Abstract In Zanzibar, the status of SOEs is not as satisfactory as other countries. There has been a countrywide outcry on the performance of SOEs. The purpose of this study therefore, was to examine the governance and management of SOEs, highlight some benefits and challenges as well as propose a model for effective performance. Following the reviews of various literature and government documents, the study on hand has found that the governance of SOEs needs close revision regarding their management structure as there are roles conflicts between the top bureaucrats; the study also found that absence of SOEs policy has been a major bottleneck for the SOEs to perform at a reasonable level as no proper guidelines which direct the SOEs where to go and what to achieve in a specific time period. Furthermore, the study has found that the overstaffing of SOEs in one way or another puts pressure to the management to attain its intended goals resulting to low contribution in the country’s economy. The study recommends that SOEs need to be creative and innovative in their undertakings as they have to undertake diversification of their products in order to attract foreign markets significantly. It is also suggested that proper SOEs policy needs to be made in order to give proper directions to the SOEs so that the goal and objectives of their setup can be successfully attained.

Masjids symbolise purity with which it is a requirement for a mosque to be free from being owned by anyone and the sole beneficiary is for Allah the Al Mighty. However, Singapore’s needs for land and space to ensure its growth and progress as well as maintaining economy that changes over time made every mosque in Singapore to undergo a change in the lease period or dependant on the legal notice that allows the government to takeover control of the mosque at any point in time. These two issues clearly trespass the basis of beneficiary (wakaf) in Islam in which it is stated that properties that are classified as wakaf, have to be sustainable and are not bound to any conditions. As such, this paper is written to discuss on how a building, that is limited to a specific time period, can be regarded as a mosque, according to the views by scholars of Islamic law. A descriptive and inductive approach is being used in this research’s methodology to gather the scholar’s opinions, as well as their arguments. Analytical and critical approach is used to discuss their views and their arguments to find the opinion that is the closest match with the truth and suffice the needs of the Muslim community in Singapore and their interests. The result of this research shows that there is no consensus among the Islamic jurists that mosques must be built on land that is on wakaf property, which therefore validate the status of mosques in Singapore. This is achieved by using the opinions of scholars that allow mosques to be built on land that is on lease or rent as well as opinions of scholars that allow the use of mats or carpet to be used as a mosque. Akan tetapi keperluan Singapura terhadap tempat dan tanah untuk memastikan ia terus membangun dan maju serta dapat melaksanakan dasar ekonomi yang berasaskan perubahan dari masa ke semasa menjadikan setiap masjid yang berada di dalam pulau ini dihadkan dengan waktu atau tergantung dengan undang-undang yang membolehkan kerajaan mengambil alih masjid tersebut pada bila-bila masa. Kedua-dua pekara itu dengan jelas melanggar asas hukum wakaf yang mensyaratkan agar mana wakaf itu mestilah berkekalan dan tiada tergantung dengan sebarang syarat. Oleh yang demikian kertas kerja ini bertujuan membincangkan sejauh manakah sesebuah bangunan yang terhad dengan waktu tertentu, harus dianggap sebagai masjid pada pandangan fiqh Islami. Pendekatan deskriptif dan induktif telah diguna pakai dalam metodologi kajian ini untuk mengumpul pendapat ulama’, serta hujah-hujah mereka. Manakala pendekatan analitikal dan kritikal pula digunakan bagi membincangkan pandangan para ulama’ serta hujah-hujah mereka untuk mencari pendapat yang paling dekat dengan kebenaran serta menjaga kepentingan dan maslahat masyarakat Islam Singapura. Dapatan kajian menunjukkan bahawa tiada kesepakatan di antara fuqaha bahawa masjid itu mesti didirikan di atas tanah yang diwakafkan, yang mana ini menjadikan masjid di Singapura sah dianggap sebagai masjid dengan menggunakan pendapat yang mengharuskan ia dibina di atas tanah yang disewa di samping pendapat yang mengharuskan hamparan atau tikar dijadikan sebagai masjid. Aristotle’s Poetics has remained one of the most resourceful reference materials to literary critics and theorists over the centuries from classical antiquity to contemporary times. However, in spite of its lofty status and acclaim the classical source material has also faced serious criticisms especially concerning certain unrealistic and vague postulations made in it about tragedy. The most challenged postulations are those relating to the status of the tragic hero, his flaw, the emotions of pity and fear, and catharsis. Some of these “problematic” areas constitute the crux of Elechi Amadi’s concern in “Gods and Tragic Heroes,” a polemical essay on which this study hinges. Re-examining some existing conversations on the subject and Amadi’s charges against Aristotle, the essay affirms that tragedy is a flexible literary form and that Amadi, amidst his evaluation of Aristotle’s enduring aesthetics, proposes a novel model in which hamartia and the emotional impacts of the hero’s fall on the audience are a function of an overarching supernatural activity in the tragic plot. Consequently, the essay appraises Isiburu as Amadi’s practical example of the proposed model.

The status quo within international politics is that individual nation-states enjoy extensive and for the most part exclusive rights over the resources falling within their borders. Egalitarians have often assumed that such a situation cannot be defended, but perhaps some sophisticated defences of state or national rights over natural resources which have been made in recent years prove otherwise. This chapter critically assesses these various arguments, and shows that they are not sufficient to justify the institution of ‘permanent sovereignty’ over resources. Even insofar as those arguments have some weight, they are compatible with a significant dispersal of resource rights away from individual nation-states, both downwards towards local communities, and upwards towards transnational and global agencies.

