Subject. This article deals with the particularities of the development of housing mortgage lending in the regions of Russia. Objectives. The article aims to substantiate the need for clustering of territorial entities by level of development of mortgage housing lending in Russia and test the most effective algorithm for mortgage clustering of regions. Methods. For the study, we used a systems approach, including scientific abstraction, analysis and synthesis, and statistical methods of data analysis. The algorithm k-medoids – Partitioning Around Medoids (PAM) was also used. Results. Based on the results of the study of regional statistics of the Russian Federation, the article reveals a significant asymmetry in the values of key socioeconomic indices that determine the level and dynamics of housing mortgages in the regions. This necessitates the clustering of territorial entities according to the level of development of mortgage housing lending in the country. To take into account the impact of various local conditions in assessing the prospects for the development of regional housing mortgages, the article proposes an indicator, namely, the integral regional mortgage affordability index. On its basis, in accordance with the selected clustering procedure, the article identifies five mortgage clusters in Russia and identifies their representative regions. Conclusions. Based on the analysis of the specificity of the development of regional mortgages in the Tula Oblast, taking into account the implementation of the target State programme, the article concludes that it is necessary to improve the mechanisms for financing regional mortgage programmes and justifies the need to develop differentiated programmes for the development of housing mortgages in groups of Russian regions.

The paper analyzes the impact of the federal regulatory burden on poverty dynamics in Russia. The paper provides regional level indices of the federal regulatory burden on the economy in 2008—2018 which take into account sectoral structure of regions’ output and the level of regulatory rigidity of federal regulations governing certain types of economic activity. Estimates of empirical specifications of poverty theoretical model with the inclusion of macroeconomic and institutional factors shows that limiting the scope of the rulemaking activity of government bodies and weakening of new regulations rigidity contributes to a statistically significant reduction in the level of poverty in Russian regions. Cancellation of 10% of accumulated federal level requirements through the “regulatory guillotine” administrative reform may take out of poverty about 1.1—1.4 million people.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

Introduction. The scientific problem under consideration is of particular relevance due to the need to assess the impact of the factors in the digital transformation of the regional economy and in the economic growth on the economic development of the regions of the Russian Federation. Based on the research conducted, the article presents an econometric assessment of the dependence of the level of the gross regional product per capita in the regions of Russia on such factors as digital labor and digital capital. Materials and Methods. The authors analyzed panel data from the Federal State Statistics Service covering 87 regions of Russia for the period from 2010 to 2018. The research methodology is based on the use of the Cobb–Douglas production function, statistical and correlation data analysis, as well as on econometric methods for studying panel data. Results. To analyze the impact of the digital transformation of the economy on the regional economic growth of the regions of Russia, various models based on panel data have been considered, such as the pooled model, fixed effects models, random effects models, as well as time-varying effects models using dummy variables. Based on statistical criteria, the best model has been chosen and conclusions have been drawn about the nature of the impact of the digital transformation indicators on the gross regional product per capita in the regions of Russia. Discussion and Conclusion. The results of econometric modeling have demonstrated that digital factors in economic growth (digital labor, digital capital), along with common factors in economic growth (labor and capital), affect the regional economic growth. According to the regional data for the period from 2010 to 2018, the time fixed effects model has proved to be the best model of the impact of the factors in economic growth and digital transformation on the economic development of the regions of the Russian Federation. The research results can be used when developing a public policy aimed at stimulating the digital transformation of the regional economy.

Subject. This article discusses the formation of receivables that depends on the influence of numerous and at the same time heterogeneous factors. Objectives. The article aims to develop methodological provisions for the content of receivables, its key elements, in order to establish an adequate management mechanism to maintain capacity to pay and maximize profits. Methods. For the study, we used the systems approach, analysis and synthesis, and generalization. Results. On the basis of generalization and systematization of published works on the subject matter, we have identified insufficient accounting of the impact of receivables at the macro level and show a new direction of the topic in terms of the functional assignment of receivables in the structure of working capital at the micro level. Conclusions. Receivables are a kind of credit exposure of an economic entity. This risk has certain criteria such as volume and duration combined with time, quantitative and qualitative characteristics.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.

The aim of this study was to evaluate the specific values of the indices that describe the spread of higher education institutions in all regions of Russia and the number of their students in the total working-age population living in these regions. The initial empirical data were the results of official statistical surveys conducted on information on the development of higher education, as well as the number of working -age population in eighty-two regions of the Russian Federation for 2020. In the course of the research, four mathematical models were developed. The study showed that on average, there are almost 14.8 higher education organizations per million working-age residents in the regions. It is proved that every twenty-fourth person of working age in 2020 studied under higher education programs. The conducted analysis showed the presence of a significant differentiation of the values of the considered indicators by region. The regions with the maximum and minimum values of the considered indicators were identified. It is shown that higher education has received significant development in Russia.

The study provides an assessment of the readiness of the sports community to conduct active training and competitive activities during the COVID-19 pandemic.

