The simultaneous regional elections held in 2020 in Indonesia encountered a problem. The constraints experienced are not due to a lack of supply materials for the elections or the absence of regulations on the regional elections, but to a condition experienced by the whole world, namely the COVID-19 pandemic outbreak. This research is included in normative research with a statutory and conceptual approach. This research aims to formulate the discretion that the government must carry out so that simultaneous regional elections are still carried out as a form of legal protection for the people regarding the right to vote and be elected in simultaneous regional elections, namely elections electronically with the use of technology and then the authors analyse and reconstruct Law Number 6 of 2020 concerning the simultaneous regional elections to formulate rules regarding the existence of an electronic election system to minimize the occurrence of population mobilization.

Abstrak Country can be said to be a state if elements of the state have been fulfilled. One of the most fundamental elements is the existence of the people. The existence of the people means that there are people who live and become subjects of government and enforced rules. Without rules, the consequence is that there will be a large number of crimes that cannot be overcome. Therefore criminal law exists to optimize a regulation and implementation in the community. In the constitution of the Indonesian state, there has been guaranteed the rights of everyone from the right to life, the right not to be tortured, the right to religion and human rights that cannot be reduced in any case. But with Article 81 A paragraph (3) of Law No. 17 of 2016 concerning the second amendment to Law No. 3 of 2002 concerning Child Protection. In this article the phrase the addition of basic crimes especially chemical castration punishment becomes a problem that causes controversy among the public. So the government needs to reconsider with regard to Article a quo by using preventive and repressive measures to address these problems.  The theory that author use is Law Enforcement along with the principles of das sein and das sollen. With normative research methods that are descriptive, and through a conceptual approach. So the author recommend that the application of chemical castration and rehabilitation as a form of treatment oriented to protect perpetrators and sexual crimes.

The current global pandemic clearly raises public concern. Therefore, the Government must provide protection to the community in the prevention and handling of COVID-19 cases in accordance with the mandate of UUD NRI Tahun 1945. during the effective Pandemic period according to UUD NRI Tahun 1945. The method of approach used in this research is normative juridical and analytical descriptive that is describing the object that is the subject of the problem, from the depiction taken an analysis adapted to existing legal theories and putting the law as a norm building system. The results of this study indicate that if it is associated with the mandate of UUD NRI Tahun 1945, many PSBB policies are less effective because surely the community feels that they have not fully received legal protection over the existing policies made by the current government. To avoid other levels of infertility, the following efforts were made so that the PSBB policies provided during the effective pandemic period in accordance with UUD NRI Tahun 1945 include (1) the Central Government and Regional Governments ensuring the disclosure of public information in a real way to be able to know the chain of spread of the virus, (2 ) must be able to guarantee and ensure especially to the lower middle class are able to meet their needs to guarantee the right to life of their people and not diminish any dignity of the people (in accordance with the mandate of UUD NRI Tahun 1945 and the need for public roles in terms of mutual care, mutual reminding, and help each other.            Keywords:  Effectiveness, PSBB, UUD NRI Tahun 1945  Abstrak Pandemi global yang terjadi saat ini jelas menimbulkan kekhawatiran masyarakat. Oleh karena itu, Pemerintah harus memberikan perlindungan kepada masyarakat dalam pencegahan maupun penanganan kasus COVID-19 sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Penelitian ini bertujuan untuk mengetahui efektifitas kebijakan  pemerintah pada masa pandemi dan bagaimana upaya yang dilakukan agar kebijakan yang diberikan selama masa Pandemi efektif sesuai UUD NRI Tahun 1945. Metode pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif dan bersifat deskriptif analitis yaitu menggambarkan objek yang menjadi pokok permasalahan, dari penggambaran tersebut diambil suatu analisa yang disesuaikan dengan teori-teori hukum yang ada dan meletakan hukum sebagai sebuah bangunan sistem norma. Hasil penelitian ini menunjukkan bahwa jika dikaitkan dengan amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, kebijakan PSBB banyak yang kurang efektif karena pasti masyarakat merasa bahwa belum sepenuhnya mendapatkan perlindungan hukum atas kebijakan yang ada yang dibuat oleh pemerintah saat ini. Untuk menghindari tingkat kefatalan lainnya, berikut upaya yang dilakukan agar kebijakan PSBB yang diberikan selama masa pandemi efektif sesuai UUD NRI Tahun 1945 antara lain (1) Pemerintah Pusat dan Pemerintah Daerah memastikan keterbukaan informasi publik secara nyata untuk dapat mengetahui rantai penyebaran virus tersebut, (2) harus dapat menjamin dan memastikan terutama kepada kaum menengah ke bawah mampu memenuhi kebutuhannya untuk menjamin hak atas hidup masyarakatnya dan tidak terkurangi suatu apapun harkat martabat masyarakatnya (sesuai amanat UUD NRI Tahun 1945) dan perlunya peran publik dalam hal saling menjaga, saling mengingatkan, dan saling membantu satu sama lain.            Kata Kunci : Efektifitas, PSBB, UUD NRI Tahun 1945