During dangerous circumstances, knowledge about population distribution is essential for urban infrastructure architecture, policy-making, and urban planning with the best Spatial-temporal resolution. The spatial-temporal modeling of the population distribution of the case study was investigated in the present study. In this regard, the number of generated trips and absorbed trips using the taxis pick-up and drop-off location data was calculated first, and the census population was then allocated to each neighborhood. Finally, the Spatial-temporal distribution of the population was calculated using the developed model. In order to evaluate the model, a regression analysis between the census population and the predicted population for the time period between 21:00 to 23:00 was used. Based on the calculation of the number of generated and the absorbed trips, it showed a different spatial distribution for different hours in one day. The spatial pattern of the population distribution during the day was different from the population distribution during the night. The coefficient of determination of the regression analysis for the model (R2) was 0.9998, and the mean squared error was 10.78. The regression analysis showed that the model works well for the nighttime population at the neighborhood level, so the proposed model will be suitable for the day time population.

In two recent postmortem studies, Jeffrey Kordower and colleagues report new findings that open up for an interesting discussion on the status of GDNF/NRTN signaling in patients with Parkinson’s disease (PD), adding an interesting perspective on the, admittedly very limited, signs of restorative effects previously seen in GDNF/NRTN-treated patients. Their new findings show that the level of the GDNF signaling receptor Ret is overall reduced by about 65% relative to non-PD controls, and most severely, up to 80%, in nigral neurons containing α-synuclein inclusions, accompanied by impaired signaling downstream of the Ret receptor. Notably, however, the vast majority of the remaining nigral neurons retained a low level of Ret expression, and hence a threshold level of signaling. Further observations made in two patients who had received AAV-NRTN gene therapy 8–10 years earlier suggest the intriguing possibility that NRTN is able to restore Ret expression and upregulate its own signaling pathway. This “wind-up” mechanism, which is likely to depend on an interaction with dopaminergic transcription factor Nurr1, has therapeutic potential and should encourage renewed efforts to turn GDNF/NRTN therapy into success, once the recurring problem of under-dosing is resolved.

Windows energy saving design of residential buildings has increasingly got the attention of people. Through a large number of surveys and analysis of residential buildings in Chongqing and consumers personal experience, the author finds problems and deficiency, and then proposes principles of residential buildings sun shading reconstruction in Chongqing city. Taking the high-rise residential building of one university in Chongqing as reconstruction sample, selecting a specific time period, the author recalculates sun shading coefficient with and without sun shading by using Ecotect software to do simulation analysis. AbstractSiamang gibbons produce long and complex duet songs. The hypothesis that duetting may act as advertisement of the presence and the status of a mated pair has repeatedly been suggested for duetting birds. If a pair bonding effect of the duet is actually attained through a partner-directed learning effort resulting in a pair-specific duet, the learning investment should be concentrated into a time period as short as possible in order to avoid competitors. Therefore, after the formation of a new pair, an increase of singing activity should be expected. In order to test this prediction, the singing activity of a pair of captive siamang before and after a partner exchange was compared. In the newly formed pair, an increase in singing activity was observed. Additional observations on a second new pair show a similar trend. In this case, both new mates remained in their familiar place so that their singing activity was unlikely to be affected by the process of establishing a new territory.

Purpose – This study aims to ascertain the trends and changes of how academic libraries market and deliver information literacy (IL) on the web. Design/methodology/approach – The author compares the findings from two separate studies that scanned the Web sites for IL-related activities in 2009 and 2012, respectively. Findings – Academic libraries intensified their efforts to promote and deliver IL on the web between 2009 and 2012. There was a significant increase in IL-related activities on the web in the three-year period. Practical implications – The findings describe the status quo and changes in IL-related activities on the libraries’ Web sites. This information may help librarians to know what they have been doing and if there is space for improvement. Originality/value – This is the only study that spans three years in measuring the progress librarians made in marketing and delivering IL on the Web.

Abstract. Trends in the CO andC2H6 partial columns ~0–15 km) have been estimated from four European ground-based solar FTIR (Fourier Transform InfraRed) stations for the 1996–2006 time period. The CO trends from the four stations Jungfraujoch, Zugspitze, Harestua and Kiruna have been estimated to −0.45 ± 0.16% yr−1, −1.00 ± 0.24% yr−1, −0.62 ± 0.19 % yr−1 and −0.61 ± 0.16% yr−1, respectively. The corresponding trends for C2H6 are −1.51 ± 0.23% yr−1, −2.11 ± 0.30% yr−1, −1.09 ± 0.25% yr−1 and −1.14 ± 0.18% yr−1. All trends are presented with their 2-σ confidence intervals. To find possible reasons for the CO trends, the global-scale EMEP MSC-W chemical transport model has been used in a series of sensitivity scenarios. It is shown that the trends are consistent with the combination of a 20% decrease in the anthropogenic CO emissions seen in Europe and North America during the 1996–2006 period and a 20% increase in the anthropogenic CO emissions in East Asia, during the same time period. The possible impacts of CH4 and biogenic volatile organic compounds (BVOCs) are also considered. The European and global-scale EMEP models have been evaluated against the measured CO and C2H6 partial columns from Jungfraujoch, Zugspitze, Bremen, Harestua, Kiruna and Ny-Ålesund. The European model reproduces, on average the measurements at the different sites fairly well and within 10–22% deviation for CO and 14–31% deviation for C2H6. Their seasonal amplitude is captured within 6–35% and 9–124% for CO and C2H6, respectively. However, 61–98% of the CO and C2H6 partial columns in the European model are shown to arise from the boundary conditions, making the global-scale model a more suitable alternative when modeling these two species. In the evaluation of the global model the average partial columns for 2006 are shown to be within 1–9% and 37–50% of the measurements for CO and C2H6, respectively. The global model sensitivity for assumptions made in this paper is also analyzed.
