The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence. Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

This study aims to analyze the strategy of the Department of Population and Civil Registration in the ownership of birth certificate services for orphanage children in the city of Makassar. This study uses a qualitative method through a descriptive approach in researching and analyzing the data under study. The author uses data triangulation techniques in conducting research, data acquisition using observations or observations, interviews, and documentation, and using SWOT analysis to find the right strategy in the birth certificate services for orphanage children. The results showed that the application of birth certificate ownership in orphanage children was still low so that the Makassar City government through the Department of Population and Civil Registration needs to develop a variety of service innovations to facilitate the community in taking care of birth certificate ownership. Another strategy is to increase human resource capacity and socialization activities.

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. ABSTRACTOne of the government's strategies to help the village become independent and autonomous by giving the allocation of village funds. The funds allocated for the rural area, and expected to support the implementation of the people’s empowerment and the rural development, so that funds can improve the people’s prosperity. Furthermore, the aims of this study to look at the influence of Fiscal Intervention which are representated by Village Fund, Village Fund Allocation, and part of Local Earning and Retribution toward Poverty which is representated by Poverty Rate of Residences/Cities in Kalimantan Island during 2015-2017. This research used quantitative descriptive approach with Panel Data Model. The result showed of Fixed Effect Model regression that, Village Fund, Village Fund Allocation, and part of Local Earning and Retribution have have negative significant influence at Poverty Rate for 47 Residences/Cities in Kalimantan Island.

Strategy For Improving Effectiveness of Fire Care Society (MPA) in Control of Forest Fire in Bali Province. Land and forest fires seem to be an annual disaster in Indonesia. The Ministry of Environment and Forestry is initiated to form Fire Care Community Groups, called Fire Care Society (MPA). MPA in Bali has been established since 2012. The study is needed to determine the community perception who live around the forest areas, to determine the effectiveness of MPA, and to analyzed strategic increases the effectiveness of MPAregarding forest fires controlling. Research data has been collected through a closed questionnaire to compile the respond of respondents in the google form. The respondent consisted of MPA member and non-member and related stakeholders. The types of data that been collected include respondent’s perceptions, MPA participation, and implementation of Perdirjen PPI number 3, 2018. These data then analyzed with the SWOT method. The results showed that the MPA and non-MPA members have positive perception of natural factor and human behavior as a factor of forest fires. The highest value of MPA’s participation in fires-fighting is 3.71 and participation influenced by environmental factors valued at 3.84. While the implementation of Perdirjen PPI decree is 66.39%. The SWOT analysis shows the MPA in progressive strategic S-O. So this study concludes that the MPA hasn’t been fully effective. The effectiveness can be improved by providing adequate support through clear regulations, budget allocations, and increasing human resource capacity.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
