Introduction:The article discusses the theoretical basis of research in the feld of paradiplomacy or external relations of intrastate administrative-territorial entities. Paradiplomacy is an umbrella concept within several theoretical approaches that are significantly close in content. The author analyzes the main problems in the theory of diplomacy related to the lack of heuristic potential and the lack of a formed conceptual grid.Materials and methods:from a theoretical and methodological point of view, the author uses the hermeneutic approach, which allows to combine descriptive techniques and analysis of the subjective aspects of the given phenomenon. In addition, the author relies on a comparative historical method and a normative political analysis, which makes it possible to ft the facts of political reality into the framework of political theory. The paradiplomatic practice of Russia, Brazil, Canada, USA, Tanzania, and the Republic of South Africa acted as the material for the study.Research results:the author has identifed three main problems of the theory of paradiplomacy, which delay its further development. The theory of paradiplomacy does not have clear answers for questions of the spatial transformation of administrative-territorial units and the relationship of these transformation processes with paradiplomatic activity. The theory of paradiplomacy is unable to explain the phenomena of multilateral interregional relations and the unevenness of paradiplomatic activity.Discussions and conclusions:the author states that the existing theoretical approaches to paradiplomacy are mainly descriptive in nature and do not address the problems of a methodological, epistemological and normative nature, which is an undoubted drawback.

Crimes against marriage and family are a particular group of social relation­ships that the law has defended properly in view of the high public significance and value they enjoy. At the moment they are regulated in Chapter VI, Section I, of the specific part of the Penal Code the Repub­lic of Bulgaria. The subject matter of this Statement will, however, be the legisla­tive provisions concerning these criminal­ized acts in retrospect. The purpose of the study is to show by historical method and through the comparatively legal method the development of these criminal groups during the periods of various criminal laws in Bulgaria. This will also provide a basis for reflection on possible de lege ferenda proposals. This report from a structural point of view will be divided into three distinct points, marking each of the penal laws in the Republic of Bulgaria, which were in force before 1968.

The Republic of Kosovo was created several years after the breakup of the Socialist Federal Republic of Yugoslavia. Its problems were visible during Josip Broz Tito’s presidency. Over the last ten years Kosovo has had two female presidents. The question is, what is the position of women on the Kosovan political scene? This phenomenon is particularly significant from the point of view of the post-conflict reconstruction of the state. The aim of this article is to analyse the evolution of the role of Kosovo Albanian women in the politics of Kosovo at the central level. For this reason, the article includes women involved in the armed conflict in Kosovo, especially in the activities of the Kosovo Liberation Army (KLA, alb. Ushtria Çlirimtare e Kosovës, UÇK). The author also presents the role of women in the Kosovan political arena since 1999, with particular emphasis on changes that took place after the declaration of independence of Kosovo. Furthermore, the author examines the profiles of selected female politicians. The article is based on an analysis of primary and secondary sources, the comparative and historical method, and an analysis of statistical data.

In this article, the author examines the problems of defining public-private partnership (PPP) from the point of view of the international theory and the experience of the Republic of Uzbekistan in this area. The views of foreign theorists, relevant international organizations, and scientists of the Republic of Uzbekistan regarding the term PPP are studied in detail. The author analyzes the relationship of PPP with the civil law contract and administrative law and concludes that the PPP agreement is classified as an unnamed contract in the Civil Code of the Republic of Uzbekistan. In conclusion, the author gives a proposal for improving the legislation of the Republic of Uzbekistan in the field of PPP.

The political process, as one of political science primary categories, is an important basis for political analysis. The political reality is created as a result of human activity, and it is connected with interrelated political interests' realization aiming to achieve predefined goals. The article explores the theoretical and methodological foundations of political process based on the analysis of relevant works in this field of study. The institutional, behavioral, structural-functional approaches as well as conflict, discourse, and other methods of political process analysis are examined.   Summing up the results of explored issues, we concluded that political process is a dynamic and nonlinear political phenomenon that can vary in time, taking into account the impact of various direct or indirect factors. A comparative analysis of political process research approaches has shown that any particular approach can be efficient only in an appropriate situation and political time. In case of other circumstances' presence, the same approach cannot be applied efficiently to a precise political process. It is also necessary to consider the peculiarities of political process due to the political culture model, dominant in the given society.

