Strategy For Improving Effectiveness of Fire Care Society (MPA) in Control of Forest Fire in Bali Province. Land and forest fires seem to be an annual disaster in Indonesia. The Ministry of Environment and Forestry is initiated to form Fire Care Community Groups, called Fire Care Society (MPA). MPA in Bali has been established since 2012. The study is needed to determine the community perception who live around the forest areas, to determine the effectiveness of MPA, and to analyzed strategic increases the effectiveness of MPAregarding forest fires controlling. Research data has been collected through a closed questionnaire to compile the respond of respondents in the google form. The respondent consisted of MPA member and non-member and related stakeholders. The types of data that been collected include respondent’s perceptions, MPA participation, and implementation of Perdirjen PPI number 3, 2018. These data then analyzed with the SWOT method. The results showed that the MPA and non-MPA members have positive perception of natural factor and human behavior as a factor of forest fires. The highest value of MPA’s participation in fires-fighting is 3.71 and participation influenced by environmental factors valued at 3.84. While the implementation of Perdirjen PPI decree is 66.39%. The SWOT analysis shows the MPA in progressive strategic S-O. So this study concludes that the MPA hasn’t been fully effective. The effectiveness can be improved by providing adequate support through clear regulations, budget allocations, and increasing human resource capacity.

This study aims to analyze the strategy of the Department of Population and Civil Registration in the ownership of birth certificate services for orphanage children in the city of Makassar. This study uses a qualitative method through a descriptive approach in researching and analyzing the data under study. The author uses data triangulation techniques in conducting research, data acquisition using observations or observations, interviews, and documentation, and using SWOT analysis to find the right strategy in the birth certificate services for orphanage children. The results showed that the application of birth certificate ownership in orphanage children was still low so that the Makassar City government through the Department of Population and Civil Registration needs to develop a variety of service innovations to facilitate the community in taking care of birth certificate ownership. Another strategy is to increase human resource capacity and socialization activities.

The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence. Title (Bahasa Indonesia): Strategi pengembangan pengawasan kapal perikanan pos pengawasan sumber daya kelautan dan perikanan di Kecamatan Kema, Kabupaten Minahasa Utara, Indonesia Fishing activities practiced by fishermen or fisheries companies to use the fisheries resources must be balanced with controlling efforts to keep the sustainability of the fisheries and marine resources and to secure the fisheries activities and the livelihood continuity of the fisher communities. SWOT analysis was used to analyze implementation of fishing vessel control. The result was an IFAS matrix score of 4.40 and the EFAS matrix score of 4.20, indicating that the Marine and Fisheries Resources Monitoring Center in Kema has the best opportunity to develop and optimize the power. The right strategies are (a) maintaining service quality in relation to fishing permit issuance, (b) strengthening monitoring community group institution, (c) coordination improvement among law enforcement agencies, (d) improving the human resource capacity in relation to monitoring activities. Aktivitas kegiatan penangkapan ikan yang dilakukan oleh nelayan maupun pengusaha perikanan dalam rangka pemanfatan sumber daya ikan harus diimbangi dengan upaya pengawasan pemanfaatan untuk menjaga kelestarian sumber daya kelautan dan perikanan, mengamankan usaha perikanan serta melindungi keberlanjutan mata pencaharian masyarakat perikanan. Metode yang digunakan dalam menganalis tingkat pelaksanaan pengawasan kapal perikanan adalah SWOT. Hasil yang diperoleh yaitu matrik IFAS sebesar 4,40 sedangkan total skor matrik EFAS sebesar 4,20. Hal ini mengartikan bahwa Pos Pengawasan Sumber Daya Kelautan Dan Perikanan Kema memiliki kemungkinan yang paling baik untuk dikembangkan dengan mengoptimalkan kekuatan serta memanfaatkan peluang. Strategi yang tepat dalam rangka pengembangan kinerja pengawasan kapal perikanan Pos Pengawasan Sumber Daya Kelautan Dan Perikanan Kema yaitu dengan (a) mempertahankan kualitas pelayanan penerbitan Surat Laik Operasi Kapal Perikanan, (b) Memperkuat kelembagaanKelompok Masyarakat Pengawas (POKMASWAS), (c) Meningkatkan koordinasi antar penegak hukum, (d) Meningkatkan kemampuan sumber daya manusia pengawas perikanan.

