The public sector plays an important role in the process of creating a quality of business environment. The objective of the paper was to present new scientific knowledge in the field of legal risk in the SMEs sector of the V4 countries. For this purpose, weights of selected factors of legal risk were quantified and there were compared the trends of the Czech Republic with other V4 countries. Empirical research was conducted via questionnaire survey on a sample of 1.585 respondents. On the basis of the research conducted, it can be concluded that the level of legal risk in the V4 countries was relatively high; this risk negatively affects business activities in the SMEs of the V4 countries. A major part of enterprises in the V4 countries evaluate the legal risk as unacceptable. Entrepreneurs in the V4 countries negatively evaluated the fact that the dynamics of legislative changes is too intensive and has a negative impact on their business activities. SMEs in the V4 countries considered the business environment to be too strictly regulated. On the other hand, entrepreneurs showed a high level of self-confidence in the knowledge of basic legal norms in business. Legal risk is perceived differently in individual countries. The lowest intensity of legal risk is perceived by SMEs in Hungary; the highest level of perceiving legal risk was shown in Poland. Empirical research showed that the size of enterprise and education of entrepreneurs do not have a significant impact on the formation of entrepreneurs´ attitudes in terms of legal risk.

One of the prerequisites for a favourable business environment is a stable legislative context and law enforcement. In particular, for SMEs, that do not have the financial resources for stable legal assistance, legal risk is becoming one of the most important business risks. The aim of this paper is to enrich the current scientific knowledge with a comparison of the impact of legal risk on SMEs in selected countries. The empirical research was conducted by Tomas Bata University in Zlín during 2019-2020. In total, 1935 SMEs completed the questionnaire and their responses were examined to fulfil the purpose of the paper. The four statistical hypotheses were analysed through statistical methods such as Z-score and Chi-square tests, with IBM SPSS Statistics 23.0 used for data evaluation. Findings highlight that more than 50% of SMEs consider the management of legal risk as appropriate. Only 39% of SMEs consider the business environment as over-regulated. Almost 50% of entrepreneurs agree that their business is affected by frequent legislative changes but with no negative impact. There are statistically significant differences in consideration of legal risk between SMEs from the Czech Republic and the rest of the selected countries (Slovakia, Poland, Hungary and Ukraine).

In this article, the authors suggest that a key to a more effective and socially responsible fight against corruption lies in sequencing. Here, they explain how initiatives targeting high-level corruption in government and business must take priority, preceding the reforms of the public sector.

<p>This study aims empirically to analyze the critical factors that impact the success of ERP system implementation in the public sector in the Kingdom of Bahrain and to clarify the benefits gained from the implementation. The study used a detailed questionnaire as a measuring instrument across the sample group to measure two main variables, the first being critical success factors (CSFs), and the second whether ERP implementation was successful or not. The CSFs are top management commitment and support, ERP system matching organization, business process re-engineering, vendor support, and training users.</p>Those factors found to have a significant impact on ERP system implementation and the results illuminate the high level of success in implementing ERP systems. While simultaneously demonstrating that an organization with a functioning ERP system does not achieve the desired benefits by default, but rather the organization requires certain Critical Success Factors (CSFs) to be present and in effect for those benefits to be achieved.

Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.

В статье рассматриваются причины и факторы, способствующие возникновению пенитенциарного стресса у осужденных к лишению свободы женщин. Стресс как субъективная реакция психики на изоляцию от общества больше связан с воздействием пенитенциарной среды и способствует развитию деструктивных проявлений у женщин, что негативно влияет на исправительное воздействие и часто проявляется на стадии адаптации и перед освобождением. В гендерном аспекте результаты исследования показали, что осужденные к лишению свободы мужчины проявляют устойчивость к стрессорным воздействиям при высоком уровне стресса, депрессивные состояния среди них в несколько раз меньше, чем у женщин. Пенитенциарный стресс у женщин является более контрастным, так как уровень психоэмоциональных переживаний выше и требуется значительно больше времени для восстановления, чем мужчинам. Исследуется практика применения индивидуальных и групповых психокоррекционных методик, осуществляемых в процессе исполнения наказания, которые создают условия для самоисправления женщины. Оптимизация исправительного воздействия возможна при условии включения осужденных женщин в воспитательно-ресоциализационные и социально-реабилитационные программы с учетом психофизиологических особенностей и анализа психодинамики их активности, с использованием дополнительного положительного влияния близких родственников и общественности на разных этапах отбывания наказания. The article discusses the causes and factors contributing to stress in prison of persons sentenced to deprivation of liberty of women. Stress as a subjective reaction of the psyche to isolation from society is more related to the impact of the prison environment and contributes to the development of destructive manifestations in women, which negatively affects the corrective effect and often manifests itself at the stage of adaptation and before release. In the gender aspect, the results of the study showed that men sentenced to imprisonment show resistance to stress at a high level of stress, depression among them several times less, unlike women. Penitentiary stress in women is more contrast, because the level of psycho-emotional experiences is higher and it takes much more time to recover than men. The author of the article studies the practice of applying individual and group psychocorrection techniques carried out in the process of execution of punishment, which create conditions for self-correction of women. Optimization of treatment possible, subject to the inclusion of women offenders in a correctional reintegration and social rehabilitation programme taking into account psycho-physiological characteristics and analysis of the psychodynamics of activity, using the influence of relatives and the public at various stages of punishment.