Abstrak: Pemerintah Desa yang ada sekarang ini adalah Pemerintahan Desa yang sesuai dengan jiwa UUD Negara RJ 1945 yang selanjutnya disingkat (UUDNRI Tahun 1945) yaitu memperhatikan dan menghormati hak asal usul yang bersifat istimewa. This journal shall be entitled as " Implementation Of Public Interest Principles To Neglected Land In Indonesia".The existence of the land on earth must be beneficial both for the welfare and happiness that has it and for the people and the state. The purpose of this study is to know and understand the absolute limits of property rights to land; and want to understand the relationship between the principle of public interest in land. The method in this research is normative by using  conceptual  approach and statute approach. This journal’s preparation is done by legal research, and the approach method being used in this journal shall be used is the combination of the statute approach and the conceptual approach. The result of this research is the essence of the principle of public interest to the land is to create development based on the principle of humanity in the balance as stipulated in the 1945 Constitution of the Republic of Indonesia. The exemption of land rights is caused by public and private interest with the provision of compensation and guided by the principle of musyawarah. While the revocation of land rights is the spirit of the provisions of Article 18 of the Basic Agrarian Laws states that for the interest of the state and the state and the common interest of the people of the right to land may be revoked by compensation. The legal effort that a third party can take to exploit the state land (abandoned land) is to apply the right to the government (Provincial or Regency / City Land Office). Jurnal ini mengambil julul “Penerapan Prinsip Kepentingan Umum Terhadap Terlantar. Keberadaan atas tanah di muka bumi ini  harus bermanfaat baik bagi kesejahteraan dan kebahagiaan yang mempunyainya maupun bagi masyarakat dan negara. Tujuan dari penelitian ini ialah ingin mengetahui dan memahami batas-batas absolut dari hak milik  terhadap tanah; dan ingin memahami hubungan antara prinsip kepentingan umum atas tanah. Jurnal ini mengangkat permasalahan yang juga menjadi tujuan penulisan yaitu apa hakikat kepentingan umum atas tanah dan apa upaya hukum yang dapat dilakukan oleh pihak ketiga terhadap tanah terlantar. Penyusunan jurnal ini dilakukan dengan tipe penelitian normatif dan menggunakan pendekatan peaturan perundang-undangan dan pendekatan konsep. Hasil dari penelitian ini adalah Hakekat dari prinsip kepentingan umum terhadap tanah ialah untuk menciptakan pembangunan yang berlandaskan asas perikemanusiaan dalam keseimbangan sebagaimana diatur dalam UUD NRI tahun 1945. Pembebasan hak atas tanah disebabkan oleh kepentingan umum dan swasta dengan pemberian ganti rugi dan berpedoman pada asas musyawarah. Sedangkan pencabutan hak atas tanah merupakan semangat dari ketentuan Pasal 18 UUPA menggariskan bahwa untuk kepentingan bangsa dan negara serta kepentingan bersama (hanya untuk kepentingan umum) dari rakyat hak atas tanah dapat dicabut dengan memberikan ganti kerugian. Upaya hukum yang dapat dilakukan pihak ketiga untuk dapat memanfaatkan tanah negara (tanah terlantar) ialah melakukan permohonan hak kepada kepada pemerintah (Kantor Pertanahan Provinsi atau Kabupaten/Kota).