This research aims to determine: 1) people's perceptions in forest protection. 2) factors that influence people's perception of forest protection. 3) community participation in forest protection. This research is a qualitative research. Retrieval of data in research using observation techniques, interviews, and documentation, then analyzed using qualitative descriptive analysis techniques. The results showed that: 1) Community perception of forest protection is positive, meaning that the community preserves forest protection such as replanting trees and maintaining the forest so that natural disasters do not occur. 2) Factors that influence community perceptions of forest protection such as level of education, type of work, level of income, age, and number of family members. Demonstrated: the level of public education classified as primary and secondary education shows a positive perception. Viewed from the type of work, the type of work compared to the people who work as farmers, other types of work show a more positive perception. The level of community income is higher. Age 35-40 years is classified as productive and the community with 4-5 family members shows a positive perception. 3) Community participation in forest protection is an effort to prevent forest damage due to social aspects in the form of forest fires, forest encroachment, and theft of forest products. The community no longer opens the forest to be used as agricultural land and does not herd cattle in the forest..Penelitian ini bertujuan untuk mengetahui: 1) persepsi masyarakat dalam perlindungan hutan. 2) faktor yang mempengaruhi persepsi masyarakat dalam perlindungan hutan. 3) peran serta masyarakat dalam perlindungan hutan. Penelitian ini merupakan penelitian kualitatif. Pengambilan data dalam penelitian menggunakan teknik observasi, wawancara, dan dokumentasi, selanjutnya dianalisis menggunakan teknik analisis deskriptif kualitatif. Hasil penelitian menunjukkan bahwa: 1) Persepsi masyarakat dalam perlindungan hutan adalah Positif, maksudnya masyarakat melestarikan perlindungan hutan seperti penanaman pohon kembali dan pemeliharaan hutan agar tidak terjadi bencana alam. 2) Faktor yang mempengaruhi persepsi masyarakat dalam perlindungan hutan seperti tingkat pendidikan, jenis pekerjaan, tingkat pendapatan, umur, dan jumlah anggota keluarga. Menunjukkan: tingkat pendidikan masyarakat tergolong pendidikan dasar dan pendidikan menengah menunjukkan persepsi yang positif. Dilihat dari jenis pekerjaan, jenis pekerjaan dibandingkan dengan masyarakat yang bekerja sebagai petani, jenis pekerjaan lainnya menunjukkan persepsi yang lebih positif. Tingkat pendapatan masyarakat lebih tinggi. Umur 35-40 tahun tergolong produktif dan masyarakat yang jumlah anggota keluarga 4-5 menunjukkan persepsi yang positif. 3) Peran serta masyarakat dalam perlindungan hutan adalah adanya usaha dalam mencegah kerusakan hutan akibat aspek sosial yang berupa pembakaran hutan, perambahan hutan, dan pencurian hasil hutan. Masyarakat tidak lagi membuka hutan untuk dijadikan lahan pertanian dan tidak mengembalakan ternaknya di hutan.

The problem of forest burning has become a problem in Jambi Province because it is considering the amount of smoke generated from forest fires that is detrimental to the people of Jambi Province. Therefore, there must be law enforcement against those who carry out forest fires so that forest fires do not happen again. However, in reality law enforcement also still has selective logging so that the cases revealed only involve individual actors, whereas for companies only one company is sealed. In addition, factors affecting law enforcement itself such as the lack of human resource capacity regarding understanding of environmental crime, improper equipment and the many regulations regarding evidence in the law so that future efforts in carrying out law enforcement against forest fires are resource human law enforcement must be improved, prepare sophisticated equipment and proof does not have a lot of evidence.

The multisectoral approach has evolved as a popular instrument to attain nutrition goals and targets. But as policy makers, we need timely, relevant, and accurate information in order to effectively support these plans. This commentary comes from the members of the nutrition secretariats at the National Planning Commission in Nepal and the Office of the Prime Minister in Uganda on availability and use of evidence and the nutrition policy cycle. As has been highlighted in this supplement, some of the challenges we have faced include tracking nutrition spending and limited human resource capacity. It will be important for countries, including our own, to take steps to ensure that all sectors with responsibility for nutrition issues adequately prioritize nutrition—as evidenced by budgets and targets—and coordinate efforts for the most efficient use of funds. Countries will also need to consider the importance of transparency and accountability at all levels, as well as planning and reporting systems to ensure better cooperation and stronger partnerships. Going forward, we call on all those working in the field of nutrition to focus on developing evidence that is useful for decision-making and that can facilitate monitoring of practical measures of governance and financing by national- and district-level stakeholders.

The laying chicken farming sector is an important sector because from this sector some animal protein needs for humans are met. The success of a layer farm is largely determined by marketing. Judging from the footsteps of livestock farming, it appears that older farmers have experienced several problems in animal husbandry, such as the 1997 monetary crisis, the outbreak of bird flu in late 2003, the fluctuation of corn prices in 2015. These conditions, many businesses closed farms. Even though there have been several problems with livestock, it turns out that some farms can still survive today, so it is necessary to conduct research on how to formulate an egg marketing strategy? This study took place in Karangasem Regency, Bali Province. Research data obtained from questionnaires and observations. Data analysis uses SWOT analysis techniques (strength, weakness, opportunity, and threat).