Abstract This paper discusses the issue of the specificities of the relationship of the comparative and the historical methods in the research of political history. We find examples of the relationship of the comparative and the historical methods in the research of political history in works of modern historiography. Contemporary political history studies various forms of political reality, a variety of themes and those subject to fad, like other branches of history. The analysis has shown that all general scientific methods, particularly the historical method, as well as the comparative method, enable the scientific cognition of social, historical and political phenomena and processes, which also applies to the research of political history.

This article gives examples of theoretical models of the behavior of the political elite, depending on the specific political situation and relations with opponents. The analysis of the political elite is based on three main approaches: structural, functional and structural-functional, which sufficiently allows us to study the internal structure of the political elite. The study of the internal structure, in turn, allows you to determine the relationship of the structural elements of an integral system and identify problems at an early stage. Based on them, two main levels of research can be presented: the micro level (interaction with individuals) and the macro level (interaction with the state). An important factor influencing the determination of a certain pattern of behavior of the political elite is the environment. “External environment” refers to both individual individuals and social groups and institutions, each of which plays a significant role in the political process as a whole. Attention is focused on the models of actions of the political elite in small states, in the context of the coalition / type of hostile relationship. The role of the political elite of a small state in the international arena, its strategies and tactics, status positions. The importance of the correct Organization of the communication process is described. The article also presents the experience of the behavior of the political elite in the Republic Of Moldova.

Introduction. The article considers the variety and functions of dishes and utensils used at the sacrificial rituals of Trans-Kama “pagans” Udmurts from the Republic of Bashkortostan and Perm Krai. This is the first attempt of using extensive field and archival materials for the research purposes. Materials and Methods. The material for the study represents the published and archival sources, ethnographic information collected the authors during many years of field research. The analysis of materials was carried out using a comparative-historical method. The article takes into account the theoretical approaches of the semiotic school in ethnology. Results and Discussion. In the object world of Udmurt sacrifices, a special place is occupied by dishes and utensils. Without them the ritual process involving the preparation of food and a joint meal is impossible. Various dishes (cauldrons, troughs, buckets, bowls, spoons, ladles, etc.) are used for their utilitarian purpose (cooking, storage, transportation, eating food, etc.) but inclusion in the ritual process endows them with symbolic functions. Conclusion. Dishes and utensils used at the sacrifices of the Trans-Kama Udmurts are still endowed with a high sacred status. The number, composition and methods of using ritual utensils have remained traditional but their forms, material and manufacturing method have changed. As before, in addition to being used for utilitarian purposes they are endowed with many symbolic functions.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The paper provides a review on the joint Russian-Belarusian tutorial “History of the Great Patriotic War. Essays on the Shared History” published for the 75th anniversary of the victory in the Great Patriotic War. The tutorial was prepared within the project “Belarus and Russia. Essays on the Shared History”, implemented since 2018 and aimed at publishing a series of tutorials, which authors are major Russian and Belarusian historians, archivists, teachers, and other specialists in human sciences. From the author’s point of view, the joint work of specialists from the Russian Federation and the Republic of Belarus in such a format not only contributes to the deepening of humanitarian integration within the Union state, but also to the formation of a common educational system on the scale of the Commonwealth of Independent States or the Eurasian integration project (Eurasian Economic Union – EEU). The author emphasises the high research and educational significance of the publication reviewed when noting that the teaching of history in general and the history of the Second World War and the Great Patriotic War in particular in post-Soviet schools and institutes of higher education is complicated by many different issues and challenges (including external ones, which can be regarded as information aggression by various extra-regional actors).