The purpose of this chapter is to argue the connection between successful knowledge management implementation and a robust change management platform. The framework emanating from the platform is that of four levers: Mobilisation, Communication, Infrastructure, and Sustainability. Drawing on the research literature and the writers’ combined experience in implementing change and knowledge management in the Public Sector, the content examines utilisation of the four levers in overcoming the barriers to knowledge management systems and promoting commitment to their success. A planned outcome of this chapter is that Public Sector managers can consider and “leverage” the opportunity offered by knowledge management and sharing in the formulation and delivery of government policy. The framework of the four levers is considered from a conceptual perspective and acknowledges the opportunity for their exploration and testing in future empirical research.

The corporatization of the government has resulted in the change of the government structure and it has a negative impact on the fiscal budgeting. This change has also resulted in the equalization and generalization of the public-sector finance to private-sector finance. The impact is the disappearance of sources of funds and the adoption of the four-legged horse budget apocalypse and the categorical funding. This adoption has resulted in economic marginalization, social exclusion, massive corruption, and non-sustainability. A sustainable fiscal budget design requires the application of theory on practice and a holistic approach through the organizational structure and the timeframe of each jurisdiction, based on factual evidence and scientific analysis.

Least developed countries (LDCs), have been struggling to find a workable strategy to adopt information and communication technology (ICT) and e-government in their public sector organizations. Despite a number of high-level initiatives at national and international levels, the progress is still unsatisfactory in this area. Consequently, the countries are failing to keep pace in the global e-government race, further increasing the digital divide. This chapter reports on an exploratory study in a least developed country, Bangladesh, involving a series of focus groups and interviews with key stakeholders. A lack of knowledge and entrenched attitudes and mindsets are seen as the key underlying contributors to the lack of progress. The analysis of the relationships among the major barriers to progress led to a process model, which suggests a pathway for e-government adoption in an LDC such as Bangladesh. The chapter introduces important directions for the formulation of long-term strategies for the successful adoption of ICT in the public sector of LDCs and provides a basis for further theoretical development.

Public sector performance measurement systems are often designed by high-level administrators and agency staff. In many instances performance reports are treated as internal documents or provide limited information of how government actions impact the lives of citizens or fall short of expectations. Performance measurement and reporting approaches, however, are gradually changing to include citizens in the process and to communicate results in a more robust way to the public. This chapter explores the topic of e-reporting and the potential it offers to engage the public in the assessment of government performance. Three exemplary programs are examined: Virginia Performs, Maryland’s BayStat, and King County AIMs High. Each offers useful techniques for describing program objectives, showing government progress, making data available, and exploring interactive mechanisms that support data manipulation or customization. The chapter concludes with a discussion of future areas of research.

Presenting a large threat to irreplaceable heritage, property, cultural knowledge and cultural economies across the world, heritage and cultural property crimes offer case studies through which to consider the challenges, choices and practices that shape 21st-century policing. This article uses empirical research conducted in England & Wales, France and Italy to examine heritage and cultural property policing. It considers the threat before investigating three crucial questions. First, who is involved in this policing? Second, how are they involved in this policing? Third, why are they involved? This last question is the most important and is central to the article as it examines why, in an era of severe economic challenges for the governments in the case studies, the public sector would choose to lead policing.