Subject. We consider the status, problems, trends and prospects for the development of the national payment system of the Russian Federation. Objectives. We focus on disclosing the content and problems of the modern stage of operation of the national payment system of the Russian Federation, and the analysis of its possible prospects for development. Methods. The study employs the institutional and systems approach to scientific knowledge. On its basis, we apply the situational, factor, statistical and other methods of analysis. Results. The existing national payment system is a complex and not quite independent entity. It is demonstrated by the practice of numerous legislative and regulatory supporting mechanisms that need not only the perception and assimilation of international experience, but also the establishment of proper in-house practice. Regions of the country have significant differences in the quality of payment services provided. Conclusions. To solve the problems of prospective development of the national payment system of the Russian Federation, it is necessary to increase its centralization, create a mobile universal and internally consistent and receptive to innovation legal mechanism of functioning. The revival and growth of the country's economy, stimulating the demand and supply of payment services, will facilitate the solutions. Further development of the system depends on the increase in the scale of operation, alignment of regional and corporate levels of service for individuals and business entities, qualitative improvement, taking into account the international standards and the best foreign practices.

The presented study examines the results of the assessment of the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions. The specific features and parameters of the complex of enterprises in the depressed regions of the Russian Federation are identified. The hypothesis about the dependence of the economic indicators of regional development on the strategic sustainability of enterprises operating in the region is confirmed. Directions for applying the results of this study to boost the economies of the depressed Russian regions by improving the management of the complex of enterprises are proposed. Aim. The study aims to analyze the methodological approaches to assessment proposed by the authors as well as the strategic sustainability of large, medium, and small enterprises in the depressed regions of Russia.Tasks. The authors develop a methodology for analyzing the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions as a crucial factor of regional economic growth; identify specific features in the development of this complex in the depressed regions of Russia by calculating an integrated index for performance assessment – index of strategic sustainability of the complex of enterprises in the region; determine the sustainability parameters of the complex of enterprises in the constituent entities of the Russian Federation based on the developed system of indicators. According to the results of the study, the authors characterize directions for improving the management of the complex of large, medium, and small enterprises.Methods. The theoretical and methodological basis of the study comprises theories and concepts of the role of enterprises and entrepreneurship in regional economic development, allowing the authors to propose definitions for the concepts of ‘strategic sustainability of the complex of enterprises in the region’ and ‘regional profit center’. This study also uses general scientific methods: analysis and synthesis, comparative and statistical analysis, systematization, calculation of an integrated index, cluster analysis, and correlation analysis. The calculations are based on the data of the Russian Federal State Statistics Service, Russian Federal Tax Service, and SPARK database by Interfax.Results. The study shows that the complex of enterprises in depressive regions is not strategically stable. In comparison with regions where the socio-economic development rate is higher, the depressed regions of the Russian Federation have a significantly lower proportion of large business enterprises, lower labor productivity and innovative activity of enterprises, less favorable demography of enterprises, much lower share and growth rate of corporate income taxes in the total tax revenues of the region, and other indicators pertaining to the analysis of activity of enterprises. This confirms the hypothesis of the dependence of regional economic development on the business structure of the region and makes it possible to propose ways of improving the management of strategic sustainability of enterprises in depressed regions for federal and regional authorities.Conclusions. The complex of large, medium, and small enterprises in depressed regions is characterized by low and extremely low sustainability parameters, which affects the economic and social development of the regions. Many key indicators of the development of depressed regions over the past 30 years have values below 50 % of the average level in Russia. Improvement of the management of development of depressed regions should focus on enhancing government support tools that facilitate the development of the complex of enterprises in the regions. The management of sustainability of the complex of enterprises in a region should be integrated into the strategic management system at the federal and regional level.

The paper provides some results of a study of changes that have occurred in the labor markets of Russian regions during the "first" and "second" waves of the COVID-19 pandemic. In particular, it is shown that in 2020 — 2021 there were transformations in the structure of employment of the population of the Russian regions, for example, the number of vacancies in the industries that were most severely affected by the introduction of restrictive measures in the economy decreased, the unemployment rate increased significantly. The negative consequences of the pandemic in one way or another manifested themselves in all Russian regions. However, in a number of regions, which even before the pandemic showed an unstable dynamics of socio-economic development, the impact of the COVID-19 pandemic had a more significant negative impact. This indicates that during a pandemic, divergence processes have intensified in the national economy. At the same time, during the pandemic, some new forms of employment were developed, associated with the need to switch to a remote mode of work. We believe that these new forms of employment will remain relevant both in Russian and international practice even after the end of the pandemic. The paper also analyzes the main measures of state support for the population, small and medium-sized businesses, and migrants. It is shown that, in general, the measures of state support during the pandemic were timely and made it possible to avoid the collapse of the national economy. It is concluded that support measures should be more regionally differentiated in order to take into account the specifics of the economy of the regions of the Russian Federation.
