Governance and regulation at the national and international level, the management system of the leading companies in the world, forms and methods of management, and marketing, commercial and advertising work form a relatively new subject field in domestic science. These issues have been introduced into the educational process in Russian universities in the second half of the 1980s. At the MGIMO these research areas have been developed for more than 60 years. Scientific School of the Department of Management and Marketing and the Department of Management Foreign Economic Activity is oriented at the international level and focuses on the development of organizational forms and methods of management, marketing strategy, marketing, and commerce in the context of foreign trade and international activities of domestic firms and organizations on the basis of a comprehensive study of advanced management experience of leading foreign countries. In the early stages of its existence, the school was focused on methodological and practical aspects of international commerce and advertising. But gradually its research encompassed the field of management and marketing, and the scientific school in the field of international management and marketing was established on the basis of examination of relevant theories and experiences of leading foreign countries, and especially multinational companies. Originally these studies were conducted by the Department International Economic Relations of the Faculty of International Economic Relations at MGIMO. The disciplines included studies of the foreign trade operations in global markets, management of foreign economic activities in foreign countries, world commodity markets, and others. The textbook "Organization and technology of foreign trade in the capitalist market" by I.N. Gerchikova, Honored Scientist of the Russian Federation, Doctor of Economic Science, Professor, published in 1977 already contained sections on management and marketing, including the organizational structure of firms and their international marketing work, international advertising, etc. PhD. Professor F.G. Piskoppel, Ph.D. Professor S.P. Nikitin systematically analyzed forms and methods of market research, which are an integral part of the marketing activities of companies in global markets.

In the present stage of development of international economic relations multilateral regulation of competition is becoming more and more important in order to, firstly, annul the effects of domestic rules of competition that are today considered the greatest non-tariff limitation, secondly avoid conflicts that can be caused by exterritorial implementation of national rules in this field, and, finally, define the rules of behavior in the world market. Although the first attempts to regulate this field were made pretty long ago and some activities were taken within UNCTAD, OECD and GATT, no comprehensive rules considering the issues they define and a group of countries that implement them have been adopted at the international level, so far. For the time being, numerous competition problems in relations among countries have been overcome by concluding a number of bilateral agreements and several regional arrangements.

The article is aimed at studying aspects and methods of teaching international economic relations in higher education institutions of Ukraine. On analyzing the latest research and publications by scholars, the general theoretic foundations of professional training of future economists of international relations were considered. The article highlights and theoretically substantiates the problem of training future specialists of international economic relations in higher education institutions of Ukraine; the main aspects and methods for elimination of this problem are defined. The methods of teaching economic disciplines in universities, which are directed towards improving the educational process, are presented; the application of information technologies in the process of mastering the material is analyzed. Thus, the professional activity of the student is primarily connected with the analysis of specific factual material, figures, analysis, etc. However, such is the picture at first glance, and if you delve into the essence, it becomes clear that a professional – economist of international relations has to be able of figuring out people, actions and specific events in accordance with the information analyzed. In general, one can say that the purpose of economic education is to form modern economic thinking in the context of combining the ordering of economic reality and awareness of one’s place therein. In this regard, special attention should be paid to higher education, in particular the study of international economic relations, training of competitive specialists of this specialty. To do this, new approaches to the introduction of remote studying technologies in the conditions of credit and transfer system of organization of educational process should be implemented.

Summary New frameworks operating at the international level have led to the need for a broader and more complex involvement of companies in international economic flows. In such circumstances, focus on the international and global markets becomes inevitable. Each segment companies must adapt and evolve in accordance with such conditions. Marketing as an important activity of the company in selling products or services is also changing and expanding its activities in line with international market. This leads to the creation of an international marketing concept and system as a specific approach to the processing of international economic relations. An important segment of implementation of the marketing concept is the marketing communication, which in terms of the limited number of international barriers. It is certainly possible to overcome with a well-defined marketing strategy. Clearly defined marketing strategy and well-prepared marketing mix remove barriers, to meet the set goals and lead to positive results for the company.

The article discusses the phenomenon of coordination of industrial policies as a way to resolve the conflict of modern international economic relations. The concept of modern industrial policy in the context of deepening globalization and expansion of international integration is clarified. It is proposed to expand the number of subjects of industrial policy by including transnational corporations, international financial organizations and industrial lobbies of foreign countries. The qualitative changes in the system of international economic relations due to the transformation of the interests of the subjects of industrial interaction are revealed, which increases the role of national industrial policies and causes an objective need for their interstate coordination and subordination.

The textbook meets the requirements of the state educational standard for the discipline "World economy". In the process of studying the course, the student must acquire certain knowledge, skills, abilities within the framework of General cultural and professional competencies. Submission of material in the textbook is based on the knowledge gained by students in the study of disciplines "History of the world economy" "Economic theory", "Higher mathematics", "Statistics", "Introduction to the world economy". The author summarizes many years of experience in teaching courses "World economy and international economic relations", "international economic integration", "Globalization of the world economy" to students, as well as students of the Interdisciplinary Institute of advanced training of Dagestan state University. In the work on the textbook, the author sought to combine the necessary scientific level and logical, rational and simple presentation of the topic. Specific practical and statistical material is accompanied by theoretical analysis, conclusions, generalizations, as well as control questions for self-testing. The textbook can be organically used in combination with modern audiovisual and other tools used in the educational process. Particular attention is paid to the use of a variety of Russian and foreign sources, statements and concepts of authoritative analysts and economists; statistical data, mainly international organizations and institutions such as the UN, UNCTAD, UNIDO, WTO, IMF, world Bank, IBRD, Eurostat, national statistical reports and annual compilations and periodic literature. At the same time, observing the educational standards established by the Ministry, the author of the textbook considers it useful to apply a variety of techniques to consolidate educational material (questions, control tasks, etc.). The publication can be used by students enrolled in bachelor of Economics programs, students of faculties of advanced training, employees of the economic sphere. as well as all those interested in the theory and practice of the world economy and international economic relations. The textbook quite convincingly reveals the basic theoretical and methodological foundations and General trends in the development of the modern world economy.

The article examines the problems and directions of improving the foreign trade coercion system in the Russian Federation. Current realities of the international economic relations development are characterized by the active use of foreign trade coercion measures. In the conditions of international economic integration they serve as one of the most effective means of influence, in connection with which we can state the steady spread of tools of foreign trade coercion, which, along with wide attention of international organizations and the public to this problem, determines the relevance of the study. The improvement of the current foreign trade coercion system should be carried out through the active participation of the Russian Federation in the activities of the UN and, in particular, in promotion of two main directions. The first one is designed to solve the problem of collateral damage by creating a unified list of products for which bans may be imposed, and mechanisms for monitoring their use, which, as a result, make it possible to humanize the use of foreign trade coercive measures. The second direction is designed to address the illegal misuse of restrictive measures. This can be done by developing a system for assessing the legitimacy of their use by third countries, as well as by unifying the implementation of UN sanctions regimes, including the adoption of norms on the responsibilities for their violation. The implementation of the presented directions will increase the efficiency of the foreign trade enforcement measures system, and provide an opportunity to defend the legitimate rights and interests of Russian entities, which, given the current trends in the development of international economic relations, will strengthen the position of the Russian Federation on the global stage.