Transportation is currently divided into three types, namely land transportation, sea transportation and air transportation. Nowadays, many people prefer to use air transportation since air transportation can travel long distances in a relatively shorter time. However, it is not infrequently for airlines to cause losses to consumers, especially to people with disabilities.  Where as fact people with disabilities should get special treatment. Therefore, these problems can be examined as follows: 1) how is the legal protection for people with disabilities in the positive law in Indonesia? 2) What is the regulation of the rights of consumers with disabilities as airplane passengers? This presentation used normative research methods to find whether there are legal rules according to legal norms or not, whether there are norms in the form of orders or prohibitions in accordance with legal principles or not and whether one’s actions are in accordance with legal norms or not by using a legal and conceptual approach. This research required a source of secondary legal material as the main legal material. People with disabilities have the right to receive special services and facilities while at an airport or aircraft. The government has made legislation as a form of legal protection for people with disabilities. Nevertheless, the government must be more assertive in order to avoid discrimination against people with disabilities. Furthermore, it is not only the government that must provide legal protection for people with disabilities but also the community. The community must change the mindset about people with disabilities who are considered unable to do anything, and they must help people with disabilities to get equal treatment before the law.

Land acquisition for public purposes is an activity intended for the public interest that uses community land. To be able to carry out development in the public interest, the government uses state land. If state land is not sufficient or cannot maximize development, the government can use land from individuals or groups by carrying out the land acquisition. In implementing land acquisition, the land acquisition team must pay attention to the rights of the people affected by land acquisition. Irregularities that often occur in the implementation of land acquisition are related to discrimination, intimidation, and violence. These rights are included in human rights, which must be upheld and protected because this is closely related to property rights. Human rights give an understanding that the right to own something is the right of every citizen, including the right to own land is one of the human rights inherent in each person per person in groups. While property rights must not be taken arbitrarily and against the law, such matters are regulated in Article 28H of the 1945 Constitution. This paper concludes that the construction activities of the New Yogyakarta International Airport (NYIA) carried out violated human rights; this is because the land acquisition team has committed violence, discrimination, and violence against the people affected by land acquisition. The form of legal protection provided by the government is proper compensation.

Indonesia has the potential to manage natural resources in such a way that social justice, public welfare, and the prosperity of the people is also realized. Contract law is the primary legal umbrella used in efforts to protect natural resources from exploitation. This study uses normative juridical methods that prioritize secondary data as the primary sources. This study shows the form of the legal protection of state assets related to oil and gas management including the government has the right of immunity, the existence of provisions regarding state revenue, state levies, and bonuses and the existence of provisions for contractors to distribute a portion of the production share. Thus, the government uses Production Sharing Contracts (PSC) to enter into oil and gas management agreements with contractors, specifically regarding upstream business activities. The Oil and Gas Law does not elaborate on the meaning of the PSC. Rather, it only states that the PSC is one form of the contracts. This study aims to find out and analyze the recognition and legal protection of community rights to land in the Mandalika Special Economic Zone, to see the application of the principle of justice in the use of land rights in special mandalika economic zones and find out what factors influence the application of the principle of justice on land for people in the Mandalika Special Economic Zone. This research qualifies as empirical legal research. In this study the approaches used are: Case Approach, Conceptual Approach and Statute Approach. The results of the study indicate that First : Recognition and legal protection of community rights to land in the Mandalika Special Economic Zone is by issuing a legal instrument in the form of PP No. 52 of 2014 concerning Mandalika Special Economic Zones and No. Pepres. 58 of 2017 Acceleration of the Implementation of the National Strategy Project. Second: The application of the principle of justice in the utilization of land rights in the special economic zone of the mandalika is not optimal, there are still many people who cannot use the area to carry out activities such as opening a culinary business, lodging and trading. The government prioritizes large investors and this is very contradictory to the constitution, especially Article 33 paragraph 3, which emphasizes the maximum prosperity of the people, not certain groups, who have deep pockets because of our natural resources. Third: Factors that influence the application of the principle of justice in the control of land rights for the community in the Mandalika Special Economic Zone are factors in the certainty of land rights, government arrogance factors, inheritance factors, Speculative Factors. Suggestions are addressed to the Central Lombok National Land Agency and to the community.

This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.
