuries, which are result — oriented (after the fact) — lagging and process-oriented (forecast) - leading. Lagging indicators are a retrospective description of the state of labor protection at a production facility, while advancing indicators characterize already completed or current actions and predict the result of the productivity of measures. The expediency of using leading indicators for predictive assessment of the state of industrial safety and, as a result, the development of a systematic approach to minimizing the number of incidents is justified. This article presents data in the dynamics on industrial injuries and occupational morbidity in the mining industry of the Republic of Kazakhstan. The aim of this study is to analyze occupational injuries and occupational diseases between 2008 and 2018. An analysis of the number of victims of accidents, including those who died from accidents at work during the period, shows indicators of occupational injuries in the gender aspect, the outcome of accidents by degrees of severity and the material consequences of accidents. During the analyzed period, the overall level of occupational injuries and occupational morbidity in the country remains high. The material consequences of accidents, in addition to social damage, bring great material losses to the state.

The analysis of data and publications concerning the activities of the sanitary and epidemiological service (SES) during The World War II has been made in the memory of the 75th anniversary of the historical Victory of the Soviet people in the Great Patriotic War. An expert and analytical study was performed. There was a report of the work of the state sanitary Inspection and Sanitary-epidemiological station of the Kirovsky district of Moscow in 1944. The effort of the sanitary service of the Kirovsky district in 1944 allowed performing the supervision on controlled objects by 162.3% and restored the house water pipes and sewers which were destroyed in the past winter; to improve the housing stock of the district; to renovate and provide equipment of the hostel, to improve the content of dormitories and eliminate lice, to open 4 new kindergartens and nursery toddlers ‘ groups and to improve the sanitary condition and maintenance of children’s institutions, to organize the summer improving children’s company, to repair schools, to improve nutrition in child care, to improve health of workers and the maintenance of industrial and municipal enterprises, to reduce the incidence of injuries at the leading industrial enterprises, to improve the working conditions of Junior enterprises, to reduce the number of occupational diseases and occupational injuries; to reduce the incidence of influenza, dysentery, diphtheria and malaria, to exceed the preventive vaccination plan ahead of time, to achieve almost complete (98.3%) hospitalization of epidemic patients, to organize connections with public health instructors, to exceed the work plans of all SES laboratories, to perform scientific and practical work. Conclusion. The work of the state sanitary Inspection and sanitary inspection Service of the Kirovsky district of Moscow in 1944 provided an appropriate level of sanitary conditions at enterprises, institutions and the territory of the district. Military difficulties and limited human resources did not affect on the use of the main forms of work of the service: preventive and routine sanitary supervision, laboratory and instrumental research methods, vaccination, public health education, and administrative measures.

Abstract The article shows that effective organization of occupational health and safety (OHS) at industrial enterprises have not only social, but also technical and economic consequences. Analysis of the dependences of the frequency and the severity coefficients of occupational injuries on the cost of OHS measures allowed to draw an important conclusion, that with insufficient funding for injuries protection, the level of injuries remains high enough, and with increasing OHS funds the level of injuries decreases significantly. However, there comes a situation, when further economic stimulation of injuries protection measures does not yield significant results. Definition of technical and economic criteria for assessing the production system from occupational safety indicators is proposed using the apparatus of the probability and queuing theories. An example of calculating the downtime of process equipment due to occupational injuries in the shop of mechanical engineering plant is considered.

Technologies in which working life is the basis of business, and research into losses due to absenteeism, are a complex social and individual problem. Surveys conducted at the level of Member States of the European Community show that these losses amount to about 4% of GDP (gross social income). Due to inadequate record keeping, it is not possible to calculate how much such damage is in Serbia, but according to the available parameters related to the number of injuries at work, the state of occupational safety in Serbia does not deviate significantly from the situation in Europe. Safer working conditions are of great interest to the state, since work incapacity directly affects the state budget. Thus, apart from repression, the state should share with the employers the costs of investing in occupational safety and health. By reducing the tax rate or introducing a zero value added tax (VAT), employers would be encouraged to invest in occupational safety and health.The costs of injuries at work are mainly borne by employers, but the damage incurred is also reflected at the national level. The costs of occupational injuries can be divided into direct and indirect costs.The paper presents an economic approach to a harmful event (injury at work) and points to itto certain direct and indirect costs in entrepreneurship.

В статье отражены содержательные и аналитические аспекты мониторинга Государственной программы развития агропромышленного комплекса Республики Казахстан на 2017-2021 годы, разработанной и реализуемой в рамках программно-целевого подхода к управлению. Исследование носит прикладной характер и содержит результаты промежуточного мониторинга целевых индикаторов государственной программы развития АПК, их анализа на предмет актуальности и значимости для отрасли; сравнительной оценки плановых и фактических значений целевых индикаторов; оценки эффективности Системы государственного планирования. В работе поднимаются проблемы соответствия целевых индикаторов актуальным целям развития АПК; искусственного занижения или невыполнения их плановых значений; избыточных полномочий государственного органа как разработчика в вопросах мониторинга; отсутствия инвестиций в создании автоматизированных систем мониторинга АПК. Предлагаются пути решения вышеперечисленных проблем, направленные на повышение эффективности существующей системы мониторинга. Данные предложения могут быть учтены в процессе разработки и реализации Национального проекта по развитию агропромышленного комплекса Республики Казахстан» на 2022-2026 годы. Это будет способствовать построению эффективной системы мониторинга государственных программ развития национальной экономики, ориентированной на достижение целевых установок отраслевых программ и вышестоящих документов Системы государственного планирования. The article shows the substantive and analytical aspects of monitoring the State Development Program of Agro-Industrial Complex in the Republic of Kazakhstan for 2017-2021, developed and implemented within the framework of the program-targeted approach to management. The study has an applied nature and contains the results of intermediate monitoring of target indicators of the State Development Program of Agro-Industrial Complex, their analysis for relevance and significance for the industry; comparative assessment of planned and actual values ​​of target indicators; efficiency assessment of the State Planning System. The paper raises the problem of compliance of target indicators with the sustainable development goals of the agro-industrial complex; artificial underestimation or non-fulfillment of their planned values; excessive powers of the state body as a developer in monitoring issues; lack of investment in the creation of automated monitoring systems in the agro-industrial complex. The ways of solving the identified above problems are proposed, aimed at improving the efficiency of the existing monitoring system. These proposals can be taken into account in the process of developing and implementing the National Development Project of Agro-Industrial Complex in the Republic of Kazakhstan for 2022-2026. This will contribute to the construction of an effective monitoring system of the national economy state development programs, focused on achieving the targets of industry development programs and higher-level documents of the State Planning System.

The work compared the data on ground-based concentrations of suspended particles (PM2.5 (particulate matter with diameters less than 2.5 microns) and NO2 (sulfur dioxide)) with remote sensing data obtained over the territory of Krasnoyarsk in the summer period of 2019 and 2020. We use the air monitoring system of the Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences (KSC SB RAS) to determine the concentration of PM 2.5. NO2 concentrations were taken from the data of the State departmental information and analytical system of data on the state of the Ministry of Ecology of the region. It is shown that the data of the MAIAC product, which has a spatial resolution of 1 km, can be used to determine the PM2.5 concentration as a supplement to the data obtained by the ground-based air monitoring system of the KSC SB RAS. A high coefficient of determination between satellite and ground monitoring data was obtained. Joint processing of data from ground-based monitoring networks with remote sensing data will contribute to improving the assessment of the ecological situation in Krasnoyarsk.
